Maritime Law Enforcement Improvement Act of 2007 - Makes it unlawful for a person to transport, harbor, or conceal an alien on board a vessel if such person knows or has reason to believe that such alien is attempting to unlawfully enter the United States on the vessel. Sets forth both criminal and civil penalties for violations of this Act, including the seizure and forfeiture of the vessel.

Medicare Durable Medical Equipment Access Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Exempts smaller metropolitan statistical areas as well. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit all suppliers to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable and otherwise comply with program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless inclusion of the item or service will make significant savings of at least 10% probable, compared to the fee schedule in effect on January 1, 2007. Prohibits the Secretary from implementing certain payment rate basis requirements for covered items furnished after January 1, 2009, with respect to an area that is not a competitive acquisition area, unless a comparability analysis has been completed and published. Directs the Secretary, after fully implementing the initial 10 competitive acquisition areas, to analyze and report to Congress on the impact of competitive bidding in those areas. Prohibits expanding the coverage of competitive acquisition programs, or applying bid rates to non-bid areas, beyond the 10 competitive acquisition areas, unless specifically authorized by Congress.

Expanding American Homeownership Act of 2007 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Directs the Secretary of Housing and Urban Development (HUD) to reinstate the current downpayment requirement in the event of increased defaults. Authorizes the Secretary to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Sets forth maximum up-front premium amounts. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain HUD-insured blanket mortgage. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the authority of the Secretary to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a one- to four-family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Redefines mortgagee to allow participation in the federal mortgage insurance program by state-licensed mortgage brokers and correspondent lenders who make, underwrite, or service mortgage loans.

MedPAC Rural Representation Act - Amends title XVIII (Medicare) of the Social Security Act to require that the proportion of members of the Medicare Payment Advisory Commission (MEDPAC) who represent the interests of health care providers and Medicare beneficiaries located in rural areas be no less than the proportion of the total number of Medicare beneficiaries who reside in such areas.

COPS Improvements Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the authority of the Attorney General to make grants for public safety and community policing programs (COPS ON THE BEAT grant program). Authorizes grants to: (1) hire school resource officers and establish local partnerships to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) pay for officers hired to perform intelligence, anti-terror, or homeland security duties; (3) establish and implement programs to reduce and prevent illegal drug activities, including the manufacturing, distribution, and use of methamphetamine; and (4) meet emerging law enforcement needs, as warranted. Authorizes the use of COPS ON THE BEAT grants to hire former members of the Armed Forces to serve as career law enforcement officers. Authorizes the Attorney General to make grants for: (1) assigning prosecutors to handle cases from specific geographic areas and to address counter-terrorism problems and violent crime in local communities; and (2) developing new technologies to assist state and local law enforcement agencies in crime prevention and training. Grants the Office of Community Oriented Policing Services exclusive authority to perform functions and activities under COPS ON THE BEAT grant program. Authorizes the Attorney General to extend grant periods and to renew grants if the grant recipient can demonstrate significant progress in achieving the objectives of the initial grant application.

Training for Realtime Writers Act of 2007 - Directs the Secretary of Commerce to make competitive grants to eligible entities to promote recruitment, training, and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers providing closed captioning in video programming. Sets forth priorities in making grants. Limits grants to $1.5 million for a two-year period. Repeals this Act five years after funds are appropriated to carry it out.

Medicare Hearing Health Care Enhancement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for direct access to qualified audiologists for Medicare beneficiaries, without regard to any requirement that the beneficiary be under the care of (or referred by) a physician or other health care practitioner, or that such services are provided under the supervision of a physician or other health care practitioner. Covers audiology services under Medicare part B (Supplementary Medical Insurance).

Children's Access to Reconstructive Evaluation & Surgery (CARES) Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan, and a health insurance issuer offering group coverage, that cover surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a congenital or developmental deformity, disease, or injury of a minor child (defined as child under the age of 22). Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer; and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, abnormalities, trauma, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated; and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem.

Model T Ford Automobile Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue, in commemoration of the 100th anniversary of the Model T Ford Automobile, up to 500,000 $1 coins emblematic of the Model T Ford and the assembly line. Subjects coin sales to a surcharge of $10 per coin. Requires specified distributions of surcharges to: (1) the Automobile National Heritage Area Partnership Inc. for creating an endowment for national Model T educational programs; and (2) the Edison Institute (also known as "The Henry Ford"), in Dearborn, Michigan, a National Historic Landmark, for creating an endowment for educational programs associated with the Model T Ford Automobile.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Merchant Mariner Credentials Improvement Act of 2007 - Revises requirements with respect to merchant mariner's documents, licenses, and certificates of registry to authorize the advanced renewal of such items which shall not be valid until the date that the originally issued items expire. Prohibits the Secretary of the department in which the Coast Guard is operating from charging a fee for the application, processing, or issuance of a merchant mariner's document if, within 30 days of the date the individual submits a complete application for the document, the Secretary has not: (1) issued the document to the individual; or (2) notified the individual that the document will not be issued because the individual does not meet certain qualifications. Prohibits the Secretary from requiring an individual to be fingerprinted for the issuance or renewal of a merchant mariner's document, license, or certificate of registry if the individual was previously fingerprinted upon applying for a transportation security card. Extends an expiring merchant mariner's document, license, or certificate of registry for one year (currently, such items are issued for a five-year period with renewals for additional five-year periods) to help eliminate a backlog in processing such items. Requires the Secretary to develop an interim clearance process for issuance of merchant mariner's documents to help newly hired seamen who do not pose a safety and security risk to begin working on an offshore supply vessel or towing vessel. Requires the Secretary to report to Congress on: (1) a plan to ensure that the application process for a merchant mariner document can be completed entirely by mail; and (2) the feasibility of the redesign of such document to comply with certain standards.

Alzheimer's Breakthrough Act of 2007 - Authorizes appropriations to the National Institutes of Health (NIH) for conducting and supporting research on Alzheimer's disease in FY2008-FY2012. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to projects for conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within NIH; (3) ensure that Alzheimer's disease is maintained as a high priority for the existing neuroscience initiative; (4) conduct and support cooperative clinical research regarding Alzheimer's disease; and (5) make grants for research related to the early detection, diagnosis, and prevention of Alzheimer's disease, the relationship of vascular disease and Alzheimer's disease, and Alzheimer's disease services and caregiving. Directs the Secretary of Health and Human Services to: (1) convene a summit of researchers and other industry representatives on Alzheimer's disease; (2) make grants for public education programs on risk factors associated with cognitive health, Alzheimer's disease, and other dementias; and (3) make grants to community organizations to establish and operate Alzheimer's call centers to provide 24-hour information on Alzheimer's disease. Extends through FY2012 funding for demonstration projects relating to Alzheimer's disease.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Healthy Farms, Foods, and Fuels Act of 2007 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; Establishes: (1) the cooperative conservation partnership initiative; (2) the community forestry and open space conservation program; (3) an integrated pest management initiative; (4) a conservation initiative for socially disadvantaged farmers and ranchers; (5) a conservation planning pilot program; and (6) a cooperative conservation educational assistance program. Authorizes a conservation loan guarantee program. Revises: (1) the farmland protection program; and (2) funding for the healthy forests reserve program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Credit Union Regulatory Improvements Act of 2007 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Medicare Patient Access to Physical Therapists Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Civil Rights Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) allow an exclusion from gross income for amounts received (either backpay or frontpay or punitive damages) on account of an unlawful discrimination claim; and (2) allow income averaging for backpay and frontpay amounts received from such claims.

Fuel Economy Reform Act - Amends federal transportation law to: (1) revise the definition of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition); and (2) continue applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2011, but, for passenger automobiles, adds an increase of 4% per year in such standard for model years 2009 through 2011. Requires an average fuel economy standard of 27.5 miles per gallon for automobiles manufactured by a manufacturer for model year 2012, and an average fuel economy standard of 35 miles per gallon for automobiles manufactured by a manufacturer for model year 2018, with a minimum increase of 4% in the average fuel economy from the level for the prior model year for model year 2013 and beyond, with specified exceptions from the 4% increase permitted. Prohibits this Act from being construed to limit, supercede, or expand the Secretary of Transportation's authority under federal transportation law to prescribe motor vehicle safety standards to reduce traffic accidents and deaths and injuries due to such accidents.

Public Transportation and Rail Security Assistance Act of 2007 - Requires the public transportation security assessment (a risk assessment of a public transportation system conducted pursuant to specified provisions of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) of each public transportation system to identify: (1) the critical assets of the public transportation system; (2) threats to those assets; (3) security weaknesses in the public transportation system; (4) redundant and backup systems required in the event of an incident; and (5) the extent to which public transportation employees have received training in security awareness and emergency response procedures. Requires a public transportation agency that receives an assessment to develop a prioritized plan of needed capital and operational security improvements. Requires the Secretary of Transportation to develop: (1) a national public transportation security needs assessment (national assessment) to determine the costs of needed capital and operational security improvements for each system; and (2) a security plan for U.S. railroads. Makes grants to eligible public transportation agencies for certain capital security improvements and operational security improvements. Requires the Secretary of Homeland Security to provide notification of all credible terrorist threats against public transportation assets in the United States. Directs the Secretary of Transportation to develop and issue guidelines for a public transportation employee security training program. Requires a public transportation agency that receives a public transportation security assessment to develop, and submit for the Secretary of Transportation's approval, an employee training program in accordance with such guidelines. Makes grants to private operators of over-the-road buses for certain system-wide security improvements to their operations. Requires the Secretary of Transportation to submit to Congress a preliminary report that includes an assessment of the over-the-road bus security grant program. Allows a rail carrier, a rail shipper, or railroad contractor or railroad labor organization to report a security vulnerability, cargo information, security plan, or security training program to specified individuals.

Presumes a claimant presenting a claim for veterans' benefits with respect to a service-connected disability or death to have presented a valid claim of service-connectedness, unless the Secretary of Veterans Affairs determines there is positive evidence to the contrary. Requires the claimant to support the claim with proof of service in a conflict referred to in the claim, as well as a brief description of the nature, including service-connection, of the disability or claim. Directs the Secretary to redeploy, for the purpose of assisting veterans applying for benefits, those employees involved with processing claims that are no longer needed to evaluate claims due to the above presumption.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to: (1) extend to September 30, 2027, the authorization for making grants or providing assistance with respect to the National Coal Heritage Area, Tennessee Civil War Heritage Area, Augusta Canal National Heritage Area, Steel Industry American Heritage Area, Essex National Heritage Area, South Carolina National Heritage Corridor, America's Agricultural Partnership, Ohio & Erie Canal National Heritage Corridor (redesignated by this Act as the Ohio & Erie National Heritage Canalway), and Hudson River Valley National Heritage Area; and (2) increase the amount authorized to be appropriated for such areas. Redesignates the Ohio & Erie Canal National Heritage Corridor as the "Ohio & Erie National Heritage Canalway." Adds Lincoln County, West Virginia, and Paint Creek and Cabin Creek in Kanawha County, West Virginia, to the National Coal Heritage Area. Requires, with respect to such Area, the Secretary of the Interior to continue a certain contractual agreement with the National Coal Heritage Area Authority rather than the Governor of West Virginia. Adds Berkeley County, South Carolina, to the South Carolina National Heritage Corridor.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Supply Our Soldiers Act of 2007 - Directs the Secretary of Defense to provide for a program under which postal benefits are provided to a member of the Armed Forces who is on active duty and who is either: (1) serving in Iraq or Afghanistan; or (2) hospitalized at a military medical facility as a result of such service. Provides the postal benefits in the form of coupons or other evidence of credit (vouchers) to use for postal-free mailings.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require all House Committees to post record votes on their web sites within 48 hours of such votes. Exempts record votes taken in executive sessions in the Committee on Standards of Official Conduct.

District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" to include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on possession of handgun restricted pistol bullets; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Repeals the definition of restricted pistol bullet as any bullet designed for use in a pistol which, when fired from a pistol with a barrel of five inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the District of Columbia Code to extend to firearms generally (currently, only to pistols) the prohibition against carrying such a weapon either openly or concealed within the District without a license issued pursuant to D.C. law. Specifies exceptions to the prohibition against carrying concealed weapons in the District.

Iran Counter-Proliferation Act of 2007 - States that nothing in this Act shall be construed as authorizing the use of force or the use of the U.S. Armed Forces against Iran. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Establishes specified additional import and export sanctions against Iran. Amends the Iran Sanctions Act of 1996 to require the imposition of procurement sanctions as part of the sanctions against a person contributing to Iran's petroleum resources. Directs the President to report every six months to the appropriate congressional committees (committees) respecting investment activity that could contribute to Iran's development of petroleum resources, and U.S. steps in response to such activity. Expands the definitions of "petroleum resources" and "person." Eliminates the national security waivers for imposition of sanctions. Directs the President to determine and report to the committees whether the the Islamic Revolutionary Guards Corps should be: (1) designated as a foreign terrorist organization; (2) placed on the list of designated global terrorists; and (3) placed on the list of weapons of mass destruction proliferators and their supporters. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Authorizes the President to carry out exchange programs with the people of Iran. Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Restricts nuclear cooperation with countries assisting Iran's nuclear program or transferring advanced conventional weapons or missiles to Iran. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." States that specified restrictions respecting Iran shall not have effect if the President determines and certifies to the committees that Iran: (1) has ended efforts to develop or acquire nuclear, chemical, or biological weapons, or ballistic missiles; (2) has been removed from the list of countries supporting international terrorism; and (3) poses no significant threat to U.S. national security, interests, or allies.

Child Support Protection Act of 2007 - Amends the Deficit Reduction Act of 2005 to repeal a provision that prohibited federal matching funds to a state for expenditures from federal amounts paid to the state for child support and establishment of paternity to carry out an agreement for services of the Federal Parent Locator Service.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Amends the Food Stamp Act of 1977 to obligate funds for the administrative costs of commodity distributions on Indian reservations. Directs the Secretary of Agriculture to carry out an annual survey of foods purchased by school authorities with federal cash assistance. Amends the Richard B. Russell National School Lunch Act to direct the transfer of funds in FY2007-FY2009 for the free lunch and breakfast eligibility program.

Great Lakes Collaboration Implementation Act - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements, including provisions for ballast water exchange, treatment, and discharge, and civil and criminal penalties for violations; (3) require federal agencies to restrict the importation of live aquatic organisms of species not in trade without screening and approval; and (4) declare importation of such species to be unlawful and prescribe civil and criminal penalties for violations. Directs the Secretary of the Army to: (1) upgrade and make permanent the Chicago sanitary and ship canal dispersal barrier in Chicago, Illinois; (2) construct Barrier II; and (3) operate and maintain Barriers I and II. Renames the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as the Nonindigenous Aquatic Invasive Species Prevention and Control Act of 1990. National Invasive Species Council Act - Prohibits federal agencies from authorizing, funding, or carrying out any action that would promote the introduction or spread of invasive species unless the benefits of the action outweigh the harm. Establishes the National Invasive Species Council (NISC) as an independent entity in the executive branch to lead and coordinate efforts to minimize the negative effects caused by invasive species and to reduce the threat of further invasions. Requires NISC to develop a National Invasive Species Management Plan and to establish an Invasive Species Advisory Committee. Reauthorizes and modifies the Great Lakes Fish and Wildlife Restoration Act of 1990. Amends the Federal Water Pollution Control Act to: (1) authorize the Administrator of the Environmental Protection Agency (EPA) to provide funding for wastewater assistance to certain municipalities and small publicly-owned treatment works; (2) authorize states to provide additional subsidization to benefit certain municipalities or state agencies that already receive assistance from the water pollution control revolving fund or to implement certain alternative techniques; (3) replace each reference to "navigable waters of the United States" with a reference to "waters of the United States"; (4) require the Great Lakes National Program Office to provide grants to reduce the quantity of mercury in the Great Lakes; and (5) require the President include a joint Great Lakes research plan in the annual budget submitted to Congress. Authorizes funding for the Great Lakes Environmental Research Laboratory. Requires the National Oceanic and Atmospheric Administration (NOAA) to provide grants for Great Lakes research and monitoring activities. Requires: (1) the President, acting through the National Ocean Research Leadership Council, to establish a system that detects and predicts changes in the ocean, coastal, and Great Lakes environment that impact certain U.S. systems; and (2) the Council to establish an interagency program office to be known as OceanUS to be responsible for program planning and coordination of such system. Amends the Federal Water Pollution Control Act to require the Program Office to develop specified science-based indicators of water quality and related environmental factors in the Great Lakes. Authorizes the Secretary to: (1) provide financial assistance for certain restoration or remediation projects; and (2) restore and remediate waterfronts and related areas. Establishes: (1) the Great Lakes Interagency Task Force, as established by Executive Order 13340, as a task force within EPA; (2) a Great Lakes Regional Collaboration Executive Committee to hold meetings and make recommendations and reports on Great Lakes restoration goals and progress; and (3) the Great Lakes Regional Collaboration to develop a restoration and protection strategy for use in Great Lakes program implementation and funding decisions, to serve as a forum for addressing regional issues relating to ecosystem restoration and protection of the Great Lakes, and to establish an oversight forum to coordinate and enhance implementation of Great Lakes programs. Provides funding for a variety of Great Lakes programs.

Arthritis Prevention, Control, and Cure Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services: (1) to develop and implement a National Arthritis Action Plan; and (2) acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the coordination of arthritis and other rheumatic diseases research. Requires the Secretary to award grants to: (1) support arthritis-specific research projects at the Centers for Prevention Research by the CDC; (2) support state comprehensive arthritis control and prevention programs and public health surveillance, prevention, and control activities; and (3) assist in the implementation of a national strategy for arthritis control and prevention. Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program. Requires the Comptroller General to conduct a study on the economic impact of arthritis in the workplace.

Access to Medicare Imaging Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to limitations on payments for physicians' imaging services. Renames the imaging services concerned advanced diagnostic imaging services. Eliminates X-ray and ultrasound (including echocardiography) services from payment limitations for such services. Confines existing payment limitations to diagnostic magnetic resonance imaging (MRI), computed tomography (CT), positron emission tomography (PET) (all specified under current law), plus nuclear cardiology procedures. Imposes a two-year moratorium, however, on the application of existing payment limitations for such services. Directs the Comptroller General to study and report to Congress and the Secretary of Health and Human Services on patient access and service issues relating to the availability and quality of advanced diagnostic imaging services in physician offices and freestanding clinics that would have resulted (but for the moratorium declared by this Act) from payment changes made under the Deficit Reduction Act of 2005.

Pet Safety and Protection Act of 2007 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Cytology Proficiency Improvement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to revise national quality assurance standards to assure consistent performance by laboratories of valid and reliable cytology services, to include requirements that each clinical laboratory: (1) ensure that all individuals involved in screening and interpreting cytological preparations participate annually in an approved continuing medical education program in gynecologic cytology that provides each participant with gynecologic cytologic preparations designed to improve locator, recognition, and interpretive skills; and (2) maintain a record of program results. Requires the Secretary to terminate individual proficiency testing that was in effect before enactment of this Act.

Nonmarket Economy Trade Remedy Act of 2007 - Amends the Tariff Act of 1930 to apply countervailing duties to nonmarket economies. Authorizes the use of alternative methodologies in determining whether a subsidy is countervailable with respect to the People's Republic of China (PRC). Requires congressional approval for revocation of nonmarket economy country determinations made by the administering authority. Requires a United States International Trade Commission study of how the PRC uses government intervention to promote investment, employment, and exports.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare. Sets forth required training for patient care dialysis technicians. Directs the Secretary to establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee. Establishes the annual update framework for the Medicare ESRD composite rate. Directs the Secretary to establish a three-year continuous quality improvement initiative under which quality payments are provided to renal dialysis facilities, providers of services, and physicians that: (1) provide items and services to individuals with ESRD enrolled under Medicare part B (Supplementary Medical Insurance); and (2) meet quality benchmarks and demonstrate quality improvements. Requires the Secretary to make quality incentive payments to facilities and providers whose services to individuals with ESRD have substantially improved or exceeded a certain threshold. Extends Medicare as secondary payer with respect to individuals with ESRD.
