Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

Trans-Sahara Counterterrorism Partnership Act of 2018 This bill directs the Department of State to: (1) establish and monitor the Trans-Sahara Counterterrorism Partnership to coordinate U.S. counterterrorism, military, and law enforcement programs and activities in the Sahel, Maghreb, and adjacent regions of Africa; (2) submit a related counterterrorism strategy to Congress.

Accurate Labels Act This bill restricts the authority of state and federal agencies to establish or enforce labeling requirements with respect to the chemical composition of, or radiation emitted by, consumer products. Specifically, such requirements (1) must exempt nonfunctional or naturally occurring substances; (2) must exempt the inclusion of trade secrets; (3) may not preclude the delivery of certain supplemental or clarifying information; (4) shall not apply to a substance if the concentration of the substance in the product is below a specified level; (5) shall not apply, with respect to the emission of radiation, if the level of emission is below a specified level; (6) must allow for certain information to be communicated to consumers electronically or digitally; and (7) must be risk-based and meet other specified standards.

Anti-Swatting Act of 2018 This bill amends the Communications Act of 1934 to provide for enhanced penalties for the transmission of misleading or inaccurate caller identification information with the intent to trigger an emergency response by: (1) a law enforcement agency of the United States, a state, or a political subdivision of a state; (2) an agency of the United States, a state, or a political subdivision of a state, or a private not-for-profit organization, that provides fire, rescue, or emergency medical services; or (3) a public safety answering point (a facility that has been designated to receive emergency calls and route them to emergency service personnel). The court shall order a defendant who has been convicted of such an offense to reimburse any such entity for expenses incurred in responding to such conduct. The bill treats such an order of reimbursement as a civil judgment.

Common Sense Certification Reform Act This bill prohibits the Occupational Safety and Health Administration from requiring the certification of employees for operating power-operated equipment (e.g., cranes) used in construction activities to deliver or retrieve propane containers.

Nuclear Powers America Act of 2018 This bill amends the Internal Revenue Code to allow a tax credit for investments in qualified nuclear energy property placed in service before January 1, 2024. The credit applies to any amounts paid or incurred for refueling or other specified expenditures for a nuclear power plant for which an application for license renewal was or will be submitted to the Nuclear Regulatory Commission before January 1, 2024.

Afghan Allies Protection Amendments Act of 2018 This bill amends the Afghan Allies Protection Act of 2009 to authorize, in addition to any unused visas in prior fiscal years, up to 4,000 visas in FY2019 for the Afghan special immigrant visa program. That program provides special immigrant visa status for Afghans (and certain family members) who are threatened because of their work as translators, interpreters, or support staff for the U.S. government or its Armed Forces in Afghanistan. The bill also requires that the period of employment for Afghans eligible for the special visa end by December 31, 2021, and that Afghans seeking special immigrant status must apply to the Chief of Mission in Afghanistan by that same date.

Global Engagement Center Authorities Act of 2018 This bill revises provisions relating to the Global Engagement Center and its role in countering foreign and non-state propaganda and disinformation efforts aimed at undermining the policies, security, or stability of the United States and its allies and partner states. It also modifies the center's grant program for assisting specified entities in countering such propaganda and disinformation efforts. The Department of State shall brief Congress at least annually on the activities of the center.

Opioid Addiction Action Plan Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to develop an action plan to provide recommendations on changes to the Medicare and Medicaid programs to enhance: (1) the treatment and prevention of opioid addiction, and (2) the coverage and reimbursement of medication-assisted treatment for opioid addiction. The CMS must convene a stakeholder meeting to solicit public comment on the action plan.

Disarm Hizballah Act This bill requires the Director of National Intelligence to prepare a National Intelligence Estimate on Hizballah which shall include assessments of: (1) Hizballah's tactical capabilities and rocket arsenal, (2) the United Nations Interim Force in Lebanon (UNIFIL), (3) international operations that support Hizballah's network, (4) Hizballah's interference in Middle East conflicts, and (5) Hizballah's fund raising and fund use in territories where UNIFIL operates.

Purple Heart and Disabled Veterans Equal Access Act of 2018 This bill extends access to Department of Defense commissaries and morale, welfare, and recreation (MWR) facilities to Purple Heart recipients, veterans with a service-connected disability, Medal of Honor recipients, former prisoners of war, and veteran caregivers. (Commissaries are grocery/department stores on military installations that sell food and some household items. MWR facilities offer a range of services on bases including libraries, outdoor recreation, dining, golf courses, and sports and fitness centers.)

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Smart Building Acceleration Act of 2018 This bill requires the Department of Energy (DOE) to establish a Federal Smart Building Program to implement smart building technology in certain federal buildings and demonstrate the costs and benefits of smart buildings. Smart buildings are buildings with energy systems that: (1) are flexible and automated; (2) have extensive operational monitoring and communication connectivity, allowing remote monitoring and analysis of building functions; (3) take a systems-based approach in integrating the overall building operations for control of energy generation, consumption, and storage; (4) communicate with utilities and other third-party commercial entities, if appropriate; (5) protect the health and safety of occupants and workers; and (6) are cybersecure. DOE may expand awards made under the Federal Energy Management Program and the Better Building Challenge to recognize specific federal agency achievements in accelerating the adoption of smart building technologies. DOE must conduct a survey of privately owned smart buildings throughout the United States and evaluate their costs and benefits. As part of the Better Building Challenge, DOE must demonstrate policies and approaches that accelerate the transition to smart buildings. DOE must conduct research and development on barriers to the integration of advanced building technologies.

Advancing Innovation and Reinvigorating Widespread Access to Viable Electromagnetic Spectrum Act or the AIRWAVES Act This bill requires the Federal Communications Commission (FCC) to complete auctions by December 31, 2020, that will grant priority access broadcast licenses for specified frequency spectrum bands. The FCC and the National Telecommunications and Information Administration are directed to identify frequencies in specified spectrum bands that may be utilized for non-federal unlicensed use and commercial licensed use. The FCC must allocate 10% of proceeds from each of the spectrum band auctions specified in the bill to expand wireless infrastructure in rural areas that are underserved or unserved. The FCC shall conduct a study on how unlicensed frequency spectrum bands can be utilized for: (1) the provision of healthcare in rural areas, (2) distance learning, and (3) facilitating innovations in agriculture.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Defending Economic Livelihoods and Threatened Animals Act or the DELTA Act This bill directs the Department of State and the U.S. Agency for International Development to work with Angola, Botswana, and Namibia, and in partnership with donors, the private sector, and local, regional, and nongovernmental entities, to develop a strategy to: (1) promote sustainable natural resource and wildlife management practices in the greater Okavango River Basin, (2) protect migration routes of elephants and other threatened wildlife species, (3) combat wildlife poaching and trafficking, (4) address local health needs, and (5) catalyze economic growth.

Securing Our Schools Act of 2018 This bill establishes a pilot program under which the Department of Justice may award one-year grants to local education agencies for the purpose of purchasing and installing devices that allow for the immediate notification of appropriate officials in case of emergency.

Streamlining and Expediting Approval for Communications Technologies Act This bill directs Senior Real Property Officers of specified federal agencies to track applications to locate or modify communications facilities on certain federal real property assets of those agencies. Each officer shall report on the tracking of such applications to the National Telecommunications and Information Administration (NTIA). In turn, the NTIA shall report to Congress on the information in each submitted report and analyses of the application process. An officer must respond to an inquiry about the status of an application from the applicant no later than seven days after receiving such inquiry.

Iran Human Rights and Hostage-Taking Accountability Act This bill directs the President to identify and impose sanctions against senior members of the government of Iran and other persons who are responsible for or complicit in committing serious human rights violations, or engaging in censorship, the diversion of goods intended for the people of Iran, or public corruption. The President shall identify and impose U.S. entry and financial sanctions against persons who are responsible for or complicit in the politically-motivated intimidation, detention, or trial of: (1) U.S. citizens or legal permanent resident aliens in Iran; or (2) Iranians, Iranian residents, or persons of Iranian origin outside of Iran. The President shall impose U.S. entry sanctions against specified family members of identified persons. The Department of State shall submit to Congress a strategy to prevent elements of the Iranian regime from engaging in hostage-taking or the prolonged arbitrary detention of U.S. citizens or legal permanent resident aliens. The bill authorizes the consolidation of certain Iran-related reports.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Truth in Spending Act of 2017 This bill requires the Office of Management and Budget (OMB) to submit to the President, for inclusion in the President's annual budget submission, specified reports regarding the difference between the actual costs of direct spending legislation and the costs that were estimated by the Congressional Budget Office and the OMB. (Direct spending, also known as mandatory spending, is spending provided by laws other than appropriations Acts.) If the actual total cost of the direct spending legislation exceeds the estimated total cost, the report must also include proposed legislative language to eliminate the excess cost. Within seven days of receiving a report from the OMB, the President must submit to Congress any proposed legislative language included in the report. Congress must then consider the proposed legislation using specified expedited legislative procedures. The budgetary effects of legislation considered pursuant to this bill may not be entered on the Pay-As-You-Go (PAYGO) scorecards maintained under the Statutory Pay-As-You-Go Act of 2010.

No Assistance for Assad Act This bill prohibits FY2018-FY2022 reconstruction or stabilization assistance from being provided for any area of Syria controlled by the Syrian government or associated forces unless the President certifies that the Syrian government has stopped attacking civilians and is making progress in areas such as human rights, complying with international obligations, ending missile development and deployment, and refugee repatriation. The President shall recertify whether such conditions are being met every 90 days. Such prohibition shall not apply to assistance for locally administered projects and humanitarian needs. The Department of State and the U.S. Agency for International Development shall report to Congress regarding the delivery of U.S. humanitarian assistance to Syria.

United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017 This bill amends the the Federal Fire Prevention and Control Act of 1974 to: (1) reauthorize through FY2024 the Assistance to Firefighters Grants (AFG) Program, the Fire Prevention and Safety Grants (FPSG) Program, and the Staffing for Adequate Fire and Emergency Response Grant (SAFER) Program, and reauthorizes provisions regarding firefighting technology evaluation and standards development; and (2) authorize the use of AFG Program grants, instead of SAFER Program grants, to provide specialized training to first responders on how to recognize and properly intervene with individuals with mental illness. The SAFER Program is revised to permit the use of grants to change the status of part-time or paid-on-call firefighters to full-time firefighters. The United States Fire Administration (USFA) may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters related to the administration of AFG, FPSG, and SAFER grants. The Federal Emergency Management Agency (FEMA) shall ensure that any such training is: (1) tailored to the financial and time constraints of members of the fire and emergency response community; and (2) accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community. The USFA shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to such grants programs.

Preventing Iranian Destabilization of Iraq Act of 2017 This bill imposes property-blocking and U.S. entry/visa sanctions until January 1, 2022, against any foreign person or entity that: has knowingly committed, or poses a significant risk of committing, violence that threatens Iraq's stability or that undermines its economic reconstruction and political reform; has knowingly assisted, or provided financial, material, or technological support for any such activity; or is owned or controlled by, or has acted on behalf of, a foreign person that has carried out any such activity.

This bill provides that if the Department of Veterans Affairs (VA) is unable to locate any next of kin of a deceased World War I veteran who is eligible for a VA headstone or marker, or would be eligible except for the date of such individual's death, a private cemetery may request the VA to furnish a headstone or marker for the grave or a medallion or other device to signify the individual's veteran status.

Condemns the attacks on hospitals, medical personnel, and emergency responders by the government of Syria and the Russian Federation, and calls on all parties to: (1) end the attacks on medical facilities; (2) cease targeting medical workers; and (3) allow unhindered medical assistance, humanitarian assistance, and medical evacuation of urgent cases to besieged areas. Calls on the Department of State to work with the international community to conduct full, prompt, impartial, and effective investigations of violations of international humanitarian law related to attacks on medical personnel and facilities.

This bill amends the Uniform Code of Military Justice to deny back pay and allowances to any person who is guilty of desertion. The Department of Defense shall use payments and allowances denied to a deserter under this bill to provide compensation to any members of the Armed Forces who were wounded while searching for the deserter or to representatives of any members who were killed while searching for the deserter.

Veterans' Agricultural Apprenticeship Act of 2017 This bill requires the Department of Agriculture (USDA) to establish a program to make direct loans to farmers and ranchers who will provide mentorship and apprenticeship opportunities for veterans to learn the skills necessary to become successful farmers or ranchers. USDA must carry out the program through agreements with state departments of agriculture that will: select veterans to participate in the program, secure established farmers and ranchers to provide the mentorship and apprenticeship opportunities, and make and administer direct loans to support the resulting mentorship and apprenticeship. The loans must be made without interest and may not exceed a term of one year. Of the amounts appropriated for FY2019-FY2023 for the Office of the Secretary of Agriculture, USDA must use $1 million for each of the fiscal years for the program.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Iranian Proxies Terrorist Sanctions Act of 2017 This bill directs the President to block the assets of foreign persons or entities and prohibit transactions with persons who commit, threaten to commit, or support terrorism with respect to As-Saib Ahl al-Haq (AAH) and Harakat Hizballah al-Nujaba (Nujaba) and foreign persons who are officials, agents, or affiliates of AAH or Nujaba. The Department of State shall annually establish and publish as part of its Annual Country Reports on Terrorism a global list of armed groups, militias, or proxy forces receiving logistical, military, or financial assistance from the Iranian Islamic Revolutionary Guard Corps (IRGC) or from groups over which the IRGC exerts control or influence.

No Abortion Bonds Act This bill amends the Internal Revenue Code to impose taxes on state, local, and tax credit bonds that are used to provide a facility owned or used (for any purpose) by an abortion provider for more than 30 days during a year in which interest is paid on the bond. An entity is not considered an abortion provider solely as a result of performing abortions if: (1) the pregnancy is the result of an act of rape or incest; or (2) a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. The Department of the Treasury may exempt certain hospitals from being considered an abortion provider by making the name of the hospital available on Treasury's public website.

Global Development Lab Act of 2017 This bill establishes in the U.S. Agency for International Development (USAID) the United States Global Development Lab, the duties of which shall include: increasing the application of science, technology, innovation and partnerships to develop new solutions to end extreme poverty; discovering and testing development innovations to increase cost effectiveness and support U.S. foreign policy and development goals; leveraging the expertise, resources, and investment of businesses, nongovernmental organizations, science and research organizations, and universities to increase program impact and sustainability; utilizing innovation-driven competitions to expand the number and diversity of solutions to development challenges; and supporting USAID missions and bureaus in applying science, technology, innovation, and partnership approaches to decision making, procurement, and program design. The lab is authorized to provide innovation incentive awards on a competitive basis that: (1) encourages and rewards the development of solutions for a particular, well-defined problem relating to the alleviation of poverty; or (2) helps identify and promote a broad range of ideas and practices, facilitating further development of an idea or practice by third parties.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Improving Broadband Access for Veterans Act of 2017 This bill requires the Federal Communications Commission (FCC) to submit to Congress a report on promoting broadband Internet access service for veterans, in particular low-income veterans and veterans residing in rural areas. In preparing the report, the FCC shall provide the public with notice and an opportunity to comment.
