Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

Restore Effective Statistics to the Calculation of USF Expenditures Act of 2012 or the RESCUE Act of 2012 - Prohibits the Order of the Federal Communications Commission (FCC) in the Matter of Connect America Fund and High-Cost Universal Service Support from having any force or effect after the enactment of this Act. (The FCC Order relates to Universal Service Fund [USF] expenditures and the adoption, on April 25, 2012, of a methodology for establishing benchmarks for capital and operating costs reimbursable to rate-of-return cost companies from high-cost loop support.) Directs the FCC to report to Congress on alternatives to the methodology in such Order and to make such report available to the public on the FCC website. Prohibits the FCC from adopting such an alternative methodology until a specified period after the report is submitted to Congress.

Prohibits amounts from being obligated or expended for any direct U.S. assistance, loan guarantee, or debt relief to Libya, Egypt, Pakistan, or a host country of a U.S. diplomatic facility that was attacked, trespassed upon, breached, or attempted to be attacked, trespassed upon, or breached, on or after September 1, 2012. Authorizes the President to request that the prohibition be suspended with respect to a country if the President certifies to Congress that: (1) such country is cooperating with investigations into an attack, has arrested or extradited persons associated with the attack, and is improving local security; and (2) all persons associated with the attack have been identified by U.S. law enforcement and are in U.S. custody. Prohibits any request with respect to Pakistan until: (1) Dr. Shakil Afridi has been released alive from prison; (2) all charges brought against Dr. Afridi have been dropped; and (3) if necessary to ensure his freedom, Dr. Afridi has been allowed to leave Pakistan alive. Requires the President to report to Congress regarding the extent to which advanced weaponry remaining unsecured after the fall of Moammar Qaddafi was used by the individuals responsible for the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. Prohibits anything in this Act from being construed as an authorization for the use of military force.

Preserving Jobs in the Oilfield Act of 2012 - Directs the Secretary of Transportation to ensure that, with respect to maximum hours of service for drivers, on-duty time does not include waiting time at a natural gas or oil well site for operators of commercial motor vehicles transporting supplies, equipment, or materials, including sand or water, to or from a natural gas or oil well site. Applies this exclusion without regard to whether operators have received special training or operate vehicles specially constructed to service wells.

Investment Savings Access After Catastrophes Act of 2012 - Defines "Hurricane Isaac disaster area" for purposes of this Act as any parish or county of Louisiana or Mississippi in an area in which a major disaster has been declared before September 10, 2012, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act by reason of Hurricane Isaac. Provides for tax preferences in the Hurricane Isaac disaster area, including: (1) suspension of limitations on the tax deduction for personal casualty losses, (2) an extension of the carryback period for net operating losses, and (3) tax-free distributions from a retirement plan made on or after August 26, 2012, and before September 11, 2014, to an individual whose principal place of abode on August 26, 2012, was located in the Hurricane Isaac disaster area and who sustained an economic loss due to Hurricane Isaac. Rescinds unobligated funds in an amount equal to the reduction in revenues resulting from the enactment of this Act.

Member Pay Reduction and Responsibility Act of 2012 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require that, if any sequestration under it takes effect for FY2013, the presidential order implementing the sequestration reduce the pay of the President, the Vice President, and Members of Congress by a percentage equal to the greater of 8.2% or the percentage by which accounts within the non-exempt, non-security category are reduced under the order.

Commercial Fishing, Farm, and Ranch Risk Management Act - Amends the Internal Revenue Code to establish a Commercial Fishing, Farm, and Ranch Risk Management Account (CFFR Account) to provide farmers and commercial fisherman with additional capital for investment and to protect against operating losses. Allows a tax deduction for cash contributions to a CFFR Account, limited to 20% of the taxpayer's taxable income attributable to an active farm or commercial fishing business. Imposes a 10% additional tax on amounts in a CFFR Account which are not distributed within 10 years after the establishment of such Account.

Saving Essential American Sailors Act or SEAS Act - Amends the Moving Ahead for Progress in the 21st Century Act (MAP-21) to repeal the Act's repeal of the agricultural export requirements that: (1) 25% of the gross tonnage of certain agricultural commodities or their products exported each fiscal year be transported on U.S. commercial vessels, and (2) the Secretary of Transportation (DOT) finance any increased ocean freight charges incurred in the transportation of such items. Revives and reinstates those repealed requirements to read as if they were never repealed.

Protecting Life in Funding Education Act or the PRO-LIFE Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that make health services available to students through school-based health centers, unless those centers certify that they will not provide students with abortions, abortion-related materials, referrals, or suggestions, or directions to abortion services.

Preserving Work Requirements for Welfare Programs Act of 2012 - Prohibits the Secretary of Health and Human Services (HHS) from finalizing, implementing, enforcing, or otherwise taking any action to give effect to the Information Memorandum dated July 12, 2012 (Transmittal No. TANF-ACF-IM-2012-03), or to any administrative action relating to the same subject matter or that reflects the same or similar policies. Prohibits the Secretary also from authorizing, approving, modifying, or extending any experimental, pilot, or demonstration project under the Social Security Act (SSA) that: (1) waives compliance with mandatory work requirements of SSA title IV part A (Temporary Assistance for Needy Families) (TANF), or (2) authorizes an expenditure not otherwise allowable under a state TANF program with respect to compliance with such work requirements. Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.

Congressional Replacement of President Obama's Energy-Restricting and Job-Limiting Offshore Drilling Plan - Directs the Secretary of the Interior to implement the Proposed Final Outer Continental Shelf Oil & Gas Leasing Program (2012-2017) in accordance with the schedule for conducting oil and gas lease sales set forth in such proposed program and in the Outer Continental Shelf Lands Act. Instructs the Secretary to conduct each of specified oil and gas lease sales in the Outer Continental Shelf (OCS) Planning Areas, including certain ones in the Draft Proposed Outer Continental Shelf (OCS) Oil and Gas Leasing Program (2010-2015), during its specified year. Requires the Secretary to offer for sale, no later than December 31, 2013, leases of tracts in the Santa Maria and Santa Barbara/Ventura Basins of the Southern California OCS Planning Area. Retains the authority of the Secretary of Defense (DOD) to designate national defense areas on the OCS. Requires the Secretary to prepare a multisale environmental impact statement pursuant to the National Environmental Policy Act of 1969 for lease sales required under this Act that are not included in the Proposed Final Leasing Program (2012-2017). Declares that nothing in this Act affects restrictions on oil and gas leasing under the Gulf of Mexico Energy Security Act of 2006.

Lead Exposure Reduction Amendments Act of 2012 - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "abatement" any renovation, remodeling, or other activity: (1) the primary purpose of which is to repair, restore, or remodel target housing, public buildings constructed before 1978, or commercial buildings; and (2) that incidentally results in a reduction or elimination of lead-based paint hazards. Requires the Administrator of the Environmental Protection Agency (EPA), no later than one year prior to proposing any renovation and remodeling regulation, to study the extent to which persons engaged in such activities: (1) are exposed to lead, and (2) disturb lead and create a lead-based paint hazard. Exempts from any such regulation an emergency renovation that is carried out in response to an event that is an act of God as defined by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), that presents a risk to the public health or safety, or that threatens to cause significant damage to equipment or property if not attended to immediately. Prohibits such a regulation from requiring post-abatement clearance testing. Requires the Administrator to promulgate regulations to permit an owner of a residential dwelling that is target housing, who resides in such dwelling, to authorize a contractor to forego compliance with such a regulation if the owner submits a certification stating that: (1) the renovation or remodeling project is to be carried out at such dwelling, (2) no pregnant woman or child under the age of six resides or will reside in such housing, and (3) the owner acknowledges that such contractor will be exempt from the requirements of such regulation. Prohibits the Administrator from holding a contractor responsible for a misrepresentation made by the owner of such dwelling unless the contractor has actual knowledge of such a misrepresentation. Requires the Administrator to: (1) recognize a qualifying test kit for use under such Act, and (2) suspend enforcement of any regulation relating to renovation and remodeling of target housing and commercial buildings constructed after January 1, 1960, and public buildings constructed between January 1, 1960, and January 1, 1978, until a specified period after the Administrator recognizes such a test kit.

Requires that any amount which is returned by the national committee of a major or minor party to the Treasury from an account established under the Fund to make payments for conventions to be used solely for deficit reduction.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Telemedicine Safety Act - Prohibits: (1) knowingly providing a telemedicine abortion across state lines; (2) the use of any funds made available under a telemedicine law for telemedicine abortions or for assistance to facilities that offer telemedicine abortions; or (3) the use of any equipment, infrastructure, or other items purchased using funds made available under a telemedicine law for telemedicine abortions. Defines a "telemedicine abortion" as the use by a health professional of telemedicine services to provide any instrument, medicine, drug, or method to terminate the life of an unborn child or to terminate a pregnancy, without conducting an in-person medical examination of the woman during her pregnancy, with an intention other than: (1) to produce a live birth and preserve the life and health of the child after live birth; or (2) to remove an ectopic pregnancy or to remove an unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or such child.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Prohibits any state law from preempting the coverage limitations of this Act.

Government Spending Accountability Act of 2012 or the GSA Act of 2012 - Requires the head of each federal agency to submit to Congress, not less frequently than quarterly, a detailed, itemized report on any conference or meeting for which the agency must pay a fee and that: (1) is attended by 50 or more employees, or (2) has a total cost of $100,000 or more. Exempts any conference or meeting: (1) for which an agency head determines complying with such reporting requirement would not be in the interest of national security, or (2) which an agency head determines is necessary because of an imminent threat to health or safety or other emergency.

Strategic Energy Production Act of 2012 - Amends the Energy Policy and Conservation Act to direct the Secretary of Energy (DOE) to develop a plan to increase the percentage of federal lands leased for oil and gas exploration, development, and production under the jurisdiction of the Secretaries of Agriculture (USDA), of Energy, of the Interior, and Defense (DOD), including submerged lands of the Outer Continental Shelf. Requires the percentage of the total amount of such federal lands to be the same as the percentage of petroleum in the Strategic Petroleum Reserve that was drawn down. Directs the Secretary to base the determination of present and future national energy needs upon information from the Energy Information Administration. Prohibits the plan from providing more than 10% of such federal lands for oil and gas exploration, development, and production leasing. Excludes lands managed under either the National Park System or the National Wilderness Preservation System from those designated for increased oil and gas production.
