Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017 or the RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop and make publicly available a National Family Caregiving Strategy that identifies recommended actions for recognizing and supporting family caregivers in a manner that reflects their diverse needs. HHS shall convene a Family Caregiving Advisory Council to advise the department on recognizing and supporting family caregivers. The council shall terminate after five years.

Protecting Consumers from Unreasonable Credit Rates Act of 2017 This bill amends the Truth in Lending Act to prohibit a creditor from extending credit to a consumer under an open end consumer credit plan (credit card) for which the fee and interest rate exceeds 36%. The bill also sets forth criminal penalties for violations and empowers state Attorneys General to enforce the bill. Credit card billing statements must include the fee and interest rate, displayed as "FAIR," instead of the total finance charge expressed as an annual percentage rate (APR).

Comprehensive Consumer Credit Reporting Reform Act of 2017 This bill amends the Fair Credit Reporting Act to revise requirements for disputes regarding consumer credit information reported by a consumer reporting agency (CRA). The bill prescribes requirements for: record maintenance by furnishers of credit information, CRA action when notified of inaccurate or incomplete information from furnishers, and injunctive relief for consumers in the event of noncompliance. The bill limits the circumstances in which a CRA may furnish a consumer report for employment purposes. No CRA may furnish a consumer report containing any adverse item of information relating to a delinquent or defaulted private education loan of a borrower who has a specified demonstrated history of loan repayment. The bill revises requirements relating to information contained in credit reports, requires removal of adverse information that resulted from specified fraudulent lending activity, and shortens the time period adverse information stays on reports. The Consumer Financial Protection Bureau (CFPB) must issue final regulations for development of credit scoring models. CRAs must disclose free credit scores to consumers with their free annual consumer reports. Specified lenders must give consumers free copies of any consumer reports and credit scores they used for underwriting before consumers sign the respective loan agreements. The bill establishes requirements related to credit report sales, required disclosures, and credit freezes. The CFPB is directed to create a nationwide CRA registry.

Protecting the American Process for Election Results Act or the PAPER Act This bill directs the Election Assistance Commission to report to Congress on best practices for ensuring the cybersecurity of federal elections and for auditing election results. The commission shall make grants to each eligible state to implement (1) such best practices, or (2) the recommendations from a Department of Homeland Security Risk and Vulnerability Assessment of the state's election system.

Fostering Success in Higher Education Act of 2017 This bill amends the Higher Education Act of 1965 to require the Department of Education to provide formula grants to states, Indian tribes, and territories for increasing the number of foster and homeless youth that apply and enroll in institutions of higher education (IHEs). States that receive grants must use at least 70% of the grant funds to award subgrants to IHEs to enable the IHEs to become institutions of excellence by improving college access, retention, and completion rates for foster and homeless youth.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex, rehabilitative, manual wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Disaster Relief Appropriations Act, 2017 This bill provides emergency supplemental FY2017 appropriations to several federal departments and agencies for expenses related to the consequences of Hurricane Harvey. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits and other budget enforcement rules. The bill provides FY2017 appropriations to: the Department of Agriculture, the Department of Commerce, the Department of Justice, the National Aeronautics and Space Administration (NASA), the Legal Services Corporation, the Department of Defense, the U.S. Army Corps of Engineers, the General Services Administration, the Small Business Administration, the Department of Homeland Security, the Department of the Interior, the Environmental Protection Agency, the Forest Service, the Smithsonian Institution, the Department of Labor, the Department of Health and Human Services, the Department of Transportation, and the Department of Housing and Urban Development. The bill also specifies several requirements and restrictions for the use of funds provided by this bill.

Fort McClellan Health Registry Act This bill directs the Department of Veterans Affairs (VA) to establish and maintain a special record to be known as the Fort McClellan Health Registry containing the name of each individual who, while serving in the Armed Forces, was stationed at Fort McClellan, Alabama, during the period beginning on January 1, 1935, and ending on May 20, 1999, and who: (1) applies for care or services from the VA; (2) files a claim for compensation on the basis of any disability which may be associated with such service; (3) dies and is survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation on the basis of such service; (4) requests a health examination from the VA; or (5) receives such health examination and requests inclusion in the registry. The VA, upon request, shall provide such health examination, as well as consultation and counseling with respect to examination results. The VA shall: (1) notify individuals in the registry of significant developments in research on the health consequences of potential exposure to a toxic substance or environmental hazard related to service at Fort McClellan; and (2) carry out appropriate outreach activities with respect to such health examinations, consultation, and counseling.

Drone Operator Safety Act of 2017 This bill amends the federal criminal code to make it a crime to knowingly or recklessly operate an unmanned aircraft that interferes with or disrupts an aircraft or airborne vehicle carrying at least one occupant in U.S. airspace. It imposes criminal penalties—a fine, a prison term, or both—on a violator. The prohibition includes the unauthorized operation of an unmanned aircraft within an airport's runway exclusion zone (i.e., defined area of controlled airspace around an active runway) unless the operation is the result of an unforeseeable circumstance (e.g., a malfunction).

Free File Permanence Act of 2017 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology. The Electronic Tax Administration Advisory Committee must report annually to Congress regarding the program, including website statistics, cybersecurity standards, demographic information, marketing and education efforts, simplifications and innovations, and state and local participation.

American Hope Act of 2017 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow a state to extend higher-education benefits to state residents regardless of whether they are lawfully present in the United States. In addition, the bill requires the Department of Homeland Security (DHS) to cancel the removal, and adjust the status, of certain residents who entered the United States as children prior to 2017. An individual whose status has been so adjusted shall be considered to have obtained conditional permanent-resident status, valid for a period of eight years and subject to termination on the basis of specified deportable conduct. In order for an individual's conditional status to become permanent, the individual must timely file with DHS a petition indicating, among other specified information, that the individual has maintained conditional permanent-resident status for at least three years. Any period of time in which the individual was granted deferred action pursuant to the Deferred Action for Childhood Arrivals policy shall count toward this three-year period. Information furnished by an individual in such a petition may not be used by an officer or employee of the United States to initiate removal proceedings. The bill also: (1) allows DHS to establish a competitive grant program for the provision of nonprofit assistance to eligible applicants for conditional permanent-resident status; (2) establishes the Presidential Award for Business Leadership in Promoting American Citizenship; (3) allows the Department of Education to develop an open-source, electronic English-learning program; (4) specifies requirements related to federal higher-education assistance for individuals with conditional permanent-resident status; and (5) requires the Government Accountability Office to report on specified data related to the bill.

Background Check Completion Act of 2017 This bill amends the federal criminal code to prohibit a licensed gun dealer from transferring a firearm to an unlicensed person prior to completion of a background check. (Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.)

Protecting Adopted Children Act This bill expands the requirements that states must meet in order to receive adoption and legal guardianship incentive payments. Specifically, states must establish minimum training requirements for prospective adoptive parents and guardians. In addition, states must provide pre- and post-adoption services to families adopting, or obtaining legal guardianship of, children in foster care. Those services must address the specific mental health needs of adopted children, children to be adopted, and their families.

Wage Theft Prevention and Wage Recovery Act This bill amends the Fair Labor Standards Act of 1938 (FLSA) to require employers to make initial disclosures to employees of the terms of their employment, provide such employees with regular paystubs, and make final payment to a terminating employee for uncompensated hours within 14 days of the employee's termination. An employer shall compensate an employee at the rate specified in an employment contract or other employment agreement, including a collective bargaining agreement, that specifies a rate of pay higher than the minimum wage rate. The bill establishes new and increased civil and criminal penalties for violations of FLSA overtime or minimum wage requirements, including referral to the Department of Justice for criminal prosecution of employers who engage in wage theft, falsification of wage records, or retaliation against employees. The bill: (1) increases damages for employees who are victims of wage theft from two to three times the wages owed or who are fired for filing a complaint concerning wage theft or for cooperating in an investigation by the Department of Labor, (2) revises requirements for wage recordkeeping by employers and establishes penalties for violations of those requirements, (3) grants employees the right to inspect employer wage records, and (4) increases the statute of limitation for bringing a claim for owed wages from two to four years (three to five years for willful violations). Labor must award grants to assist certain entities in the enforcement of FLSA wage and hour requirements.

Early Learning Act of 2017 This bill requires the Department of Education (ED) to make annual awards from the Early Education Trust Fund, established in the bill, to state pre-kindergarten agencies according to a formula based on pre-kindergarten enrollment in the state. To be eligible for an award, a state must provide assurances that: (1) the award will be used only to support pre-kindergarten programs, (2) the state will not expend less for pre-kindergarten programs in the award period than it did in the previous year, and (3) each resident in the state who is four years old on October 1 of the award year has the opportunity to enroll in a free pre-kindergarten program. The bill amends the Internal Revenue Code to impose a surtax, equal to 1.5% of a taxpayer's adjusted gross income as exceeds $500,000, to support the fund.

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

Fostering Academic Information and Resources Act or the FAIR Act This bill requires states to inform each child in foster care who is at least 14 years old of government programs that provide financial assistance for expenses related to higher education, including housing expenses and tuition assistance.

Safety Enhancements for Communities Using Reasonable and Effective Firearm Storage Act or the SECURE Firearm Storage Act This bill amends the federal criminal code to require that all licensed importers, licensed manufacturers, or licensed dealers of firearms shall keep and store all firearms in the business inventory of the licensee at the premises covered by the license. When the premises are not open for business, the licensee shall secure all firearms by complying with prescribed security measures, including trigger guards and safes. Further, when such premises are not open for business, the licensee shall store certain paper records in a secure location. The Department of Justice shall promulgate regulations prescribing additional security requirements as deemed necessary. The bill includes a set of civil penalties, including fines and potential license suspension or revocation, for noncompliance with the foregoing security requirements. An application for a firearms license must describe how the applicant plans to comply with these security requirements.

STEM to STEAM Act of 2017 This bill amends the STEM Education Act of 2015 to include: (1) among the purposes for which the National Science Foundation shall award competitive, merit-reviewed grants the support of the integration of art and design in STEM (science, technology, engineering, and mathematics) educational programs; and (2) among activities supported by such grants the design and testing of programming that integrates art and design in STEM education in order to promote creativity and innovation.

Breast Cancer Patient Protect Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Such a plan may not: (1) restrict benefits for any medically necessary hospital stay to less than 48 hours for a mastectomy or breast conserving surgery or less than 24 hours for a lymph node dissection, or (2) require that a provider obtain authorization from the plan for prescribing any such hospital stay. Such a plan must: (1) provide notice to each participant and beneficiary regarding the coverage required under this bill, and (2) ensure that coverage is provided for secondary consultations. Health plans are prohibited from taking specified actions to avoid the requirements of this bill. Health insurers that provide individual health insurance coverage may discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to a condition for which coverage is being claimed.

First Responder Fair Return for Employees on Their Initial Retirement Earned Act of 2017 or the First Responder Fair RETIRE Act This bill preserves special federal retirement benefits for certain law enforcement officers, firefighters, air traffic controllers, nuclear materials couriers, and diplomatic special security agents who cannot meet the minimum age and service requirements for special retirement benefits due to a work-related injury or illness.

Individual Health Insurance Marketplace Improvement Act This bill establishes and provides funds for an individual market stabilization reinsurance program to be administered in each state by the Department of Health and Human Services (HHS). Under the program, HHS shall make reinsurance payments to health insurance issuers with respect to high-cost individuals enrolled in certain qualified health plans offered by the issuers. HHS shall award grants to states or nonprofit community-based organizations to raise awareness of, and encourage enrollment in, qualified health plans.

Protecting and Preserving Social Security Act This bill revises the methodology for calculating Old Age, Survivors, and Disability Insurance (OASDI) benefits and phases out the cap on compensation subject to Social Security taxation. The bill directs the Bureau of Labor Statistics to prepare and publish a Consumer Price Index for Elderly Consumers (CPI-E) to track cost-of-living changes for individuals age 62 or older. Beginning in two years after the enactment of this bill, the CPI-E, instead of the Consumer Price Index for Urban Wage Earners and Clerical Workers, shall be used to calculate the cost-of-living adjustment for OASDI benefits. The bill also includes surplus earnings in the calculation of the primary insurance amount (i.e., the amount received by a beneficiary who elects to receive OASDI benefits at full retirement age). The bill phases out and, after 2023, eliminates the cap on compensation ($128,400 in 2018) subject to Social Security taxation.

LGBT Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to establish data standards that require: a determination of which existing data sets exclude information about sexual orientation and gender identity; an identification, and a use, of appropriate methods to include questions on sexual orientation and gender identity in surveys that facilitate categorization and voluntary participation and that preserve privacy and confidentiality; and a routine assessment of needed changes in survey methods related to asking such questions. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity. Individuals shall not be: (1) required by this bill to disclose their sexual orientation or gender identity to an agency; or (2) subjected to fines or penalties for refusing to answer, or providing a false answer to, any survey question regarding gender identity or sexual orientation. Nothing in this bill shall be construed to permit the use of such collected information in a manner that would adversely affect an individual.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Water Advanced Technologies for Efficient Resource Use Act of 2017 This bill codifies the Environmental Protection Agency's (EPA) WaterSense program, which identifies, labels, and promotes water efficient products, buildings, landscapes, and services. This bill also establishes a program to provide financial incentives for consumers to purchase and install residential water efficient products and services labeled under the WaterSense program. In order to meet procurement requirements for a water consuming product or service, federal agencies must purchase a WaterSense product or service, or a Federal Energy Management Program designated product. Agencies do not have to procure those products or services if they are not cost-effective, or not reasonably available. The bill amends the Internal Revenue Code to exclude from the gross income of individual taxpayers any amount received under an incentive program for the purchase and installation of residential water efficient products and services.

Trump, the Trump Organization or any of its subsidiaries, or any member of the Trump family; costs to DHS associated with the protection of Donald J. Trump or any member of his family or the Trump Organization while on international travel that has not been documented by DHS as in furtherance of the U.S. government; and costs to DHS associated with Eric Trump's trips to Uruguay in January 2017, the Dominican Republic in February 2017, or the United Kingdom and the Republic of Ireland in April 2017 or with trips by Donald Trump, Jr., and Eric Trump to the United Arab Emirates in February 2017or Canada in February 2017.

Voting Rights Amendment Act of 2017 This bill amends various provisions of the Voting Rights Act of 1965, including by: (1) expanding the types of actions that would justify a court retaining jurisdiction to prevent a state or political subdivision from using new devices to limit the right to vote; and (2) imposing notice requirements on a state or political subdivision that makes changes to voting procedures, polling-place resources, or district boundaries. The bill also changes the calculation for determining whether a state or political subdivision is subject to preclearance requirements (i.e., requirements for certain jurisdictions to receive preapproval from the Department of Justice or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights).

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Zero Tolerance for Domestic Abusers Act This bill amends the federal criminal code to: state that the term "intimate partner" includes a dating partner and any other person subject to a protection order under state domestic or family violence law; and expand the term "misdemeanor crime of domestic violence" to include the use or attempted use of physical force, or the threatened use of a deadly weapon, by a current or former intimate partner. The bill makes it a crime to knowingly sell or dispose of a firearm to a person who has been convicted of a misdemeanor crime of stalking. It also makes it a crime for such convicted stalker to receive or possess a firearm.

Express support for: (1) the designation of Paralympic and Adaptive Sport Day, and (2) the inclusive goals of the Paralympic Movement. Recognizes: (1) the value of sport for athletes with a disability, and (2) the contribution and sacrifice of members of the Armed Forces who have sustained a traumatic injury and acquired a disability in the service of the United States. CHampioning Apprenticeships for New Careers and Employees in TECHnology Act or the CHANCE in TECH Act This bill requires the Department of Labor to enter into competitive contracts with industry intermediaries to promote the development of and access to apprenticeships in the technology sector. The Department of Education may issue CHANCE in TECH Awards for 21st Century Schools to secondary schools or junior or community colleges that demonstrate high achievement in providing students necessary skills to compete in the 21st century workforce.

Preventing Diabetes in Medicare Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to extend Medicare coverage for medical nutrition therapy services to beneficiaries with pre-diabetes or risk factors for developing type-2 diabetes.

Medicare Dental, Vision, and Hearing Benefit Act of 2017 This bill provides for Medicare coverage of dental, vision, and hearing care. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

First Rhode Island Regiment Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a congressional gold medal to the First Rhode Island Regiment, collectively, in recognition of their service during the Revolutionary War. The Department of the Treasury is authorized to strike and sell bronze duplicates of such medal at a price sufficient to cover the costs of such medals.

Technical Education and Career Help (TEACH) Act This bill amends title II (Teacher Quality Enhancement) of the Higher Education Act of 1965 to authorize grants under the Teacher Quality Partnership grant program to be used for secondary school career and technical education teacher preparation programs. The grant program provides funds to partnerships of high-need local educational agencies, high-need schools or early education programs, and institutions of higher education (IHEs) to train current and prospective teachers and school leaders. The bill requires the career and technical education teacher preparation programs to: be available to mid-career professionals or recent graduates of an IHE who have expertise in a program area in which there is a career and technical education teacher shortage; allow individuals to obtain initial licensure and the basic skills required for entry into the education profession, with the option of earning a bachelor's or master's degree; and allow teachers who do not have subject matter expertise in a career and technical education field that is in demand in the local or regional economy to receive the technical skills training they need to teach those skills in a classroom setting. It directs the Department of Education to establish performance measures for the career and technical education teacher preparation programs.

Acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

DD-214 Modernization Act This bill directs the Department of Defense to modify the Certificate of Release or Discharge from Active Duty (DD Form 214) to include a specific block explicitly identified as the location in which a member of the Armed Forces may provide an email address by which the member may be contacted after discharge or release from active duty.
