Amends the Congressional Budget Act of 1974 to require that a statement of the steps that have been or will be taken to reduce unobligated balances of budget authority under Federal programs and an estimate of the level of unobligated balances of budget authority that will exist at the end of the fiscal year be included in the report accompanying the first concurrent resolution on the budget each year, and in the annual reports submitted by other committees to the Budget Committees of the House of Representatives and the Senate, and in the President's annual budget.

Biennial Budgeting Act - Amends the Congressional Budget Act of 1974 to establish a two-year cycle for the congressional budget process. Requires each standing committee of Congress to review the laws and programs under its jurisdiction every other year and to consider the desirability of new legislation in such areas. Requires separate consideration for authorizing legislation, budget resolutions, and appropriation bills.

Expresses the concern of Congress for the safety of the residents of the South African black community known as "Crossroads." Urges the South African Government: (1) to reconsider its plan to destroy Crossroads; and (2) to recognize the right of the residents to continue to live in Crossroads.

Good Samaritan Act - Declares: (1) that any physician, registered nurse, or aircraft employee who, in good faith and with a reasonable belief that immediate medical attention is necessary, renders emergency care to an injured or ill person aboard an aircraft within the special aircraft jurisdiction of the United States shall not be liable for any civil damages as a result of any act or omission by such individual in rendering such care, except for any act or omission amounting to gross negligence or willful or wanton misconduct; and (2) that any such individual shall not be liable for any such act or omission in rendering continued emergency care to the injured or ill person during transportation from the aircraft to a medical facility for further treatment or care.

Sugar Stabilization Act - Title I: International Sugar Agreement - Authorizes the President to limit the entry, or withdrawal from warehouse, for consumption in the United States, of sugar from any country not a member of the International Sugar Organization, and otherwise to regulate foreign trade in sugar to implement the International Sugar Agreement. Establishes civil penalties for the violation of such regulations. Requires the President to submit to Congress an annual report on the Agreement. Title II: Domestic Sugar Program - Directs the Secretary of Agriculture to determine, during the July preceding the commencement of each (October 1 to September 30) sugar supply year, the amount of sugar needed to meet the requirements of consumers in the United States. Sets the price of 16 cents per pound of sugar, raw value, delivered to New York (including freight and the applicable tariff and fees) as the price objective for the sugar supply year 1978. Establishes formulae for determining the price objectives for succeeding sugar supply years. Authorizes the Secretary: (1) to establish, and to adjust, a quota for the entry of sugar from foreign countries; and (2) to impose an import fee in order to attain the established price objective. Prohibits filling of the established quota by direct-consumption sugar, except in specified circumstances. Permits the Secretary to suspend such quota and fees under specified circumstances. Authorizes the Secretary to impose a quota on the entry of sugar-containing products. Prohibits: (1) the entry of sugar, liquid sugar, or sugar-containing products after the import quotas have been filled; (2) the importation of certain sugar or liquid sugar into the Virgin Islands in excess of 100 pounds annually; and (3) the exportation of certain sugar from the United States. Regulates the exportation of sugar. Sets forth items to which the sugar quota shall not apply. Title III: General Provisions - Requires every producer of sugar beets and sugarcane for sugar to pay a specified minimum wage to each person employed on the farm in the production, cultivation, and harvesting of such crops. Establishes a civil cause of action against any producer who fails to pay minimum wages, allowing the employees affected to collect the amount of unpaid wages, plus an equal amount as liquidated damages. Prohibits a producer from discharging or discriminating against any employee who has participated in any way in an investigation or proceeding against the producer under this title. Prohibits a producer from charging farm employees any amount in excess of the reasonable cost of furnishing goods or services customarily furnished to employees engaged in the production. Directs the Secretary to issue regulations to assure that producers furnish workmen's compensation insurance to such employees. Requires persons engaged in the manufacture, marketing, transport, or industrial use of sugar to furnish the Secretary with specified information. Prohibits investment in sugar by officials engaged in the administration of this Act, and establishes penalties for the violation of such prohibition. Authorizes the President to suspend the operation of Title II of this Act in a national emergency. Authorizes the Secretary: (1) to conduct surveys and investigations to carry out this Act; and (2) to announce a daily spot price for raw sugar in specified circumstances. Terminates the authority of the Secretary under this Act on September 30, 1983.

Amends the Agricultural Adjustment Act of 1938 to alter the formula (consisting of the amount of the domestic consumption of a commodity for the immediately preceding year, plus estimated exports for the year in question, plus an allowance for carry-over) for the determination of the "normal supply" of an agricultural commodity for any marketing year, on which acreage allotments are based. Increases the allowance for carry-over: (1) from 15 to 25 percent of the sum of domestic consumption and exports in the case of corn; (2) from 20 to 25 percent in the case of wheat; and (3) from 30 to 50 percent in the case of cotton.

Amends the Packers and Stockyards Act of 1921 to authorize the use of value based or percentage tariffs by firms selling livestock on a commission basis. Directs the Secretary of Agriculture to appoint an interagency task force within the Department of Agriculture for the purpose of analyzing and recommending methods by which any livestock sellers may furnish to livestock marketing agencies, dealers or packers, who purchase livestock or provide marketing services, information concerning the existence of any lien or security interest in or against such livestock. Requires submission of a report of the task force's findings and conclusions to the appropriate committees of Congress.

Amends the Clayton Act to prohibit any professional football league from granting to its member clubs an exclusive right to exhibit football games if such right includes a territorial limit and if a league rule would prohibit a home area that had a club from acquiring another club in the event the original club moves to a different site within the territorial limit.

Amends the Communications Act of 1934 to invalidate agreements preventing the broadcast of a professional sports game, by means of television, at the same time and in the same area in which the game is to be played if all tickets to such game have been sold 72 hours before gametime. Invalidates any agreement which would prevent the television broadcast of any professional football game in the original home area of a team the playing site of which has been moved from the original home area under an agreement prohibiting the location of a different franchise in such original area. Repeals this amendment effective February 1, 1981.

Amends the Immigration and Nationality Act to exclude aliens affiliated with terrorist organizations from: (1) visa eligibility and admission into the United States; (2) temporary parole admission; and (3) transit through the United States as foreign officials. Authorizes the Attorney General to deport such aliens, and prohibits the Attorney General from allowing such aliens to voluntarily depart rather than being deported. Removes specified diplomatic and semidiplomatic immunities from such aliens. Makes it a felony under such Act to knowingly aid such an alien to enter the United States. Defines terrorist organization for purposes of such Act. Amends the Foreign Agents Registration Act of 1938 to: (1) define terrorist organization for purposes of such Act; (2) direct the Attorney General to investigate the activities of any person registered under such Act as an agent of a terrorist organization; and (3) make such an agent who knowingly receives funds from such an organization criminally liable.

Requires that, until further Congressional action is taken, the determination of whether an individual is an employee for purposes of social security taxation, unemployment taxation, and income tax withholding shall be made in accordance with audit practices and regulations in effect December 31, 1975.

Expresses the sense of the Congress that the Soviet Government should terminate its unjust trials and incarceration of members and affiliates of the Soviet Helsinki Groups and allow these persons to pursue their lawful activities on behalf of basic human rights. Urges the President to express to the Soviet Government the adverse effects such trials will have on issues of economic, strategic, and other importance between the United States and the Soviet Union.

Reclamation Adjustment Act - Increases the maximum acreage of land from 160 acres to 1,920 acres of class one land or the equivalent in lands of lesser productive potential which may be held by any one individual or entity eligible to receive irrigation water under the Federal reclamation law. Sets the maximum acreage of reclamation land which an individual may own at 640 acres. Restricts such landholding to farmers as such term is defined in this Act. Includes in such term only individuals and their spouses. Allows individuals who have qualified as farmers for ten consecutive years to continue to receive project water on their lands if they no longer qualify as farmers due to retirement, divorce, separation, or death of a spouse. Stipulates that the ten year period includes time prior to enactment of this Act. Exempts a water recipient from such ten year requirement in the event of disability. Abolishes the requirement that a farmer must be a resident on or near a landholding in order for such landholding to be eligible to receive water. Restricts the sale of irrigable lands by placing conditions on the transfer of irrigation rights with such sales. Directs the Secretary of the Interior to stipulate in any water service contract or contract for the repayment of project costs that the rates and assessments to be paid by the contracting entity shall be renegotiated every five years.

Provides that where two or more Members of the House of Representatives pay the basic pay of an individual from the clerk-hire allowance of each such Member, such individual shall be considered to be on the payroll of only one such Member for purposes of determining the number of individuals employed by such Members under the clerk-hire allowance. Requires such Members to designate who shall be considered the employer for the month involved and to report such designation to the Office of Finance.

National Parks and Recreation Act - Title I: Development Ceiling Increases - Makes specific increases in the limitations on funds for development within 35 units of the National Park System and affiliated areas. Title II: Acquisition Ceiling Increases - Raises the limitations on appropriations for the acquisition of lands within five units of the National Park System. Title III: Boundary Changes - Authorizes the Secretary of the Interior to enlarge the boundaries of 18 units of the National Park System and authorizes appropriations of specified amounts for acquisition of lands by reason of such revisions. Redesignates the City of Refuge National Historical Park as the Puuhonua o Honaunau National Historical Park. Deeds a lot on Black Hammock Island, Florida, to the National Park Foundation, to be sold at fair market value. Adds lands to the Allegheny Portage Railroad National Historic Site and the Johnstown Flood National Memorial, Pennsylvania. Revises the boundaries of: (1) Fort Laramie National Historic Site, Wyoming; (2) Fort Union Trading Post National Historic Site, North Dakota and Montana; (3) Boston National Historical Park; (4) Gateway National Recreation Area, New York, to add Sailors Snug Harbor; (5) Petersburg National Battlefield, Virginia, to add Eppes Manor; (6) Sequoia National Park, California, to add Mineral King Valley; (7) Cuyahoga Valley National Recreation Area, Ohio; (8) Delaware Water Gap National Recreation Area; (9) Golden Gate National Recreation Area; (10) Point Reyes National Seashore; (11) Antietam National Battlefield, Maryland; (12) Chesapeake and Ohio Canal National Historical Park; (13) Virgin Islands National Park, to include Hassel Island; and (14) Alibates Flint Quarries and Texas Panhandle Pueblo Culture National Monument. Title IV: Wilderness - Designates 14 areas as wilderness areas. Requires the Secretary of the Interior to develop and submit to Congress a wilderness management plan for each wilderness unit in the National Park System. Title V: Establishment of New Areas and Additions to National Trails System - Provides for the establishment of Guam National Seashore War in the Pacific National Historical Park on Guam; Pine Barrens Area, New Jersey; Edgar Allen Poe National Historic Site, Pennsylvania; San Antonio Missions National Historical Park, Texas; Saint Paul's Church, Eastchester, New York; Kaloko-Honokohau National Historical Park, Hawaii; American Memorial Park, Saipan; Palo Alto Battlefield National Historic Site, Texas; Santa Monica Mountains National Recreation Area, California. Provides for the establishment of the San Antonio Missions Advisory Commission, the Kaloko-Honokohau, an advisory commission, and the Santa Monica Mountains National Recreation Area Advisory Commission. Establishes the Mormon Pioneer National Historic Trail, Utah; the Overmountain Men Victory Trail, Tennessee to South Carolina; the Continental Divide Trail, Montana to New Mexico; and the North Country National Scenic Trail, New York to North Dakota. Title VI: Miscellaneous Provisions - Authorizes the Secretary to acquire and upgrade Old Faithful Inn at Yellowstone National Park, Wyoming. Directs the Secretary to provide for the preservation of the former Presidential yacht Sequoia. Provides for a study of the desirability of establishing segments of the Ridgelands east of San Francisco Bay as a unit of the National Park System. Amends the Pennsylvania Avenue Development Corporation Act of 1972 to direct the Corporation to request the Council of the District of Columbia to close any street in the development area, and if title to the street is not in the Corporation, to convey it to the Corporation. Permits the Corporation to transfer title to real property to the United States or the District of Columbia . Authorizes appropriations through fiscal year 1983 for the preservation of historical and archaeological data. Empowers the Secretary to establish a historic site to commemorate each former President and Speaker of the House of Representatives serving during the twentieth century. Authorizes appropriations for studies and management planning of areas suitable for inclusion in the National Park System. Provides for a study of the Oak Creek Canyon, Yauapi, and Soldier Wash-Mormon Canyon areas in Arizona for inclusion in the park system. States it is the policy of Congress that wilderness, wildlife conservation, and park and recreation values of United States property be conserved, enhanced, and developed. Provides that the Secretary, the Administrator of General Services, and the Director of the Office of Management and Budget shall establish a system to permit full and early opportunity for studies of the suitability of Federal real property for implementation of the congressional policy. Authorizes the Secretary to provide 50 percent matching grants to local governments in urban and insular areas for rehabilitation and development of recreation areas and facilities. Sets grant requirements. Changes the date of the map referencing the Hells Canyon National Recreation Area. Title VII: Wild and Scenic Rivers Act Amendments - Adds eight segments of rivers to those designated as wild and scenic rivers. Adds 17 rivers to those designated for study for potential inclusion in the wild and scenic rivers system. Increases authorizations of appropriations for five specified rivers. Makes technical amendments to the Wild and Scenic Rivers Act.

Amends the Supplemental Appropriations Act, 1974, to increase to three the number of Lyndon Baines Johnson congressional interns which may be hired by each Member of the House of Representatives. Authorizes the payment of additional compensation to such interns from the clerk-hire allowance.

Establishes the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area National Recreation Area, in Minnesota. Directs the Secretary of Agriculture to administer the areas. Directs the Secretary to restrict motorboat usage on specified lakes and rivers within the wilderness. Permits certain owners of commercially operated resorts to require the Secretary to purchase their interests. Permits such owners to retain a limited area for personal use. Directs affected owners to offer the Secretary the right of first refusal to purchase specified lands. Directs the Secretary to terminate, within a year, the timber sale contracts in the Boundary Waters Canoe Area. Provides for compensation for the termination of such contracts. Establishes procedures for the management of the Boundary Waters Canoe Area National Recreation Area. Prohibits mining in the wilderness and recreation areas and provides for the acquisition of any mining or mineral rights therein. Directs the Secretary to cooperate with the State of Minnesota in the administration of the areas covered by this Act. Provides that nothing in this Act shall effect rights established by the treaties of the United States. Directs the Secretary to submit to Congress a comprehensive management plan concerning the areas. Establishes the Boundary Waters Canoe Area National Recreational Area Advisory Commission to assist and advise the Secretary concerning the management of the areas.

Permits marketing orders under the Agricultural Adjustment Act, as reenacted and amended by the Agricultural Marketing Agreement Act of 1937, to include provisions concerning marketing promotion, including paid advertisement, of raisins. Authorizes distribution among producers of the pro rata costs of such promotion. Requires the Secretary of Agriculture to submit a report to the appropriate Congressional committees describing in detail how this Act has been implemented, particularly with regard to assessments collected.
