Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Health Care Workforce Protection Act of 2019 This bill extends targeted liability protection to certain manufacturers, distributors, prescribers, and users of approved respiratory protective devices that are used under certain conditions during a declared public health emergency.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

This resolution (1) expresses support for the designation of National Family Service Learning Week, (2) recognizes the importance of family service learning in cultivating civic engagement and community investment, and (3) encourages the public to support family service learning and community development programs. Family service learning is a multigenerational problem-solving approach that utilizes active participation to meet community needs and develop the skillsets of children and families.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

Syrian Partner Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria against the Islamic State. (A special immigrant is qualified to become a permanent resident) A qualifying alien is a Syrian national (or stateless person who habitually resided in Syria) who (1) partnered with or worked for the United States in Syria in a sensitive and trusted capacity (such as an interpreter) on or after January 1, 2014, for at least one year, and (2) provided documented service to U.S. efforts against the Islamic State. The spouse or child of such an alien shall also qualify for special immigrant status. DHS may admit up to 4,000 principal aliens under this bill each fiscal year for the five fiscal years after this bill's enactment. Unused visas at the end of a fiscal year shall carry forward and be available the next year. Aliens admitted under this bill shall not be subject to other numerical limitations. If a qualifying alien applying for special immigrant status under this bill is in imminent danger, the Department of State shall provide protection to that alien. An alien who has received special immigrant status under this bill shall be eligible for benefits generally available to admitted refugees, such as resettlement assistance.

Retain Innovation and Manufacturing Excellence (RIME) Act of 2019 This bill directs the Department of Commerce to establish a pilot grant program to help eligible manufacturers retain retiring employees for up to 90 days for the purpose of transferring job-specific skills and training to other employees.

National Commission on Online Platforms and Homeland Security Act This bill establishes the National Commission on Online Platforms and Homeland Security to address content on online and social media platforms that implicates national security concerns. Specifically, the commission shall identify, examine, and report on the ways online platforms have been used in furtherance or support of targeted violence or covert foreign state influence campaigns and how addressing such uses impacts users' free speech, privacy, civil rights, and civil liberties. Consistent with these purposes, the commission must analyze (1) online platforms' responses to such usage; (2) the impacts of algorithms and automated decision-making systems on the rights and privacy of users; and (3) the extent to which online platforms have transparent, consistent, and equitable policies and procedures to address violations of platform rules. The commission must then develop recommendations for how online platforms could address improper use through methods that are transparent and accountable while continuing to promote free speech and innovation on the internet and preserving individual privacy and civil rights. Additionally, the Department of Homeland Security must (1) research whether any connection exists between the use of online platforms and targeted violence; and (2) develop voluntary approaches that could be adopted by online platforms to address any correlations found while still preserving the individual privacy, civil rights, and civil liberties of users.

Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

Climate-Ready Fisheries Act of 2019 This bill directs the Government Accountability Office to examine efforts by the Regional Fishery Management Councils, the Atlantic States Marine Fisheries Commission, and the National Marine Fisheries Service to prepare and adapt fisheries for the impacts of climate change.

Digital Citizenship and Media Literacy Act This bill directs the Department of Education (ED) to award grants to state and local educational agencies to promote media literacy and digital citizenship. Among other things, media literacy includes the ability to access relevant information, analyze media content, evaluate the accuracy of information, and make educated decisions about products and services, education, health, and wellness based on information obtained from media and digital sources. The bill defines digital citizenship as, among other things, the ability to safely, responsibly, and ethically use communication technologies and to participate in the political, economic, social, and cultural aspects of life related to technology and the digital world. ED must establish a Federal Advisory Council to assist in evaluating and awarding grants and developing and making available to states and local educational agencies evidence-based model curricula and standards for media literacy education. The Government Accountability Office shall report to Congress on media literacy and digital citizenship competencies in schools, and related issues.

Improving Access to Higher Education Act of 2019 This bill addresses accessibility issues of students with disabilities in higher education. Specifically, the bill revises a grant program that supports postsecondary institutions of higher education (IHE) in educating students with disabilities. The Department of Education must award at least five grants to an IHE that provides professional development and technical assistance in order to improve access to and completion of postsecondary education for students, including students with disabilities. The bill also (1) revises and reauthorizes through FY2024 a program for national technical assistance centers that assist students with disabilities, and (2) reauthorizes through FY2024 a program to promote training and job placement of real-time writers to provide closed captioning of videos. Further, the bill establishes a new program that awards grants to IHEs for certain activities that improve accessibility of instruction and materials, such as distance education courses. The bill also establishes an independent commission to develop guidelines for accessible postsecondary electronic instructional materials and related technologies. In addition, the bill requires each IHE to establish an office of accessibility to develop and implement policies that support students with disabilities.

Stopping Harmful Interference in Elections for a Lasting Democracy Act or the SHIELD Act This bill establishes a duty to report election interference from foreign entities, applies existing campaign advertising requirements to online advertisements, and generally limits political spending and election interference by foreign entities. Specifically, a political committee must report certain foreign contacts involving an offer of unlawful election assistance to the Federal Bureau of Investigation and the Federal Election Commission. The bill establishes criminal penalties for violations of these requirements. Existing requirements for political advertisements and electioneering communications apply to internet and digital advertisements, including requirements related to disclosures and contributions. Additionally, large online platforms must maintain a public database of certain political advertisements. The bill places limitations on political spending by foreign entities. Specifically, foreign entities may not (1) contribute to campaigns related to ballot initiatives and referenda, or (2) make disbursements for certain internet activity referring to a candidate or a political issue. A candidate is prohibited from offering to share nonpublic campaign information with certain foreign entities. The bill also prohibits (1) the dissemination of false statements regarding federal elections or public endorsement, or (2) the intentional hindering of voting or registering to vote. The bill establishes criminal penalties and a private right of action with respect to these prohibitions.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Direct Creation, Advancement, and Retention of Employment Opportunity Act or the Direct CARE Opportunity Act This bill directs the Department of Labor to award grants to recruit, retain, or provide advancement opportunities to direct care workers. The term "direct care worker" includes home health aides, psychiatric aides, nursing assistants, and personal care aides who assist seniors and persons with disabilities in their homes.

Office of Technology Assessment Improvement and Enhancement Act This bill renames and revises the functions and duties of the Office of Technology Assessment which, composed of a Technology Assessment Board and a director, provides Congress with assessments of probable technology application impacts. Specifically, the bill renames the office the Congressional Office of Technology, and it requires the office to undertake additional duties, such as providing to Members of Congress (1) certain information without the need for board review, (2) certain technical assistance on legislation related to science and technology without the need for board review, and (3) objective policy options on how Members may achieve goals with respect to science and technology policy. The bill authorizes Members of Congress to submit to the board a request that the office undertake an assessment activity. Additionally, the bill requires the Congressional Research Service and the Government Accountability Office to coordinate technology assessment activities with the office to avoid duplication or overlapping of research activities. The office may temporarily appoint specified technical and professional personnel to work for the office, and the office must also make the findings of completed analyses publicly available. The bill also (1) revises the appointment of board members, (2) requires the board to hold an annual meeting at which Members of Congress may appear and present information regarding technology assessment activities, and (3) requires the board to report annually on the activities of the office.

Timely Mental Health for Foster Youth Act This bill requires an initial mental health screening within 30 days after a child enters foster care. In the case of a child for whom a mental health issue is identified in such initial screening, a comprehensive assessment of the child's mental health must be completed within 60 days after the child's entry into foster care. The Department of Health and Human Services must provide technical assistance for states to implement this requirement.

Lower Drug Costs Now Act of 2019 This bill establishes several programs and requirements relating to the prices of prescription drugs. In particular, the bill requires the Department of Health and Human Services (HHS) to negotiate prices for certain drugs (current law prohibits HHS from doing so). Specifically, HHS must negotiate maximum prices for (1) insulin products; and (2) at least 25 single source, brand-name drugs that do not have generic competition and that are among the 125 drugs that account for the greatest national spending or the 125 drugs that account for the greatest spending under the Medicare prescription drug benefit and Medicare Advantage (MA). The negotiated prices must be offered under Medicare and MA, and may also be offered under private health insurance unless the insurer opts out. The negotiated maximum price may not exceed (1) 120% of the average price in Australia, Canada, France, Germany, Japan, and the United Kingdom; or (2) if such information is not available, 85% of the U.S. average manufacturer price. Drug manufacturers that fail to comply with the bill's negotiation requirements are subject to civil and tax penalties. The bill also makes a series of additional changes to Medicare prescription drug coverage and pricing. Among other things, the bill (1) requires drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services for covered drugs that cost $100 or more and for which the average manufacturer price increases faster than inflation; and (2) reduces the annual out-of-pocket spending threshold, and eliminates beneficiary cost-sharing above this threshold, under the Medicare prescription drug benefit.

Protect America’s Wildlife and Fish In Need of Conservation Act of 2019 or the PAW and FIN Conservation Act of 2019 This bill nullifies the 2019 rules relating to the listing of endangered or threatened species and the designation of critical habitats. Among other things, the restored rules automatically give threatened species the same protections as endangered species; revise requirements governing when an agency must consult with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service about endangered species, threatened species, or their habitats; prohibit economic assessments from being considered in listing decisions; and revise the criteria used for designating critical habitats for the species.

Critically Endangered Animals Conservation Act of 2019 This bill provides statutory authority for the Critically Endangered Animals Conservation Fund, which finances a grant program to protect critically endangered species. Specifically, the bill requires the Department of the Interior to establish the fund as a separate account in the Multinational Species Conservation Fund. Critically endangered species means any animal species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as either endangered or critically endangered. The term also means any other animals species categorized on such list as data deficient or under a threat category lower than endangered if Interior determines that (1) the most recent IUCN Red List assessment indicates that the population is decreasing, or (2) such species is facing new or emerging threats.

Supporting Activities & Leadership Abroad to Move Amphibians Nearing Decline or Extinction to Recovery Act of 2019 or the SALAMANDER Act of 2019 This bill establishes a Highly Endangered Amphibian Species Conservation Fund and requires the Department of the Interior to use the fund to carry out a grant program for the conservation of highly endangered amphibian species. Highly endangered amphibian species means any amphibian species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as either endangered or critically endangered. The term also means any other amphibian species categorized on such list as data deficient or under a threat category lower than endangered if Interior determines that (1) the most recent IUCN Red List assessment indicates that the population is decreasing, or (2) such species is facing new or emerging threats. The bill establishes the fund as a separate account in the Multinational Species Conservation Fund.

Supporting Kinship Connections Act This bill requires the Department of Health and Human Services to provide grants for developing, enhancing, or evaluating kinship navigator programs. Such programs help grandparents and other relative caregivers find and use services to meet the needs of the caregivers and the children they are raising. Program requirements include a referral system for kinship support groups and service providers and the promotion of partnerships between public and private agencies to improve such services.

Building Efficiently Act of 2019 This bill amends the Internal Revenue Code to expand the new energy efficient home tax credit to allow, in lieu of the existing credit, a credit for 3.3% of the cost of constructing a new energy efficient home that is a qualified energy efficient residential rental property. An energy efficient residential rental property must be certified as being constructed, reconstructed, or retrofitted under a plan designed to reduce energy and power consumption of the building by at least 40% compared to (1) the baseline annual energy and power consumption of the building in the case of a retrofit made to an existing building, or (2) a reference building which meets the minimum requirements of the International Energy Conservation Code 2018 in any other case. The bill also (1) extends through 2020 the energy efficient commercial buildings deduction; and (2) eliminates the basis reduction requirements for certain low-income housing properties receiving the energy efficient home credit, the energy efficient commercial building deduction, or the credit for investments in energy property.

Pell Grant Restoration Act This bill restores a student's Pell Grant eligibility for any period of time during which the student qualified for, or would have qualified for, federal student loan forgiveness due to school closure, assertion of a defense against repayment, or institutional fraud or misconduct. Specifically, this bill provides that Pell Grants received by a student during that period of time do not count toward the student's lifetime Pell Grant eligibility period (currently 12 full-time semesters).

Supplemental Security Income Restoration Act of 2019 This bill modifies the Supplemental Security Income (SSI) benefits program by (1) excluding certain income and raising the resource limit for purposes of determining SSI eligibility, (2) providing for annual inflation adjustments for benefits, and (3) repealing certain SSI penalties related to disposing of resources for less than fair market value.

Schools Preventing Hunger in At-Risk Kids Act or the SPARK Act This bill expands automatic eligibility for the National School Lunch Program to foster children who have been placed with a relative or family friend with the involvement of the state child welfare agency. To enroll in the program, a family must document the foster child's status to the child's school.

This resolution calls on all leaders of the Group of Seven (a group consisting of the seven largest major advanced economies, as determined by the International Monetary Fund) to oppose Russia's readmission into the group. The resolution also condemns Russia's assaults on democratic societies worldwide and its aggressive actions in Ukraine. (Russia was disinvited from the Group of Eight in 2014 after it occupied parts of Ukraine, including the Crimea region.)

Chronic Absenteeism Reduction in Every School (CARES) Act This bill allows local educational agencies to use specified federal funds for mentoring programs and other activities that address chronically absent students (i.e., students who miss 10% or more of school days). Such activities may include, among other things implementing data collection systems that assist schools in collecting and tracking attendance data; creating data-sharing and confidentiality agreements between schools, social service agencies, city and county governments, and partner agencies or community organizations working with students; partnering with local health, transportation, and service providers to target intervention efforts; training and integrating school personnel for mentoring; and implementing evidence-based restorative justice strategies aimed at reducing suspensions in order to keep students in school.

Special Guerrilla Unit (SGU) Veterans Service Recognition Expansion Act of 2019 This bill expands eligibility for internment in national cemeteries to include certain individuals who the Department of Veterans Affairs determines served honorably with a special guerilla unit or irregular forces in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975. Such individuals are eligible if, at the time of their death, they resided in the United States and were a U.S. citizen or alien lawfully admitted for permanent residence in the United States.

National Suicide Hotline Designation Act of 2019 This bill requires the Federal Communications Commission to designate 9–8–8 as the universal telephone number for a national suicide prevention and mental-health crisis hotline.

No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land or other federal property. An exception to such prohibition is provided (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit. The Department of Defense shall redesignate the following military installations with such designation as it determines appropriate: Fort Rucker, Alabama, Fort Benning, Georgia, Fort Gordon, Georgia, Camp Beauregard, Louisiana, Fort Polk, Louisiana, Fort Bragg, North Carolina, Fort Hood, Texas, Fort A.P. Hill, Virginia, Fort Lee, Virginia, and Fort Pickett, Virginia.

Funding Attorneys for Indigent Removal (FAIR) Proceedings Act This bill expands access to counsel for aliens in immigration proceedings and provides for protections related to such proceedings. An alien shall have the privilege of being represented by counsel in any immigration proceeding, whereas currently this privilege is statutorily provided for only in removal proceedings. Similarly, the Department of Justice (DOJ) may provide counsel at government expense to aliens in any immigration proceeding, whereas currently DOJ is statutorily authorized to provide counsel to aliens only in removal proceedings and at no expense to the government. Under this bill, DOJ shall provide counsel to children and vulnerable individuals in such proceedings, at government expense if necessary. If DOJ fails to do so, certain limits on filing a motion to reopen removal proceedings (such as the time limit for filing) shall not apply, and the alien's removal shall be stayed upon the motion's filing. The bill establishes the Immigration Counsel Account and a surcharge on various immigration fees. The surcharge shall be deposited into the account to be used to provide counsel under this bill. The Department of Homeland Security (DHS) shall provide each alien, generally at the beginning of proceedings, a complete copy of the alien's case file in DHS possession, unless the alien waives this right in writing. Failure to provide such documents shall delay the alien's removal proceeding. DHS shall facilitate for all detained aliens access to counsel and programs that inform such aliens of their immigration-related rights and obligations.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

Hate Crimes Commission Act of 2019 This bill establishes the United States Commission on Hate Crimes. The commission must investigate and report on the following: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce the commission of hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Jumpstart on College Act This bill directs the Department of Education (ED) to award grants to support early-college high schools and dual- or concurrent-enrollment programs. Specifically, ED must award grants to (1) institutions of higher education in partnership with one or more local educational agencies to assist them in establishing or supporting early-college high schools or dual- or concurrent-enrollment programs, and (2) states to assist them in supporting or establishing such schools or programs.

Save Our Seas 2.0 Act or the SOS 2.0 Act This bill establishes requirements and incentives to reduce, recycle, and prevent marine debris (e.g., plastics), including requirements to establish a Marine Debris Response Trust Fund, a Marine Debris Foundation, a Genius Prize for Save Our Seas Innovations, a strategy to improve waste management and recycling infrastructure, a Waste Management Revolving Fund for states, a Waste Management Infrastructure Grant program, a Drinking Water Infrastructure Grant program, a Wastewater Infrastructure Grant program, and a Trash-Free Water Grant program.

Disabled Access Credit Expansion Act This bill amends the Internal Revenue Code, with respect to the tax credit for expenditures by an eligible small business to provide access to disabled individuals, to (1) increase from $10,250 to $20,500 the annual dollar limitation for eligible access expenditures, (2) require the $20,500 limit to be adjusted for inflation after 2020, and (3) increase from $1 million to $2.5 million the gross receipts limitation for an eligible small business. The bill also requires the Department of Justice (DOJ) to carry out an ADA Mediation Program to (1) facilitate voluntary mediation to resolve disputes arising under the Americans with Disabilities Act of 1990, and (2) train mediators who provide services through the program. DOJ may hire or enter into contracts with personnel for the program. DOJ must also report to Congress on the ADA Information Line, which is a toll-free line operated by DOJ to provide information and materials to the public about the requirements of the Americans with Disabilities Act of 1990.

Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act of 2019 or the FRESHER Act of 2019 This bill addresses stormwater runoff from mining, oil, or gas operations. Specifically, it eliminates a prohibition on the Environmental Protection Agency from requiring a permit under the National Pollutant Discharge Elimination System for discharges of certain collected, uncontaminated stormwater runoff from mining operations or oil and gas operations. In addition, the Department of the Interior must study stormwater runoff associated with oil or gas operations, including an analysis of (1) measurable contamination, (2) groundwater resources, and (3) the susceptibility of aquifers to contamination from stormwater runoff associated with the operations.

CLEANER Act of 2019 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2019 This bill eliminates the exemption of waste associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy from regulations governing the disposal of hazardous waste. Within a year of enactment, the Environmental Protection Agency must determine whether waste associated with oil, gas, or geothermal energy activities meet the criteria promulgated for the identification or listing of hazardous waste.

Eleanor Smith Inclusive Home Design Act of 2019 This bill requires certain newly constructed, federally assisted housing, including single-family homes and town houses, to contain at least one level that complies with specified minimum standards of accessibility for individuals with disabilities. An aggrieved person may commence a civil action with respect to a violation of this requirement.

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.
