Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in special circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Museum and Library Services Act of 2018 This bill amends and reauthorizes through FY2023 the Museum and Library Services Act and provides funding for library services and technology through FY2023. The bill expands the definition of "library" and "museum" to include a tribal library or museum and expands the services museums are authorized to provide. The Institute of Museum and Library Services, under the 21st Century Museum Professional Program established by this bill, may enter into arrangements with museum, museum consortia and associations, institutions of higher education, and other entities for projects to: increase the number of students from diverse and underrepresented backgrounds enrolled in graduate and undergraduate museum-related programs; recruit future museum professionals from such backgrounds; develop new or enhance current professional development and retention programs for museum professionals and the museum workforce; and support and conduct research, needs assessments, pilot programs, and evaluation of education and professional development programs to recruit, prepare, educate, and retain the next generation of museum professionals.

Secure Elections Act This bill gives the Department of Homeland Security primary responsibility within the federal government for sharing information about election cybersecurity incidents, threats, and vulnerabilities with federal entities and election agencies. The Election Assistance Commission (EAC) shall establish an advisory panel of independent experts to develop guidelines on election cybersecurity, including standards for procuring, maintaining, testing, auditing, operating, and updating election systems. The EAC shall award election system cybersecurity and modernization grants to states and election agencies to implement the advisory panel's guidelines. Grants shall be awarded to: (1) remediate vulnerabilities identified by a cybersecurity evaluation, (2) replace electronic voting systems that are not optical scanners that read paper ballots, and (3) reimburse states for statistical audits of ballots in close federal elections.

Local Television Service and Emergency Preparedness Act of 2018 This bill amends the Communications Act of 1934 to direct the Federal Communications Commission, upon the request of a very high frequency commercial television broadcast station that has relocated to an underserved state, to issue an order providing that the virtual major channel number of such station shall be considered to be the same as the radio frequency channel number of that station. The order shall apply to a station only if the licensee includes in the request a certification that such station will provide at least one hour daily of news, information, or public affairs programming focused on, or of general interest to, local audiences in the state to which the channel of such station has been reallocated. The order shall cease to apply if the licensee fails to initiate the programming within a 90-day period or fails to make the programming available to other television broadcast stations or through Internet streaming.

This bill amends the Trade Expansion Act of 1962 to require congressional approval for a presidential adjustment of an import due to a national security threat. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary, and must submit to Congress the reasons for any action taken or not taken. The bill retroactively applies to any proposed action made two years before enactment of this bill. In general, any rate of duty modification occurring in the time period two years before enactment of this bill and the date before enactment of this bill must revert to the previous rate.
