Supports: (1) freedom and democracy in Nigeria; (2) the wishes of the voters of Nigeria as displayed in the presidential election of June 12, 1993; and (3) extension of limited sanctions now in place against the unelected interim government to include trade sanctions. Declares that the Congress does not recognize the interim government as legitimate. Encourages the President to direct the U.S. representative to the United Nations to urge the Security Council to: (1) not recognize the interim government as legitimate; and (2) take action to mediate the removal of such government for purposes of installing the democratically-elected government of June 12, 1993.

Amends the Truth in Lending Act of 1968, Truth in Savings Act of 1991, and Consumer Leasing Act of 1976 to declare that radio broadcast advertisements satisfy statutory consumer disclosure requirements if they include toll-free telephone numbers providing consumers with disclosure information prior to engaging in the transactions specified.

Requires educational organizations that offer educational programs to minors for a fee to disclose certain information in written form to the minor or the minor's parent before accepting funds for the cost of the minor's participation in such a program. (Excludes from the definition of educational organization a local educational agency, an elementary or secondary school or organization sponsored by such a school, a recreational organization, or a social club.) Requires each such educational organization to include a verifiable statement of nondiscriminatory enrollment and employment policy on all enrollment or recruitment material. Directs the Secretary of Education to monitor compliance with this Act. Authorizes imposition of civil fines for violations.

General Aviation Revitalization Act of 1993 - Amends the Federal Aviation Act of 1958 to set forth a 15-year statute of limitations within which a person may bring a civil action against an aircraft manufacturer for damages for death or injury or damage to property arising from an aircraft accident.

Natural Disaster Protection Act of 1993 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Act) to require the Director of the Federal Emergency Management Agency to develop programs to carry out specified multihazard mitigation and emergency management initiatives, including the development of model building codes and other hazard mitigation measures for catastrophic natural disasters, training and research in such areas, hazard mitigation technology, and local emergency response operations. Allows local communities five years after the date of enactment of this Act to comply with multihazard building and safety codes outlined under this Act, after which public assistance funds will be withheld for noncompliance. Requires the Director to identify States which are prone to damages from hurricanes, windstorms, earthquakes, volcanic eruptions, and flooding (natural disasters), and to designate each State appropriately as hurricane-, windstorm-, earthquake-, volcanic eruption-, or flood-prone. Requires each State so designated to either: (1) adopt the relevant natural disaster hazard mitigation portions of the newest building codes for such State for all new or substantially modified building construction in such State; or (2) certify that the local communities have adopted building codes which meet or exceed such requirements. Requires each State designated as disaster-prone to either: (1) develop a hazard mitigation plan with accompanying schedules for improving the State's ability to reduce the hazards of future natural disasters; or (2) designate an existing plan which meets such requirements. Requires a completed plan to be submitted to the Director within two years after designation. Outlines State compliance procedures, and imposes penalties for hazard mitigation plan noncompliance. Establishes the Self-Sustaining Mitigation Fund for Federal and State support of hazard mitigation and emergency management activities, with amounts provided by the Director to each disaster-prone State for appropriate purposes. Establishes the Natural Disaster Mitigation and Planning Advisory Committee as an independent advisory committee to advise the Director on hazard mitigation and disaster planning, and to review hazard mitigation regulations issued by the Director. Requires the Director to establish and carry out a national multihazard insurance program (the Primary Insurance Program) to provide insurance against real or personal property loss in any State resulting from an earthquake or volcanic eruption. Requires the Director to evaluate the feasibility of including flood as a covered peril under the Primary Insurance Program. Outlines specified procedures for increased participation in the Federal flood insurance program under the National Flood Insurance Act, with a required report. Outlines further provisions with respect to the Primary Insurance Program, including program scope (initially limited to residential housing), terms and limitations, covered hazards, and insurance actuarial rates. Establishes in the Treasury the Primary Insurance Program Fund to carry out such Program. Provides for Fund uses, investments, and disbursements, authorizing the Director, when necessary, to borrow from the Treasury for Fund purposes. Requires the Director, in carrying out the Program, to provide certain insurance mitigation incentives, including the charging of lower premiums for residential property located in disaster-prone States. Requires the Director to make available to eligible entities excess reinsurance coverage for any direct and indirect losses that arise from a hurricane, earthquake, volcanic eruption, or tsunami (tidal wave). Outlines provisions concerning eligible entities and reinsurance coverage terms, limitations, and obligations, including the covered lines of insurance. Requires the establishment of actuarially sound rates for such coverage. Establishes in the Treasury the Reinsurance Fund for implementation of such reinsurance coverage. Requires the Director to develop a plan of operation to ensure the fair, reasonable, and equitable administration of the Primary Insurance Program Fund, the Reinsurance Fund, and other activities outlined in this Act. Establishes the Federal Insurance and Reinsurance Advisory Committee as an independent committee and requires the plan to be submitted to such Committee for review and recommendations. Requires a Committee report.

Expresses the sense of the House of Representatives that: (1) obstetrician-gynecologists should be designated as primary care providers for women in Federal laws relating to the provision of health care; and (2) legislative proposals that define primary care should include services performed by obstetrician-gynecologists in such definition.

Amends the Federal Aviation Act of 1958 to prohibit the issuance of a certificate of public convenience and necessity authorizing an air carrier to engage in air transportation to any applicant which is controlled by a person who has controlled one or more air carriers which have filed, in the aggregate, two or more petitions for bankruptcy.

Firefighters and Police Retirement Security Act of 1993 - Amends the Age Discrimination in Employment Amendments of 1986 to repeal a provision which would have terminated an exemption for certain bona fide hiring and retirement plans applicable to State and local fire fighters and law enforcement officers. (This Act thereby preserves such exemption beyond 1993.)

Requires the display of the National League of Families POW/MIA flag at: (1) all national cemeteries and the National Vietnam Veterans Memorial on May 31, 1993 (Memorial Day), September 17, 1993 (National POW/MIA Recognition Day), and November 11, 1993 (Veterans Day); and (2) the White House and the buildings containing the primary offices of the Secretaries of State, Defense, and Veterans Affairs and the Director of the Selective Service Commission (sic) on September 17, 1993 (National POW/MIA Recognition Day).

Vietnam Women's Memorial Coin Act of 1994 - Directs the Secretary of the Treasury to issue silver coins emblematic of the Vietnam Women's Memorial sculpture. Requires all surcharges received from the sale of such coins to be used for: (1) an endowment for the Memorial; (2) education and research concerning veterans and their families; and (3) the identification and documentation of women who served in the armed forces during the Vietnam era. Expresses the sense of the Congress that this coin program shall be self-sustaining and administered to result in no net cost to the Numismatic Public Enterprise Fund.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

American Jobs Protection Act - Requires employers to provide specified notice and employee benefits (including severance pay, continuation of health care benefits, reimbursement for retraining, training incentive payments, and accelerated eligibility for early retirement) to employees who are subject to a plant closing or mass layoff because their work is transferred to (or similar products are imported from) another country which has specified levels of lower wages or less effective employment standards for overtime compensation, child labor, and employee safety. Prohibits employers who do not provide such notice and benefits from entering into a contract with the United States for provision of products or services involved in the work transfer or substantially similar to such products or services. Provides for enforcement of this Act by: (1) investigative and administrative actions and actions for injunctions by the Secretary of Labor; and (2) civil actions by employees, local governments, States, and the Secretary. Requires employers to post notice concerning this Act and the filing of a charge. Authorizes civil fines for violations.

Amends the Social Security Act to require States to provide information on overdue child support obligations of absent parents to consumer reporting agencies. (Currently, States must meet such requirement only upon the request of such agencies.) Eliminates the authority of the States to impose a fee for furnishing such information.

Bankruptcy Amendments of 1993 - Amends Federal bankruptcy law to raise to $1 million the ceiling on debts for eligibility to file as a chapter 13 debtor (bankrupt consumer repayment of debt under court supervision). (Currently the ceiling is $100,000 for unsecured debts, or $350,000 for certain secured debts.) Modifies the guidelines for: (1) chapter 13 bankruptcies; (2) automatic stays; (3) exemptions; (4) discharges; and (5) preferences. Directs the Administrative Office of the United States Courts to compile and make available to the public statistical information regarding bankruptcy cases.

Declares that it is the Congress' intent that the Secretary of Transportation, in negotiating under the auspices of the Land Transportation Standards Committee established under the North American Free Trade Agreement (NAFTA), shall not weaken U.S. truck safety standards by increasing truck sizes and weights or by compromising such standards as truck driver hours of service, front brake and other safety equipment requirements, and the truck driver record system.

Requires executive agencies, before beginning a procurement, to conduct market research to determine if commercial items can meet the needs of the executive agency. Renames the position of Advocate for the Acquisition of Commercial Products in the Office of Federal Procurement Policy the Advocate for the Acquisition of Commercial Items. Requires revision of the Federal Acquisition Regulation (FAR) to implement the amendments made by this title. Requires such revision to include issuance of one or more simplified uniform contracts for the acquisition of commercial items. Sets forth other requirements for FAR relating to warranties, market acceptance, and past performance. Subtitle B: Miscellaneous - Revises requirements pertaining to contractor submission of cost or pricing data. Requires additional revisions of FAR in order to implement specified requirements. Title II: Amendments to Federal Property and Administrative Services Act of 1949 - Amends the Federal Property and Administrative Services Act of 1949 to permit executive agencies to award multiple contracts for the same supply or service when the agency head determines it is in the best interests of the Government to maintain a continuous source for the supply or service. Sets forth provisions generally analogous to those contained in the National Defense Authorization Act for Fiscal Year 1991 concerning an agency's responsibilities regarding statements of evaluation factors in a contract solicitation. Revises evaluation and award provisions. Raises temporarily the cost and pricing data threshold under the Federal Property and Administrative Services Act of 1949. Repeals commercial pricing requirements. Title III: Amendments Relating to Title 10, United States Code - Amends the Competition in Contracting Act of 1984 and other Federal law relating to the armed forces with respect to source selection factors and contractor submission of cost or pricing data. Title IV: Brooks Act Amendments - Provides that specified provisions of the Federal Property and Administrative Services Act of 1949 may be cited as the Brooks Automatic Data Processing Act and the Brooks Architect-Engineers Act. Amends the Brooks Automatic Data Processing Act to: (1) allow the General Services Administration's (GSA) board of contract appeals to dimiss protests that are frivolous or have been brought in bad faith; and (2) provide for GSA oversight of agency automatic data processing equipment procurements. Title V: Miscellaneous Provisions - Amends the Competition in Contracting Act of 1984 to revise provisions authorizing the General Accounting Office's (GAO) Comptroller General to award bid and proposal preparation and protest costs to companies that file bid protests. Amends the Office of Federal Procurement Policy Act to provide for post-award debriefings for certain procurements and an increase in the small purchase threshold. Provides for implementation of electronic data interchange systems for procurement information. Makes development of procurement policies with respect to small businesses a function of the Administrator for Federal Procurement Policy. Authorizes the Administrator to conduct a program of tests of alternative and innovative procurement procedures. Amends the Brooks Architect-Engineers Act to prohibit agency preaward audits to evaluate proposed contract costs where the objectives of the audit can be met by accepting the results of a previous Government audit. Requires the GSA Administrator to ensure that requirements of the Buy American Act apply to all procurements made with funds authorized under title VI. Provides for debarment of persons convicted of falsely labeling products as made in America. Title VI: Provisions Relating to General Services Administration - Amends the Federal Property and Administrative Services Act of 1949 to authorize appropriations. Adds previous management experience requirements for appointments to senior GSA positions.

Free Trade With Cuba Act - Amends the Foreign Assistance Act of 1961 to repeal the embargo on trade with Cuba. Prohibits the exercise by the President with respect to Cuba of certain authorities conferred by the Trading With the Enemy Act and exercised on July 1, 1977, as a result of a specified national emergency. Declares that any prohibition on exports to Cuba under the Export Administration Act of 1979 shall cease to be effective. Authorizes the President to impose export controls with respect to Cuba and exercise certain authorities under the International Emergency Economic Powers Act only on account of an unusual and extraordinary threat to U.S. national security that did not exist before enactment of this Act. Repeals the Cuban Democracy Act. Amends the Internal Revenue Code to terminate the denial of the foreign tax credit with respect to Cuba. Authorizes common carriers to install, maintain, and repair telecommunications equipment and facilities in Cuba, and otherwise provide telecommunications services between the United States and Cuba. Prohibits regulation or banning of travel to and from Cuba by U.S. citizens or residents, or of any transactions incident to travel. Directs the U.S. Postal Service to provide direct mail service to and from Cuba. Urges the President to take all necessary steps to conduct negotiations with the Government of Cuba to: (1) settle claims of U.S. nationals against Cuba for the taking of property; and (2) secure protection of internationally recognized human rights.

Commends radio amateurs for their contributions to technical progress in electronics and for their emergency radio communications in times of disaster. Urges the Federal Communications Commission to continue and enhance the development of the amateur radio service as a public benefit by adopting rules and regulations which encourage the use of new technologies within the amateur radio service. Declares that reasonable accommodation should be made for effective operation of amateur radio from residences, private vehicles, and public areas and that regulation at all levels of government should facilitate and encourage amateur radio operation as a public benefit.

Giant Sequoia Preservation Act of 1993 - Designate certain federally owned lands within the Sequoia and Sierra National Forests, California, as the Giant Sequoia National Forest Preserve. Prohibits activities within the Preserve that are inconsistent with the following: (1) resource protection and restoration; (2) protection of the Giant Sequoia groves and contiguous forests and restoration of the forest ecosystem to a natural state; (3) providing the optimum habitat for all naturally occurring species; (4) providing opportunities for recreation, interpretation, and scientific study; and (5) providing optimum water, air, and scenic quality. Establishes the Giant Sequoia Scientific Advisory Board. Directs the Secretary of Agriculture to: (1) administer the Preserve as a separate unit within the National Forest System; (2) make yearly recommendations on other areas to be designated National Forest Preserves; and (3) publish a comprehensive management plan for the Preserve. Sets forth provisions regarding: (1) recreation and interpretation; (2) regeneration of cut-over giant Sequoia Groves; (3) scientific study and research; (4) fire management; (5) hunting and fishing; (6) timber cutting; (7) mineral and geothermal leasing; (8) water rights; (9) grazing rights; and (10) public safety. Directs the Secretary to make annual payments in lieu of taxes to the local government of each political subdivision within the boundaries of which are lands indicated under this Act for inclusion in the Preserve. Requires the Secretary to establish a community assistance task force. Permits any local community in the region that is affected by loss of Federal timber sales and any worker who is displaced from a job in the timber industry as a result of this Act to request assistance from the task force. Directs the task force to encourage and develop employment opportunities in forest ecosystem restoration, recreation, and other forms of employment compatible with the purposes and provisions of this Act. Authorizes appropriations.

Many Neighbors, One Earth Resolution - Urges the President to develop and implement a coordinated economic and development policy and program of action designed to promote broadbased, sustainable development that will reduce global hunger and poverty in environmentally sound ways. Specifies that such policy and program should have as its principal objectives: (1) expanding economic opportunities; (2) meeting basic human needs; (3) promoting environmental protection and sustainable use of natural resources; and (4) promoting pluralism, democratic participation, and human rights. Specifies that such policy and program should involve all relevant international activities of the U.S. Government. Urges the President to take specific actions, including: (1) proposing the enactment of legislation providing for a post-Cold War foreign assistance program to promote sustainable development, especially the reduction of hunger and poverty in environmentally sound ways; (2) developing and implementing development cooperation programs and projects in pursuit of such objectives; (3) ensuring that development cooperation programs take into account relevant local perspectives of the rural and urban poor during the design, planning, and implementation process for project and program assistance; and (4) encouraging and supporting the efforts of countries to reduce their level of military spending when such spending is disproportionate to security needs and to spending on health, education, and environmental protection.

TABLE OF CONTENTS: Title I: Programs and Related Provisions Subtitle A: Programs Subtitle B: Related Provisions Title II: Organization Title III: Reauthorization Subtitle A: National and Community Service Act of 1990 Subtitle B: Domestic Volunteer Service Act of 1973 Title IV: Technical and Conforming Amendments National Service Trust Act of 1993 - Amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reauthorize, revise, and reorganize national and community service and domestic volunteer programs, establish a Corporation for National Service and a National Service Trust program of Federal investment in support of national service, and provide expanded opportunities for national service and educational awards for participants. Title I: Programs and Related Provisions - Subtitle A: Programs - (Sec. 101) Amends the National and Community Service Act of 1990 (the Act) to establish the National Service Trust program, replacing the current American Conservation and Youth Service Corps. Authorizes the Corporation for National Service (CNS) to make matching grants to State and local governments, Indian tribes, public and private nonprofit organizations, and higher education institutions for: (1) full- or part-time national service programs, including summer programs; and (2) subgrants for national service programs of other entities. Authorizes CNS to enter into agreements with other Federal agencies to support their national service programs. Directs CNS to approve national service educational awards for participants serving in CNS-assisted national service programs. Describes types of eligible national service programs addressing unmet human, educational, environmental, or public safety needs, including community corps, youth corps, service-learning, special skills or specialized training, individualized placement, campus-based, preprofessional training, professional corps, disadvantaged youth community service, national service entrepreneur, intergenerational, or other programs. Directs CNS to establish qualification criteria. Authorizes CNS to provide the following types of program assistance: planning, operational, replication, subgrantee, training, technical, and other special assistance (including support for State commissions and challenge grants for national service programs). Requires CNS to ensure that participants in VISTA or the Civilian Community Corps receive national service educational awards, except in specified circumstances. Sets forth application and program requirements. Requires an assurance that the program assisted will not perform service that provides a direct benefit to any: (1) for-profit business; (2) labor union; (3) partisan political organization; or (4) organization engaged in religious activities (unless such service does not involve use of assistance or participants to give religious instruction, conduct worship services, or engage in any form of proselytization). Sets a minimum age for national service participants of 17, except for certain youth programs where the beginning of service may be between age 16 and 25. Sets rules for selection of participants, including selection and training of a national leadership pool. Sets a term of service at a minimum of 1,700 hours during: (1) a full-time period of nine months to one year; or (2) a part-time period of one to two years. Establishes requirements for participant living allowances. Limits the Federal share to not more than 85 percent of the VISTA volunteer allowance. Makes those who serve in approved national service positions eligible for national service educational awards. (Sec. 102) Establishes the National Service Trust in the Treasury to provide for the payment of national service educational awards. Sets forth eligibility standards for national service educational awards. Bases such awards on only the first and second terms of service. Requires that the award be used within five years after completion of the term of service. Sets the award's value at $5,000 for each term of service (up to two terms). Allows the use of such awards to: (1) repay outstanding student loans; (2) pay current educational expenses; (3) enable participation in approved school-to-work programs; and (4) pay interest during forbearance on loan repayment. Provides that awards shall not be considered: (1) in a means-test for Federal or federally-assisted benefits; or (2) as taxable income under the Internal Revenue Code. Makes conforming amendments to student loan provisions of the Higher Education Act of 1965 (HEA). Makes Stafford loan forgiveness available. (Sec. 103) Establishes School-Based and Community-Based Service-Learning programs to replace current Programs for Students and Out-of-School Youth. Revises the Serve-America program (currently named Service-America) to include: (1) school-based programs for students; (2) community-based service programs for school-age youth; and (3) a service-learning clearinghouse. Authorizes CNS to make planning grants to local educational agencies (LEAs) with respect to service-learning coordinators participating in an assisted national service program or receive a national service educational award. Authorizes grants for school-based service-learning programs and community-based service programs. Directs CNS to provide financial assistance to eligible public and private nonprofit organizations to establish a service-learning clearinghouse. Adds priority criteria for the making of grants for Higher Education Innovative Programs for Community Service. (Sec. 104) Establishes an Investment for Quality and Innovation program to carry out specified innovation and quality improvement activities. Directs CNS to provide assistance to appropriate entities to establish one or more clearinghouses, including the service-learning clearinghouse. Authorizes the President, acting through CNS, to make Presidential awards for service to individuals providing significant service, and to outstanding service programs. Provides that Civilian Community Corps members may receive educational awards (or suitable alternative benefits if ineligible for such awards). Amends the National Defense Authorization Act for Fiscal Year 1993 to extend the authority to conduct the Civilian Community Corps Demonstration Program. Subtitle B: Related Provisions - (Sec. 111-121) Makes conforming amendments and repealers to specified Federal law. Title II: Organization - (Sec. 201) Amends the National and Community Service Act of 1990 to require the establishment of State commissions on national service as a condition for receiving certain grants or allotments or a distribution of approved national service positions. Sets commission membership standards, and duties, including planning. (Sec. 202) Establishes the Corporation for National Service (CNS) as a Government corporation to administer programs under the Act. Amends the Domestic Volunteer Service Act of 1973 to require the Director of the ACTION Agency to report directly to the CNS Chairperson (under interim authorities). Directs the Chairperson to establish (or request the Director of the Office of Personnel Management to provide) job search and related assistance to employees of the ACTION Agency who are not transferred to CNS. (Sec. 202 & 203) Transfers to CNS functions of: (1) the Commission on National and Community Service (under interim authorities); and (2) the ACTION Agency (under final authorities). Title III: Reauthorization - Subtitle A: National and Community Service Act of 1990 - Extends the authorization of appropriations for the National and Community Service Act of 1990. Subtitle B: Domestic Volunteer Service Act of 1973 - Domestic Volunteer Service Act Amendments of 1993 - Amends the Domestic Volunteer Service Act of 1978 (DVSA) to reauthorize, reorganize, and revise its programs. Chapter I: VISTA and Other Anti-Poverty Programs - (Sec. 321) Adds to VISTA program objectives generating private sector resource commitment, encouraging local level volunteer service, and strengthening local agencies and organizations to carry out the program. (Sec. 322) Revises procedures and other requirements for selection and assignment of VISTA volunteers. Allows a sponsoring organization to recruit VISTA volunteers, subject to final approval of the Director of the ACTION Agency (the Director). (Sec. 323) Revises provisions for terms and periods of service. Authorizes a VISTA summer associates program. (Sec. 324) Revises postservice stipends. (Sec. 325) Requires encouragement of participation of both younger (18 through 27) and older (55 and older) VISTA volunteers. (Sec. 328) Repeals authority for student community service programs grants and contracts. (Sec. 329) Renames the University Year for ACTION the University Year for VISTA program. Shortens the minimum period of participation to an academic semester or equivalent. Allows volunteers to receive a living allowance or such other support the Director deems appropriate. (Sec. 330) Revises authority to establish and operate special volunteer and demonstration programs. Requires a competitive process for any grant or contract exceeding $100,000. (Sec. 331) Permits the Director to provide technical and financial assistance to employers and other private organizations that use or desire to use volunteers. (Sec. 332) Repeals a separate authority for drug abuse education and prevention programs under special volunteer programs. Chapter 2: National Senior Volunteer Corps - (Sec. 342) Renames the retired senior volunteer program the Retired and Senior Volunteer Program (RSVP). (Sec. 343) Expands RSVP eligibility to include older working persons and those over 55 (currently 60). (Sec. 345) Requires certain adjustments and minimums for stipends for low-income volunteers. (Sec. 346) Allows non-low-income persons to participate in the Foster Grandparent and the Senior Companion programs, without any financial support except reimbursement for related expenses. (Sec. 347) Repeals certain conditions for grants and contracts under those two programs, including a requirement that volunteers no longer be in the regular work force. (Sec. 348) Eliminates one type of evaluation of the Senior Companion Program. (Sec. 349) Encourages agreements with other Federal agencies involving retired, senior, intergenerational, and conservation volunteer programs. (Sec. 352) Authorizes grants and contracts for demonstration programs of innovative activities involving older volunteers. Prohibits reducing other older volunteer programs to support such demonstrations. Chapter 3: Administration - (Sec. 365) Bases disability or death benefits for VISTA volunteers on a grade GS-5 (rather than GS-7) Federal employee entrance salary. (Sec. 370) Grants copyright protection for the programs of the ACTION Agency. (Sec. 371) Authorizes the Director to establish a Center for Research and Training on Volunteerism. (Sec. 372) Amends Federal law relating to Federal employees to make retirement credit for time served as a VISTA volunteer available to all who become Federal employees subsequent to such volunteer service, upon their paying a deposit based on their post-service stipend. Chapter 4: Authorization of Appropriations and Other Amendments - (Sec. 381-383) Extends the authorization of appropriations for various programs under the Domestic Volunteer Service Act of 1973. (Sec. 385) Repeals Youthbuild Projects authority. Chapter 5: General Provisions - (Sec. 391) Sets forth technical and conforming amendments. Title IV: Technical and Conforming Amendments - (Sec. 401-405) Sets forth various changes of definitions and references in specified Federal law.
