Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Amends the Child Care and Development Block Grant Act of 1990 to require that each State plan (as part of application requirements for grants) demonstrate the manner in which the State will meet the specific child care needs of families that have children with disabilities. Includes services for children with disabilities among priority items for the State to provide. Directs States receiving grant funds for a fiscal year after FY 2001 to use not less than five percent of the total for activities designed to increase the availability of quality child care for children with disabilities, including for specified training and technical assistance, and for recruitment and retention of staff. Directs the Secretary of Health and Human Services to make grants and low-interest loans to public agencies and nonprofit organizations for projects that increase the availability of one or more of the following: (1) inclusive child care programs (i.e., programs that serve children with disabilities and children without disabilities together in a setting where not more than half of those enrolled are children with disabilities); (2) child care for infants; and (3) child care during evenings and weekends. Requires reports by States receiving grants to include information regarding the disability status of children receiving assistance.

Accidental Shooting Prevention Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any person from manufacturing or importing, or any Federal firearms licensee from transferring possession of or title to, a pistol manufactured on or after January 1, 2004, unless the pistol includes: (1) a plainly visible device in a contrasting color that clearly indicates whether the pistol is loaded; and (2) a mechanism that prevents any semiautomatic pistol that has a detachable ammunition magazine from being fired when the magazine is not attached. Specifies that compliance with such provision shall not relieve any person from liability at common law or under State statutory law to any other person.

Stem Cell Research for Patient Benefit Act 2001 - Requires the Director of the National Institutes of Health to: (1) conduct or support research using human pluripotent stem cells from embryos and fetal tissue in accordance with the National Institutes of Health Guidelines for Research Using Human Pluripotent Stem Cells; and (2) study and report to specified congressional committees on stem cells and the effectiveness of such guidelines. Requires the Secretary of Health and Human Services to enter into an agreement with: (1) the Institute of Medicine under which the Institute shall assess the current state of knowledge about therapies, including somatic cell nuclear transfer and therapies using pharmaceuticals, that may be used to address immunological rejection of stem cells and differentiated cells and tissue derived from stem cells; and (2) another appropriate public or nonprofit private entity to conduct such assessment if the Institute declines. Establishes the Biomedical Advisory Commission to study: (1) bioethical issues arising from research on human biology and applications of such research; and (2) emerging biomedical research, including the ethical, social, legal, and regulatory issues concerning such research and its clinical applications.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Foundations for Learning Act - Authorizes the Secretary of Education to make formula grants to States to assist eligible children to become ready for school through specified kinds of: (1) screening; (2) family support initiatives; (3) consultations and support to providers of early childhood services; (4) services to eligible children and their families; and (5) development of community resources. Requires all services under this Act to be: (1) provided in the most culturally competent manner practicable; (2) free-of-charge for any child of a family whose income is below 200 percent of the poverty line (and, if a charge is imposed on other children it must be on a sliding scale based on ability to pay); (3) provided by or under the supervision of qualified professionals with expertise in early childhood development; and (4) intended to benefit eligible children. Makes eligible under this Act children, aged zero to six, to whom two or more of these characteristics apply: (1) low birth weight; (2) cognitive deficit or developmental disability; (3) parental substance abuse; (4) custodial parent with less than secondary school diploma; (5) parental depression or other mental illness; (6) abuse, maltreatment, or neglect; (7) family income below 200 percent of the Federal poverty line; (8) early behavioral and peer relationship problems; (9) exposure to violence; (10) homelessness; or (11) removal from child care, Head Start, or preschool for behavioral reasons or at risk of being so removed.

Amends SSA title XIX (Medicaid) with respect to the transitional increased Federal matching rate for increased administrative costs related to Medicaid-eligibility determinations of individuals receiving aid or assistance under SSA title IV part A (Temporary Assistance for Needy Families) (TANF).

Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Directs the Secretary to: (1) review and maximize Department of Defense (DOD) policies affecting employment opportunities for military spouses; (2) maximize the opportunity for military spouses to be employed in DOD facilities; (3) work with the Director of the Office of Personnel Management and the heads of other Federal departments and agencies to facilitate the use of existing Federal programs and resources to support such employment; (4) seek to develop private-sector partnerships to enhance such opportunities; and (5) prescribe regulations to ensure that private sector entities, in hiring for work to be performed under a DOD contract, provide a preference to qualified military spouses and provide other employment opportunities for such spouses in the same manner as provided for DOD positions.

Gun Show Loophole Closing and Gun Law Enforcement Act of 2001 - Gun Show Loophole Closing Act of 2001 - Amends the Brady Handgun Violence Prevention Act to provide for regulation of firearms transfers at special firearms events (events at which 75 or more firearms are offered or exhibited for sale or exchange if one or more of the firearms has been shipped or transported in, or otherwise affects, interstate or foreign commerce, with an exception). Prohibits a special firearms events frequent operator from organizing, planning, promoting, or operating a special firearms event without meeting specified requirements. Sets forth: (1) responsibilities of special firearms events infrequent operators, transferors other than licensees, and licensees; (2) special firearms event license application requirements; and (3) penalties for violation of this Act. Provides an option for 24-hour background checks at special firearms events for States with computerized disqualifying records and programs to improve State databases. Increases penalties for: (1) serious record keeping violations by licensees; and (2) violations of criminal background check requirements. Gun Law Enforcement Act of 2001 - Authorizes appropriations for: (1) grants to States and local governments to support prosecutions in high gun crime areas; (2) the Attorney General to hire 114 additional Federal firearms prosecutors; (3) additional Bureau of Alcohol, Tobacco, and Firearms agents; (4) gun tracing and youth crime gun interdiction; and (5) grants to research entities developing technologies that limit the use of a gun to the owner.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Sets forth registration requirements for individuals who intend to perform human somatic cell nuclear transfer technology, including attesting that such prohibitions will not be violated. Directs the Secretary of Health and Human Services to request the Institute of Medicine to enter into an agreement to conduct a study to: (1) review the current state of knowledge about the biological properties of stem cells obtained from embryos and fetal and adult tissues; (2) evaluate the current state of knowledge about biological differences among stem cells obtained from embryos and fetal and adult tissues and the consequences for research and medicine; and (3) assess what is currently known about the ability of stem cells to generate neurons, heart, kidney, blood, liver, and other tissues and the potential clinical uses of these tissues.

Directs the Committee to advise the Secretary and the Assistant Secretary of HHS and the Social Security Administration (SSA) Commissioner regarding how to: (1) provide public input on the public's needs regarding tick-borne disorders (lyme and other infectious diseases) so that government agencies can coordinate and more effectively plan and execute their activities; and (2) develop informed responses to constituency groups regarding the efforts and progress of the HHS and SAA. Authorizes appropriations to the Centers for Disease Control and Prevention to: (1) focus on developing better diagnostic tools and tests, expanding educational efforts, and re-educating clinicians, medical license boards, and health care insurers about the inappropriate uses of the Lyme disease case surveillance definition in patient diagnosis and treatment; and (2) collaborate with the National Institutes of Health, the Department of Defense, and other appropriate agencies for further research on tick-borne disorders, including study of preventive methods to decrease exposure to them. Requires the Director of the National Institutes of Health to coordinate activities and research regarding tick-borne diseases across Institutes to encourage collaborative research.

Authorizes the Secretary of Health and Human Services to make an annual payment to an eligible State only if: (1) the Secretary determines that the State has made progress, through the assisted activities, in maintaining increased payment rates; and (2) the State updates an initial child care services market rate survey at least once every two years. Requires an eligible State that receives such a grant to make priority use of its funds to increase significantly (up to the 100th percentile of the market rate survey) the rate of reimbursement to providers for subsidized child care.

Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. America's Better Classroom Act of 2001 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships for child opportunity zone family centers. Tax Relief for Working Families Act of 2001 - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act of 2001 - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Social Services Block Grant Restoration Act of 2001 - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to direct the HHS Secretary to award grants for programs to encourage domestic violence models using multisystem partnerships to address the needs of children exposed to domestic violence. Younger Americans Act - Establishes a national youth policy, an Office of National Youth Policy in the Executive Office of the President, and a Council on National Youth Policy. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Juvenile Justice and Accountability Act - Amends the JJDPA to establish grants to States for juvenile accountability block grants. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.
