Protection from Sexual Predators Act of 1994 - Expresses the sense of the Congress that States should: (1) more seriously consider the relatively high recidivism rate of sexual offenders when deciding whether to plea bargain with first-time sexual offenders and whether to grant parole to sexual offenders; and (2) review their treatment and parole supervision programs for sexual offenders to assure that such programs are fulfilling their goals. Amends the Federal criminal code to provide that whoever violates provisions regarding aggravated sexual abuse (or engages in conduct in or affecting interstate or foreign commerce that would be a violation of such provisions if the offense had occurred in the special maritime and territorial jurisdiction of the United States) after previously having been convicted of another State or Federal sexual abuse offense (or conduct which would have been such an offense if the offense had occurred in such jurisdiction) shall be imprisoned for life. Directs the Attorney General to establish guidelines for State programs requiring: (1) any person who is convicted of a sex offense to register and keep up to date a current address with a designated State law enforcement agency (LEA) for ten years after being released from prison or placed on parole, supervised release, or probation; and (2) each State to provide information obtained about the registered person to the Attorney General on a prompt and regular basis and in a uniform format. Requires the Attorney General to: (1) maintain on-line availability of information obtained under this Act for use by authorized LEAs in carrying out their functions; and (2) provide for the privacy of such information. Directs each State to implement the registration provisions within three years. Makes States not in compliance after such time subject to a reduction of funds under title I (drug control and system improvement grants) of the Omnibus Crime Control and Safe Streets Act of 1968. Requires the National Institute of Justice to carry out a study of persistent sexual predators and to report to the Congress and the President.

Level of Effort Clean Water Bonus Fund Act of 1994 - Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to reserve 20 percent of the amounts made available for capitalization grants for State water pollution control revolving funds for making level of effort capitalization grants to eligible States. Requires States that receive level of effort grants to deposit an equal amount into the revolving funds. Makes eligible for such grants States that have deposited more than the required matching amount into the revolving fund or into a non-Federal revolving fund or grant program that is subject to requirements similar to those for the State revolving fund. Prohibits States from receiving a grant in an amount greater than 20 percent of the amount of funds reserved.

Fair Market Access Act of 1994 - Directs the Secretary of Commerce to report annually to the Congress an assessment of the access to the Japanese market of goods and services produced or originating in the United States in each sector specifically identified in the Japan-United States Framework for a New Economic Partnership signed on July 10, 1993 (Framework Agreement). Specifies contents of such access assessments. Authorizes the President to enter into agreements or other understandings with Japan for the purpose of obtaining the market access opportunities described in such assessments. Requires the United States Trade Representative (USTR) to determine for which sectors identified in each assessment to pursue negotiations in order to conclude such agreements or understandings. Directs the Secretary to monitor compliance with each agreement or understanding between the United States and Japan reached under this Act, as well as with existing trade agreements between both countries. Deems an unreasonable and discriminatory act, policy, or practice burdening or restricting U.S. commerce each barrier to access to the Japanese market that is the subject of negotiations under this Act which fail to conclude an agreement or understanding. Requires the USTR to determine what "Super 301" sanction to impose in response to such acts, policies, or practices, as well as in instances of material noncompliance with new or existing agreements or understandings.

Driver's Privacy Protection Act of 1993 - Amends the Federal criminal code to prohibit disclosure of personal information derived from an individual's motor vehicle records to anyone other than that individual. Makes exceptions for use: (1) by any Federal or State court or agency in carrying out its functions; (2) in connection with matters of automobile and driver safety; (3) in the normal course of business by a legitimate business, in research activities, and in marketing activities (subject to specified limitations); (4) in any civil or criminal proceeding in any Federal or State court; and (5) by any insurer in connection with claims investigation or antifraud activities. Permits reselling the personal information for a permissible use under specified circumstances. Requires each State to establish and carry out procedures under which: (1) an individual to whom the information pertains may authorize its disclosure; and (2) a State motor vehicle department may enter into an agreement with any business based upon a certification that the business has consent from the individual to obtain the requested personal information. Prohibits: (1) knowingly obtaining or using personal information, derived from a motor vehicle record, for any impermissible purpose; and (2) making a false representation to obtain or use any such information. Sets penalties and remedies for willful and nonwillful violations by non-governmental entities and by governmental entities.

Allows no more than ten percent of the increased revenues generated by such open use to accrue to the operator of the golf course. Requires all other such revenue to be deposited into the General Fund of the Treasury and used only for Federal budget deficit reduction. Requires an annual report from the Secretary. Requires the Secretary, with respect to active and retired military personnel, to: (1) subsidize any fees imposed for golf course use; and (2) give priority access for such use.

Fair Trade in Financial Services Act of 1993 - Amends the International Banking Act of 1978 to direct the Secretary of the Treasury (the Secretary) to: (1) identify the extent to which a foreign country denies national treatment to U.S. banking and securities organizations; and (2) determine whether such denial has a significant adverse effect upon them. Authorizes the Secretary to publish the determinations of adverse effect in the Federal Register. Authorizes Federal banking agencies and the Securities and Exchange Commission (SEC), upon concurrence and/or recommendation of the Secretary, to deny applications filed by entities of such identified countries. Prohibits a financial services organization of such a country from commencing any line of business in the United States in which, as of the Secretary's publication date, it was not engaged, or conduct business from any location at which the organization did not conduct business as of that date. Requires securities organizations from those countries to notify the SEC and gain its approval before acquiring control of any registered domestic securities organization. Prescribes guidelines for the Secretary to initiate negotiations with foreign countries that deny national treatment for U.S. banking and securities organizations. Requires the Secretary to submit a biennial status report to the Congress. Amends the Omnibus Trade and Competitiveness Act of 1988 to direct the Secretary to investigate and report to the President and the Congress on: (1) the extent of the interdependence of U.S. financial services sectors and certain foreign countries; and (2) the economic and strategic consequences of that interdependence for the United States.

Federal Prohibition of Female Genital Mutilation Act of 1993 - Amends the Federal criminal code to prohibit and set penalties for knowingly circumcising, excising, or infibulating any part of the labia majora, labia minora, or clitoris of another person who has not attained age 18, except where: (1) necessary to the health of the person on whom it is performed (if performed by a person licensed in the place of its performance as a medical practitioner); or (2) performed on a person in labor or who has just given birth (if performed for medical purposes connected with such labor or birth by a person licensed in the place it is performed as a medical practitioner, midwife, or person in training to become such a practitioner or midwife). Prohibits and sets penalties for knowingly denying a person medical care or services, or otherwise discriminating against a person in the provision of medical care or services, because that person has: (1) undergone female circumcision, excision, or infibulation (female circumcision); or (2) requested that female circumcision be performed on any person. Directs the Secretary of Health and Human Services to carry out appropriate education, preventive, and outreach activities in communities that traditionally practice female circumcision to inform people in those communities about the health risks and emotional trauma inflicted by such practices and to inform them and the medical community about the provisions of this Act.
