An amendment to prohibit the use of funds to study or construct the Cliff Dam feature of the Central Arizona Project, except with respect to fish and wildlife and environmental mitigation costs. The amendment also provides that certain features of the Central Arizona Project other than Cliff Dam, including such increments of flood control that may be found to be feasible by the Secretary of the Interior at Horseshoe and Bartlett Dams, in consultation and cooperation with the Secretary of the Army and using Corps of Engineers evaluation criteria, developed in conjunction with dam safety modifications and consistent with applicable environmental law, are deemed to constitute a suitable alternative to Orme Dam within the meaning of the Colorado River Basin Project Act.

An amendment numbered 9 printed in House Report 109-236 to reauthorize the State Criminal Alien Assistance Program (SCAAP) through FY2011 and would increase authorized funding to $750 million for FY06, $850 million for FY07, and $950 million for FY08-11; specifies that funds "may be used only for correctional purposes." Amendment also requires the Department of Justice Inspector General submit a report on the state and local governments that receive SCAAP funding and whether they are cooperating with efforts to deport criminal aliens, whether they have policies in violation of current law, and in the case of illegal aliens released without being referred to the Department of Homeland Security, the number of subsequent offense committed and how many of these aliens were released because the state or local governments lack space or funds to detain them.

An amendment to direct the Interior Department, acting through the Bureau of Indian Affairs (BIA), to administer the portion of the Black Wash Rock Road located within the boundaries of the San Carlos Apache Reservation so as to allow reasonable use of the road by private landowners and the Bureau of Land Management. The amendment would also give BIA discretion to permit limited public use of the road for access to the North Santa Theresa Wilderness Area and other BLM lands in the vicinity.
