Declares that transportation infrastructure and the Scenic Byways Program are key components of economic development and should be addressed by the Conference.

Calls for the President to immediately submit to the Speaker of the House of Representatives and to the President pro tempore of the Senate the report required under the War Powers Resolution, setting forth: (1) the circumstances necessitating the introduction of U.S. armed forces into hostilities in Somalia; (2) the constitutional and legislative authority under which the introduction took place; and (3) the estimated scope and duration of the involvement of such forces in Somalia.

Declares that it is the sense of the Congress that the U.S. Government should take action, using existing Federal trade laws, to address the problem of Canadian wheat imports if the Secretary of Agriculture has reason to believe that wheat is being imported into the United States from Canada under such conditions and in such quantities as to tend to render ineffective, or materially interfere with, any loan, purchase, or other program or operation undertaken by the Department of Agriculture. Declares that it is the sense of the Congress that: (1) the U.S. Government should seek an immediate understanding with the Mexican Government to define certain Canadian wheat practices as unfair; (2) the United States, Canada, and Mexico should begin immediate consultations with a goal of ensuring free and fair trade in wheat throughout North America; and (3) transportation subsidies and secretive monopolistic pricing should be considered unfair trading practices.

Calls for the President to convene a White House Conference on Savings to address: (1) the drop in the rate of personal savings and investment in the United States; (2) the effects of the decline in domestic savings on America's need to borrow capital abroad and on the U.S. economy, capital formation, investment, research and development, new technologies, entrepreneurship, employment, and job creation; and (3) possible actions to increase the rate of personal savings.

Calls for the U.S. Trade Representative to insist that any trade agreement negotiated pursuant to the Uruguay Round must provide U.S. copyright-based industries with: (1) fair and equal access to the markets of the nations that are party to the General Agreement on Tariffs and Trade; (2) equal opportunities to obtain government funding; (3) adequate and effective copyright protection, including full national treatment and recognition of contractual rights; and (4) a mechanism to resolve expeditiously disputes concerning market access, national treatment, and copyright protection.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.
