Prohibits any change in the status of any member of the uniformed services who is in a missing status as a result of service in Southeast Asia, until the provisions of the Paris Peace Accord of January 27, 1973, have been fully complied with by North Vietnam or the President has determined and reported to Congress that all reasonable actions have been taken to account for such members.

Fiscal Integrity Act - Expresses the findings of Congress, including that allowing the continuation of policies which lessen the fiscal integrity of the Government is detrimental to the general welfare of the people and ought, therefore, to be ended. Title I: Revenue and Budget Outlays Control - Establishes for each fiscal year a revenue and budget outlays limit for the Government. States that no appropriation shall be made for any fiscal year by the Congress in excess of the revenue and budget outlays limit for such fiscal year. Provides that if the revenue of the Government exceeds the limit established, the excess shall be used for the payment of the public debt of the Government. States that the revenue and budget outlays limit shall be derived by multiplying the estimated aggregate national income for such fiscal year by the Federal revenue factor. Defines "Federal revenue factor". Title II: Monetary Supply Control - Directs the Board of Governors of the Federal Reserve System to insure that any rate of increase in the amount of currency in circulation and demand deposits is not greater than 1 1/4 percent per quarter fiscal year. Title III: Fiscal Disclosure - States that a bill or joint resolution introduced in either House of Congress or received by it from the other House shall be printed only when there appears at the bottom of the first page a fiscal note. Requires such fiscal note to state the amounts estimated to be the direct and indirect costs likely to be incurred or the direct and indirect savings likely to be achieved in carrying out the provisions of such bill or joint resolution in the fiscal year in which it is introduced or received and in each of the five fiscal years following such fiscal year, or for the authorized duration of any program authorized by such bill or joint resolution if less than five years, except that in the case of measures affecting revenue, the fiscal note shall state only the estimate of change in revenues for a one-year period. States that a copy of each such bill or joint resolution shall be transmitted immediately to the instrumentality of Government which will carry out its provisions.

Expresses the sense of the House of Representatives that: (1) all military, economic, or other assistance, all sales of defense articles and services, all sales of agricultural commodities and services, and all licenses with respect to the transportation of arms, ammunitions, and implements of war (including technical data relating thereto) to the Government of Turkey should be suspended on the date of adoption of this resolution; and (2) the provisions of this resolution should cease to apply when the President reports to the Congress that the Government of Turkey has withdrawn all of its armed forces from Cyprus.

Expresses the sense of Congress that the President of the United States should direct the Secretary of State: (1) to bring to the immediate attention of the Government of the Soviet Union the deep and growing concern among citizens of the United States over the plight of Simas Kudirka as a United States citizen; and (2) to urge that the Soviet Government release him from imprisonment and permit him and his immediate family to emigrate freely to the country of his choice. Expresses the sense of the Congress that the President of the United States forward a copy of this concurrent resolution to the United States Representative to the United Nations for transmission to the Commission on Human Rights or the Division of Human Rights of the United Nations.

National Commission on Epilepsy and Its Consequences Act - Directs the Secretary of Health, Education, and Welfare to appoint a National Commission to determine the most effective means of finding the cause and cures and treatments for epilepsy. Directs that such Commission shall develop a national plan for the control of epilepsy and its consequences. Provides for the membership of such Commission. Sets forth the duties of such Commission. Requires that it shall be a duty of the Commission to develop a comprehensive national plan for the control of epilepsy and its consequences based on the most thorough, complete, and accurate data available on the disorder. Requires the Commission to make recommendations concerning the proper roles of the Federal and State governments, and the national and local public and private agencies in research, prevention, identification and rehabilitation of persons with epilepsy. Requires the transmittal to the President and to the Congress of a final report under this Act.

Military Construction Authorization Act - Authorizes the Secretaries of the Army, Navy, Air Force and Defense to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating or installing permanent or temporary public works, appurtenances, utilities, and equipment at designated projects to the extent of the dollar amounts designated by this Act. Authorizes the Secretary of Defense to construct family housing units and mobile home facilities, after consultation with the Secretary of Housing and Urban Development, in the locations designated by this Act. Authorizes the appropriation of funds needed to carry out the provisions of this Act. Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Reserve Forces of the Army, Navy, Marine Corps, Air National Guard, and Air Force Reserve, and the Army National Guard.

Nuclear Energy Reappraisal Act - Terminates the granting of construction licenses of nuclear fission powerplants in the United States pending action by the Congress following a comprehensive five-year study of the nuclear fuel cycle with particular reference to its safety and environmental hazards, to be conducted by the Office of Technological Assessment. Empowers the Office to compel delivery of any information in the possession of the National Laboratories which the Office deems necessary for conducting its study. Specifies that all Government agencies shall cooperate to the fullest extent with the Office. States that the recommendations of the study shall employ a cost-benefit analysis of the safety and environmental hazards associated with the entire fuel cycle, the long-term economic effect of a commitment to nuclear fission powerplants, and the central question of proliferation of nuclear fission powerplants in relation to the possible alternatives. Specifies topics to be included in the comprehensive study of the Office of Technology Assessment, in addition to those previously stated. Authorizes to be appropriated $100,000,000 for the five-year study authorized by this Act.

Entitles specified veterans of the Mexican border period and of World War I and their widows and children to a veterans' pension benefit on the same basis as that accorded to veterans of the Spanish American War and their widows and children, respectively. Provides for an increase in pension rates applicable to such classes of veterans.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Lowers to age 60 (previously 65) the age at which benefits under the Internal Revenue Code relating to gain from sale or exchange of residence may be elected to be excluded from gross income. Increases the amount of gain which may be excluded through such election. (Amends 26 U.S.C. 121)
