National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Palestinian International Terrorism Support Prevention Act of 2019 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, such a person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar such governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where such groups secure financing and surveillance equipment.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which must make the medal available for display at other locations associated with Rosie the Riveter.

Partner with Korea Act This bill creates an E-4 treaty trader visa category for up to 15,000 nationals of South Korea each fiscal year who are coming to the United States solely to perform specialty occupation services, subject to various requirements. The 15,000 limit shall only apply to principal aliens and not the spouses or children of such aliens. A specialty occupation is one that requires the theoretical and practical application of highly specialized knowledge and a bachelor's degree or higher.

Resident Physician Shortage Reduction Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, with an aggregate increase of 3,000 positions per fiscal year for five years. Of these positions, at least one-third must be for hospitals that are already operating above applicable resident limits, subject to specified distribution rules.

No Assistance for Assad Act This bill bars assistance for stabilization or reconstruction activities for any part of Syria controlled by the Syrian government or associated forces. The restrictions do not apply to assistance for (1) certain projects administered by local organizations, (2) projects to meet basic human needs such as drought relief, and (3) activities related to Syrian compliance with certain weapons treaties. The restrictions apply through FY2024 and shall be lifted if the President certifies to Congress that various criteria have been met, such as that the Syrian government (1) is no longer using Syrian airspace to target civilian populations, (2) is no longer cutting off international aid to besieged areas, and (3) is releasing all political prisoners. The Department of State and the U.S. Agency for International Development shall report to Congress on the delivery of humanitarian assistance to Syria. The report shall address (1) the challenges in accessing areas controlled by the Syrian government, (2) the roles of U.S. allies and partners in ensuring access to various areas, and (3) how assistance is being monitored and evaluated.

New Markets Tax Credit Extension Act of 201 9 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2018, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2018).

Combating the Illicit Trade in Tobacco Products Act This bill directs the Department of State to take various actions to combat the illicit tobacco trade. The State Department shall determine whether each foreign country is a major source, point of transit, or consumer of illicit tobacco products or their precursors. If a country meets this criteria and its government is actively engaging in or knowingly profiting from the illicit tobacco trade, it shall be designated as a country of concern. If a country meets this criteria but its government is not implicated in the illicit tobacco trade, it shall be designated as a focus country. The State Department may provide focus countries with law-enforcement training and assistance to build customs and border-security capacity. The State Department may not provide development assistance or security assistance to countries of concern, with an exception for U.S. national security interests. The President may impose visa- and property-blocking sanctions on foreign persons who are responsible for or have materially assisted in the illicit tobacco trade. The President shall annually report to Congress as to sanctions imposed under this bill.

European Energy Security and Diversification Act of 2019 This bill directs the Department of State to prioritize assistance to develop energy infrastructure in Central and Eastern Europe, in particular for projects involving the European Commission and governments in the region. Assistance shall include political and diplomatic support and funding assistance. Projects eligible for such assistance include infrastructure for natural gas, electricity transmission, and renewable energy. The State Department shall give preference to projects that (1) link the energy systems of two or more countries in the region, (2) have been identified by the European Commission as integral for regional energy security, (3) are expected to enhance energy market integration, (4) can attract other sources of funding, and (5) can potentially use U.S. goods and services. The President shall report to Congress annually about U.S. assistance provided under this bill.

National Nurse Act of 2019 This bill requires the Department of Health and Human Services to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health. The position includes the authority to (1) provide leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conduct outreach and education, and (3) provide guidance and leadership for activities that will increase public safety and emergency preparedness. The National Nurse for Public Health must (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Supporting Accurate Views of Emergency Services Act of 2019 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.

Removing Barriers to Colorectal Cancer Screening Act of 2019 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Treat and Reduce Obesity Act of 2019 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Timely Review of Infrastructure Act This bill authorizes the Federal Energy Regulatory Commission (FERC) to address insufficient compensation of its personnel without regard to civil service laws. FERC must consult with the Office of Personnel Management when making a determination of the appropriate compensation for its personnel.

Energy Efficient Government Technology Act This bill sets forth requirements with respect to increasing the energy efficiency of information technologies and data centers within the federal government. Specifically, this bill requires each federal agency to coordinate with the Office of Management and Budget, the Department of Energy (DOE), and the Environmental Protection Agency to develop an implementation strategy for the maintenance, purchase, and use of energy-efficient and energy-saving information technologies at or for federally owned and operated facilities. DOE must (1) maintain a data center energy practitioner program that leads to the certification of energy practitioners qualified to evaluate the energy usage and efficiency opportunities in federally owned and operated data centers; and (2) establish an open data initiative to make information about federal data center energy usage available and accessible in a manner that encourages data center innovation, optimization, and consolidation.

CHP Support Act This bill redesignates the Department of Energy's Clean Energy Application Centers as the CHP Technical Assistance Partnership Program. The program (1) encourages deployment of combined heat and power, heat to power, and efficient district energy technologies; and (2) provides project specific support to building and industrial professionals through economic and engineering assessments and advisory activities. This bill reauthorizes the program through FY2024.

Hidden Figures Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and President pro tempore of the Senate to arrange for the presentation of one Congressional Gold Medal to Katherine Johnson, in recognition of her service to the United States as a mathematician; one Congressional Gold Medal to Dr. Christine Darden, for her service to the United States as an aeronautical engineer; two Congressional Gold Medals in commemoration of the lives of Dorothy Vaughan and Mary Jackson, in recognition of their service to the United States during the Space Race; and one Congressional Gold Medal in recognition of all the women who served as computers, mathematicians, and engineers at the National Advisory Committee for Aeronautics and the National Aeronautics and Space Administration (NASA) between the 1930s and the 1970s.

Health Insurance Tax Relief Act of 2019 This bill delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. The fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018); reimposition is scheduled for 2020.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, such as reconstructive services and prosthetics. Coverage must include services that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician.

The Mass Violence Prevention Act of 2019 or the MVP Act of 2019 This bill modifies criminal penalties for an offense involving the theft of a firearm from a federal firearms licensee. It also directs the Department of Justice (DOJ) to take specified actions to prevent gun violence. First, the bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill (1) increases from 10 to 20 years the maximum prison term, and (2) creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. Further, an attempt to commit an offense is subject to the same penalties as a substantive offense. Next, the bill establishes a Mass Violence Prevention Center in DOJ to, among other things, serve as the primary government organization for analyzing and integrating all government intelligence pertaining to threats of mass violence. Finally, the bill authorizes DOJ to appoint no fewer than 50 Assistant U.S. Attorneys to implement Project Safe Neighborhoods, which is a national initiative to reduce gun violence in the United States.

Public Buildings Renewal Act of 201 9 This bill allows tax-exempt financing of certain government-owned buildings by expanding the definition of "exempt facility bond" to include bonds used for qualified government buildings. A qualified government building is a government-owned building or facility that consists of one or more of the following an elementary or secondary school; facilities of a state college or university used for educational purposes; a public library; a court; hospital, health care, laboratory, or research facilities; public safety facilities; or offices for government employees. The bill excludes buildings or facilities that include specified recreational equipment or are used for the primary purpose of providing retail food and beverage services, recreation, or entertainment. The bill establishes (1) a $5 billion limit on the amount of tax-exempt financing which may be provided for government buildings, and (2) procedures for allocating and applying for the financing. The bill exempts the bonds for government buildings from the volume cap on private activity bonds.

Advancing Care for Exceptional Kids Act of 2019 or the ACE Kids Act of 2019 This bill establishes a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. States must determine payment methodologies in accordance with specified requirements; payments also temporarily qualify for an enhanced federal matching rate.

Craft Beverage Modernization and Tax Reform Act of 2019 This bill modifies the tax treatment of certain alcoholic beverages to exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; permit the transfer of beer between bonded facilities without payment of tax; increase the amount of the small wine producer tax credit and expand the categories of producers covered by such credit; allow an adjustment to the producer credit for hard cider; and modify the alcohol content limitations that apply to certain wines for tax purposes. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. The bill also increases funding for the Alcohol and Tobacco Tax and Trade Bureau.

Aviation Funding Stability Act of 2019 This bill provides continuing appropriations to the Federal Aviation Administration (FAA) from the Airport and Airway Trust Fund if an appropriations bill for the FAA has not been enacted before a fiscal year begins or a joint resolution making continuing appropriations for the FAA is not in effect. The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

National Heritage Area Act of 2019 This bill establishes a National Heritage Areas System to recognize certain areas of the United States that tell nationally significant stories and to conserve, enhance, and interpret the areas' natural, historic, scenic, and cultural resources that illustrate significant aspects of U.S. heritage. Through such system, the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The system shall be comprised of such areas designated by Congress under this bill; such areas designated after enactment of this bill, unless the law designating the area exempts it from inclusion in the system; 49 specified areas; and any other national heritage areas designated before this bill's enactment. National heritage areas shall not be considered to be units of the National Park System. Interior shall (1) undertake studies as directed by Congress to assess the feasibility of designating proposed national heritage areas; (2) approve or disapprove the management plan prepared by the local coordinating entity for an area; and (3) evaluate the accomplishments of an area every 10 years after its designation and submit a recommendation on whether federal funding for such area should be continued, reduced, or eliminated.

Fairness for High-Skilled Immigrants Act of 2019 This bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program Act This resolution establishes in the House of Representatives the Congressional Gold Star Family Fellowship Program under which certain family members of a member of the Armed Forces who is a hostile casualty or died from a training-related injury may serve a 12-month fellowship in the office of a Member of the House.

Full Military Honors Act of 2019 This bill requires full military honors to be provided for the funerals of certain veterans. Specifically, a veteran shall receive full military honors if the veteran (1) is first interred or inurned in Arlington National Cemetery, (2) was awarded the medal of honor or the prisoner-of-war medal, and (3) is not entitled to full military honors because of such veteran's grade.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Middle Class Health Benefits Tax Repeal Act of 201 9 This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

Cyber Diplomacy Act of 2019 This bill establishes the Office of International Cyberspace Policy within the Department of State. The Office's duties include advising the State Department on cyberspace issues. It shall also shall lead diplomatic efforts on issues relating to international cybersecurity, Internet access and freedom, and international cyber threats. The Office shall implement U.S. policy to work internationally to promote an open, interoperable, and secure Internet governed by a multi-stakeholder model. The bill also directs the President to devise a strategy related to U.S. engagement with foreign governments on international norms with respect to responsible state behavior in cyberspace.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill revises and expands criminal provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Shark Fin Sales Elimination Act of 2019 This bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.
