Prohibits a carrier or fiscal intermediary from requiring the substitution of a self-administered drug for an intravenously-administered drug or drug therapy if, in the judgment of the physician of the individual diagnosed with a condition for which the drug or drug therapy has been prescribed, intravenous-administration of the drug or drug therapy is more appropriate or effective to treat the individual's condition.

Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

International Disability and Victims of Landmines, Civil Strife and Warfare Assistance Act of 2001 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to individuals with disabilities, including victims of civil strife and warfare, in foreign countries. Authorizes the Secretary of Health and Human Services to conduct programs (including the provision of grants to nongovernmental organizations for the purpose of carrying out research, prevention, public awareness, and assistance programs) in foreign countries related to individuals with disabilities, including victims of landmines and other victims of civil strife and warfare. Authorizes the Secretary of Veterans Affairs to provide: (1) advice and expertise on prosthetics, orthotics, physical and psychological rehabilitation and treatment, and disability assistance to other Federal agencies with respect to the implementation of programs to provide assistance to victims of landmines and other victims of civil strife and warfare in foreign countries and landmine research and health-related programs; and (2) technical assistance to private voluntary organizations with respect to the planning, development, operation, and evaluation of such landmine assistance, research, and prevention programs. Directs the Secretary of State to establish and chair an interagency group to coordinate all Federal programs that furnish assistance to victims of landmines and other victims of civil strife and warfare, and conduct landmine research, demining and prevention programs.

Municipal Preparation and Strategic Response Act - Requires the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governments and emergency response units for use for: (1) developing strategic response plans that provide for a unified, coordinated response to a terrorist attack or other catastrophe; (2) preparing and issuing reports to local governments, State legislatures, and Congress; and (3) conducting public forums or other appropriate activities to educate the public about potential threats and steps they can take to prepare for them, the contents of such plans, how to communicate with authorities in an emergency; and emergency shelters. Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Transportation Security Enhancement Act of 2001 - Amends Federal transportation law to establish in the Department of Transportation (DOT) the Transportation Security Administration, to be headed by an Under Secretary of Transportation for Security responsible for security in all modes of transportation, including: (1) civil aviation security; and (2) security responsibilities over nonaviation modes of transportation that are exercised by Administrations of DOT (other than the Federal Aviation Administration (FAA)). Requires the Under Secretary to: (1) assume responsibility for the screening of passengers and property that will be carried in an aircraft in air transportation or intrastate air transportation; and (2) carry out such responsibility using employees of the Transportation Security Administration who are U.S. citizens, or employees of other Federal agencies. Sets forth provisions requiring: (1) the Under Secretary to develop a personnel system for screeners, including matters covering compensation and the authority of the Administration to suspend or terminate them; (2) airport operators to establish air transportation security programs that also require the presence of law enforcement at airports where passengers are screened; (3) the application of certain employment standards and training requirements to airport security personnel, including (Federal) screeners of passengers and property; (4) deployment of Federal air marshals on passenger flights; (5) specified enhanced aviation-related security measures, including restricting access to the aircraft's cockpit; and (6) imposition on passengers of $2.50 on a one-way trip to cover costs of screening passengers and property. Establishes the Transportation Security Oversight Board to review Under Secretary issued transportation security-related regulations.

Requires an individual appointed to take the place of the Member to serve until a Member is elected to fill the vacancy by a special election to be held at any time during the 90-day period which begins on the date of the individual's appointment, in accordance with the applicable laws regarding special elections in the State involved; except that if a regularly scheduled general election for the office will be held during such period or 30 days thereafter, no special election shall be held and the Member elected in such regularly scheduled general election shall fill the vacancy upon election. Allows such appointed individual to be a candidate in such a special election or in such a regularly scheduled general election.

Confers enforcement jurisdiction upon the Federal Trade Commission. Mandates truncation of credit card account numbers, so that an entity that accepts credit cards for the transaction of business is prohibited from printing more than the last 5 digits of the credit card account number or the expiration date upon any receipt provided to the cardholder.

Establishes a Homeland Security Advisory Council to advise the President and Director on the creation and implementation of the national strategy, and the Director on the operation of the Office. Requires the Director to review additional legal authorities needed to prevent and respond effectively to terrorist threats, including the role of the Department of Defense and the imposition of regulations on civilian populations and private entities during a state of emergency.

Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

United States Cruise Vessel Act

United States Cruise Vessel Act - Directs the Secretary of Transportation to issue a certificate of documentation with a temporary coastwise endorsement for an eligible foreign-built cruise vessel to operate in domestic itineraries in the transportation of passengers in the coastwise trade between U.S. ports if such vessel meets certain requirements, including that: (1) the operator of the vessel promises that any repairs will be performed in a U.S. shipyard; and (2) such operator, with a specified exception, executes a contract with one or more U.S. shipyards for the construction of two or more cruise vessels with a total combined berth or stateroom capacity equal to at least that of the operator's vessel to which a certificate of documentation has been issued. Terminates the coastwise endorsement for an eligible cruise vessel 24 months after the delivery date for any replacement vessel. Authorizes the operator of an eligible cruise vessel issued a certificate of documentation, or a cruise vessel that has been constructed under contract, to place such vessel under foreign registry. Prohibits eligible cruise vessels operating in domestic itineraries from operating as a ferry, regularly carrying for hire both passengers and vehicles or other cargo, or operating between or among the Hawaiian Islands. Directs the Secretary to give priority to U.S.- built cruise vessels over other eligible foreign-built cruise vessels in a comparable market that have been issued a certificate of documentation, if the Secretary determines that the employment in the coastwise trade of an eligible foreign-built cruise vessel will adversely affect the coastwise trade business of any person operating a vessel not documented under this Act. Makes special provision for vessels carrying passengers for hire into Glacier Bay or other National Park Service areas.
