National Heritage Area Authorizations Extension Act of 2012 - Extends through FY2016 the authority of the Secretary of the Interior to make grants or provide assistance for the: (1) National Coal Heritage Area (West Virginia), (2) Tennessee Civil War Heritage Area, (3) Augusta Canal National Heritage Area (Georgia), (4) Rivers of Steel National Heritage Area (Pennsylvania), (5) Essex National Heritage Area (Massachusetts), (6) South Carolina National Heritage Corridor, (7) America's Agricultural Heritage Partnership (Iowa), (8) Ohio & Erie Canal National Heritage Corridor, and (9) Hudson River Valley National Heritage Area (New York). Amends the Lackawanna Valley National Heritage Area Act of 2000 to extend through FY2016 the authority of the Secretary to provide grants or other assistance for the Lackawanna Valley National Heritage Area in Pennsylvania. Amends the Delaware and Lehigh Navigation Canal Heritage Corridor Act of 1988 to extend through FY2016 the authorization of appropriations for the management action plan respecting the Delaware and Lehigh National Heritage Corridor in Pennsylvania. Extends the John H. Chafee Blackstone River Valley National Heritage Corridor Commission (Massachusetts and Rhode Island) through FY2016.

Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Affirms that it is U.S. policy to provide for the ability of members of the uniformed services to exercise their constitutional right to vote and acknowledges that particular consideration be given to them due to restrictions, uncertainties, and risks, such as deployment, that present a challenge in voting. Recognizes the legislative and judicial precedent of granting particular consideration to members of the uniformed services and overseas citizens regarding absentee voting. Affirms that while the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution protects against arbitrary classifications, and requires that similarly situated persons be treated equally, members of the uniformed services and overseas citizens are not similarly situated, and that the restrictions, uncertainties, and risks that members of the uniformed services face warrant consideration that is not arbitrary.

National Fish and Wildlife Foundation Reauthorization Act of 2012 - Reauthorizes and revises the National Fish and Wildlife Foundation Establishment Act. Requires the Secretary of the Interior to appoint 28 directors (currently, 23) that are knowledgeable and experienced in matters relating to conservation of fish, wildlife, or other natural resources and represent a balance of expertise in ocean, coastal, freshwater, and terrestrial resource conservation. Removes limitations on the appointment of such Foundation's officers and employees. Requires the Foundation's Executive Director to be appointed by and serve at the direction of the Board as the chief executive officer and to be knowledgeable and experienced in matters relating to fish and wildlife conservation. Gives the Foundation the power to receive and administer restitution and community service payments, amounts for mitigation of impacts to natural resources, and other amounts arising from legal, regulatory, or administrative proceedings, subject to the condition that the amounts are received or administered for purposes that further the conservation and management of fish, wildlife, plants, and other natural resources. Repeals provisions authorizing the Foundation to establish a national whale conservation endowment fund. Authorizes appropriations for the Foundation for FY2012-FY2017. Authorizes the Foundation to: (1) assess and collect fees for the management of amounts received from federal agencies; and (2) use such federal funds for matching contributions made by private persons, state and local agencies, and other entities (current law requires such use).

Strategic Response to Asian Carp Invasion Act - Requires the Director of the U.S. Fish and Wildlife Service (USFWS), in coordination with the Army Corps of Engineers, the National Park Service (NPS), and the U.S. Geological Survey (USGS), to lead a multiagency effort to slow the spread of Asian Carp in the Upper Mississippi and Ohio River basins and tributaries by providing high-level technical assistance, coordination, best practices, and support to state and local government strategies, to slow, and eventually eliminate, the threat posed by such carp.

Dam Rehabilitation and Repair Act of 2012 - Amends the National Dam Safety Program Act to require the Federal Emergency Management Agency (FEMA) to establish a program to provide grant assistance to states for use in rehabilitating publicly-owned dams that fail to meet minimum safety standards and pose an unacceptable risk to the public (deficient dams). Sets forth provisions regarding procedures for grant awards and fund allocation. Requires the FEMA Administrator to: (1) require a state to provide an assurance that the owner of the dam to be rehabilitated has developed and will carry out a maintenance plan during the expected life of the dam, (2) require a recipient of a grant under this Act to comply with requirements applicable to contributions of federal funds under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and (3) develop a risk-based priority system for identifying deficient dams for which such grants may be made. Limits the federal share of rehabilitation costs to 65%. Prohibits funds from being used to: (1) rehabilitate a federal dam, (2) perform routine operation or maintenance, (3) modify a dam to produce hydroelectric power, (4) increase water supply storage capacity, or (5) make any other modification that does not also improve safety. Conditions the receipt of grants by states upon compliance with specified requirements regarding contracts for architectural and engineering services. Provides that such contracts shall not be considered to confer a proprietary interest upon the United States.

GSA Path to Privatization Act - Requires the Director of the Office of Management and Budget (OMB) to: (1) establish and conduct a pilot program to be known as the Federal Real Property Management Privatization Pilot Program to allow certain federal agencies to contract with the private sector to plan, acquire, manage, and dispose of leased federal property; (2) develop a management plan for such program; (3) issue guidance to federal agencies on participation in the program; and (4) issue a solicitation for contracts with the private sector for services under the program. Terminates the program 15 years after the enactment of this Act.

Saving Essential American Sailors Act or SEAS Act - Amends the Moving Ahead for Progress in the 21st Century Act (MAP-21) to repeal the Act's repeal of the agricultural export requirements that: (1) 25% of the gross tonnage of certain agricultural commodities or their products exported each fiscal year be transported on U.S. commercial vessels, and (2) the Secretary of Transportation (DOT) finance any increased ocean freight charges incurred in the transportation of such items. Revives and reinstates those repealed requirements to read as if they were never repealed.

Customs Training Enhancement Act - Directs the Commissioner of the U.S. Customs and Border Protection (CBP) to establish educational seminars at U.S. ports of entry to improve the ability of CBP personnel to classify and appraise articles imported into the United States in accordance with U.S. customs laws, including their ability to identify and prevent the mislabeling and transshipment of such articles.

Victory for Veterans Stamp Act of 2012 - Directs the Postal Service to issue a special stamp, to be called the Victory for Veterans Stamp, at a cost of 25 cents each. Makes such Stamp invalid for postage. Requires Stamp sale proceeds to be used as follows: (1) one-third for funding Department of Veterans Affairs (VA) veterans' vocational rehabilitation programs, (2) one-third to the general fund of the Treasury for deficit reduction, and (3) one-third for the Postal Service for modernization and fiscal administration. Requires such Stamp to be made available to the public within six months after the enactment of this Act.

International Protecting Girls by Preventing Child Marriage Act of 2012 - Defines "child marriage" as the marriage of a girl or boy not yet the minimum age for marriage stipulated in law in the country in which the girl or boy is a resident, or where there is no such law, under the age of 18. Expresses the sense of Congress that: (1) child marriage is a violation of human rights and its prevention and elimination should be a U.S. foreign policy goal; and (2) expanding educational opportunities for girls, economic opportunities for women, and reducing maternal and child mortality are critical to achieving the Millennium Development Goals and U.S. global health and development objectives, including efforts to prevent HIV/AIDS. Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Directs the President to establish a multi-year strategy to prevent child marriage and promote the empowerment of girls at risk of child marriage in developing countries, and should include addressing the unique needs, vulnerabilities, and potential of girls under age 18 in developing countries. Expresses the sense of Congress that the President and all relevant agencies should collect and make available data on the incidence of child marriage in countries that receive U.S. foreign or development assistance where the practice of child marriage is prevalent. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for each country in which child marriage is prevalent.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Global Investment in American Jobs Act of 2012 - Expresses the sense of Congress that: (1) U.S. ability to attract inbound investment is directly linked to U.S. long-term economic prosperity, competitiveness, and security; (2) Congress and federal departments and agencies should consider potential impact upon U.S. ability to attract foreign direct investment when evaluating proposed legislation or regulatory policy; and (3) it is a top national priority to enhance U.S. competitiveness, prosperity, and security by removing unnecessary barriers to inward global investment and the U.S. jobs it creates and promoting policies to ensure the United States remains the premier destination for global companies to invest, hire, innovate, and manufacture their products. Amends the Foreign Direct Investment and International Financial Data Improvements Act of 1990 to direct the Secretary of Commerce to conduct an interagency review of U.S. laws and policies on foreign direct investment in the United States and develop recommendations to make the United States more competitive in attracting and retaining strong investment flows from abroad.

Invasive Fish and Wildlife Prevention Act of 2012 - Authorizes any person, entity, or the United States Fish and Wildlife Service (FWS) to propose the regulation of nonnative wildlife taxa. Requires FWS to determine whether the proposal should be approved within 180 days. Requires FWS to promulgate regulations to: (1) specify the criteria for regulating a nonnative taxon as an Injurious I taxon or Injurious II taxon that is injurious to humans, agriculture, horticulture, forestry, wildlife, or wildlife resources; (2) establish a process for assessing and analyzing the risks of taxa that may have been imported into or found in interstate commerce; and (3) designate a wildlife taxon that was previously designated as injurious by statue or the Secretary of the Interior as an Injurious I or Injurious II taxon. Requires the Secretary, five years after enactment of this Act, to: (1) define the phrase “non-native wildlife taxa novel to the United States”; (2) establish a process to ensure that all such taxa are thereafter reviewed by FWS to determine whether they should be regulated as Injurious I or Injurious II taxa prior to allowing their importation; and (3) seek to avoid, in promulgating such regulation, creating a new incentive for animal importers to import novel taxa prior to the effective date of such regulation. Requires FWS, prior to designating a taxon as an Injurious I or Injurious II taxon, to prepare a risk determination. Authorizes FWS to immediately and temporarily designate a nonnative wildlife taxon as Injurious I if an emergency exists because such unregulated taxon poses an imminent threat of harm to individuals in, or wildlife of, the United States or to the U.S. economy or environment. Requires FWS to: (1) establish an electronic, publicly available database that describes all quantities of imports of all live wildlife and the regulatory status of such wildlife; (2) monitor and report on the identities and quantities of nonnative wildlife taxa being imported; and (3) make more rapid determinations on proposals for regulation of importations or shipments of injurious mammals, birds, fish, amphibia, and reptiles under the Lacey Act by requiring the Secretary to forego time-consuming optional administrative steps that are not essential and byauthorizing the Secretary to forego economic impact analyses. Gives the Secretary the primary authority to prevent the importation of, and interstate commerce in, wildlife pathogens and harmful parasites. Requires the Secretary to promulgate regulations to impose import restrictions to prevent the importation of, and commerce in, such pathogens and parasites. Establishes exemptions to such requirement. Prohibits any person from: (1) importing or knowingly possessing such an Injurious I or Injurious II taxon, or the descendant of such an animal, that was imported in violation of this Act; (2) engaging in interstate commerce for or knowingly possessing such an animal that was transported in interstate commerce in violation of this Act; and (3) releasing any such taxon into the wild. Sets forth exemptions from such prohibitions. Authorizes FWS to issue permits to qualified institutions to authorize actions otherwise prohibited for such taxon. Establishes civil and criminal penalties for violations of this Act. Requires the Secretary to adopt a fee to be charged on imported live wildlife shipments. Establishes the Injurious Wildlife Prevention Fund to carry out this Act.

Bring Jobs Home Act - Amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. Requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.
