Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Unemployment Extension Act of 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend temporary extended unemployment compensation (TEUC) program agreements through weeks of unemployment ending before June 30, 2003 (currently January 1, 2003). Revises the formula for determining the amount in an eligible individual's TEUC account. Sets such amount at the lesser of: (1) the total (currently half of the total) amount of regular compensation, including dependents' allowances, payable to the individual during the individual's benefit year; or (2) 26 (currently 13) times the individual's average weekly benefit amount for the benefit year. Augments an individual's account by half (currently all) of the amount originally established in that account if it is exhausted at the time a State is in an extended benefit period.

Corporate Executive Responsibility Act of 2002 - Mandates that every national securities exchange and national securities association adopt rules requiring qualitative listing standards for corporate governance of the exchange or association that prohibit loans or other extensions of credit to any corporate insider exceeding $50,000 in the aggregate. Requires the Securities and Exchange Commission to initiate proceedings to add such rules to the rules of such entities if they have not been adopted and made effective nine months after the date of enactment of this Act.

Freedom to Travel to Cuba Act of 2002 - Prohibits the President from regulating or prohibiting, directly or indirectly, travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Medicare Modernization and Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages for FY 2005. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Amends the Federal Food, Drug, and Cosmetic Act to add requirements for interstate Internet sellers of prescription drugs. Establishes within the Office of the Director of the National Institutes of Health the Office of Rare Diseases. Amends the Public Health Services Act with respect to promotion of the pharmacist profession.

Expresses the sense of the House of Representatives that: (1) the Pledge of Allegiance, including the phrase "One Nation, under God," reflects the historical fact that a belief in God permeated the founding and development of our Nation; (2) the Ninth Circuit Court of Appeals's ruling is inconsistent with the U.S. Supreme Court's First Amendment jurisprudence that the Pledge and similar expressions are not unconstitutional expressions of religious belief; (3) such phrase should remain in the Pledge; and (4) the Ninth Circuit should agree to rehear this ruling en banc in order to reverse this constitutionally infirm and historically incorrect ruling.

No Tax Breaks for Corporations Renouncing America Act of 2002 - Amends the Internal Revenue Code to deny a foreign entity any reduced rate of withholding tax on any deductible foreign payment under any income tax treaty between the United States and the entity's country unless the entity is predominantly owned by residents of such country. Excepts specified conduit payments. Specifies what constitutes predominant ownership.

Expresses the sense of Congress that: (1) greater attention should be paid to the negative impact on economic development of the denial of inheritance rights to women, particularly in Africa; (2) programs that focus on ensuring secure inheritance rights to widows and orphans of HIV/AIDS should be considered; (3) ensuring secure inheritance rights for women should be included in strategies addressing violence against women; (4) the rights of widows and other female heads of households to inherit land and property should be included in the priorities of reconstruction; (5) the Secretary of State should examine the issue of women's inheritance rights in Africa in the State Department's annual human rights report; (6) the U.S. Agency for International Development should consider conducting a study of African countries to document the effect of the denial of women's inheritance rights on economic development; and (7) the Annual Day of Acton on Women's Inheritance Rights should be acknowledged and supported.

National Forest Roadless Area Conservation Act of 2002 - Identifies roadless areas within the National Forest System set forth in specified documents as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character.

Fair Minimum Wage Act of 2002 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2003; and (3) $6.65 an hour beginning January 1, 2004. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Chronic Wasting Disease Support for States Act of 2002 - Defines "chronic wasting disease" as a transmissible disease of the nervous system afflicting deer and elk. Directs the Secretary of the Interior to establish and maintain the official national database for surveillance and monitoring data regarding chronic wasting disease. Makes the database available to Federal and State agencies, Indian tribes, foreign governments, institutions of higher education, and international wildlife authorities. Directs the Secretary of the Interior (through the U.S. Geological Survey) and the Secretary of Agriculture (through the Animal and Plant Health Inspection Service) to develop surveillance and monitoring programs to identify: (1) the rate of infection; (2) the cause and extent of the spread of the disease; and (3) areas promoting spread of the disease. Requires the Secretaries to cooperate with State and tribal agencies in developing the monitoring programs. Authorizes the Secretaries to establish standards for the collection and assessment of data. Directs the Secretary of the Interior to allocate funds to State and tribal agencies for developing and implementing disease management strategies based upon: (1) the relative scope of incidence of the disease; (2) expenditures on disease management; (3) comprehensive and integrated programs for disease management between wildlife and agricultural agencies; and (4) rapid response to outbreaks. Directs the Secretary of the Interior (through the U.S. Geological Survey) to expand and accelerate research on the disease. Directs the Secretary of Agriculture: (1) to provide for the upgrading of Federal laboratories approved to process samples from the surveillance and monitoring programs; and (2) expand and accelerate research on the disease through the Agricultural Research Service and Cooperative State Research grant programs.

Genetically Engineered Food Right to Know Act - Amends the Federal Food, Drug, and Cosmetic Act (FDCA), Federal Meat Inspection Act (FMIA), and the Poultry Products Inspection Act (PPIA) to deem a food misbranded if it contains or was produced with a genetically engineered material unless its labeling contains statements meeting specified requirements. Requires the periodic testing of such foods transferred along a chain of distribution to assure accuracy of labels, subject to specified exceptions. Excludes, in all three Acts, food: (1) served in restaurants; or (2) prepared primarily in a retail establishment, ready for human consumption, but not offered for sale for immediate consumption in the establishment. Excludes, for the FDCA, a medical food as defined in the Orphan Drug Act. Subjects violators to civil monetary penalties, exempting recipients who accept a guarantee of the absence of genetically engineered material in good faith or producers whose food inadvertently becomes contaminated by genetically engineered material. Authorizes citizen suits as specified.

Rejection of Social Security Privatization Act of 2002-States that Congress hereby commits: (1) to preserve the guaranteed, lifelong, inflation-protected benefits provided under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to retirees, disabled workers and their families, and the survivors of deceased workers; and (2) therefore to reject the President's plans to partially privatize Social Security, as well as other proposals to privatize Social Security, and any and all proposals that would threaten the ability of the Social Security Trust Funds to sustain the lifelong, guaranteed, inflation-protected benefits provided under SSA.

Pension Protection Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Secretary of Labor to undertake enforcement actions with respect to requirements for pension plan participation, vesting, benefit accrual, and funding, including an appropriate enforcement response in connection with a report on oversight of certain cash balance plan lump sum distributions. Directs the Secretary, with the Secretary of the Treasury, to develop improved guidance for defined benefit plan administrators, with respect to requirements for such plans which express accrued benefits in the form of an account balance, including further assistance relating to all factors involved in determining lump sum distributions of accrued benefits.

Medicare Equal Access to Care Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act to prohibit physicians and other health care practitioners, as a prerequisite for the provision of a covered item or service to a Medicare beneficiary, from charging the beneficiary a membership or other incidental fee or requiring the purchase of a non-covered item or service.

Chronic Wasting Disease Research and Response Act of 2002 - Directs the Secretary of the Interior, acting through the Director of the United States Geological Survey, to establish and coordinate a national research program to assess chronic wasting disease (the transmissible animal disease that afflicts deer and elk). Includes among program elements requirements that the Secretary: (1) provide States with technical and financial assistance and timely information to prevent disease expansion; (2) design a national program for disease monitoring and surveillance; (3) conduct research to determine how the disease is transmitted; (4) develop new non-lethal detection and diagnostic methods to identify the disease in free-ranging cervid populations; (5) develop safe methods of disposal of infected carcasses; (6) instruct Federal land managers to determine the presence of the disease, the likelihood of transmission to adjacent non-Federal lands, and management options for infestations; and (7) develop a public outreach and education strategy for the hunting community and the public.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Amends provisions of the Federal Food, Drug, and Cosmetic Act set forth in the Medicine Equity and Drug Safety Act of 2000 to: (1) direct the Secretary of Health and Human Services to promulgate regulations permitting pharmacists and wholesalers to import Food and Drug Administration (FDA)-approved prescription drugs from Canada (currently, from Australia, Canada, Israel, Japan, New Zealand, Switzerland, South Africa, the countries in the European Union and the European Free Trade Association, or other countries designated by the Secretary); and (2) exclude an infused or intravenously injected drug or a drug that is inhaled during surgery. Prohibits discrimination in the sale of prescription drugs by manufacturers to pharmacists or wholesalers, requiring: (1) terms as favorable as those provided to foreign purchasers; and (2) full access to drugs permitted to be imported. Continues the requirement that exported donated prescription drugs may only be reimported by the manufacturer. Permits the Secretary to waive the prohibition against importing a prescription drug or device on a case-by-case basis, particularly those from Canada that are FDA-approved and for limited personal use. Requires a study and report by the: (1) Institute of Medicine of the National Academy of Sciences on the regulatory compliance of importers of drugs; and (2) Comptroller General on how drug prices were affected.

Instructional Materials Accessibility Act of 2002 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Urges the President to: (1) end any embargo against Haiti and to no longer require, as a condition of providing humanitarian and development assistance to Haiti, the resolution of the political impasse in Haiti resulting from the legislative elections of May 2000; (2) direct the Secretary of State to intervene to mediate the political impasse, provide constructive guarantees to any resolution to the crisis, and recruit positive support from the Organization of American States (OAS) and other international bodies to sustain any negotiated settlement; and (3) direct the Secretary to review of U.S. policy toward Haiti. Calls on the United States Agency for International Development, the World Bank, the International Monetary Fund, and the Inter-American Development Bank to convene a meeting of all donors and potential donors to Haiti to launch a new and sustainable humanitarian initiative, including a lending program to bolster Haiti's economic base. Supports the expansion of the OAS mission to Haiti and calls on the President to urge that the mission work constructively with the Government and people of Haiti to advance their goals and aspirations.

National Vaccine Authority Act - Amends the Public Health Service Act to establish within the Department of Health and Human Services the National Vaccine Authority, under the direction of the Assistant Secretary for Vaccines. Requires the Assistant Secretary to: (1) make the Authority the clearinghouse for Federal and private contracts for the purchase or distribution of vaccines; (2) oversee the identification of vaccine strains; (3) identify and ensure accountability for delays in vaccine production; (4) supervise vaccine distribution; (5) develop an emergency response and contingency plan regarding vaccines; and (6) establish a commission to determine the current state of juvenile vaccines.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Homeowners' Insurance Availability Act of 2002 - Instructs the Secretary of the Treasury to implement a reinsurance coverage program available only through contracts for reinsurance coverage purchased at regional auctions. States that the purpose of the program is to improve: (1) the availability of homeowners' insurance for the purpose of facilitating the pooling, and spreading the risk, of catastrophic financial losses from disasters; and (2) the solvency of the homeowners' insurance markets. Prescribes implementation guidelines that include establishment: (1) in the Treasury of the Disaster Reinsurance Fund; and (2) of a National Commission on Catastrophe Risks and Insurance Loss Costs.

Pet Safety and Protection Act - Amends the Animal Welfare Act regarding sources of research facility dogs and cats, to prohibit a research facility from using, or a person (as defined by this Act) from selling or donating, a dog or cat for research or education purposes that was not obtained from specified dealers, public pounds, owners, or Department of Agriculture-licensed research facilities. Establishes monetary penalties for related violations.

Medicare Direct Supplemental Insurance Option Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to provide procedures for enrollment of beneficiaries in a voluntary program to supplement Medicare benefits under parts A (Hospital Insurance) and B (Supplementary Medical Insurance). Limits eligibility for such Medicare direct supplemental insurance option to individuals who are entitled to part A benefits and enrolled under part B, but who are not enrolled in a Medicare+Choice plan under part C. Provides for payment under the direct supplemental insurance option of the cost of deductibles, copayments, and other cost-sharing amounts, subject to an annual deductible of $100.

Restoration of Fairness in Immigration Act of 2002 - Amends the Immigration and Nationality Act with respect to due process in immigration proceedings, including due process in expedited removal proceedings, judicial review in immigration proceedings, and detention proceedings and detention alternatives. Directs the Attorney General to make periodic reports with respect to persons detained after September 11, 2001. Directs the Secretary of State to establish a Board of Visa Appeals. Revises provisions with respect to: (1) removal proceedings; (2) five-year bars to admission and other grounds for exclusion; (3) family reunification-related visas and grounds of admissibility; (4) voluntary departure; (5) public charge determinations and affidavits of support; (6) asylum and refugee proceedings; (7) asset forfeiture; (8) parole authority; and (9) State personnel performing immigration functions. Directs the Commissioner of the Immigration and Naturalization Service to establish an Office of Border Patrol Recruitment and Retention.

Nullifies discretionary spending limit adjustments made by the Director of the Office of Management and Budget pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to the highway category and to the Transportation Equity Act for the 21st Century (which limits obligation levels for such category) when the President submitted the budget for FY 2003.

Health Care Antitrust Improvements Act of 2002 - Delineates the relationship between the antitrust laws and negotiations between groups of health care professionals and health plans and health care insurance issuers. Applies the rule of reason standard to negotiations between a health plan and two or more physicians. Awards attorneys' fees to a substantially prevailing plaintiff in certain actions only when the defendant's conduct was unreasonable or in bad faith. Authorizes health care cooperative ventures negotiating with a health plan to file notification with the Attorney General, thereby limiting any potential recovery from conduct within the scope of such notification to actual damages (not punitive or treble). Prohibits tying arrangements (linking the participation in one product line to participation in another) between a health plan and health care professional, except as specified. Directs the Attorney General to establish: (1) at least six demonstration projects where health care professionals in project site States may act together to jointly negotiate contracts and agreements with health plans to provide health care items and services for which benefits are provided under such health plans; and (2) an Advisory Committee on Health Plan Negotiations. Excludes from this Act any negotiations or agreements between health care professionals and health plans pertaining to the provision of benefits under Federal programs, including Medicare, Medicaid, SCHIP (State children's health insurance program), uniformed services' or veterans' medical care, Federal employees' health benefits, and Indian health care.

Corporate Patriot Enforcement Act of 2002 - Amends the Internal Revenue Code by determining that acquiring corporations in"corporate expatriation transactions" shall be considered domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Expresses the sense of the House of Representatives that: (1) the Secretary of Transportation should issue regulations to prevent the introduction and spread of aquatic nuisance species within the Great Lakes; (2) the Great Lakes States should develop and implement a mechanism that provides a common conservation standard for making decisions concerning the withdrawal and use of water from the Great Lakes Basin; and (3) the Secretary of State should work with the Canadian Government to encourage and support the Provinces of Ontario and Quebec in the development and implementation of a consistent mechanism and standard. Encourages: (1) Illinois, Michigan, New York, Pennsylvania, and Wisconsin to continue to prohibit off-shore drilling in the Great Lakes for oil and gas; (2) Indiana, Minnesota, and Ohio and Ontario to enact a prohibition of such drilling; and (3) Ontario to require the cessation of any such drilling and any production resulting from such drilling. Calls for the Administrator of the Environmental Protection Agency to: (1) make grants to States, Indian tribes, regional agencies, and local governments to carry out projects in areas of concern to monitor or evaluate contaminated sediment, to remediate such sediment, and to prevent further or renewed contamination; and (2) conduct research on innovative approaches, technologies, and techniques to remediate sediment. Calls for a specified increase in appropriations for sewer overflow control grants for FY 2004.

Kidney Disease Educational Benefits Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide coverage for kidney disease education services furnished upon the managing physician's referral to an individual with kidney disease who will require dialysis or a kidney transplant. Requires such services to impart comprehensive information regarding management, prevention, and options regarding treatment of kidney disease, and to ensure that such individuals have the opportunity to participate actively in the choice of therapy.

Veterans' Claims Continuation Act - Authorizes the substitution of any of the following parties in the case of a veteran's claim for benefits provided through the Department of Veterans Affairs when the original claimant dies while the claim is pending: (1) the surviving spouse; (2) any surviving child at least 21 years of age; (3) a surviving parent; (4) the legal representative of the deceased claimant's estate; or (5) the next of kin of the veteran. Requires: (1) the substituting party to file a substitution application or motion within one year of the original claimant's death; and (2) the Secretary of Veterans Affairs to notify the estate and legal representative of the deceased claimant that the claim will be dismissed if a substitute application or motion is not filed within such time period. Authorizes: (1) the payment of accrued benefits in the case of deaths occurring before the date of enactment of this Act; and (2) the substitution of the above eligible parties in cases pending before a U.S. Circuit Court or the U.S. Court of Appeals for Veterans Claims.

Urges the Government of Laos to: (1) ensure that all adult citizens of Laos are able to vote and run for public office regardless of their gender, race, ethnicity, religion, economic standing, or political affiliation; (2) allow its citizens to assemble and peacefully protest against the Government and public officials and to organize themselves into political parties; and (3) allow unrestricted access by international human rights and election monitors.

Trade Adjustment Assistance for Workers, Farmers, Fishermen, Communities, and Firms Act of 2002 - Amends the Trade Act of 1974 to revise requirements with respect to: (1) agreements between the United States and cooperating States for certain services for workers adversely affected by import competition; (2) eligibility certification of a group of adversely affected workers for trade adjustment assistance; (3) payment to them of trade adjustment allowances; (4) training programs for them; and (5) the maximum amount of job search and relocation allowances payable to an adversely affected worker. Provides for the eligibility certification for such assistance of adversely affected secondary workers employed at a downstream producer (a firm that performs additional, value-added production processes to articles produced by another firm) or a supplier. Establishes a self-employment training pilot program to be administered by the Small Business Administration for adversely affected workers. Reauthorizes the trade adjustment assistance program for firms adversely affected by import competition. Revises eligibility requirements for certification of communities for trade adjustment assistance. Establishes trade adjustment assistance programs for adversely affected groups of agricultural commodity producers and commercial fishermen or U.S. fish processors. Establishes a program to provide 75 percent of the premium for COBRA continuation health coverage for workers (and their families) eligible for trade adjustment assistance. Allows a State to elect to provide temporary coverage under title XIX (Medicaid) of the Social Security Act for: (1) certain uninsured workers; and (2) for the unsubsidized portion of COBRA continuation premiums.

Emergency Worker and Investor Protection Act of 2002 - Amends Internal Revenue Code concerning golden parachute payments to include within the definition of the term "excess parachute payment" any amount realized by a corporate insider on the sale or exchange of stock in the corporation with respect to which an individual is a corporate insider if such sale or exchange occurs while such corporation maintains a transfer-restricted 401(k) plan (thereby subjecting such sales to a 20 percent excise tax). Defines the terms "corporate insider" and "transfer-restricted 401(k) plan." Includes within the definition of the term "disqualified debt instrument," in the case of an SEC registrant: (1) any indebtedness of such registrant if such indebtedness is not shown in the certified annual report as part of the total liabilities of such registrant; and (2) any indebtedness of an off-balance-sheet entity if the proceeds from the issuance of such indebtedness are used directly or indirectly to acquire stock in such registrant (thereby denying the deduction for payments on debt instruments not included as liabilities for purposes of shareholder recording). Defines the terms "certified annual report," "SEC registrant," and "off balance-sheet entity."

Certified Nurse Midwifery Medicare Services Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for the coverage of and payment for certified midwife services (currently only certified nurse-midwife services are covered) and freestanding birth center services under Medicare part B (Supplementary Medical Insurance). Declares that nothing precludes certified nurse-midwives and certified midwives from teaching or supervising an intern or resident-in-training.

Captive Exotic Animal Protection Act of 2001 - Amends the Federal criminal code to prohibit and set penalties for knowingly transferring, transporting, or possessing a confined exotic animal for purposes of allowing the killing or injuring of that animal for entertainment or the collection of a trophy.
