Amends Federal law with respect to the Civil Service and Federal Employees' Retirement Systems to provide that certain requirements relating to reemployed annuitants shall not apply with respect to postal retirees who are reemployed, on a temporary basis, as rural postmasters or rural letter carriers.

Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1995, the duty on (3-(2-(dimethylamino)ethyl)-N-methyl-1H-indole-5-methanesulphonamide, (1:1) succinate (sumatriptan succinate in bulk and dosage forms).

Directs the Secretary of Agriculture to replace the Modular Airborne Fire Fighting System (System). Repeals the Helium Act. Directs the Secretary of the Interior to: (1) sell related property and helium reserves; and (2) transfer the proceeds to the Secretary of Agriculture to pay for replacement of the System.

Deficit Reduction Lock Box Act of 1993 - Establishes the Deficit Reduction Trust Fund consisting of amounts contained in deficit reduction lock box provisions of appropriation Acts. Reduces discretionary spending limits by amounts transferred to the Fund. Amends the Congressional Budget Act of 1974 to require that amounts resulting from reduced spending under general appropriation bills be placed in the Fund.

Amends the Internal Revenue Code to make the targeted jobs credit permanent law. Treats as a member of a targeted group a conflict-era veteran who has been awarded a campaign ribbon, liberation ribbon, or national defense service medal by the Department of Defense.

Crime Victims' Bill of Rights Act - Amends Rule 32 of the Federal Rules of Criminal Procedure to require the court, before imposing sentence, to address personally any victim of the offense for which sentence is to be imposed (or a member of that victim's immediate family or, in the court's discretion, any other appropriate person representing the victim) who is present at the sentencing hearing and to afford such individual the opportunity to make a statement and present information in relation to the sentence. Permits the court, upon request by a victim, to hear in camera such a statement by that victim. Amends the Victims of Crime Act of 1984 to condition Federal grant eligibility of crime victim compensation programs on a State providing an effective system of notice to eligible victims of the existence of compensation and other programs to assist victims of crime. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) authorize drug control and system improvement grants to States to be used for programs that allow for the physical and visual separation of a victim of crime from an alleged perpetrator of such crime while waiting in a judicial facility for a courtroom appearance; and (2) provide for a reduction of formula grants by 25 percent (for redistribution to other participating States) for States which fail to notify a crime victim of specified rights. Directs the Attorney General to assure that Federal prosecutors and law enforcement officials: (1) provide an effective system of notice to crime victims of the existence of compensation and other programs to assist victims who might be eligible to participate; (2) notify crime victims of the availability of, and provide such victims the opportunity for, visual and physical separation from alleged crime perpetrators while waiting in a judicial facility for a courtroom appearance; and (3) provide a crime victim with the earliest possible notice of the scheduling of each court proceeding or parole hearing that the witness is required or entitled to attend.

Rural Telemedicine Development Act of 1993 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants: (1) to hospitals, hospital networks, and other health care providers to encourage the initial development of rural telemedicine networks to use telecommunications technology in providing health services to rural areas; and (2) for linking such networks together using advanced telemedicine systems and for linking such networks to existing fiber optic telecommunications systems. Sets forth provisions regarding: (1) application requirements; (2) preferences in awarding grants; and (3) use of funds for initial development and advanced telemedicine grant programs. Authorizes appropriations.

Amends the Omnibus Budget Reconciliation Act of 1993 to revise provisions concerning limitations on cost of living adjustments for military retirees to set forth special rules concerning such adjustments for FY 1994 through 1996 (currently, special rules are set forth for FY 1994 through 1998).

Authorizes the Secretary of the Interior to construct and operate the Walter B. Jones Center for the Sounds at the Pocosin Lakes National Wildlife Refuge in Tyrrell County, North Carolina, to: (1) provide public opportunities, facilities, and resources to study the natural history and natural resources of northeastern North Carolina; (2) offer a variety of environmental educational programs and interpretive exhibits; (3) foster an awareness and understanding of the interactions among wildlife, estuarine and wetland ecosystems, and human activities; and (4) provide office space and facilities for refuge administration, research, education, and related activities. Directs the Secretary to ensure that the design, size, and location of a facility constructed under this Act are consistent with the cultural and natural history of the area with which the facility will be concerned. Authorizes the Secretary to accept contributions of funds from non-Federal sources to pay the costs of operating and maintaining the facility authorized under this Act. Directs the Secretary to take appropriate steps to obtain such contributions. Sets forth reporting requirements.

Title II: Reducing the Burden of Federal Paperwork on the Public - Applies the Act to all federally sponsored paperwork. Requires a Government-wide paperwork reduction goal of at least five percent and individual agency goals that aggregate to the Government-wide goal. Title III: Enhancing Federal Agency Responsibility and Accountability for Reducing the Burden of Federal Paperwork - Makes the senior official charged with carrying out the responsibilities of a Federal agency under the Act the head of a separate office with qualified staff responsible for assuring agency compliance with requirements under the Act. Requires each agency to: (1) prepare estimates of the burden that will result from proposed collections of information; (2) develop a strategic Information Resources Management Plan; and (3) establish oversight procedures for agency information systems. Requires each agency head to establish a certification process for the review of each information collection request before it is submitted to the Director of the Office of Management and Budget (OMB) for approval. Title IV: Enhancing Government Responsibility and Accountability for Reducing the Burden of Federal Paperwork - Makes the OMB Director responsible for ensuring that all information collection requests display an estimate of the paperwork burden for each response. Requires OMB procedures in order for agencies to estimate such burden. Requires OMB pilot projects to test approaches to improve information management practices and related activities. Reduces the time afforded the OMB Director for approving a routine agency request to collect information. Provides for greater participation by the public and Federal agencies in the review of proposed paperwork burdens generated by agency information requests. Requires the OMB Director to make publicly available any decision to disapprove a collection of information requirement contained in an agency rule, together with the reasons for such decision. Provides protection for whistleblowers of unauthorized Federal paperwork burdens. Provides for expedited OMB review of an agency information request with a reduced paperwork burden. Title V: Enhancing Agency Responsibility for Sharing and Disseminating Public Information - Provides for Government-wide standards for sharing and disseminating public information. Imposes certain responsibilities on Federal agencies for sharing and disseminating public information. Abolishes the Federal Information Locator System established in the Office of Information and Regulatory Affairs and replaces it with a system in each agency for providing public access via electronic and other means to a comprehensive inventory of agency information dissemination products. Title VI: Additional Government Information Management Responsibility - Revises the statistical policy and coordination functions of the OMB Director. Requires the OMB Director to: (1) establish an interagency working group on statistical policy to coordinate agency statistical activities; and (2) provide training in the statistical policy functions of the chief statistician to Federal employees. Provides for the use of electronic information collection and dissemination techniques to reduce the Federal paperwork burden. Requires the OMB Director's annual report to the Congress to list any increased Federal paperwork burdens and describe each agency's plans to implement the applicable policies, standards, and guidelines under the Act. Requires the OMB Director to develop a plan for meeting the automatic data processing needs of the Federal Government in accordance with the Act and certain requirements of the Federal Property and Administrative Services Act of 1949. Title VII: Effective Dates - Sets forth the effective dates for this Act.

Expresses the sense of the Congress that: (1) President Clinton and Secretary of State Christopher should be commended for their diplomatic efforts to encourage Arab League members to end the secondary and tertiary Arab League boycott of Israel; (2) they should give attention to diplomatic efforts to encourage those countries that were beneficiaries of Operations Desert Shield and Desert Storm to end such boycott; and (3) the United States should oppose Saudi Arabia's joining the General Agreement on Tariffs and Trade (GATT) until such time that it renounces its participation in the boycott and ensures that U.S. companies and other countries have access to the Saudi Arabia market regardless of their business relationship with Israel.

Television Violence Reduction Through Parental Empowerment Act of 1993 - Amends the Communications Act of 1934 to require that any television with a screen of at least 13 inches which is manufactured, or imported for use, in the United States be equipped with circuitry designed to enable viewers to block the display of channels, programs, time slots, and all programs with a common rating. Prohibits shipping in interstate commerce, manufacturing, assembling, or importing any such television except pursuant to rules prescribed by the Federal Communications Commission (FCC). Requires such rules to provide performance and display standards for such blocking technology. Directs the FCC, as new video technology is developed, to ensure that blocking service continues to be available to consumers.

Declares that it is the sense of the Congress that the United States should: (1) take measures to conserve the resources of an area of the Bering Sea known as the Donut Hole; (2) continue pursuit of an international agreement to ensure management for future commercial viability of the resources; (3) promote international programs for the implementation and enforcement of regulations of the fisheries by nations that fish in the Donut Hole; (4) be mindful of its management responsibility and its rights to use the stock in its Exclusive Economic Zone; (5) accept as an urgent duty conservation of Aleutian Basin pollock stock and carry out that duty; and (6) foster multilateral cooperation and explore all other options for conservation and management of these living marine resources.

Headwaters Forest Act - Extends the boundaries of the Six Rivers National Forest, California, to include certain lands to be referred to as the Six Rivers National Forest Addition. Directs the Secretary of Agriculture to: (1) acquire land within the boundaries of the Addition by donation, by purchase, or by exchange for other lands owned by any department, agency, or instrumentality of the United States; and (2) develop and implement a land acquisition plan giving priority to the acquisition of lands within the boundaries of the Headwaters Forest Wilderness. Authorizes appropriations. Designates the Headwaters Forest Wilderness as a component of the National Wilderness Preservation System. Requires the Secretary to develop a comprehensive management plan detailing measures for the preservation of the existing old growth redwood ecosystems in the Addition, including: (1) a prohibition on timber sales from lands within the old growth redwood groves; and (2) measures to restore lands affected by previous timber harvests to mitigate watershed degradation and impairment of habitat for the marbled murrelet, spotted owl, native salmon stocks, and other old-growth forest dependent species. Sets forth provisions regarding payments to local governments in lieu of taxes for lands acquired under this Act. Directs the Secretary to study specified lands in the Addition, analyzing the area's potential for addition to the Headwaters Forest and identifying the area's natural resources.

Television and Radio Program Violence Reduction Act of 1993 - Requires the Federal Communications Commission (FCC) to prescribe standards requiring television and radio broadcast licensees and cable operators, including cable programmers, to reduce the broadcasting of all video and audio programming which contains violence. Authorizes the FCC to exempt, as public interest requires, certain video and audio programming, including news broadcasts, sporting events, educational programming, and documentaries. Directs the FCC to consider, in its review of an application for renewal of a television or radio broadcast license, whether the licensee has complied with this Act.

Expresses the sense of the House of Representatives that: (1) obstetrician-gynecologists should be designated as primary care providers for women in Federal laws relating to the provision of health care; and (2) legislative proposals that define primary care should include services performed by obstetrician-gynecologists in such definition.

National Fish and Wildlife Foundation Improvement Act of 1993 - Amends the National Fish and Wildlife Foundation Establishment Act to include as a purpose of the Foundation the encouragement, acceptance, and administration of private gifts of property for the benefit of the National Oceanic and Atmospheric Administration. Increases the membership of the Board of Directors of the Foundation and revises certain administrative functions. Authorizes appropriations for FY 1994 through 1998.

Amends the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to exempt from specified groundwater monitoring requirements any facility: (1) at which fewer than 20 tons of municipal solid waste is disposed of daily; (2) at which there is no evidence of existing groundwater contamination; and (3) which serves a community that experiences an annual interruption of at least three consecutive months of surface transportation that prevents access to a regional waste management facility or that has no waste management alternative and is in an area that receives 25 inches or fewer of precipitation annually.

Directs the Secretary of Transportation (Secretary) to establish a program to evaluate the technological feasibility and environmental benefits of tank vessels carrying oil spill prevention and response technology. Requires the Secretary to evaluate and report to the Congress on: (1) the feasibility and environmental benefits of requiring tank vessels to carry such technology; and (2) the feasibility of using segregated ballast tanks for emergency transfer of cargo and storage of recovered oil.

Health Care Cooperative Antitrust Protection Act of 1993 - Directs the Secretary of Health and Human Services to promulgate guidelines under which a health care joint venture may submit an application requesting that the Secretary provide the entities participating in the venture with an exemption under which: (1) monetary recovery on an antitrust claim brought against the entity shall be limited to actual damages if specified conditions are met and the conduct of the entity in making or performing a contract to carry out the venture shall not be deemed illegal per se; or (2) the antitrust laws shall not apply to conduct within the scope of the venture for a five-year period. Requires the Secretary to approve or disapprove the application within a specified time frame and, with respect to a disapproval, to provide a statement explaining the reasons for such disapproval. Directs the Secretary and the Attorney General to approve the application if: (1) in the case of a venture seeking the five-year exemption, the Secretary finds that such venture meets specified criteria, such as promoting enhancement of the quality of health care services to individuals residing in the geographic area served by the participating entities, preserving meaningful competition among health care providers, reducing costs or increasing efficiency, improving utilization of services, and eliminating costly and unnecessary duplication in the delivery of health care services in such area; and (2) an entity participating in the venture submits to the Secretary, the Attorney General, and the Interagency Advisory Committee on Competition, Antitrust Policy, and Health Care (created by this Act) an application that contains the identities of the parties to the venture; the nature, objectives, and planned activities of the venture; and specified assurances and information. Sets forth provisions regarding: (1) revocation and renewal of exemptions, and withdrawal of an application; and (2) requirements relating to notice and publication of exemptions. Establishes the Advisory Committee to: (1) discuss and evaluate competition and antitrust policy and their implications regarding the performance of health care markets; (2) analyze the effectiveness of health care joint ventures receiving exemptions in reducing costs and expanding access; and (3) make recommendations to the Congress.

TABLE OF CONTENTS: Title I: National Shibuilding Initiative Title II: Guarantees of Obligations for Vessel Construction and United States Shipyard Modernization Title III: Series Construction Assistance Title IV: Double Hull Requirement for Tankers Chartered by Department of Defense National Shipbuilding and Conversion Act of 1993 - Title I: National Shipbuilding Initiative - Establishes a National Shipbuilding Initiative program to consist of: (1) a financial incentives program to provide loan guarantees to initiate commercial ship construction, encourage shipyard modernization, and support increased productivity; (2) a technology development program; and (3) enhanced support for specified Department of the Navy shipbuilding programs. Makes private U.S. shipyards eligible for program financial assistance or participation. Title II: Guarantees of Obligations for Vessel Construction and United States Shipyard Modernization - Amends the Merchant Marine Act, 1936 to authorize guarantees of obligations for eligible export vessels (defined as vessels constructed, reconstructed, or reconditioned in the United States which will be placed under the laws of another country). Authorizes such guarantees only if the eligible export vessel: (1) will aid in the transition of U.S. shipyards to commercial activities or preserve shipbuilding assets essential in war or a national emergency; and (2) is not transferred to any country hostile to U.S. interests. Authorizes loan guarantees for advanced shipbuilding technology and modern shipbuilding technology of a general U.S. shipyard facility. Authorizes appropriations. Title III: Series Construction Assistance - Authorizes the Secretary of Defense to pay assistance to a U.S. shipyard owner for the construction of any commercial vessel that is one of a series of vessels for which payment of assistance is approved under this title. Establishes conditions for assistance for series construction, including size and marketability of vessels, shipyard construction capability, applicant ability, and requirements for contracts and purchasers. Title IV: Double Hull Requirement for Tankers Chartered by Department of Defense - Prohibits the Secretary of Defense, after December 31, 1994, from entering into, renewing, or extending a contract for the charter of a tanker unless the tanker: (1) is built in a U.S. shipyard under a contract entered into after October 1, 1993; (2) is equipped with a double hull that satisfies specified tank vessel construction requirements; and (3) is chartered under the contract for at least ten years. Establishes further limitations on the entering into, renewal, or extension of contracts for charters of tankers that expire after December 31, 1994.

Designates September 17, 1993, as National POW/MIA Recognition Day. Requires the display of the National League of Families POW/MIA flag at: (1) all national cemeteries and the National Vietnam Veterans Memorial on May 31, 1993 (Memorial Day), September 17, 1993 (National POW/MIA Recognition Day), and November 11, 1993 (Veterans Day); and (2) the White House and the buildings containing the primary offices of the Secretaries of State, Defense, and Veterans Affairs and the Director of the Selective Service Commission (sic) on September 17, 1993 (National POW/MIA Recognition Day).

Amends the Watershed Protection and Flood Prevention Act to authorize the Secretary of Agriculture to provide at least 50 percent of the costs for reservoir construction and other water supply projects in rural areas experiencing water quality or quantity problems.

Vietnam Women's Memorial Coin Act of 1994 - Directs the Secretary of the Treasury to issue silver coins emblematic of the Vietnam Women's Memorial sculpture. Requires all surcharges received from the sale of such coins to be used for: (1) an endowment for the Memorial; (2) education and research concerning veterans and their families; and (3) the identification and documentation of women who served in the armed forces during the Vietnam era. Expresses the sense of the Congress that this coin program shall be self-sustaining and administered to result in no net cost to the Numismatic Public Enterprise Fund.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

Amends the White House Conference on Small Business Authorization Act to extend through: (1) not earlier than January 1, 1995, nor later than April 1, 1995 (currently one year earlier in each instance) the authorized period for conducting a national conference on small business; and (2) December 1, 1993 (currently one year earlier) the authorized period for conducting State conferences on such subject.

Prohibits the Secretary of Transportation from approving certain highway-related projects in any State which has a maximum speed limit in excess of 65 miles per hour (mph) on any highway which is located outside an urbanized area with a population of 50,000 or more and is constructed to interstate standards. (Eliminates the further condition under existing law that the highway is connected to the Interstate System.) Directs the Secretary to study and report to the Congress on the effects on highway safety of increasing (under this Act) the maximum speed limit above 55 mph on highways with four lanes or more open to traffic.

Urges the President to recognize the influential role rail, bus, air passenger service, highway, and byway investments and other transportation initiatives have in the development of tourism opportunities in the United States by convening a White House Conference on Tourism to address critical issues which highlight the interdependence of transportation and tourism. Declares that transportation infrastructure and the Scenic Byways Program are key components of economic development and should be addressed by the Conference.

Child Support Enforcement Act - Declares that nothing in this Act should be construed to affect the right of an individual or State to receive child support payments or the obligation of an individual to pay child support. Amends the Internal Revenue Code to require any taxable unpaid child support payments of a taxpayer to be treated as amounts includible in gross income by reason of the discharge of indebtedness of the taxpayer. Allows a deduction for subsequently made payments. Allows a nonbusiness bad debt deduction for unpaid child support payments. Limits such deduction to $5,000 per child. Allows such deduction to taxpayers whose gross income does not exceed $5,000 and who are owed payments of at least $500. Requires payments to be delinquent during the entire taxable year. Provides a cost-of-living adjustment for amounts under this Act. Requires subsequent payments to be included in the gross income of the recipient. Requires net revenues from this Act to be applied to the retirement of outstanding public debt obligations.

Amends the Social Security Act to require States to provide information on overdue child support obligations of absent parents to consumer reporting agencies. (Currently, States must meet such requirement only upon the request of such agencies.) Eliminates the authority of the States to impose a fee for furnishing such information.
