Victims Before Ransom Act This bill prohibits the use of funds by the United States to make a payment to the government of Iran or an Iranian national relating to the settlement of any claim before the Iran-United States Claims Tribunal until the President certifies to Congress that Iran has paid all compensatory damages awarded to a U.S. person or entity in a final judgment of a federal or state court arising from an act of international terrorism for which the government of Iran was determined not to be immune from the court's jurisdiction.

Improving Economic Sanctions Act of 2016 This bill establishes within the Office of Terrorism and Financial Intelligence of the Department of the Treasury an Economic Sanctions Strategy, Coordination, and Planning Group. The group shall conduct contingency planning to enable the Office of Foreign Assets Control (OFAC) to impose, monitor, and enforce a program of economic sanctions against a foreign country or entity pursuant to the International Emergency Economic Powers Act. The group shall: (1) review OFAC economic sanctions programs to identify specific problems with such programs and general problems with U.S. economic sanctions policy, and (2) create a strategy to improve such programs and policy. The Office of Terrorism and Financial Crimes shall coordinate the development of U.S. economic sanctions policy with the Departments of State, Defense, Justice, and Commerce; the National Security Council; and the Office of the Director of National Intelligence.

Expresses the sense of the House of Representatives that the United States should: develop a national policy to encourage the development of tools for consumers to learn and protect their assets in a way that maximizes the promise customized, connected devices hold to empower consumers, foster future economic growth, and create new commerce and markets; prioritize accelerating the development of alternative technologies that support transparency, security, and authentication in a way that recognizes their benefits, allows for future innovation, and responsibly protects consumers' personal information; recognize that technology experts can play an important role in the future development of consumer-facing technology applications for manufacturing, automobiles, telecommunications, tourism, health care, energy, and general commerce; and support further innovation and economic growth and ensure cybersecurity and the protection of consumer privacy. Calls for innovators in technology, manufacturing, automobiles, telecommunications, tourism, health care, and energy industries to commit to improving the quality of life for future generations by developing new technology that is safe and consumer protective and that is aimed at improving consumers' access to commerce.

Caesar Syria Civilian Protection Act of 2016 This bill declares that it is U.S. policy that all diplomatic and coercive economic means should be used to compel the government of Bashir al-Assad to halt the slaughter of the Syrian people and actively work toward transition to a democratic government. This bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly provides significant financial, material, or technological support: (1) to the government of Syria and the Central Bank of Syria, including Syria's intelligence and security services or its armed forces, including through money laundering or with respect to Syria's gas or petroleum production or civilian aircraft services; and (2) that materially contributes to Syria's ability to acquire or develop ballistic missiles, chemical, biological, or nuclear weapons, or destabilizing numbers and types of advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for or complicit in: (1) directing the commission of serious human rights abuses against citizens of Syria or their family members, regardless of whether such abuses occurred in Syria; or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The Department of State and the Agency for International Development shall report on the monitoring and evaluation of ongoing assistance programs in Syria and to the Syrian people. The bill requires the President to: (1) submit an updated list of Syrian officials who are responsible for or complicit in the commission of serious human rights abuses against Syrian citizens, and (2) assess the potential effectiveness of a no-fly zone over Syria. The State Department shall provide assistance to entities taking criminal and evidence gathering actions for prosection of individuals who have committed crimes against humanity or war crimes in Syria since March 2011. The President may suspend sanctions against Syria under specified conditions. The bill: (1) expresses the sense of Congress with respect to a transitional government in Syria, and (2) sets forth activities and transactions that are exempt from sanctions.

Preventing Iranian Destabilization of Iraq Act of 2016 This bill declares it shall be the policy of the United States to impose sanctions with respect to terrorist organizations and foreign countries, including the government of Iran, that threaten the peace or stability of Iraq. The bill directs the President to impose sanctions to block transactions in property and interests in property in the United States of, and the Department of State or the Department of Homeland Security (DHS) to deny admissions into the United States or revoke the visa of, any foreign person that State or DHS determines: has knowingly committed, or poses a significant risk of committing, violence that threatens the peace or stability of Iraq or that undermines economic reconstruction, political reform, or humanitarian efforts in Iraq; has knowingly materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services in support of, any such act; or is owned or controlled by, or has acted on behalf of, a foreign person that has carried out any such act or activity. Such admissions-related sanctions shall not apply if a person's admission is necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations or other applicable international obligations. The President may waive the application of sanctions under this bill for up to 90 days if the President provides prior certification that the waiver is vital to U.S. national security interests. The sanction provisions of this bill shall cease to be effective on January 1, 2022. It is the sense of Congress that the government of Iran has committed acts of violence, and poses a significant risk of committing further acts of violence, that threaten the peace or stability of Iraq. The bill directs the President to determine whether specified Iranian officials are responsible for engaging in acts or activities described in this bill and, if so, to impose admissions-related sanctions on such officials. The President must report, every 180 days for 5 years, on Iranian activities in Iraq, including Iran's support for Iraqi militias or political parties.

John F. Kennedy Centennial Commission Act This bill establishes the John F. Kennedy Centennial Commission, which shall: plan, develop, and carry out activities to honor John F. Kennedy on the occasion of the 100th anniversary of his birth; and provide advice and assistance to federal, state, and local governmental agencies and civic groups to carry out activities to honor Kennedy on such occasion. The commission shall submit to the President and Congress annual reports on its revenue and expenditures, such interim reports as appropriate, and a final report by August 31, 2017. The commission shall terminate by September 30, 2017. The Inspector General of the Department of the Interior may perform an audit of the commission.

Condemns the Islamic State of Iraq and Syria (ISIS), its ideology, its past attacks, and its ongoing campaign of atrocities. Calls upon the North Atlantic Treaty Organization (NATO) to: (1) invoke Article 5 of the North Atlantic Treaty and declare that the ISIS attacks against France, Belgium, the United States, and Turkey represent attacks against all NATO members; (2) organize and conduct a military campaign against ISIS with the objective of the destruction of the terrorist organization; (3) increase information and intelligence sharing between NATO members with the goal of improving counterterrorism capabilities and operations; (4) increase coordination and information sharing with the European Union; and (5) reassess its counterterrorism strategy in order to more effectively address the threat from ISIS. Calls upon all NATO members to participate in combat operations against ISIS in Iraq, Syria, and elsewhere as needed. Reaffirms the U.S. commitment to supporting the NATO alliance and destroying ISIS.

Requires both chambers of Congress to assemble annually in the Hall of the House of Representatives to receive a presentation from the Comptroller General on the Government Accountability Office's audited financial statement of the accounts and associated activities of the executive branch, together with an analysis of the financial position and condition of the federal government.

SOAR to Health and Wellness Act of 2016 This bill directs the Department of Health and Human Services (HHS) to establish a pilot program, to be known as Stop, Observe, Ask, and Respond to Health and Wellness Training (or SOAR to Health and Wellness Training), to train health care providers and other related providers to: identify potential human trafficking victims, work with law enforcement to report and facilitate communication with such victims, refer victims to social or victims service agencies or organizations, provide such victims with coordinated care tailored to their circumstances, and consider integrating this training with existing training programs. The pilot program must include the functions of the training program with the same name that was operating before this bill's enactment and the following initiatives: engaging stakeholders to develop a flexible training module, supporting training in diverse health care sites, providing technical assistance to health education programs, developing a strategy to incentivize the use of training materials developed under this bill and the implementation of a nationwide health care protocol, and developing a methodology for collecting and reporting data on the number of human trafficking victims served in health care settings or other related provider settings. The pilot program is authorized through FY2022. HHS must report on the number of facilities operating under the pilot program, the number of providers trained through the pilot program, and these numbers for the program operating before the pilot program.

No Veterans Crisis Line Call Should Go Unanswered Act This bill directs the Department of Veterans Affairs to develop: a quality assurance document for carrying out the toll-free Veterans Crisis Line (VCL), including at backup call centers; and a plan to ensure that each telephone call, text message, and other communications received by the VCL, including at backup call centers, is answered in a timely manner by a person, consistent with the guidance established by the American Association of Suicidology.

This bill prohibits U.S. agency funds from being used until the earlier of the enactment date of an Act authorizing FY2017 appropriations for military activities of the Department of Defense (DOD) or January 1, 2017, for the transfer or release to or within the United States, its territories, or possessions or to any foreign country or entity of an individual detained at Naval Station, Guantanamo Bay, Cuba. "Individual detained at Guantanamo" means an individual located at Guantanamo as of October 1, 2009, who: (1) is not a U.S. national or a member of the Armed Forces, and (2) is in the custody or under the control of DOD or otherwise detained at Guantanamo.

Expresses appreciation to the European Union (EU) for the progress made in countering Hizballah since the EU designated Hizballah's military wing as a terrorist organization. Supports cooperation between the United States and the EU in thwarting Hizballah's criminal and terrorist activities. Urges the EU to designate Hizballah in its entirety as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and active supporters, freezing Hizballah's assets in Europe, and prohibiting fund raising activities in support of Hizballah.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Urges finalization of a new Memorandum of Understanding between the United States and Israel. Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.

Countering Foreign Propaganda and Disinformation Act of 2016 This bill expresses the sense of Congress that: foreign governments, including the governments of the Russian Federation and China, use disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners; the U.S. government should develop a comprehensive strategy to counter foreign disinformation and propaganda and assert leadership in developing a fact-based strategic narrative; and an important element of this strategy should be to promote an independent press in countries that are vulnerable to foreign disinformation. The Department of State shall establish a Center for Information Analysis and Response to: lead and coordinate the collection and analysis of information on foreign government information warfare efforts; establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and develop and synchronize government initiatives to expose and counter foreign information operations directed against U.S. national security interests and advance fact-based narratives that support U.S. allies and interests. When selecting participants for U.S. educational and cultural exchange programs, special consideration shall be given to students and community leaders from populations and countries deemed vulnerable to foreign propaganda and disinformation campaigns.

Social Impact Partnerships to Pay for Results Act This bill amends title IV of the Social Security Act to require the Department of the Treasury to publish in the Federal Register a request for proposals from states or local governments for social impact partnership projects which produce one or more measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed between ages 16 and 24, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences and adverse consequences of child abuse and neglect. Treasury shall decide whether to enter into an agreement for such a social impact partnership project within six months after receiving an application. The bill requires an independent evaluation to determine whether the state or local government project has met an outcome specified in the agreement in order for such governments to receive outcome payments. The bill establishes the Federal Interagency Council on Social Impact Partnerships and a Commission on Social Impact Partnerships.

Over-The-Counter Contraceptives Act of 2016 This bill requires the Food and Drug Administration (FDA) to prioritize review of supplemental drug applications (applications to modify the approved use of a drug) for contraceptive drugs intended for routine use that would be available to individuals aged 18 and older without a prescription. The FDA must waive user fees for such supplemental drug applications. Any drug that is eligible for this priority review must be a prescription drug for individuals under age 18. This bill repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 to allow health savings accounts and health flexible spending accounts (HFSAs) to be used to pay for medicine without a prescription and to remove the limit on salary reduction contributions to a HFSA under a cafeteria plan, effective as if the provisions had never been enacted.

S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill provides that no federal agency should take any action or extend any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters. The bill urges that the Government Publishing Office not print any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Orders 13660, 13661, 13662, (blocking property of persons contributing to the situation in Ukraine) and 13685 (blocking property of persons contributing to the situation in Crimea) shall remain in effect until the President certifies to Congress that: Ukraine's sovereignty over Crimea has been restored, or the status of Crimea has been resolved to the satisfaction of a democratically elected government of Ukraine. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated such executive orders, or (2) facilitated deceptive or structured transactions for or on behalf of any person subject to U.S. sanctions against Russia. The President shall: use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services to Russia. A license application or other authorization for the transfer of any defense article or service to or on behalf of a NATO member so identified shall be subject to a presumption of denial. The Sergei Magnitsky Rule of Law Accountability Act of 2012 is amended to include in the list of persons responsible for gross violations of human rights persons committing such actions in any territory forcibly occupied or otherwise controlled by Russia. The Department of State shall seek to establish an international consortium to increase private investment in Ukraine that shall include the United States. It is the sense of Congress that the Broadcasting Board of Governors shall establish Crimean Tatar services (subordinate to the Ukrainian language services) and broadcast Crimean Tatar language content into Crimea.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Empowering Educators to Prevent Trafficking Act This bill authorizes the Department of Justice's Office of Juvenile Justice and Delinquency Prevention to award grants to local educational agencies to train school staff to recognize and respond to signs of labor and sex trafficking.

Advanced Nuclear Technology Development Act of 2016 This bill requires the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC) to enter into a memorandum of understanding to: ensure that DOE has sufficient technical expertise to support the civilian nuclear industry's timely development and commercial deployment of safe, innovative advanced reactor technology; ensure that the NRC has sufficient technical expertise to support the evaluation of requests for regulatory approval for advanced reactors; use computers and software codes to calculate the behavior and performance of advanced reactors based on mathematical models of their physical behavior; and ensure that the DOE maintains and develops the facilities to support the civilian nuclear industry's timely development and commercial deployment of safe, innovative reactor technology and ensuring that the NRC has access to such facilities, as needed. DOE must submit a report to Congress within 180 days evaluating activities intended to facilitate the testing and demonstration of advanced reactors on DOE land and facilities and the potential for DOE to test and demonstrate on private land. In addition, the NRC is required to develop a regulatory framework for licensing advanced nuclear reactors. This bill amends the Omnibus Budget Reconciliation Act of 1990 to require that the aggregate amount of fees collected by the NRC from licensees and certificate holders in a fiscal year be decreased by the amount of appropriations for activities related to the development of regulatory infrastructure for advanced nuclear reactor technologies.

Expresses the sense of Congress that: a durable resolution to the Israeli-Palestinian peace process can only come through direct, bilateral negotiations between Israel and the Palestinians; the U.N. cannot be a truly neutral arbiter of the Israeli-Palestinian conflict; and the United States should veto any U.N. Security Council resolution that inserts the Security Council into the peace process, unilaterally recognizes a Palestinian state, makes declarations concerning Israeli controlled territories, or dictates terms and a time line for the Israeli-Palestinian peace process.

Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.

Supports the U.S. Stimson Doctrine to not recognize territorial changes effected by force, and affirms that this policy should continue to guide U.S. foreign policy. Condemns Russia's military intervention and occupation of Georgia and its continuous illegal activities along the occupation line in Abkhazia and Tskhinvali region/South Ossetia. Calls upon Russia to: (1) withdraw its recognition of Georgia's territories of Abkhazia and the Tskhinvali region/South Ossetia as independent countries, (2) refrain from acts and policies that undermine Georgia's sovereignty and territorial integrity, and (3) take steps to fulfill the August 12, 2008, Ceasefire Agreement between Georgia and the Russian Federation. Urges the United States to: (1) declare that it will not recognize Russian de jure or de facto sovereignty over any part of Georgia, including Abkhazia and the Tskhinvali region/South Ossetia; (2) deepen cooperation with Georgia, including Georgia's advancement towards Euro-Atlantic integration; and (3) enhance Georgia's security through joint military training and the provision of self-defensive capabilities. Affirms that a free, united, democratic, and sovereign Georgia is in the long-term U.S. interest.

Comprehensive Strategy to Destroy ISIL Act of 2016 This bill directs the Department of Defense and the Department of State to jointly develop and submit to Congress a strategy to destroy the Islamic State of Iraq and the Levant (ISIL) and its affiliates. The Director of National Intelligence shall assess for Congress: the willingness and capabilities of coalition members and allies to defeat ISIL and its affiliates; the presence of ISIL or its affiliates in countries other than Syria, Iraq, Libya, Egypt, and Afghanistan; prevention of radicalization of citizens of regional countries by ISIL and its affiliates; the number of foreign fighters joining ISIL and its affiliates and tactics to prevent further recruitment; and significant U.S. intelligence gaps concerning ISIL and its affiliates and the ability of the United States to carry out a regional strategy to defeat ISIL and its affiliates.

Energy and American Security Act This bill expresses the sense of Congress that: (1) the United States should take appropriate actions to prohibit energy production by the Islamic State and its ability to profit from energy production revenues, and (2) U.S. national energy policy should include consideration of national security. The Department of Energy may provide technical assistance to the Armed Forces regarding Armed Forces activities to address Islamic State energy resources. Such assistance may include identifying: (1) energy resources and related revenue streams; and (2) methods to hinder, destroy, or discourage the development, transportation, and sale of such energy resources. "Islamic State" means the Islamic State, any affiliate, or any immediate successor organization.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Mandating America's Responsibility To Limit Abuse, Negligence and Depravity Act or the MARTLAND Act This bill states that it is U.S. policy that human rights violations, including child abuse, shall not be conducted or condoned on any U.S. military installation, whether located in the United States or overseas, by either U.S. citizens or nationals or foreign nationals. The Department of Defense (DOD) shall submit to Congress a comprehensive plan detailing the procedures by which DOD will implement this policy. "Military installation" shall include U.S. combat outposts and forward operating locations.

Recognizing the Protection of Motorsports Act of 2016 or the RPM Act of 2016 This bill amends the Clean Air Act to allow the modification of a vehicle's air emission controls if the vehicle is used solely for competition.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

School-Based Asthma Management Program Act This bill amends the Public Health Service Act to add requirements that states must meet to receive a preference for asthma grants. (Currently, the preference is given to states that meet requirements regarding administration of epinephrine to students having severe allergic reactions.) To receive the preference, states must additionally: (1) provide civil liability protection to trained school personnel who administer asthma-related rescue medication to a student with asthma; and (2) require schools to permit trained school personnel to administer asthma-related rescue medication to students with asthma, maintain a supply of asthma-related rescue medication, and have a comprehensive asthma management program.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Protecting Our Security Through Utilizing Right-Sized End-Strength Act of 2016 or the POSTURE Act This bill expresses the sense of Congress that given the uncertain world and the need for trained and ready U.S. land force, the planned drawdown of land forces should be stopped. The bill sets forth: FY2016 Army, Marine Corps, and Selected Reserve strength levels; and Army, Navy, Marine Corps, and Air Force permanent active duty end strength minimum levels. Any proposal to lower the end strength levels established by this Act must first be approved by Congress through enactment of a law to that effect.

PLO Accountability Act This bill expresses the sense of Congress concerning the participation of the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) in the peace process and adherence to diplomatic agreements with Israel, PA support for an International Criminal Court investigation of Israel, and the presence of a PLO office in Washington, DC. The Anti-Terrorism Act of 1987 is amended to authorize the President to waive for up to six months the prohibition against establishment or maintenance of a PLO office, headquarters, premises, or other facilities within U.S. jurisdiction, if the President certifies to Congress that the Palestinians have entered into a final negotiated peace agreement with, and have ceased hostilities against, Israel or that: the Palestinians have not, on or after April 1, 2015, obtained state standing in the United Nations or any specialized agency thereof outside an agreement negotiated between Israel and the Palestinians; the Palestinians have officially ceased to be members of the ICC and have withdrawn from the Rome Statute; any ICC investigation against Israel initiated by, or on behalf of, the Palestinians has been withdrawn and terminated; the PLO and the PA no longer provide financial awards or salaries to Palestinians imprisoned in Israel for terrorist attacks, or to their families; and the PLO and the PA no longer engage in a pattern of incitement against the United States or Israel.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Safe Egress in Air Travel Act of 2016 or the SEAT Act of 2016 This bill directs the Department of Transportation to issue regulations: (1) to establish minimum dimensions (including width, length, and seat pitch) for passenger seats on aircraft operated by any air carrier providing interstate or intrastate air transportation; and (2) for the safety and health of passengers.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Ukrainian Warfighter Assistance Act This bill amends the National Defense Authorization Act for Fiscal Year 2016 to specify additional security assistance and intelligence support that the Department of Defense (DOD) may provide to the government of Ukraine's military and security forces. It is U.S. policy that DOD, when providing equipment and technical assistance to Ukraine, shall give priority to border protection and monitoring assistance.

Establishes in the House of Representatives the Select Committee on Oversight of the Joint Comprehensive Plan of Action to conduct comprehensive oversight and investigate compliance of the Joint Comprehensive Plan of Action (JCPOA) and issue annual reports of its findings to the House regarding: all enrichment activities, including relevant limitations pertaining to uranium enrichment levels, centrifuge capacity, and related research and development; all international collaborative partnerships formed and the agreed upon research interests; all uranium stockpile levels, including enrichment levels as well as the amount and price of any excess uranium sold to international buyers; all International Atomic Energy Agency oversight activities relating to the JCPOA, including the effectiveness of relevant inspections into JCPOA tenants; compliance with all enacted international and domestic sanctions, including potential violations of relevant sanctions; all financial transactions including establishment of banking relationships, trade in gold and precious metals, and investment in Iran's oil, gas, and petrochemical sectors; all research and development of missile technology and the acquisition of relevant technology from international partners; and all acquisition of conventional weaponry by the Iranian regime.
