Displaced Workers Relief Act of 2001 - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Declares that in the quest to identify, bring to justice, and punish the perpetrators and sponsors of the terrorist attacks on the United States on September 11, 2001, the civil rights and civil liberties of all Americans, including Arab-Americans, American Muslims, and Americans from South Asia, should be protected. Condemns any acts of violence or discrimination against any Americans.

Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Authorizes the Secretary of Veterans Affairs to pay compensation in an amount of $20,000 to veterans, civilian employees, or contractor employees (or their surviving spouse) who: (1) served in or with U.S. combat forces during World War II; (2) were captured and held as prisoners of war by Japan during such service; and (3) were required by Japan or a Japanese corporation to perform slave labor during such War.

Transparency and Fairness Trade Act of 2001 - Amends the Tariff Act of 1930 to extend the meaning of "interested party" for purposes of the filing of a petition alleging imported merchandise has been provided a subsidy with respect to its manufacture, or imported merchandise is being sold in the United States at less than fair value, and that such importation has materially injured (or threatened injury to) a domestic industry, or the establishment of a U.S. industry is materially retarded by reason of such importation. Includes as interested parties any industrial users of imported merchandise subject to a countervailing duty or antidumping duty investigation, or of a domestic like product (or an association a majority of whose members are industrial users of subject merchandise or domestic like product). Requires the administering authority not to issue a countervailing duty order or antidumping duty order to a particular product for a specified quantity or for more than a year if such authority determines from a relief application that a lack of domestic availability exists with respect to a particular product which is within the class or kind of merchandise that is the subject of an investigation, an order, or a suspension agreement. Sets forth requirements regarding application of "lack of domestic availability" exception to countervailing duty and antidumping duty orders and findings. Specifies interested parties (including industrial users) who are parties to an investigation that are entitled to access, through authorized representatives, to confidential business information under protective order.

Support for Harbor Investment Program Act - Amends the Internal Revenue Code to repeal the harbor maintenance tax. Amends the Water Resources Development Act of 1986 to authorize appropriations for activities formerly funded with revenues from the Harbor Maintenance Trust Fund, including eligible operations and maintenance costs: (1) of those portions of the Saint Lawrence Seaway operated and maintained by the Saint Lawrence Seaway Development Corporation; and (2) assigned to commercial navigation of all harbors and inland harbors within the United States.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Motor Vehicle Owners' Right to Repair Act of 2001 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Contact Lens Prescription Release Act of 2001 - Instructs the Federal Trade Commission to promulgate a rule on ophthalmic practice that: (1) requires a contact lens prescriber to provide the patient, (or, upon request, the patient's agent), a copy of the contact lenses prescription, including its two-year expiration date; and (2) makes it an unfair trade practice for a contact lenses industry member to publish any advertisement or sales presentation relating to contact lenses that represents that they may be obtained without a valid prescription.

Hematological Cancer Research Investment and Education Act of 2001 - Amends the Public Health Service Act to require the Director of: (1) the National Institutes of Health to expand, intensify, and coordinate programs for the conduct and support of research with respect to blood cancer, particularly with respect to leukemia, lymphoma, and multiple myeloma; (2) the Centers for Disease Control and Prevention to establish a related public information program, to be carried out in collaboration with private health organizations that have national education and patient assistance programs on blood-related cancers.

Amends Federal rail transportation law to prohibit a railroad carrier (including its officers and agents) from requiring a train employee who has been on duty or available for it for any portion of each of seven consecutive days to go on duty or be available for it until at least 72 consecutive hours have passed after the employee is released from duty or availability.

Prosecution Drug Treatment Alternative to Prison Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to State or local prosecutors for the purpose of developing, implementing, or expanding drug treatment alternative to prison programs under which eligible offenders, as an alternative to incarceration, shall be sentenced to or placed with a licensed residential substance abuse treatment provider. Requires: (1) each eligible offender who participates in such a program but does not successfully complete treatment to serve a sentence of imprisonment for the underlying crime; and (2) each program to have an enforcement unit comprised of law enforcement officers under the supervision of a State or local prosecutor.

Bipartisan Patient Protection Act - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans and health insurance issuers providing health insurance coverage to have approved utilization review programs, claims procedures, and appeal procedures concerning claims denials. Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Federal Employees' Benefits Equity Act of 2001 - Sets forth provisions governing the computation of annuities under the Civil Service Retirement System and the Federal Employees' Retirement System for certain law enforcement officers, firefighters, air traffic controllers, nuclear materials couriers, members of the Supreme Court Police and the Capitol Police, and their survivors.

Appalachian Regional Development Reauthorization Act of 2001 - Amends the Appalachian Regional Development Act of 1965 (the Act) to direct the President to establish the Interagency Coordinating Council on Appalachia. Authorizes the Appalachian Regional Commission to provide technical assistance and make grants, enter into contracts, and otherwise provide funds to: (1) increase affordable access to advanced telecommunications in the region; (2) provide education and training for people, businesses, and governments in the region in the use of telecommunications technology; (3) develop relevant technology readiness programs for industry groups and businesses in the region; and (4) support entrepreneurial opportunities in information technology in the region. Eliminates the growth center criteria with respect to factors in considering programs and projects to be given assistance under the Act. Directs that, for each fiscal year, at least half of the amount of grant expenditures approved by the Commission support activities or projects that benefit counties for which distressed county designations are in effect. Modifies Act provisions to direct that not more than 75 percent, for a development district that includes one or more counties for which a distressed county designation is in effect, of the costs of any activity eligible for financial assistance be provided from funds appropriated to carry out the Act. Adds Edmonson, Hart, and Metcalfe ( Kentucky), and Grenada, Montgomery, and Panola (in Mississippi), to the counties included in the Appalachian region. Reauthorizes appropriations and extends the Act until October 1, 2006.

High Productivity Investment Act of 2001 - Amends the Internal Revenue Code to establish two new depreciation provisions: (1) the rapid cost recovery system under which the cost of specified property may be depreciated more quickly than under current depreciation methods; and (2) the high productivity investment deduction under which the cost of specified property may be expensed. Modifies the alternative minimum tax. Directs the Secretary of the Treasury to establish a table showing classes of property and the modified class life of each class of property. Provides a schedule on which the Secretary's initial table shall be based.

Public Pension Parity Act of 2001 - Amends the Internal Revenue Code to: (1) exclude from gross income any amount received by an individual as a qualified governmental pension which does not exceed the maximum excludable social security benefits of the taxpayer for such year reduced by the social security benefits received during such year which were excluded from gross income; and (2) prohibit applying clause (1) to any qualified governmental pension received during the taxable year unless the taxpayer (or the spouse or former spouse of the taxpayer) performed the service giving rise to such pension. Defines the term "maximum excludable social security benefits."

Combat Merchant Mariners Veterans Benefits Act of 2001 - Provides that: (1) qualifying service in the U.S. merchant marine during a period of war for a total period equal to at least 12 months shall be considered active duty in determining eligibility for veterans' benefits; and (2) such service may be verified by entries in a continuous discharge book, a certificate of discharge to merchant seamen, a certificate of substantially continuous service, or other documentation available from the Secretary of Transportation or the head of any other Federal agency.

Steel and National Security Act - Amends the Defense Production Act of 1950 to extend through FY 2004: (1) the authorization of appropriations for domestic industrial and technological productive capacity and supply, requiring no less than 50 percent of amounts appropriated to be used solely for purchase commitments; and (2) the authority of such Act. Establishes the National Defense Preparedness Domestic Industrial Base Board to: (1) undertake necessary actions to ensure the uninterrupted availability of national defense-related products, services, and industrial resources through long-term purchase agreements with domestic sources; and (2) study and monitor critical industries, including steel, to determine which are in danger of failing or otherwise losing the capacity to provide for national security. Requires mandatory review of any merger, acquisition, or takeover of any domestic steel company by a foreign person.

Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

Abolishment of Obsolete Agencies and Federal Sunset Act of 2001 - Establishes the Federal Agency Sunset Commission to: (1) submit to Congress a schedule for review by the Commission, at least once every 12 years, of the abolishment or reorganization of each agency; (2) review and evaluate the efficiency and public need for each agency using specified criteria; (3) recommend whether each agency should be abolished or reorganized; and (4) report to Congress on all legislation introduced that would establish a new agency or a new program to be carried out by an existing agency. Requires the abolishment of any agency within one year of the Commission's review, unless the agency is reauthorized by Congress. Authorizes the deadline for abolishing an agency to be extended for an additional two years by legislation enacted by a super majority of the House of Representatives and the Senate. Directs the Comptroller General and the Director of the Congressional Budget Office, in cooperation with the Director of the Congressional Research Service, to prepare an inventory of Federal programs within each agency for the purpose of advising and assisting Congress and the Commission in carrying out the requirements of this Act.

Campaign Reform and Citizen Participation Act of 2001 - Amends the Federal Election Campaign Act of 1971 to: (1) establish specified restrictions on soft money of national political parties, including a $75,000 per donor annual limit; (2) increase specified contribution limits and related indexing; (3) extend to national committees of a political party the current exemption of State and local political party committee costs of volunteer campaign materials from treatment as contributions and expenditures; and (4) require disclosure of information on certain communications broadcast prior to election, and on targeted mass communications.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Amend title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) increase from $255 to $300 the maximum amount of the lump-sum death benefit; and (2) allow for payment of such a benefit, in the absence of an eligible surviving spouse or child, to the legal representative of the estate of the deceased individual, if any.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Amends the National Narcotics Leadership Act of 1988 to extend the authorization of appropriations for the Drug-free Communities Support Program and the Advisory Commission on Drug-free Communities through FY 2007. Authorizes additional grants and renewal grants to eligible coalitions and grant recipients. Authorizes supplemental grants for coalition mentoring activities. Authorizes the Director of the Office of National Drug Control Policy to make a grant to an eligible organization to provide for establishment of a National Community Antidrug Coalition Institute to: (1) provide education, training, and technical assistance for coalition leaders and community teams; (2) develop and disseminate evaluation tools, mechanisms, and measures to better assess and document coalition performance measures and outcomes; and (3) bridge the gap between research and practice by translating knowledge from research into practical information.

Conservation Tax Incentives Act of 2001 - Amends the Internal Revenue Code to exclude from gross income 50 percent of any gain from the sale of land or an interest in land or water to an eligible entity if: (1) such land or interest in land or water was owned by the taxpayer or a member of the taxpayer's family at all times during the 3-year period ending on the date of the sale; and (2) such land or interest in land or water is being acquired by an eligible conservation entity which provides the taxpayer, at the time of acquisition, a written letter of intent stating that the purchaser's intent in making the acquisition is to serve specified conservation purposes.

Conduit Contribution Prevention Act of 2001 - Amends the Federal Election Campaign Act of 1971 to increase civil money and criminal penalties for knowing and willful violations of the prohibition against making or accepting contributions in the name of another. Sets both civil and criminal fines at not less than 300 percent of the amount involved in the violation and not more than the greater of $50,000 or 1,000 percent of such amount. Mandates imprisonment for two years, or the aforementioned criminal fine, or both, for criminal violations. Limits criminal penalties to violations involving an amount aggregating $1,000 or more during a calendar year. Directs the U.S. Sentencing Commission to promulgate related sentencing guidelines. Changes from discretionary to mandatory the authority of the Federal Election Commission to refer to the Attorney General any instance of probable cause that a violation of such prohibition has occurred. Revises the current ban on contributions by foreign nationals to encompass all disbursements by foreign nationals, including any disbursement to a political committee of a political party and any disbursement for an independent expenditure.

Gasoline Access and Stabilization Act of 2001 - Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations for reformulated and oxygenated gasoline sold for use in all States that: (1) require such gasoline to comply with a national formula; and (2) prohibit the sale in any State of any such gasoline that does not comply with the formula. Allows reformulated gasoline approved by the Administrator for a State for which a waiver is in effect (allowing application of State emissions control standards) to satisfy this Act's requirements. Allows a State Governor to elect to have an area within the State, or the entire State, treated as a covered area for purposes of reformulated gasoline requirements, without regard to existing opt-in requirements. Prohibits States and localities, after December 31, 2004 (other than the State of California pursuant to a waiver or another State opting-in to California's reformulated gasoline standards pursuant to this Act), from prescribing or enforcing a control of any characteristic of a gasoline or additive that is not identical to EPA regulations. Prohibits, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Amends the Internal Revenue Code respecting the Hope Scholarship Credit to: (1) extend coverage to fees, books, supplies, and equipment, and exempt such expenses from information reporting requirements; and (2) not reduce such Credit by Federal Pell Grant and Supplemental Educational Opportunity Grant amounts.

Great Lakes Water Protection Act - Amends the Federal Water Pollution Control Act to allow a Great Lakes State to receive an incentive grant under this Act to carry out conservation activities or a grant under the Safe Drinking Water Act to establish a State revolving loan fund only if the State does not issue any oil or gas permit or lease for drilling to extract oil or gas from land beneath the water in any of the Great Lakes. Requires the Administrator of the Environmental Protection Agency to study the environmental effects of such drilling activity and submit the results of the study to the National Academy of Sciences for review. Expresses the sense of Congress with respect to action upon receipt of the study.

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of debt owed by a developing country with a tropical forest to the United States as a result of concessional loans made or credits extended to such country under specified laws.

End Gridlock at Our Nation's Critical Airports Act of 2001 - Amends Federal aviation law to prohibit a State, local government, or political authority of at least two States from enacting or enforcing a law that: (1) requires a certificate of approval before the construction or operation of an airport development project at a covered airport (an airport that each year has at least .25 percent of the total annual boardings in the United States) if the project meets certain standards established by the Secretary of Transportation, whether or not such project is the subject of an approved airport improvement grant; or (2) prohibits, conditions, or otherwise regulates the direct application for, or receipt or expenditure of, an airport improvement grant or other funds by the sponsor of a covered airport for an airport development project at such airport if the project meets such standards.

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Koby Mandell Act of 2001 - Directs the Attorney General to establish within the Department of Justice an office to: (1) monitor acts of international terrorism alleged to have been committed by Palestinians or individuals acting on behalf of Palestinian organizations; (2) collect and offer rewards for information against individuals alleged to have committed such acts; (3) negotiate with the Palestinian Authority or related entities to obtain financial compensation for U.S. nationals or their families injured or killed by such terrorist acts; (4) establish and implement alternative methods to apprehend, indict, prosecute, and convict individuals who commit such acts; (5) contact victims' families and provide updates on the progress to apprehend, indict, prosecute, and convict the individuals who commit such acts; and (6) provide for the permanent stationing of an appropriate number of U.S. officials in Israel, in territory administered by Israel and by the Palestinian Authority, and elsewhere.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Medicare Fairness for Organ Transplant Recipients Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage under the Medicare program of immunosuppressive drugs for Medicare beneficiaries who receive an organ transplant without regard to when the transplant was received.
