S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill states that it is U.S. policy to assist the government of Ukraine in restoring its sovereignty and territorial integrity in order to reverse and deter Russian aggression in Ukraine. The bill prohibits: (1) a federal agency from taking any action or extending any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters; and (2) the Government Publishing Office from printing any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Order 13685 (blocking property of certain persons and prohibiting certain transactions with respect to the Crimea region of Ukraine) shall remain in effect until the President certifies to Congress that Ukraine's sovereignty over Crimea has been restored. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated Executive Orders 13685 or Executive Orders 13360 or 13661(blocking property of persons contributing to the situation in Ukraine), or (2) facilitated deceptive or structured transactions for, or on behalf of, any person subject to U.S. sanctions against Russia. The President is authorized to impose similar sanctions against a foreign person: (1) who is responsible for, or complicit in, the commission of serious human rights abuses in any territory occupied or controlled by Russia; or (2) has materially assisted, or provided financial, material, or technological support for, such a person or is controlled by such a person. The President shall: (1) use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and (2) direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services that are contrary to U.S policy. The Department of State shall develop and implement a strategy to respond to Russian-supported disinformation and propaganda efforts against persons in countries bordering Russia.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Route 66 National Historic Trail Designation Act This bill amends the National Trails System Act to designate a trail of approximately 2,400 miles extending from Chicago, Illinois, to Santa Monica, California, as the Route 66 National Historic Trail. The trail shall be administered by the National Park Service in a manner that respects and maintains its idiosyncratic nature.

Target Practice and Marksmanship Training Support Act This bill amends the Pittman-Robertson Wildlife Restoration Act to facilitate the construction and expansion of public target ranges by: (1) authorizing a state to pay up to 90% of the costs of acquiring land for, expanding, or constructing a public target range; (2) authorizing a state to elect to allocate 10% of a specified amount apportioned to it from the federal aid to wildlife restoration fund for those costs; (3) limiting the federal share of those costs under such Act to 90%; and (4) requiring amounts provided for those costs under such Act to remain available for expenditure and obligation for five fiscal years. The United States shall be shielded from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. The bill urges the Forest Service and the Bureau of Land Management to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training.

Employer Participation in Student Loan Assistance Act This bill amends the Internal Revenue Code to extend the tax exclusion for employer-provided educational assistance to include payments of qualified education loans by an employer to either an employee or a lender.

SOAR to Health and Wellness Act of 2017 This bill directs the Department of Health and Human Services (HHS) to establish a pilot program, to be known as Stop, Observe, Ask, and Respond to Health and Wellness Training (or SOAR to Health and Wellness Training), to train health care providers and other related providers to: identify potential human trafficking victims, work with law enforcement to report and facilitate communication with such victims, refer victims to social or victims service agencies or organizations, provide such victims with coordinated care tailored to their circumstances, and consider integrating this training with existing training programs. The pilot program must include the functions of the training program with the same name that was operating before this bill's enactment and the following initiatives: engaging stakeholders to develop a flexible training module, supporting training in diverse health care sites, providing technical assistance to health education programs, developing a strategy to incentivize the use of training materials developed under this bill and the implementation of a nationwide health care protocol, and developing a methodology for collecting and reporting data on the number of human trafficking victims served in health care settings or other related provider settings. The pilot program is authorized through FY2022. HHS must report on the number of facilities operating under the pilot program, the number of providers trained through the pilot program, and these numbers for the program operating before the pilot program.

Common Sense Nutrition Disclosure Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. The nutrient content disclosure statement on the menu or menu board must include: (1) the number of calories contained in the whole menu item; (2) the number of servings and number of calories per serving; or (3) the number of calories per common unit of the item, such as for a multi-serving item that is typically divided before presentation to the consumer. Nutritional information may be provided solely by a remote-access menu (e.g., an Internet menu) for food establishments where the majority of orders are placed by customers who are off-premises. Establishments with self-serve food may comply with the requirements for restaurants or place signs with nutritional information adjacent to each food item. An establishment's nutrient content disclosures may vary from actual nutrient content if the disclosures comply with current standards for reasonable basis. Establishments with standard menu items that come in different flavors, varieties, or combinations, that are listed as a single menu item may determine and disclose nutritional information using specified methods or methods allowed by the Food and Drug Administration (FDA). Regulations pursuant to this bill or the clause amended by this bill may not take effect earlier than two years after final regulations are promulgated. The FDA may not exempt states from nutrition labeling requirements.

This joint resolution initiates the process to terminate the Independent Medicare Advisory Board, which issues annual recommendations for reducing growth in Medicare expenditures. Under current law, the enactment of a such a joint resolution is required in order to terminate the board.

Energy Savings Through Public-Private Partnerships Act of 2017 This bill amends the National Energy Conservation Policy Act to revise requirements for energy savings performance contracts and utility energy service contracts (performance contracts). These contracts allow federal agencies to work with private contractors on energy efficiency upgrades to federal facilities, unless the facilities are dams, reservoirs, or hydropower facilities owned or operated by federal agencies. Current law requires federal facility energy managers to evaluate and identify energy and water efficiency measures for federal facilities, but agencies are not required to implement the measures. The bill requires agencies to implement the measures if they are cost-effective. The Department of Energy must report to the President and Congress on each agency's performance contracts, including their investment value and their energy savings. The energy conservation measures that may be contained in performance contracts are expanded by including those involving energy consuming devices and required support structures. Agencies may not limit recognition of operation and maintenance savings associated with energy systems that were modernized or replaced with energy conservation measures and water conservation measures (e.g., lower energy and water bills due to energy efficiency and conservation measures). Agencies may sell or transfer energy savings and apply the proceeds to fund a performance contract. The energy savings that may be contained in performance contracts are expanded to include: (1) the use, sale, or transfer of energy incentives, rebates, or credits (including renewable energy credits) from governments or utilities; and (2) any revenue generated from a reduction in energy or water use, more efficient waste recycling, or additional energy generated from more efficient equipment.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (now Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Death Tax Repeal Act of 201 7 This bill amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and the lifetime gift tax exemption. The bill provides for an inflation adjustment to such exemption amount.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Fair Ratepayer Accountability, Transparency, and Efficiency Standards Act or the Fair RATES Act This bill amends the Federal Power Act to permit a party to seek a rehearing and subsequent judicial review of any rate change filed by a public utility that takes effect without the Federal Energy Regulatory Commission (FERC) issuing an order making such change effective. (Public utilities must give FERC and the public a 60-day notice before a proposed rate change can take effect.)

Amateur Radio Parity Act of 2017 This bill directs the Federal Communications Commission (FCC) to amend station antenna structure regulations to prohibit a private land use restriction from applying to amateur radio stations if the restriction: precludes communications in an amateur radio service, fails to permit a licensee of amateur radio service to install and maintain an effective outdoor antenna on property under its exclusive use or control, or is not the minimum practicable restriction to accomplish the lawful purposes of a community association seeking to enforce the restriction. Before installing an outdoor antenna, however, an amateur radio licensee must obtain a community association's prior approval. A community association may: (1) prohibit installations on common property not under the exclusive control of the licensee, and (2) establish installation rules for amateur radio antennas and support structures.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide each veteran who submits a claim for VA benefits with an opportunity to permit a covered congressional employee in the office of the veteran's Member of Congress to have read-only access to all of the veteran's records in the Veterans Benefits Administration databases. A Member may designate up to two such covered congressional employees. A covered congressional employee may not be recognized as an agent or attorney with respect to veterans' benefit claims. Funds under this bill may not be used to design or administer any training for covered congressional employees. The bill makes funds available for FY2018 through FY2021 for such congressional employee access program.

Heartbeat Protection Act of 2017 This bill amends the federal criminal code to make it a crime for a physician to knowingly perform an abortion: (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat. It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition. A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Iraq and Syria Genocide Relief and Accountability Act of 2017 This bill directs the Department of State to provide assistance to entities taking specified criminal and judicial actions against individuals who are suspected of committing genocide, crimes against humanity, or war crimes in Iraq since January 2014 or in Syria since March 2011. The State Department shall encourage foreign governments to identify and prosecute individuals who are suspected of committing such crimes, including members of foreign terrorist organizations operating in Iraq or Syria. The Department of Justice shall review existing criminal statutes concerning genocide, crimes against humanity, and war crimes to determine: the extent to which U.S. courts have jurisdiction over such crimes where the perpetrators or victims are U.S. nationals, residents, or persons present in a U.S. territory; current statutes that would apply to such conduct and whether additional statutory authorities are necessary; and the extent to which the absence of criminal statutes defining the crimes or granting jurisdiction impede their prosecution in U.S. courts. The State Department shall identify: threats of persecution, genocide, crimes against humanity, and war crimes against members of Iraqi or Syrian religious or ethnic groups that are minorities in Iraq or in Syria with respect to whom the Islamic State of Iraq and Syria (ISIS) has committed such crimes in Iraq or Syria since January 2014, or who are members of other persecuted religious or ethnic groups; humanitarian, stabilization, and recovery needs of these individuals; and assistance provided by the United States, the U.N., and other entities, including faith-based entities. Aliens who are, or were, a national and a resident of Iraq or Syria, and who share common characteristics that identify them as targets of persecution on account of membership in a religious or ethnic minority in that country: (1) are deemed to be of special humanitarian concern to the United States; and (2) shall be eligible for priority-2 processing under the refugee resettlement priority system. The Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990 is amended to extend: (1) refugee set-asides for nationals of the former Soviet Union, Estonia, Latvia, or Lithuania; and (2) the period of eligibility for status adjustment from a parolee who was denied refugee status to a lawfully admitted permanent resident for certain aliens from the former Soviet Union, Estonia, Latvia, Lithuania, Vietnam, Laos, or Cambodia.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Allowing Greater Access to Safe and Effective Contraception Act This bill requires the Food and Drug Administration (FDA) to prioritize review of supplemental drug applications (applications to modify the approved use of a drug) for contraceptive drugs intended for routine use that would be available to individuals aged 18 and older without a prescription. The FDA must waive user fees for such supplemental drug applications. Any drug that is eligible for this priority review must be a prescription drug for individuals under age 18. This bill repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 to allow health savings accounts and health flexible spending accounts (HFSAs) to be used to pay for medicine without a prescription and to remove the limit on salary reduction contributions to a HFSA under a cafeteria plan, effective as if the provisions had never been enacted.

Muslim Brotherhood Terrorist Designation Act of 2017 This bill requires the Department of State to report to specified congressional committees within 60 days indicating: (1) whether the Muslim Brotherhood meets the criteria for designation as a foreign terrorist organization; and (2) if not, which criteria have not been met.

Sports Medicine Licensure Clarity Act of 2017 This bill extends the liability insurance coverage of a state-licensed medical professional to another state when the professional provides medical services to an athlete, athletic team, or team staff member pursuant to a written agreement. Prior to providing such services, the medical professional must disclose to the insurer the nature and extent of the services. This extension of coverage does not apply at a health care facility or while a medical professional licensed in the state is transporting the injured individual to a health care facility.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Energy Efficient Government Technology Act This bill amends the Energy Independence and Security Act of 2007 to require each federal agency to coordinate with the Office of Management and Budget, the Department of Energy (DOE), and the Environmental Protection Agency to develop an implementation strategy for the maintenance, purchase, and use of energy-efficient and energy-saving information technologies. DOE must: (1) maintain a data center energy practitioner program that leads to the certification of energy practitioners qualified to evaluate the energy usage and efficiency opportunities in federal data centers; and (2) establish an open data initiative to make information about federal data center energy usage available and accessible in a manner that encourages data center innovation, optimization, and consolidation.

Federal Communications Commission Process Reform Act of 2017 This bill amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to: (1) adopt rules concerning rulemaking comment and reply periods, public notices, petition dispositions, the specific language of proposed rules or amendments to be included in proposed rulemaking notices, and performance measures to be included in certain proposed rulemakings or orders that would create or substantially change a program activity; (2) establish procedures for publishing reports regarding the cost of congressional investigations and the status of FCC rulemakings and reviews; (3) seek public comment regarding a bipartisan majority of commissioners' authority to place items on an open meeting agenda, deadlines for the disposition of certain license applications, and whether to publish orders or decisions within 30 days after adoption; (4) consult with the Small Business Administration to improve participation of small businesses in FCC proceedings; and (5) initiate a new rulemaking proceeding every five years to continue consideration of procedural rule changes. A bipartisan majority of commissioners may hold a nonpublic meeting, including a meeting to collaborate with joint boards or conferences, if: (1) no votes or actions are taken, (2) an attorney from the FCC's Office of General Counsel is present, and (3) the meeting is disclosed subsequently within two business days. The bill establishes requirements concerning: (1) the budgets, agency documents, policies, and consumer complaint information required to be made publicly available on the FCC website; (2) Federal Register publications; (3) the FCC's performance in meeting Freedom of Information Act disclosure requirements; and (4) reports to Congress. In compiling its quarterly report on informal consumer inquiries and complaints, the FCC is prohibited from categorizing an inquiry or complaint under the Telephone Consumer Protection Act of 1991 (places restrictions on telephone solicitations and automatic dialing systems) as a wireline or wireless inquiry or complaint unless a wireline or wireless carrier was the subject of the inquiry or complaint. The Universal Service Antideficiency Temporary Suspension Act is amended to extend through December 31, 2021, the waiver of certain limitations on: (1) expending, obligating, or apportioning appropriations with respect to federal universal service contributions collected or received under the Communications Act of 1934; and (2) expending or obligating funds attributable to such contributions for universal service support programs. For any item adopted by an FCC vote, the FCC must publish on its website the text of such item within 24 hours after the FCC secretary has received dissenting statements from all commissioners wishing to submit a statement.

Concealed Carry Reciprocity Act of 2017 This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by any state or be eligible to carry a concealed firearm in his or her state of residence. Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

Miners Protection Act of 2017 This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds to the Multiemployer Health Benefit Plan and the 1974 United Mine Workers of America (UMWA) Pension Plan to provide health and pension benefits to retired coal miners and their families. The bill expands the group whose retiree health benefits are taken into account in determining the amount that the Department of the Treasury must transfer from the Abandoned Mine Reclamation Fund and the General Fund of the Treasury to the Multiemployer Health Benefit Plan. A voluntary employees' beneficiary association (VEBA) established as a result of certain bankruptcy proceedings must transfer to the plan any amounts received as a result of the bankruptcy proceeding, reduced by the amount of the VEBA's administrative costs. Transfers by Treasury are reduced by the amount of the VEBA transfers. Treasury must also transfer additional funds to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill also: (1) prohibits the pension plan from making certain changes to benefits during any year in which a transfer is received, and (2) establishes additional reporting requirements for the plan. The bill repeals requirements for current and former signatories to labor agreements with the UMWA to pay unassigned beneficiaries premiums or backstop premiums if transfers under SMCRA are less than the amount required to be transferred.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Expresses the sense of the House of Representatives that the passage of U.N. Security Council Resolution 2334: undermined the long-standing U.S. position to oppose and veto Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel; undermines the prospect of Israelis and Palestinians resuming productive, direct negotiations; and contributes to the politically motivated acts of boycott, divestment from, and sanctions against Israel and represents a concerted effort to extract concessions from Israel outside of direct negotiations between the Israelis and Palestinians, which must be actively rejected. Such resolution characterizes Israeli settlements in the West Bank and East Jerusalem as illegal and demands cessation of settlement activities. Declares that: any future measures taken in international or outside organizations to impose an agreement including the recognition of a Palestinian state will set back the cause of peace, harm the security of Israel, run counter to the enduring bipartisan consensus on strengthening the U.S.-Israel relationship, and weaken support for such organizations; a sustainable peace agreement between Israel and the Palestinians will come only through direct bilateral negotiations between the parties resulting in a Jewish, democratic state living next to a demilitarized Palestinian state in peace and security; the United States should work to facilitate direct negotiations between the parties without preconditions toward a peace agreement; and the U.S. government should oppose and veto future Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel. Declares that the House opposes Security Council Resolution 2334 and will work to strengthen the U.S.-Israel relationship. Calls for such resolution to be repealed or fundamentally altered.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

This joint resolution nullifies the Stream Protection Rule finalized by the Department of the Interior's Office of Surface Mining Reclamation and Enforcement on December 20, 2016. The rule addresses the impacts of surface coal mining operations on surface water, groundwater, and the productivity of mining operation sites.

Improving Broadband Access for Veterans Act of 2016 This bill requires the Federal Communications Commission (FCC) to submit to Congress a report on promoting broadband Internet access service for veterans, in particular low-income veterans and veterans residing in rural areas. In preparing the report, the FCC shall provide the public with notice and an opportunity to comment.

Establishes an ad hoc Joint Committee on the Organization of the Congress to make a full and complete study of the organization, operations, functions, and relevant interactions of the Members of Congress and to make recommendations that serve specified objectives. Requires the committee to include in its report to both chambers at the end of a congressional session recommendations for its continuation or designation of a similar entity to continue the pursuit of improvements in the congressional process.

Recognizes September 11 as a day of remembrance and extends sympathies to persons affected by the September 11, 2001, terrorist attacks. Honors the service and sacrifice of the men and women who served in the U.S. Armed Forces in the aftermath of such attacks. Honors the sacrifices made by military families and the support they provide to members of the Armed Forces. Expresses sorrow for those members who gave their lives in service to the United States and extends sympathies to their families. Extends gratitude to the armed forces of all nations who have served and fought alongside the U.S. Armed Forces since September 11, 2001. Reaffirms the duty to understand and honor our post-9/11 veterans and faithfully serve the needs of all veterans.

Iraq and Syria Genocide Relief and Accountability Act of 2016 This bill directs the Department of State to provide assistance to entities taking specified criminal and judicial actions against individuals who are suspected of committing genocide, crimes against humanity, or war crimes in Iraq since January 2014 or in Syria since March 2011. The State Department shall encourage foreign governments to identify and prosecute individuals who are suspected of committing such crimes, including members of foreign terrorist organizations operating in Iraq or Syria. The Department of Justice shall review existing criminal statutes concerning genocide, crimes against humanity, and war crimes to determine: the extent to which U.S. courts have jurisdiction over such crimes where the perpetrators or victims are U.S. nationals, residents, or persons present in a U.S. territory; current statutes that would apply to such conduct and whether additional statutory authorities are necessary; and the extent to which the absence of criminal statutes defining the crimes or granting jurisdiction impede their prosecution in U.S. courts. The State Department shall identify: threats of persecution, genocide, crimes against humanity, and forced migration against members of Iraqi or Syrian religious or ethnic groups with respect to whom the Islamic State of Iraq and Syria (ISIS) has committed such crimes in Iraq or Syria since January 2014 or who are members of other persecuted religious or ethnic groups; humanitarian, stabilization, and recovery needs of these individuals; and assistance provided by the United States, the U.N., and other entities, including faith-based entities. The Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990 is amended to: include as a category for U.S. refugee determinations aliens who are or were nationals and residents of Iraq or Syria and who share common characteristics that identify them as targets of persecution on account of religion or membership in an ethnic minority in such foreign states, include in such category aliens who are or were nationals and residents of Iraq or Syria and who are members of a religious or ethnic community against which genocide has been committed or that has otherwise been identified as a persecuted group, and extend such Act's coverage to refugee applications submitted before October 1, 2017.

This bill allows the Department of Transportation (DOT) to require that each motor vehicle manufacturer provide the following information, with regard to a specific vehicle identification number: each original equipment manufacturer (OEM) part name included within the vehicle, including a description, number (including any superceded and successor OEM part number), any other part identification number and distinguishing marking, and software of each part; build sheet information; and additional information as determined by DOT. Each motor vehicle manufacturer shall provide access to such information on a website to the motor vehicle owner and any potential purchaser of the motor vehicle.
