This resolution recognizes the fifth anniversary of the U.S. Space Force and commends the service of the men and women in the force, who are known as Guardians. Further, the resolution acknowledges the critical role that the U.S. Space Force plays in protecting and maintaining the safety and security of the American people, allied forces, and global space infrastructure.

Fix Our Forests Act This bill establishes requirements for managing forests on federal land, including requirements concerning reducing wildfire threats, expediting the review of certain forest management projects, and implementing forest management projects and other activities. Specifically, the bill (1) designates certain firesheds at high risk for wildfires as fireshed management areas; (2) directs the U.S. Forest Service and U.S. Geological Survey to jointly establish an interagency Fireshed Center that is responsible for duties related to assessing and predicting fire, including maintaining a fireshed registry on a publicly accessible website that provides interactive geospatial data on individual firesheds; and (3) makes other requirements related to reducing wildfire. Next, the bill expedites the review of certain forest management projects under the National Environmental Policy Act (NEPA) of 1969 and exempts certain activities from NEPA review. It also establishes intra-agency strike teams to accelerate the review and any interagency consultation processes under NEPA, the Endangered Species Act of 1973, and the National Historic Preservation Act. It also limits consultation requirements concerning threatened and endangered species under the Forest and Rangeland Renewable Resources Planning Act of 1974 and the Federal Land Management and Policy Act of 1976. Finally, it limits litigation involving fireshed management projects and limits remedies that courts may provide. Additionally, the bill supports reducing community wildfire risks, carrying out forest restoration and stewardship activities, conducting biochar demonstration projects, and advancing technologies to address forest wildfires.

This joint resolution nullifies the final rule issued by the Department of Education titled Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance and published on April 29, 2024. The final rule addresses Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. Among other elements, the rule establishes certain definitions related to sex-based harassment and establishes additional requirements for grievance procedures.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

This joint resolution nullifies the rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles and published by the Environmental Protection Agency on April 18, 2024. The rule established and modified requirements for certain light-duty or medium-duty vehicles (e.g., cars, trucks, and sports utility vehicles that are under a certain weight), including requirements related to (1) emission standards, such as a greenhouse gas emission standard; (2) the durability of batteries for certain electric and hybrid vehicles; and (3) measuring fuel economy.

Rosatom Sanctions Enforcement Act This bill requires the President to take actions against Russian nuclear suppliers (e.g., Rosatom). (Rosatom is Russia's state nuclear power conglomerate.) Specifically, the bill requires the President to impose property-blocking sanctions on Rosatom and others, including foreign persons involved in Rosatom’s construction of nuclear reactors. Additionally, the President must submit to Congress a strategy to (1) replace Rosatom and other Russian nuclear suppliers with those from the United States and U.S. allies and partners, and (2) effect a permanent decoupling from the Russian nuclear industry. Within 60 days of submitting this strategy, the President must issue a directive prohibiting U.S. persons from engaging in any significant transaction with Rosatom and others involved with Rosatom. The bill also requires the President to prescribe regulations to prohibit or impose strict conditions with respect to certain financial accounts held by foreign financial institutions. The bill allows the President to waive the aforementioned sanctions under specified circumstances. The President must, within 60 days of receiving a request from Congress, determine whether a person or foreign financial institution described in the request meets the criteria to be subject to sanctions imposed in two specified regulations relating to Russia. The President must submit a report to Congress stating whether the President imposed or intends to impose sanctions on persons or institutions described in the request from Congress. The President must also pause the issuance of export licenses granted under a civil nuclear cooperation agreement with Russia until certain conditions are met.

21st Century Peace through Strength Act This bill establishes law on various foreign policy matters. For example, the bill requires the President to impose property-blocking sanctions on foreign persons (i.e., individuals and entities) associated with transnational criminal organizations that traffic fentanyl; authorizes the President to seize and transfer certain Russian sovereign assets to fund Ukrainian war compensation or reconstruction; prohibits entities in the United States from distributing, updating, or maintaining a website or application operated by ByteDance, Ltd., TikTok, or certain other entities; prohibits data brokers from providing personally identifiable sensitive data of U.S. persons to foreign adversary countries; imposes property-, docking-, and visa-blocking sanctions on foreign persons operating ports, ships, and refineries supporting Iranian petroleum exports; imposes property- and visa-blocking sanctions on foreign persons supporting Iranian missile programs and on certain Iranian leaders; imposes property-blocking sanctions on foreign states providing material support to Hamas or Palestinian Islamic Jihad; requires the United States to regulate exports of certain foreign-produced items related to Iran; extends the authority of the President to impose sanctions on foreign persons using human shields; imposes property- and visa-blocking sanctions on foreign persons involved in the trafficking of captagon; requires U.S. financial institutions to close certain accounts related to Iranian leaders and the Department of the Treasury to seek the closure of such accounts in foreign financial institutions; and prohibits U.S. financial institutions from opening or maintaining certain accounts with Chinese financial institutions that support Iranian petroleum exports.

This joint resolution nullifies the final rule issued by the Environmental Protection Agency titled Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review and published on March 8, 2024. The rule establishes requirements to reduce air pollution emissions, including greenhouse gases, from the Crude Oil and Natural Gas source category under the Clean Air Act.
