Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Amends SSA title XVIII to direct the Secretary to appoint a Medicare Beneficiary Ombudsman to assist Medicare beneficiaries with respect to grievances and requests for information. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Protect Victims of Identity Theft Act of 2001 - Amends the Fair Credit Reporting Act, with respect to the statute of limitations on actions, to provide that an action to enforce a liability may be brought not later than two years after the date on which the violation is discovered or should have been discovered by the exercise of reasonable diligence. Tolls such limitation period during any period during which a defendant has materially and willfully misrepresented information statutorily required to be disclosed where such misrepresentation is material to establishment of liability.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Bioterrorism Preparedness Act of 2001 - Amends the Public Health Service Act to add provisions granting additional authorities to the Secretary of Health and Human Services concerning bioterrorism preparedness and responding to public health emergencies. Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires, under the Public Health Service Act, the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Amends the Federal Food, Drug and Cosmetic Act to expand the authority of the Food and Drug Administration with respect to food presenting a serious threat to humans or animals. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Medicare Drug Cost Savings Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of self-administered drugs used as a replacement for certain covered drugs. Prohibits a carrier or fiscal intermediary from requiring the substitution of a self-administered drug for an intravenously-administered drug or drug therapy if, in the judgment of the physician of the individual diagnosed with a condition for which the drug or drug therapy has been prescribed, intravenous-administration of the drug or drug therapy is more appropriate or effective to treat the individual's condition.

Schoolbus Safety Act of 2001 - Amends Federal transportation law, except as otherwise provided, to prohibit a person from purchasing, renting, or leasing for use as a schoolbus a motor vehicle designed to carry ten or more passengers unless it complies with certain motor vehicle safety standards for schoolbuses and schoolbus equipment. Subjects such standards to motor vehicles used for the transport of postsecondary school students. Sets forth a civil penalty for any person who: (1) manufactures, sells, or imports into the United States any motor vehicle or motor vehicle equipment that does not in comply with certain motor vehicle safety standards; and (2) otherwise violates the requirements of this Act.

Medicare+Choice Consumer Protection Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) continuous open enrollment and disenrollment in Medicare+Choice plans; and (2) limitation on Medicare+Choice cost-sharing to the same maximum as cost-sharing otherwise applicable under Medicare parts A (Hospital Insurance) and B (Supplementary Medical Insurance) to an individual not enrolled in a Medicare+Choice plan..

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Accidental Shooting Prevention Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any person from manufacturing or importing, or any Federal firearms licensee from transferring possession of or title to, a pistol manufactured on or after January 1, 2004, unless the pistol includes: (1) a plainly visible device in a contrasting color that clearly indicates whether the pistol is loaded; and (2) a mechanism that prevents any semiautomatic pistol that has a detachable ammunition magazine from being fired when the magazine is not attached. Specifies that compliance with such provision shall not relieve any person from liability at common law or under State statutory law to any other person.

Anthrax Victims Assistance Act - Directs the Attorney General to expand the September 11th Victim Compensation Fund of 2001 (title IV of the Air Transportation Safety and System Stabilization Act) to include individuals diagnosed with anthrax between September 11, 2001, and December 31, 2001.

American Worker Assistance Act of 2001 - Provides for programs of emergency unemployment compensation (EUC) and emergency health coverage assistance. Sets forth EUC program requirements for Federal-State agreements, formulas for determining amounts in individual EUC accounts and weekly benefits, payments to States, and financing. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (including both regular and extended compensation). Makes an individual's period of EUC eligibility consist of any week which: (1) begins on or after the first day of the first week after the date on which an EUC agreement is entered into; and (2) ends on or before December 31, 2001. Prohibits any period of eligibility unless the individual's benefit year ends on or after January 1, 2001. Directs the Secretary of Labor to establish an emergency health coverage assistance program to provide a limited period of premium assistance for certain qualified individuals for Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) continuation coverage, under the Employee Retirement Income Security Act of 1974 (ERISA). Allows a State to elect to provide temporary Medicaid coverage for individuals who are: (1) eligible for unemployment benefits (including under title I of this Act); (2) not eligible for COBRA continuation coverage; and (3) not covered under a group health plan, health insurance, Medicare, or Medicaid.

Fair Tax Treatment for Insurance Agents' Termination Payments Act of 2001 - Amends the Internal Revenue Code to consider a qualified termination payment received from an insurance company by a former insurance salesman for such company as a sale or exchange of a capital asset held for more than 12 months.

TANF Reauthorization Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to revise and extend the TANF program through FY 2008, with changes made to: (1) work and various other specified requirements and prohibitions; (2) penalties; (3) studies and reports; (4) minimum benefit rules; and (5) child care.

Transportation Security Enhancement Act of 2001 - Amends Federal transportation law to establish in the Department of Transportation (DOT) the Transportation Security Administration, to be headed by an Under Secretary of Transportation for Security responsible for security in all modes of transportation, including: (1) civil aviation security; and (2) security responsibilities over nonaviation modes of transportation that are exercised by Administrations of DOT (other than the Federal Aviation Administration (FAA)). Requires the Under Secretary to: (1) assume responsibility for the screening of passengers and property that will be carried in an aircraft in air transportation or intrastate air transportation; and (2) carry out such responsibility using employees of the Transportation Security Administration who are U.S. citizens, or employees of other Federal agencies. Sets forth provisions requiring: (1) the Under Secretary to develop a personnel system for screeners, including matters covering compensation and the authority of the Administration to suspend or terminate them; (2) airport operators to establish air transportation security programs that also require the presence of law enforcement at airports where passengers are screened; (3) the application of certain employment standards and training requirements to airport security personnel, including (Federal) screeners of passengers and property; (4) deployment of Federal air marshals on passenger flights; (5) specified enhanced aviation-related security measures, including restricting access to the aircraft's cockpit; and (6) imposition on passengers of $2.50 on a one-way trip to cover costs of screening passengers and property. Establishes the Transportation Security Oversight Board to review Under Secretary issued transportation security-related regulations.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001 terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Expresses the sense of the House of Representatives that: (1) the Republic of Slovakia should be commended for its progress toward political and economic liberty and for its efforts to meet the guidelines for prospective North Atlantic Treaty Organization (NATO) members; (2) the Republic would make significant contributions to NATO; (3) extension of NATO to include the Republic would significantly benefit the security and peace of Europe and the region as a whole; and (4) the Republic should be invited to become a full NATO member at the earliest opportunity.

Alaska Rainforest Conservation Act of 2001 - Designates: (1) specified public lands in the Chugach National Forest, Alaska, as National Wilderness Preservation System components; and (2) specified public lands in the Tongass National Forest, Alaska, as wilderness areas or System components. Provides with respect to specified public lands in the Tongass National Forest, Alaska, for: (1) a wilderness designation study; (2) designation as Land Use Designation II lands; (3) designation as restoration lands; and (4) designation as special management areas. Amends the Wild and Scenic Rivers Act to designate, or study for designation, as wild, scenic, and recreational rivers specified waters in the Chugach and Tongass National Forests, Alaska.

Declares that the House of Representatives: (1) condemns any price gouging with respect to motor fuels during the hours and days after the terrorist acts of September 11, 2001; and (2) urges the appropriate Federal and State agencies to investigate any incidents of such price gouging, and prosecute any violations of law discovered as a result of the investigations.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Cell Development Research Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to provide for the establishment and maintenance of a single panel in the Food and Drug Administration to: (1) provide expert scientific advice and recommendations in the field of cell development, including advice and recommendations regarding any clinical investigation of a drug developed as a result of research in the field of embryology and any approval for marketing of such a drug; and (2) make policy recommendations with the goal of promoting research in the field of cell development. Prohibits the panel making recommendations regarding the practice of fertility medicine.

Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan that contains specific goals and a schedule for improving the use of such guidelines.

Drug Access Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to authorize a charitable health care entity to receive a drug sample donated by specified individuals or by another such entity for dispensing to a patient of the charitable institution, and to donate a drug sample to another such entity for dispensing to its patients, if: (1) delivery of the sample is completed by mail or common carrier, collection by an authorized agent or employee of the recipient entity, or personal delivery by a licensed practitioner or an agent or employee of the donating entity; (2) the entity receiving the sample executes a written receipt upon its delivery and provides for the return of the receipt to the donating entity; (3) the donated drug sample received by the entity is in its original, unopened packaging with its labeling intact; and (4) before dispensing such sample to a patient, the sample is examined by a licensed practitioner or registered pharmacist to confirm that the sample is not adulterated or misbranded.

Stem Cell Research for Patient Benefit Act 2001 - Requires the Director of the National Institutes of Health to: (1) conduct or support research using human pluripotent stem cells from embryos and fetal tissue in accordance with the National Institutes of Health Guidelines for Research Using Human Pluripotent Stem Cells; and (2) study and report to specified congressional committees on stem cells and the effectiveness of such guidelines. Requires the Secretary of Health and Human Services to enter into an agreement with: (1) the Institute of Medicine under which the Institute shall assess the current state of knowledge about therapies, including somatic cell nuclear transfer and therapies using pharmaceuticals, that may be used to address immunological rejection of stem cells and differentiated cells and tissue derived from stem cells; and (2) another appropriate public or nonprofit private entity to conduct such assessment if the Institute declines. Establishes the Biomedical Advisory Commission to study: (1) bioethical issues arising from research on human biology and applications of such research; and (2) emerging biomedical research, including the ethical, social, legal, and regulatory issues concerning such research and its clinical applications.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

United States-Commonwealth of the Northern Marianas Human Dignity Act - Amends Federal law to prohibit the affixation of the "Made in the USA" label to a product (including textile fiber product) from the Northern Mariana Islands unless: (1) each worker producing such product was paid a minimum wage equal to or greater than the wage set by the Fair Labor Standards Act of 1938; (2) the product was manufactured in compliance with all Federal laws relating to labor rights and working conditions; and (3) the factory or other business producing the product does not employ individuals under conditions of indentured servitude. Applies to the Northern Mariana Islands: (1) the minimum wage provisions of the Fair Labor Standards Act of 1938; and (2) the Immigration and Nationality Act. Prohibits any product of the Northern Mariana Islands from entering the customs territory of the United States duty-free or not subject to quota as a product of an insular possession unless specified requirements relating to fair labor practices and country of origin are met. Amends the Tariff Act of 1930 to authorize the inspection by the Customs Service of any vessel from a foreign port or from a place in any U.S. territory or possession arriving at a port or place in the Northern Mariana Islands. Requires a study of the extent of human and labor rights violations in the Northern Mariana Islands.

FamilyCare Act of 2001 - Renames the State Children's Health Insurance program (SCHIP) under title XXI of the Social Security Act (SSA) as the FamilyCare program to provide for: (1) FamilyCare coverage of parents under Medicaid (SSA title XIX) as well as under new SSA title XXI; (2) optional FamilyCare coverage of parents of targeted low-income children; (3) automatic eligibility for FamilyCare coverage of children born to a parent on Family Care assistance; (4) optional coverage of legal immigrants and of children through age 20 under Medicaid and FamilyCare; (5) application of simplified FamilyCare procedures under Medicaid; (6) increased welfare-to-work transition (from six to 12 months) under Medicaid; (7) elimination of the 100 hour rule and other SSA title IV part A (Temporary Assistance for Needy Families) (TANF) related eligibility restrictions under Medicaid; (8) limitations on specified conflicts of interests under Medicaid and FamilyCare; (9) increased FamilyCare allotment for FY 2002 through 2004; and (10) authority to pay Medicaid expansion costs from the FamilyCare appropriation. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow them to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes the Secretary to award demonstration grants to a limited number of States to conduct innovative programs designed to improve outreach to homeless individuals and families under specified programs for the homeless (including Medicaid and FamilyCare) with respect to enrollment of such individuals and families and the provision of services under such programs. Amends the Public Health Service Act to authorize the Secretary to make grants to eligible entities to assist the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services.

Recognizes the importance of the present and future health and well-being of the millions of senior citizens across the Nation, including the maintenance of their independence and dignity.

Patient Privacy Act of 2001 - Amends part C (Administrative Simplification) of title XI of the Social Security Act (SSA) to repeal: (1) the requirement of unique health identifiers for each individual, employer, health plan, and health care provider; and (2) penalties for wrongful disclosure of unique health identifiers. Prohibits the expenditure of Federal funds to develop or implement any database or other system of records containing personal medical information of any U.S. citizen, or to collect medical records for the purpose of storing them in a database or other system of records, with specified exceptions including part A (Hospital Insurance) or part B (Supplementary Medical Insurance) of the Medicare program under SSA title XVIII and the Medicaid program under SSA title XIX.

Salmon Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences (NAS) providing for peer review of the National Marine Fisheries Service (NMFS) biological opinion regarding the Operation of the Federal Columbia River power system, issued December 21, 2000, and any subsequent modification of it (opinion) and submission of a report on the results. Directs: (1) the Secretary of Commerce to publish a determination of whether implementation of the salmon recovery measures in the opinion are sufficient to achieve recovery, under the Endangered Species Act of 1973, of the salmon and steelhead populations; and if not, whether partially removing the four lower Snake River dams (the dams) are necessary to restore Snake River salmon and steelhead populations; (2) the Secretary of the Interior to publish a determination of whether partially removing the dams are necessary to meet treaty obligations; and (3) the Environmental Protection Agency (EPA) to publish a determination of whether partially removing the dams are necessary to meet Federal Water Pollution Control Act requirements. Directs the Comptroller General to study the potential effects of partially removing the dams. Authorizes the Secretary of the Army, acting through the Corps of Engineers, to partially remove the dams if the Secretary of Commerce, the Secretary of the Interior, or the EPA Administrator finds that such action is necessary to meet the aforementioned requirements. Directs the Secretary of the Army to undertake such preliminary engineering, design, construction, and other activities as necessary to remove the dams.

Bipartisan Patient Protection Act - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans and health insurance issuers providing health insurance coverage to have approved utilization review programs, claims procedures, and appeal procedures concerning claims denials. Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Teacher Voluntary Early Retirement Incentive Act of 2001 - Amends the Age Discrimination in Employment Act of 1967 to provide that, subject to specified conditions, such Act is not violated if: (1) voluntary early retirement incentive plans (VERIPs), for employees of local educational agencies (LEAs) or institutions of higher education, reduce or eliminate supplemental benefits on the basis of the employee's age at retirement under certain conditions; or (2) retiree medical benefits of an employee benefit plan (including an LEA VERIP) are coordinated with Medicare or State employee benefit plans.

Training for Closed Captioners Act of 2001 - Directs the Secretary of Labor to provide grants to no more than 20 eligible entities (approved and accredited court reporting programs) to promote the training of students to become realtime closed captioners. Limits to $1 million the amount of a grant provided to an entity in a fiscal year.

Abusive Tax Shelter Shutdown Act of 2001 - Amends the Internal Revenue Code to set forth general and special rules defining economic substance. Doubles the penalty for certain tax accuracy related underpayments. Penalizes the promoter of tax avoidance strategies which have no economic substance in an amount equal to 100 percent of the gross income derived. Modifies provisions concerning penalties for aiding and abetting understatement of tax liability, including adding provisions directed specifically at individuals who advise, represent, or procure certain tax shelters failing to meet legal requirements. Revises provisions concerning the failure to maintain lists of investors in potentially abusive tax shelters to set the penalty for certain violations at 50 percent of gross proceeds. Creates a new penalty, the penalty for failure to include tax shelter information with a return. Requires the registration of certain tax shelters without corporate participants. Revises provisions concerning the determination of the basis of corporations to state as a general rule that, with respect to property acquired by the issuance of stock or as paid-in surplus and transfers to corporations, if there would be (but for this paragraph) an importation of a net built-in loss, the basis of specified property acquired in such transaction shall be its fair market value immediately after such transaction. Revises provisions concerning partnerships with respect to: (1) the treatment of contributed property with a built-in loss; (2) the adjustment of partnership property on the transfer of a partnership interest if there is a substantial built-in loss; and (3) the adjustment to the basis of undistributed partnership property if there is a substantial basis reduction.

Patient Safety and Health Care Whistleblower Protection Act of 2001 - Prohibits retaliation or discrimination against a health care worker because the worker disclosed information, advocated for patients, or initiated, cooperated with, or participated in any governmental investigation or proceeding regarding the care, services, or conditions of a health care entity if: (1) the information is true; and (2) the information disclosed evidences a violation of a law, rule, or professional standard or relates to matters endangering patients, workers, or the public. Prohibits contracts, policies, and procedures restricting the actions for which retaliation or discrimination is prohibited. Declares that these provisions do not protect disclosures violating confidentiality law. Prohibits disclosing the identity of the worker, subject to exception. Provides for enforcement through private civil actions and, for certain willful and repeated violations, criminal penalties. Declares that this Act does not preempt other laws and allows States to enforce laws providing equivalent or greater worker protections.

Indian and Alaska Native Foster Care and Adoption Services Amendments of 2001 - Amends title IV part E of the Social Security Act (Foster Care and Adoption Assistance) to authorize an Indian tribe or intertribal consortium meeting certain requirements to receive Federal foster care maintenance payments for children placed in its custody. Prescribes procedural guidelines for foster care programs operated by Indian tribal organizations.
