Interrogation Procedures Act of 2005 - Prohibits any individual in the custody or control of the U.S. government, regardless of nationality or physical location, from being subject to cruel, inhuman, or degrading treatment or punishment. Prohibits any person in the custody or control of the Department of Defense (DOD), or under detention in a DOD facility, from being subject to any treatment or technique of interrogation not authorized by and listed in the U.S. Army Field Manual on Intelligence Interrogation.

Federal Mineral Development and Land Protection Equity Act of 2005 - Sets forth guidelines for: (1) mineral exploration and development on public domain lands; and (2) exclusive right of possession and use of the claimed land for mineral activities by holders of mining claims executed under this Act. Subjects unpatented mining claims, mill sites, and tunnel sites to an annual claim maintenance fee payable to the Secretary of the Interior in lieu of assessment work requirements contained in the general mining laws and the Federal Land Policy and Management Act of 1976. Exempts from such fee any claimants holding ten or fewer mining claims who elect to perform the assessment work. Requires locators of unpatented mining claims, mill sites, and tunnel sites located after enactment of this Act to pay a location fee. Establishes forfeiture penalties against holders of mining claims for noncompliance with this Act. Prescribes guidelines for royalty payments applicable to production of locatable minerals, including mineral concentrates or products derived from locatable minerals. Cites federal lands which are not open to location of mining claims. Requires the Secretaries of the Interior and of Agriculture, respectively, to review the suitability of lands for mineral activities. Requires: (1) a permit to engage in mineral activities on federal land that may cause a disturbance of surface resources; (2) an operations permit to carry out any activity greater than casual use; (3) financial assurance to cover lands and affected waters that may require restoration or treatment of effluent as a result of mineral activities; and (4) operation and reclamation standards. Permits state or local law or regulation more stringent than the requirements of this Act. Establishes the Abandoned Locatable Minerals Mine Reclamation Fund in the Treasury. Amends the Mining and Minerals Policy Act of 1970 and the National Materials and Minerals Policy, Research and Development Act of 1980, to modify the responsibilities of the Secretary of Agriculture. Requires the Secretaries of the Interior and of Agriculture to: (1) establish and collect user fees; and (2) inspect and monitor mineral activities for compliance with certain environmental protection requirements. Authorizes citizens' civil action suits for noncompliance with this Act. Repeals the Building Stone Act and the Saline Placer Act.

Social Security COLA Protection Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to limit increases in the monthly Medicare premium, including the Medicare Advantage prescription drug program premium, to 25% of any Social Security cost of living increase.

Volunteer Firefighter and EMS Personnel Job Protection Act - Prohibits any person from being terminated, demoted, or discriminated against in the terms or conditions of employment because the employee is absent or late as a result of responding as a volunteer firefighter or performing volunteer emergency medical services. Limits applicable absences to 14 days per calendar year. Allows employers to: (1) withhold the employee's regular pay for such time as the employee is absent; and (2) request the employee to provide written verification from the supervising Federal Emergency Management Agency (FEMA), state, or local official that such employee responded in an official capacity at a specified time and date. Requires such an employee to make a reasonable effort to notify his or her employer that he or she may be absent or late. Gives such an employee a private cause of action for discrimination which violates this Act.

Expresses the sense of the House of Representatives that: (1) Hurricane Katrina and other such disasters should not be used to weaken, waive, or roll back federal public health, environmental, and environmental justice laws and regulations; (2) state, local, and regional authorities must retain their authority for compliance and permitting of industrial and other facilities and their role in monitoring and cleanup; (3) testing, monitoring, cleanup, and recovery in areas of national emergency should be completed in a manner designed to protect public health and the environment, ensure habitability, and mitigate against the effects of future storms and in compliance with Executive Order 12898 (requires federal actions to address environmental justice in minority and low-income populations); and (4) the federal rebuilding of the Gulf Region communities and economy should be a model of an integrated, diverse, and sustainable society.

Disapproves further U.S. payments to the government of the Republic of Uzbekistan relating to the Karshi-Khanabad airbase facilities. Urges the President to direct the U.S. Permanent Representative to the United Nations to use U.S. influence in the U.N. Security Council to refer the situation of Uzbek President Islam Karimov and the May 2005 massacre at Andijan to the International Criminal Court.

Downed Animal Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Millennium Challenge Environmental Accountability Act - Amends the Millennium Challenge Act of 2003 (the Act) to apply the environmental procedures applicable to programs, projects, and activities of the United States Agency for International Development (USAID) to the provision of economic growth and poverty reduction assistance authorized under the Act. Requires each Millennium Challenge Compact (a compact required to be entered into by each participating country) to include a plan to promote environmental sustainability, including prevention, minimization, mitigation, or compensation for the potential adverse impact on natural resources in the implementation of programs and activities funded under the Compact. Provides for the input of non-governmental organizations concerning Compact creation. Requires the inclusion, in an annual report under the Act, of information on progress made toward implementing the country's plan for environmental sustainability. Directs that each report be published in the Federal Register and made available on the Internet.

Requests the President to transmit to the House of Representatives information in his possession regarding federal contracts for services or construction related to Hurricane Katrina recovery or rebuilding and compliance with standards for wages and benefits to be paid to workers pursuant to the Davis-Bacon Act, the Service Contract Act of 1965, or the Fair Labor Standards Act of 1938. Includes in such request: (1) copies of relevant portions of such contracts awarded or requested by the Federal Emergency Management Agency (FEMA) or by the Departments of Labor, of Education, of Homeland Security, of Health and Human Services, or of Defense, or the Army Corps of Engineers; and (2) communications made or received by such agencies related to compliance with such Acts in the geographic areas specified in the President's Proclamation 7924 of September 8, 2005.

Pets Evacuation and Transportation Standards Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency (FEMA) to ensure that state and local emergency preparedness operational plans address the needs of individuals with household pets and service animals following a major disaster or emergency.

States' Right To Innovate in Health Care Act of 2005 - Amends the Social Security Act to add a new title XXII (State Comprehensive Health Care and Cost Containment Demonstration Projects) to allow up to ten states to receive from the Secretary of Health and Human Services planning and demonstration grants to develop a cost-effective delivery system of universal, comprehensive health care with simplified administration.

Medicare Informed Choice Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for an extended period of open enrollment during all of 2006 without late enrollment penalty; (2) give Medicare beneficiaries the opportunity to make a one-time change in prescription drug plan enrollment at any point in 2006; and (3) provide protection from loss of employment-based retiree health coverage upon enrollment for Medicare prescription drug benefit, including a Medicare Advantage-Prescription Drug benefit, during 2006.

Remembers and commemorates the lives and work of Sisters Maura Clarke, Ita Ford, and Dorothy Kazel and lay missionary Jean Donovan, and extends sympathy and support for the families, friends, and religious communities of the four U.S. churchwomen. Calls upon the people of the United States and religious congregations to participate in local, national, and international events commemorating the 25th anniversary of their martyrdom. Calls upon the President, the Secretary of State, the Administrator of the United States Agency for International Development (USAID), and the heads of other U.S. agencies to support the government of El Salvador and private sector, nongovernmental, and religious organizations in their efforts to reduce poverty and to promote educational opportunity, health care, and social equity for the people of El Salvador.

Encourages the Secretary of State and the Administrator of the United States Agency for International Development (USAID) to commit resources in guaranteeing the peace and building a strong civil society in Aceh.

Hurricane Katrina Accountability and Contracting Reform Act - Establishes in the legislative branch the bipartisian Independent Commission to Prevent Fraud and Abuse in the Response to Hurricane Katrina to conduct a complete, independent, and impartial investigation of federal government contracting relative to Hurricane Katrina recovery, relief, and reconstruction, as well as allegations of price gouging or profiteering. Requires a federal agency head, within 14 days after the award of a Hurricane-related contract, to make publicly available, including by posting on the Internet in a searchable database, specified information with respect to the contract, including the name and address of the contractor and the contract's total amount. Requires federal agency heads to provide certain contract-related information to Congress, including copies of the contract and all modifications. Prohibits the federal government from entering into a Hurricane Katrina-related monopoly contract, with certain exceptions. Requires the federal government to use competition in the purchase of goods and services in excess of $100,000 pursuant to any Hurricane Katrina-related multiple award contract. Prohibits an agency from entering into a Hurricane Katrina-related contract for the performance of a function relating to contract oversight wtih any contractor with a conflict of interest. Prohibits an agency from entering into a Hurricane Katrina-related contract for the performance of inherently governmental functions for contract oversight. Revises the prohibition against a former official's acceptance of compensation from a contractor. Prevents former employees of private contractors who become federal government employees from awarding government contracts to their former employers for a period of five years after leaving the private contractor's employ . Subjects additional offenses to criminal penalties. Amends the Second Emergency Supplemental Appropriations Act to Meet Immediate Needs Arising from the Consequences of Hurricane Katrina to repeal the $250,000 micropurchase threshold (thus applying the regular $2,500 micropurchase threshold of federal procurement law).

Expresses the sense of the Congress that: (1) a requirement that U.S. citizens obtain photo identification cards before being able to vote has not been shown to ensure ballot integrity and places an undue burden on the legitimate voting rights of citizens; (2) the Department of Justice should vigorously enforce the Voting Rights Act of 1965 and challenge any state law that limits a citizen's ability to vote based on discriminatory photo identification requirements; and (3) any effort to impose national photo identification requirements for voting should be rejected.

Amends title XIX (Medicaid) of the Social Security Act to extend from September 2005 through September 2006 the qualified individual program (under which medical assistance is available for Medicare cost-sharing for individuals who would be qualified Medicare beneficiaries but for the fact that their income exceeds the state-established income level, and is between 120% and 135% of the official poverty line). Prescribes additional allocations for such program for the extended period.

Department of Peace and Nonviolence Act - Establishes a Department of Peace and Nonviolence, which shall be headed by a Secretary of Peace and Nonviolence appointed by the President with the advice and consent of the Senate. Sets forth the mission of the Department, including to: (1) hold peace as an organizing principle; (2) endeavor to promote justice and democratic principles to expand human rights; and (3) develop policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful resolution of conflict, and structured mediation of conflict. Establishes in the Department the Intergovernmental Advisory Council on Peace and Nonviolence, which shall provide assistance and make recommendations to the Secretary and the President concerning intergovernmental policies relating to peace and nonviolent conflict resolution. Transfers to the Department the functions, assets, and personnel of various federal agencies. Establishes a Federal Interagency Committee on Peace and Nonviolence. Establishes Peace Day. Urges all citizens to observe and celebrate the blessings of peace and endeavor to create peace on such day.

Bottom Trawl and Deep Sea Coral Habitat Act - Requires the Secretary of Commerce to direct the Under Secretary for Oceans and Atmosphere to explore, identify, research, and map the locations of deep sea corals and deep sea sponges. Directs the Secretary to develop a cooperative research program to identify: (1) the ideal areas for the use of bottom trawls; and (2) the locations of deep sea corals and deep sea sponges. Requires each Regional Fishery Management Council to submit to the Secretary a list of areas that were fished using bottom trawls during the seven-year period ending on December 31, 2004, including recommendations of which areas should be designated as Bottom Trawl Zones. Requires the Secretary to designate each area that does not contain a deep sea coral and sponge ecosystem as a Bottom Trawl Zone. Prohibits the use of bottom trawls in an area not designated as a Bottom Trawl Zone. Directs the Secretary to designate as a Coral Habitat Conservation Zone each area that a Council has designated as an area in which the use of bottom trawls is prohibited for the protection of seafloor habitat, or for which a map and best available data has detected the presence of deep sea corals or deep sea sponges. Sets forth both civil and criminal penalties for persons who violate the requirements under this Act. Authorizes the President to permit the Secretary to work with appropriate international organizations and foreign nations to develop data to identify areas in international waters that contain deep sea corals or deep sea sponges and to protect such deep sea corals or deep sea sponges.

Emergency Unemployment Compensation Act of 2005 - Provides for increased regular unemployment compensation payments or emergency extended unemployment compensation for certain individuals who held employment or resided in an area declared a disaster as a result of Hurricane Katrina in the states of Alabama, Florida, Louisiana, and Mississippi.

Establishes in the legislative branch a bipartisan Katrina Commission to: (1) examine and report upon the federal, state, and local response to the devastation wrought by Hurricane Katrina in the Gulf Region of Louisiana, Mississippi, Alabama, and other affected areas; (2) evaluate and report on the information developed by all relevant governmental agencies related to Hurricane Katrina before it struck the United States and in the days and weeks following; (3) make a complete accounting of the circumstances surrounding the approach of Hurricane Katrina to the Gulf states, and the extent of the Government's preparedness for and response to it; (4) examine planning necessary for future cataclysmic events that will require a significant marshaling of federal resources, mitigation, response, and recovery to avoid significant loss of life; (5) analyze whether any decisions differed with respect to response and recovery for different communities and what problems occurred as a result of a lack of a common plan, communication structure, and centralized command structure; and (6) investigate and report to the President and Congress on immediate corrective measures that can be taken to prevent problems with federal response to future cataclysmic events.

Fair Wages for Hurricane Victims Act - Reinstates the application of the wage requirements of the Davis-Bacon Act to all federal contracts in counties affected by Hurricane Katrina, notwithstanding the President's proclamation dated September 8, 2005, or any other provision of law.

National Women's Rights History Project Act of 2005 - Authorizes the Secretary of the Interior to designate a vehicular tour route, to be known as the Votes for Women History Trail Route, to link properties in New York State that are historically and thematically associated with the struggle for women's suffrage in the United States. Requires the National Park Service to administer the Trail through the Women's Rights National Historical Park (established under prior law). Authorizes the Secretary to: (1) make annual grants to state historic preservation offices for up to five years for assistance in surveying, evaluating, and nominating women's rights history properties to the National Register of Historic Places; and (2) make matching grants and technical assistance for development of a network of governmental and nongovernmental entities providing interpretive and educational program development of national women's rights history, including historic preservation.

Displaced Student Relief Act - Directs the Secretary of Education to make grants to local educational agencies in FY2005-FY2006 to facilitate the enrollment, attendance, and success in public elementary and secondary schools of students displaced by Hurricane Katrina. Limits such grants to a maximum of $8,305 per student. Deems such students eligible for free lunches under the Richard B. Russell National School Lunch Act.

Directs the Secretary of Veterans Affairs to make available for use as temporary residences for Hurricane Katrina-affected individuals any residential properties on which the Department of Veterans Affairs has foreclosed under the Department's guaranteed home loan program. Requires a residential priority for veterans, surviving spouses of veterans, and children of veterans and their families. Authorizes the Secretary to make emergency grants to nonprofit organizations or states or political subdivisions thereof for providing housing assistance to homeless veterans who are Hurricane Katrina-affected individuals and their families for up to two years. Authorizes the Secretary, during or following a period of emergency or disaster, to use underutilized Department property to house, for up to 180 days, veterans and their dependents who are displaced as the result of such emergency or disaster. Authorizes the Secretary to make emergency grants to entities providing care for homeless veterans to repair or replace care facilities that are damaged or destroyed by a disaster.

Emergency Action for Vulnerable Children Act - Entitles each state which makes foster care maintenance payments on behalf of foster children in areas affected by Hurricane Katrina, for a 12-month period beginning with September 2005, to payments equal to its total expenditures for: (1) such children in foster family homes or child care institutions; and (2) provision of child placement services, plan administration, or services to improve the children's well-being (as the Secretary of Health and Human Services finds necessary).

Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends federal bankruptcy law governing cases commenced as of October 17, 2005 (the effective date of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005). Excludes from the accounting of current monthly incomepayments to victims of a natural disaster on account of their status as victims of a natural disaster. Defines victim of a natural disaster as one: (1) whose financial condition is materially adversely affected by a natural disaster; and (2) whose domicile, residence, or principal place of business (including principal assets) in the United States is located in a natural disaster zone immediately preceding the event that caused the natural disaster. Permits debtor status for a debtor unable to complete credit counseling because of a natural disaster. Retains automatic stay protections for a debtor who is a victim of a natural disaster. Modifies requirements governing the statutory deadline for completion of debtor's duties. Authorizes the court to extend any such time period if: (1) the debtor is a victim of a natural disaster; and (2) the debtor's status as a victim of a natural disaster necessitates such extension of time. Includes within the permissible monthly expenses of a chapter 7 debtor the actual reasonably necessary expenses incurred as a result of being a victim of a natural disaster. Modifies requirements governing conversion or dismissal of either a Chapter 7 case, a Chapter 11 Reorganization case, or Chapter 13 case if the debtor is a victim of a natural disaster. Authorizes the court to grant an extension of time for filing small business bankruptcy documentation if the debtor is unable to meet the deadline because of a natural disaster.

Anti-Price Gouging Act of 2005 - Amends the Clayton Act to make it unlawful, during any time of national disaster, for a person to sell, lease, or license, or offer to sell, lease, or license, any necessary good or service in the United States at an unconscionable price.

Katrina College Student Relief Act - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to waive certain requirements for repayment of federal student grant assistance by students if: (1) they were residing in, employed in, or attending an institution of higher education located in a major disaster area; (2) their attendance was interrupted because of the disaster's impact on them or the institution; and (3) their withdrawal ended within the academic year during which the major disaster designation occurred or during the next succeeding academic year. Provides such students with deferments for certain student loan obligations for up to six months. Directs the Secretary to recalculate the expected family contribution for such students.

Allows a person who is adversely affected by a final decision of the Board of Veterans' Appeals and who is a Hurricane Katrina-affected person 240 days (currently, 120 days) after such decision to file an appeal with the United States Court of Appeals for Veterans Claims, with respect to any Board decision rendered during the period beginning on June 1, 2005, and ending on November 30, 2005.

Makes a Hurricane Katrina-affected veteran who is otherwise eligible for hospital care, medical services, and nursing home care from the Department of Veterans Affairs under a low priority for the provision of such care eligible, during the period beginning on August 28, 2005, and ending on August 31, 2007, for such care and services as if that veteran were covered for such care and services due to exposure to a war-related toxic substance, radiation, or related conditions (a higher priority). Directs the Secretary of Veterans Affairs to conduct an outreach program to enhance awareness of veterans eligible for such care and services.

National Emergency Management Restoration and Improvement Act - Establishes the Federal Emergency Management Agency (FEMA) as an independent establishment in the executive branch. Requires the FEMA Director to be appointed, by the President, by and with the advice and consent of the Senate, from among persons who have significant expertise in the area of emergency preparedness, response, recovery, and mitigation as related to natural disasters and other national cataclysmic events.

HRIFA Improvement Act of 2005 - Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) include document fraud among the grounds of inadmissibility which shall not preclude an otherwise qualifying Haitian alien from permanent resident status adjustment; and (2) provide that determinations with respect to children shall be made using the age of an individual as of the date of enactment of this Act. Permits new status adjustment applications to be filed for a limited time period. Directs the Secretary of Homeland Security to establish procedures for reopening status adjustment applications based upon the amendments made by this Act.

Education Begins at Home Act - Directs the Secretary of Health and Human Services (HHS), in collaboration with the Secretary of Education, to: (1) allot grants to states, Indian tribes, and tribal organizations for programs of early childhood home visitation; and (2) make competitive grants to local educational agencies and other eligible applicants for early home visitation for families with English language learners. Directs the Secretary of Defense, in collaboration with the Secretary of Education, to make competitive grants to eligible applicants for early home visitation for military families. Amends the Head Start Act to direct the Secretary of HHS to establish standards for home visitor staff in Early Head Start programs with respect to their training, qualifications, and conduct of home visits. Revises Early Head Start programs to provide for: (1) training in parenting skills and child development; (2) certain home-based and family support services; (3) procedures for transition into Head Start or other local early childhood education programs; (4) staff communication and program coordination; and (5) professional development and personnel enhancement.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants to public and nonprofit private health care providers for the purpose of providing treatment for diabetes in minority communities. Conditions grants on the recipient agreeing to provide: (1) services in the languages most appropriate for, and with consideration for the cultural backgrounds of, service recipients; (2) outreach activities; and (3) offsite information on diabetes.

Alzheimer's Treatment and Caregiver Support Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to public and nonprofit private health care providers to expand treatment services for patients with Alzheimer's disease and training and support services for families and caregivers. Conditions grants on the recipient agreeing to: (1) employ a comprehensive approach to care that integrates the treament of patients with training and support services for families and caregivers; (2) provide services in the languages most appropriate for, and with consideration for the cultural backgrounds of, service recipients; (3) provide outreach activities; and (4) provide information on Alzheimer's. Allocates 10% of grant funds for medically underserved communities.

Healthcare Equality and Accountability Act - FamilyCare Act of 2005 - Renames title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act as the FamilyCare Program and extends coverage to certain low-income adults. Establishes the National Commission for Expanded Access to Health Care. Amends the Public Health Service Act to provide limited English proficient individuals with improved access to health care, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Healthcare. Provides for activities regarding: (1) health workforce diversity; (2) disparities in health and health care experienced by racial and ethnic minorities; and (3) data collection, analysis, and reporting by race, ethnicity, and primary language. Requires the Secretary of Health and Human Services to establish: (1) the Office of Health Disparities within the Office of Civil Rights to prevent discrimination in federal programs; and (2) the Office of Minority Affairs within the Office of the Commissioner of Food and Drugs. Restablishes the Indian Health Service as an agency of the Public Health Service to be administered by an Assistant Secretary of Indian Health. Minority Health and Genomics Act of 2005 - Establishes the Minority Health and Genomics Commission to study issues relating to genomics research as applied to minority groups. Establishes the Interagency Working Group on Environmental Justice and the Federal Environmental Justice Advisory Committee. Sets forth programs designed to improve the quality of and access to health care for minorities, including by establishing the Health Safety Net Infrastructure Trust Fund. Requires the Secretary to establish: (1) the Annie Dodge Wauneka and Susan Laflesche-Picotte Native American Health and Wellness Foundation; and (2) a Joint Working Group on Telehealth. Authorizes integrative eldercare, American Indian and Alaska Native, and oral health telehealth demonstration projects.

Consumer Price Index for Elderly Consumers Act of 2005 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Morris K. Udall Parkinson's Disease Research Act Amendments of 2005 - Amends the Public Health Service Act to revise provisions regarding a research planning conference required to be convened by the Director of the National Institutes of Health (NIH) to require such conference to: (1) investigate Parkinson's research funded by NIH; and (2) identify shortcomings and opportunities for more effective treatments and a cure for Parkinson's disease. Requires the result of each conference to be included in a research investment plan that also: (1) provides for measurable results with the goals of better treatments and a cure for Parkinson's disease determining the allocation of research dollars; (2) includes an outline of how to fully utilize the Udall Center program; and (3) includes a budget and implementation strategy. Requires the Secretary of Health and Human Services to ensure adequate funding to carry out activities described in the investment plan. Requires the Director to ensure funding for an additional Morris K. Udall research center to coordinate activities conducted by, and manage the interdisciplinary efforts of, the other centers. Requires each research center to ensure that there is a significant clinical component and ongoing basic research. Requires the Director to establish an application review process for grants to fund such research centers. Directs (currently, allows) the Director to award grants to support qualified investigators with potential for significant future Parkinson's disease breakthroughs. Requires the Director to investigate and report to Congress on the incidence of Parkinson's disease.
