Stop Overdraft Profiteering during COVID-19 Emergency Act of 2020 This bill suspends, during a major disaster or emergency declaration and for 120 days after the end of the incident period, certain penalties applicable to consumer transaction accounts. During such a period, depository institutions are prohibited from charging checking-account penalties (i.e., non-sufficient fund fees and overdraft coverage fees), or reporting a consumer's overdraft use to a credit reporting agency.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

SNAP Online Purchasing Flexibility Act of 2020 This bill directs the Department of Agriculture to authorize all states to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) online purchasing program during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The program allows approved retail food stores to accept SNAP benefits through online transactions.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Providing Americans Insured Days of Leave Act of 2020 This bill establishes, revises, and repeals specified paid sick time and paid leave programs, including programs addressing the public-health emergency related to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill repeals divisions of the Family First Coronavirus Response Act that (1) expand emergency family and medical leave, (2) provide emergency paid sick leave, and (3) the establish payroll tax credits for such emergency paid leave. The bill requires employers to grant at least 1 hour of accrued paid sick time to each employee for every 30 hours worked, up to a minimum of 56 hours, or 7 days, for use under specified circumstances. Further, employees are immediately entitled to up to 14 days of additional paid sick time if a public-health emergency is declared. The bill also reimburses the employers of individuals who use accrued or additional sick time under these provisions. Additionally, the bill establishes a family and medical leave insurance benefit program to provide up to 60 days of partially-paid leave for qualifying circumstances including to care for a specified close relative with a serious health condition. The bill establishes a trust to pay benefits under the program, which is funded by an employer payroll tax and employee income tax.

National Commission Regarding the 2019 Novel Coronavirus (COVID-19) Pandemic Act or the COVID-19 Commission Act This bill establishes, in the legislative branch, the National Commission Regarding the 2019 Novel Coronavirus COVID-19 Pandemic and sets forth its powers, duties, funding, and membership. Among other activities, the commission shall investigate the facts and circumstances of the COVID-19 (i.e., coronavirus disease 2019) pandemic and make recommendations to improve preparedness, response, and recovery efforts. The commission terminates 60 days after the submission of its final report.

Protect Our Post Offices Act This bill appropriates $25 billion to the U.S. Postal Service, to remain available through FY2022 for revenue forgone due to the coronavirus pandemic. The appropriations are designated as emergency spending, which is exempt from discretionary spending limits.

Disaster Protection for Workers' Credit Act This bill provides credit protections to consumers during the COVID-19 (i.e., coronavirus disease 2019) outbreak and other major disasters. The bill generally prohibits furnishers of credit information from reporting adverse credit information that is the result of any inaction or action that occurred during the COVID-19 outbreak. It also prohibits any such reporting regarding a consumer who resides in an area covered by a major disaster declaration. Additionally, medical debt related to the COVID-19 outbreak or a major disaster may not be reported to a consumer reporting agency regardless of when the expenses were incurred. Credit reporting agencies are prohibited from including in a credit report any such adverse credit information. The Consumer Financial Protection Bureau must create a website that allows consumers to report economic hardship as a result of the COVID-19 outbreak or a major disaster. Consumers may request the deletion of adverse credit information and request an extension of certain credit protections. Credit reporting agencies must provide unlimited free credit reports and free credit scores upon request (1) during the COVID-19 outbreak or a major disaster, and (2) for a year afterwards. The bill places restrictions on new credit scoring models created or implemented during the COVID-19 outbreak or a major disaster.

This bill expands during FY2020 foster-care programs for older youth. Among other changes, the bill (1) increases the federal proportion of funding for foster-care services, (2) extends eligibility for such services through age 25, (3) suspends the limit on state expenditures on housing for youth who have aged out of foster care, and (4) suspends the five-year time limit on eligibility for older youth to receive education and training vouchers. Additionally, state agencies must conduct outreach for enrollment in Medicaid to eligible individuals who have aged out of foster care.

Disability Access to Transportation Act This bill expands transportation access for individuals with disabilities. Specifically, the bill requires the Department of Transportation to establish a one-stop paratransit pilot program to develop or expand paratransit programs carried out pursuant to the Americans with Disabilities Act of 1990 (ADA) to prevent long wait times between multiple trips that unduly limit an individual's ability to complete essential tasks; issue regulations enforcing guidelines that set forth minimum standards for pedestrian facilities in the public right-of-way; implement procedures that allow an individual to submit an ADA complaint by phone, by mail-in form, and online; require each public transit provider and contractor providing paratransit services to post certain information for how an individual can file a disability-related complaint; file yearly reports of accessibility complaints; and create an accessibility data pilot program to assist states and metropolitan or rural planning organizations to improve their transportation planning.

Transportation Workforce Investment Act of 2020 This bill directs the Department of Transportation (DOT) to establish a program to provide competitive grants to institutions of higher education, states, and other partnerships to support transportation sector education and workforce development projects. The bill expands authority for DOT to provide grants for surface transportation workforce development, training, and education to include (1) on-the-job training or work-based learning opportunities, including pre-apprenticeships and registered apprenticeships; (2) activities to support the establishment of industry or sector partnerships; (3) activities to increase the number of underrepresented individuals in such workforce; and (4) activities to update facilities and equipment used in career and technical education programs of study. DOT must also establish a task force to (1) conduct an assessment of the current and projected state of the transportation workforce, including any existing barriers to attracting, developing, training, or retaining a skilled transportation workforce; and (2) develop recommendations and strategies for DOT and states to improve the transportation workforce based on such assessment.

Paid Sick Days for Public Health Emergencies and Personal and Family Care Act This bill expands the availability of paid sick time by requiring employers with at least one employee to provide a minimum amount of accrued paid sick time per work week and additional paid sick time in the event of a public-health emergency such as the coronavirus (i.e., the virus that causes COVID-19). Specifically, the bill requires employers to grant at least 1 hour of accrued paid sick time to each employee for every 30 hours worked, up to a minimum of 56 hours, or 7 days, of paid sick time per year. Accrued paid sick time may be used for, among other reasons, an absence from work that is taken (1) due to a medical condition or illness or for the diagnosis, care, or prevention thereof; (2) to care for a child, spouse, domestic partner, parent, or other close relative with a medical condition or illness, or for the diagnosis or prevention thereof; (3) during a public-health emergency when the employee's workplace has been closed or the employee has been exposed to a communicable disease and may pose a risk to others; or (4) to care for a child or close relative during such public-health emergency, if such relative has been exposed to a communicable disease or the child's school has been closed. Further, employees are immediately entitled to up to 14 days of additional paid sick time if a public-health emergency is declared. This additional paid sick time may be used during the public-health emergency for the same purposes as accrued paid sick time.

Transportation Workforce Centers of Excellence Act This bill directs the Department of Transportation (DOT) to designate certain two-year institutions of higher education as Community and Technical College Centers of Excellence in Transportation Workforce Training. Additionally, DOT must establish a program to award competitive grants to the centers to address education and training related to careers in transportation sectors. Grants under the program may not exceed $2 million, and the federal share of project costs may not exceed 50%.

State and Local Cybersecurity Improvement Act This bill establishes a grant program and places requirements on the Cybersecurity and Infrastructure Security Agency (CISA) with respect to certain cybersecurity risks and threats. Specifically, CISA shall distribute grants to states for addressing cybersecurity risks and threats to the information systems of state, local, tribal, or territorial governments. A state applying for such a grant must (1) submit a cybersecurity plan for approval, and (2) establish a cybersecurity planning committee to assist with developing and implementing the state's cybersecurity plan and determining the effective funding priorities for the grant. CISA must establish a State and Local Cybersecurity Resiliency Committee whereby state, local, tribal, and territorial governments can advise CISA on their cybersecurity needs. In addition, CISA must develop and make publicly available a Homeland Security Strategy to Improve the Cybersecurity of State, Local, Tribal, and Territorial Governments that provides recommendations regarding how the federal government should support and promote the ability of such governments to protect against, respond to, and recover from cybersecurity risks, threats, and incidents. CISA must also conduct a study to assess the feasibility of implementing a short-term rotational program for the detail of approved state, local, tribal, and territorial government employees in cyber workforce positions to the agency.

Supporting Young Language Learners' Access to Bilingual Education Act of 2020 or the SYLLABLE Act This bill authorizes the Department of Education to award up to five grants to partnerships of local educational agencies, early childhood education programs, and technical assistance entities for the implementation of dual language immersion programs designed to enhance and assess the biliteracy and bilingualism skills of low-income children, including English learners and minority children, in high-need schools from preschool through grade five.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

National Strategy for Pandemic Influenza Update Act This bill requires the White House Homeland Security Council (HSC) and the National Security Council (NSC) to update the National Strategy for Pandemic Influenza issued by the HSC in November 2005 within 90 days of this bill's enactment. The implementation plan associated with the strategy shall be updated not later than 180 days after such update.

Protecting Americans from Seasonal Influenza Act of 2020 This bill requires the Centers for Disease Control and Prevention to award grants to increase seasonable influenza vaccination rates in states that have sustained influenza vaccination rates below recommended levels. State health agencies receiving such grants must include at least one of the elements set out in the bill in their programs. Among others, these include (1) increasing outreach to vulnerable populations, (2) encouraging employer-based vaccination programs, and (3) coordinating between health care providers and insurers to reduce out-of-pocket costs of vaccinations.

Cybersecurity Vulnerability Identification and Notification Act of 2020 This bill authorizes the Department of Homeland Security (DHS) to issue a subpoena for the production of information to identify and notify an entity that is put at risk by cybersecurity vulnerabilities. Specifically, the bill requires the DHS Cybersecurity and Infrastructure Security Agency (CISA) to detect, identify, and receive information about security vulnerabilities relating to critical infrastructure in the information systems and devices of public and private entities. To do this, the bill authorizes CISA, upon identification of a system determined to have such a security vulnerability, to issue a subpoena for the production of information that is necessary to identify and notify the at-risk entity.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Closing the Homework Gap Through Mobile Hotspots Act This bill requires the National Telecommunications and Information Administration (NTIA) to establish the Mobile Hotspot Grant Program. Under the program, the NTIA may provide grants to eligible institutions (e.g., elementary and secondary schools, universities, Indian Tribes, or libraries) to facilitate a mobile hotspot program that provides students with a portable hotspot device for connecting to the internet. The NTIA shall prioritize institutions that will provide hotspots to the highest number of low-income students and, to the extent practicable, shall disburse at least 5% of grant funds to Indian Tribes and 5% to U.S. territories and the District of Columbia.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Refuge From Cruel Trapping Act of 2019 This bill prohibits the use or possession of body-gripping traps in the National Wildlife Refuge System. The bill imposes on persons who possess or use such traps in the system (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1,000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. The bill makes any body-gripping traps that are possessed or used in violation of this bill, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Persons found to be in violation of such prohibition shall pay all associated court costs.

Counseling for Career Choice Act This bill directs the Department of Education to award grants to states to develop and implement comprehensive school career counseling programs that provide students with effective postsecondary education planning and career guidance services. The bill requires each program to be aligned with a statewide counseling framework that (1) encompasses the middle grades through grade 12 and postsecondary education, and (2) is supported by at least five stakeholders that include at least one business or industry and at least one local educational agency or secondary school. Grant funds shall, among other things, be used to train and hire school counselors; identify regional workforce trends and postsecondary options available in the state; establish, improve, or coordinate postsecondary opportunities; recommend curricular improvements to better align curricula with workforce trends and available postsecondary opportunities; establish partnerships with one-stop centers; leverage the resources and emerging technologies being developed by stakeholders to support the counseling framework; and evaluate secondary and postsecondary outcomes for individuals served by the career counseling programs.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.
