Continuation on Active Service Act This bill authorizes an agency to waive medical standards or physical requirements applicable to a position occupied by a federal law enforcement officer if the officer suffers an injury: (1) that results in the officer's inability to meet the medical standards or physical requirements otherwise required for the position; and (2) that is not due to misconduct or willful negligence, or incurred during an unauthorized absence. A law enforcement officer who receives a waiver is eligible for the retirement benefits that applied had the officer not suffered an injury.

New England Coastal Protection Act This bill amends the Outer Continental Shelf Lands Act to prohibit the Department of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas off the coast of: (1) Maine, (2) New Hampshire, (3) Massachusetts, (4) Rhode Island, or (5) Connecticut.

Recognizes: (1) National Mentoring Month, and (2) the staff and volunteers at quality mentoring programs who help young people reach their full potential. Acknowledges that mentoring is beneficial in that it supports educational achievement, encourages self-confidence, reduces juvenile delinquency, improves life outcomes, and strengthens communities. Expresses support for: (1) the creation and expansion of quality mentoring programs across the United States, and (2) initiatives to increase the percentage of young people who have a mentor.

Opioids and STOP Pain Initiative Act This bill establishes and provides funds for the Opioids and STOP Pain Initiative at the National Institutes of Health (NIH) to support pain-related research, including: understanding pain, therapies for chronic pain, and alternatives to opioids for pain treatment as directed in the Comprehensive Addiction and Recovery Act of 2016; improving options and evidence for medication-assisted treatment and opioid overdose reversal treatments; and supporting the Federal Pain Research Strategy. NIH must establish the Pain Therapy Screening Program to award grants to support the development of new pre-clinical models for pain disorders, and the application of these models in drug, device, or other therapy screening.

Rhode Island Fishermen's Fairness Act This bill amends the Magnuson-Stevens Fishery Conservation and Management Act to add Rhode Island to the Mid-Atlantic Fishery Management Council and increase Council membership from 21 to 23 members. The council is not given authority over the fisheries in the Atlantic Ocean seaward of Rhode Island.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Workplace Action for a Growing Economy Act or the WAGE Act This bill amends the National Labor Relations Act (NLRA) to require the National Labor Relations Board (NLRB) to award back pay and additional damages to any employee whose rights under the NLRA have been violated by an employer; impose penalties upon an employer for failing to post a notice of the rights of their employees under the NLRA; impose penalties upon an employer whose violations of the NLRA result in the discharge of an employee or other serious economic harm to the employee; provide civil remedies, including restraining orders, and a private right of action for violations of the NLRA; require the NLRB to issue an order requiring collective bargaining when a majority of valid ballots have been cast in favor of union representation; prevent the classification of employees as supervisors for the purpose of denying such employees the protections of the NLRA; and expedite the establishment of initial collective bargaining agreements. The bill empowers the NLRB to enforce its own orders without petitioning a court for enforcement.

Bears Ears National Monument Expansion Act This bill expands the boundaries of the Bear Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture USDA shall administer the lands under their jurisdictions within the expanded boundaries: (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, which provided for establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bear Ears Commission to: ensure the proper care and management of the objects identified; ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge; and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries as part of the monument. Interior and USDA may acquire lands, waters, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Surface Transportation and Public Area Security Act of 2017 This bill reauthorizes for FY2018-FY2022 (1) the public transportation security grant program, (2) the law enforcement reimbursement agreement program, (3) visible intermodal prevention and response teams, (4) explosives detection canine teams, and (5) surface transportation security inspectors. The Department of Homeland Security (DHS) shall (1) establish a law enforcement officer reimbursement agreement program, and (2) increase by at least 200 the number of state and local law enforcement-led explosives detection canine teams trained and certified by the Transportation Security Administration (TSA) dedicated to surface transportation security. DHS shall annually develop risk-based priorities based on risk assessments that consider threats, vulnerabilities, and consequences. The TSA may establish a task force to identify and develop an innovative technology or capability with the potential to enhance transportation security. DHS shall (1) prioritize the assignment of officers and intelligence analysts from the TSA and DHS to locations with participating fusion centers in jurisdictions with a high-risk surface transportation asset, (2) ensure there exists a national mechanism for an individual to report suspicious activity in a transportation facility, and (3) submit an assessment of threats to the transportation sector. A "fusion center" is a collaborative effort of two or more agencies that provide resources, expertise and information to the center with the goal of maximizing their ability to detect, prevent, investigate, and respond to criminal and terrorist activity. DHS shall (1) establish a working group to promote collaborative engagement between DHS and stakeholders to develop non-binding recommendations for enhancing security in public areas of transportation facilities, and (2) disseminate best practices to enhance security against the threat of a vehicle-based terrorist attack.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Supports: (1) the designation of National Apprenticeship Week; (2) the expansion of apprenticeships in in-demand industry sectors and occupations; (3) the development and expansion of effective preapprenticeship programs that lead to success in a registered apprenticeship program; and (4) a closer alignment between registered apprenticeship programs, the workforce development system, career and technical education, and postsecondary education. Calls for increased awareness about the value of the registered apprenticeship program model as an effective earn-and-learn model. Recognizes the importance of apprenticeships in developing a well-trained, highly skilled, and more diverse workforce. Commends organizations and employers that actively support apprenticeship programs.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

National Sea Grant College Program Amendments Act of 2017 This bill amends the National Sea Grant College Program Act to reauthorize through FY2023 the National Sea Grant College Program. The bill requires the National Oceanic and Atmospheric Administration (NOAA) to award Dean John A. Knauss Marine Policy Fellowships. Currently, NOAA has discretion in awarding such fellowships. Those fellowships support the placement of graduate students in fields related to ocean, coastal, and Great Lakes resources in positions with the executive and legislative branches. NOAA must establish priorities for the use of donations given for the National Sea Grant Program. An agency may appoint a recipient of a Dean John A. Knauss Marine Policy Fellowship to a federal position within five years after such recipient successfully completes a fellowship. The bill authorizes through FY2023 grants for university research on: (1) the biology, prevention, and control of aquatic nonnative species; (2) oyster diseases, oyster restoration, and oyster-related human health risks; (3) the biology, prevention, and forecasting of harmful algal blooms; and (4) sustainable aquaculture techniques and technologies. The bill also authorizes through FY2023 grants for: (1) fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance existing core program funding; and (2) priority issues identified in the National Sea Grant Program's strategic plan.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Parity in Animal Cruelty Enforcement Act or the PACE Act This bill amends the Animal Welfare Act to prohibit the sponsoring or exhibiting of animal fights involving live birds (such as cockfights). Under current law, the fights are unlawful only if they take place in states or U.S. territories or possessions that have banned it.

Fair Employment Protection Act of 2017 This bill sets forth employer liability standards to be applied in employee harassment claims under specified provisions of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, the Americans with Disabilities Act of 1990, the Rehabilitation Act of 1973, the Revised Statutes, the Genetic Information Nondiscrimination Act of 2008, the Government Employee Rights Act of 1991, employment discrimination laws relating to certain executive branch employees, and the Congressional Accountability Act of 1995. The bill declares that employers under such Acts are liable for the acts of any individual whose harassment of an employee created or continued an unlawful hostile work environment if, at the time of the harassment: (1) such individual was authorized by that employer to undertake or recommend tangible employment actions affecting the employee or to direct the employee's daily work activities, or (2) the negligence of the employer led to the creation or continuation of that hostile work environment (thus modifies the liability standards provided by the Supreme Court in Vance v. Ball State University , which limited the category of supervisors for whom an employer may be held vicariously liable to those individuals who have authority to take tangible employment actions).

State Public Option Act This bill allows residents not already eligible for Medicaid who are not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2018. The bill makes such buy-in coverage eligible for premium subsidies and reduced cost sharing under the Patient Protection and Affordable Care Act. The Agency for Healthcare Research and Quality shall develop standardized, state-level metrics of access to, and satisfaction with, providers for individuals enrolled in state Medicaid plans. Primary care services furnished under Medicaid by certain providers must be paid at a rate that is not less than the rate under Medicare part B. Beginning in FY2019, the Department of Health and Human Services may award grants to states for the purpose of improving access to services for individuals enrolled in state Medicaid plans. The bill provides the enhanced federal medical assistance percentage to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place.

Competitive Deals Resulting in Unleashed Generics and Savings Act of 2017 or the Competitive DRUGS Act of 2017 This bill establishes a series of requirements and prohibitions regarding certain patent infringement agreements between brand name and generic drug manufacturers in which the generic drug manufacturer agrees to delay the availability of applicable generic drugs. Among other things, the bill specifies that such agreements constitute an unfair method of competition and are subject to specified civil penalties.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Medicare-X Choice Act of 2017 This bill amends the Social Security Act to create the Medicare Exchange health plan, which the Centers for Medicare & Medicaid Services (CMS) must offer in certain individual health insurance exchanges in 2020 and offer in all individual health insurance exchanges by 2023. Any individual who is a resident of a state where the plan is offered and who is not eligible for Medicare benefits may enroll in the plan. CMS must offer the plan in the small group market in all areas for 2024. The plan must meet the same requirements, including essential health benefits, as health insurance exchange plans under the Patient Protection and Affordable Care Act. Health care providers enrolled under Medicare or under a state Medicaid plan shall also be participating providers for the plan and shall be reimbursed at Medicare rates. The bill eliminates the restriction on the Department of Health and Human Services to negotiate prescription drug prices for Medicare.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly transfer, possess, import, or bring into the United States a large capacity ammunition feeding device (LCAFD). It permits the continued possession of a grandfathered LCAFD. Additionally, the bill does not prohibit, with respect to an LCAFD: manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; transfer or possession related to securing nuclear materials; and possession by a retired law enforcement officer. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both. Newly manufactured LCAFDs must display serial number identification that clearly shows the device was manufactured after this bill's enactment.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Hate Crimes Commission Act of 2017 This bill establishes the United States Commission on Hate Crimes to investigate and report on: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Stop Online Ammunition Sales Act of 2017 This bill establishes new requirements and restrictions with respect to the sale, purchase, shipment, and transport of ammunition. Among other things, the bill does the following: requires an ammunition dealer to be licensed, requires ammunition sales to be conducted in person, and requires a licensed ammunition importer, manufacturer, or dealer to report on bulk sales of ammunition.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

Free Credit Freeze Act This bill amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from charging a consumer a fee for placing, temporarily lifting, or fully removing a credit freeze. A consumer reporting agency must place a credit freeze on the consumer's file upon a consumer's request, prohibiting a consumer reporting agency from releasing any credit information without the consumer's permission.

Drinking Water Infrastructure for Job Creation Act This bill provides $7.5 billion in supplemental FY2017 appropriations to the Environmental Protection Agency to remain available through FY2022 for capitalization grants to the Drinking Water State Revolving Funds. (The program assists public water systems in financing infrastructure projects needed to comply with federal drinking water regulations and meet health objectives under the Safe Drinking Water Act.) The funding provided by this bill is designated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the amounts as an emergency and submits the designation to Congress. The bill also exempts the funding from sequestration. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

Commission to Verify Iranian Nuclear Compliance Act This bill establishes in the legislative branch the Commission to Verify Iranian Nuclear Compliance which shall: (1) continually verify that the Islamic Republic of Iran is complying with its obligations under the Joint Comprehensive Plan of Action (JCPOA); (2) continually assess the adequacy of JCPOA safeguards to ensure that Iran's permitted activities are not being used to further nuclear-related military or nuclear explosive purpose; (3) continually assess the International Atomic Energy Agency's (IAEA) capability to implement the JCPOA verification regime, including whether the IAEA has sufficient access to investigate suspicious sites or allegations of covert nuclear-related activities and whether it has the required funding, manpower, and authority to administer such verification regime; and (4) report to Congress on the matters covered by this bill. "Joint Comprehensive Plan of Action" means the Joint Comprehensive Plan of Action, signed at Vienna July 14, 2015, by Iran and China, France, Germany, the Russian Federation, the United Kingdom, and the United States, with the High Representative of the European Union for Foreign Affairs and Security Policy, and all implementing materials and agreements related to the Joint Comprehensive Plan of Action.

Personal Data Notification and Protection Act of 2017 This bill requires certain businesses that use, access, transmit, store, dispose of, or collect sensitive personally identifiable information to notify individuals whose information is believed to have been accessed or acquired through a discovered security breach. In addition, the businesses must meet specified requirements for notifying certain federal agencies, credit reporting agencies, and the media regarding a security breach. The bill also sets forth requirements for the notification process, exemptions from the requirements, and enforcement authorities for the Federal Trade Commission and the states.

Cyber Diplomacy Act of 2017 This bill sets forth U.S. international cyberspace policy, in furtherance specifically of the promotion of an open, interoperable, reliable, unfettered, and secure Internet governed by a model that promotes human rights, democracy, and the rule of law, while respecting privacy and guarding against deception, fraud, and theft. The bill includes the establishment of an Office of Cyber Issues in the Department of State. The President is encouraged to enter into executive arrangements with foreign governments that support the cyberspace policy.

This bill directs the Department of Defense (DOD) to develop guidelines regarding the use by the military departments and the Department of Veterans Affairs (VA) of unofficial sources of information, including eyewitness statements, to determine the eligibility of a member or former member of the Armed Forces for benefits and decorations when the member's service records are incomplete because of damage from the 1973 fire at the National Personnel Records Center in St. Louis, Missouri, or any subsequent incident while the records were in DOD's possession. DOD shall prepare the guidelines in consultation with the VA with respect to veterans benefits whose eligibility determinations depend on the use of service records maintained by DOD.

Climate Change Health Protection and Promotion Act of 2017 This bill requires the Department of Health and Human Services (HHS) to publish and implement a strategic action plan and to establish a climate and health program to ensure the public health and health care systems in the United States and other nations are prepared for, and can respond to, the impacts of climate change on health. The bill directs HHS to revise the plan periodically to reflect new scientific developments and information. HHS must establish a permanent science advisory board to provide: (1) scientific and technical recommendations on the impacts of climate change on public health, and (2) advice for purposes of issuing the plan and conducting the program.
