Authorizes the Pyramid of Remembrance Foundation to establish a memorial in the District of Columbia or its environs to honor members of the Armed Forces who lost their lives during peacekeeping operations, humanitarian efforts, training, terrorist attacks, or covert operations. Prohibits use of Federal funds for such memorial, except as provided by the Commemorative Works Act.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

National Language Act of 2001 - Makes English the official language of the U.S. Government. Requires the Government to conduct its official business in English, including publications, income tax forms, and informational materials. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, to programs in schools designed to encourage students to learn foreign languages, or by persons over age 62. Repeals the Bilingual Education Act. Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt the law of any State.

Credit Card Consumer Protection Act of 2001 - Amends Truth in Lending Act provisions governing open-end consumer credit card plan disclosures to mandate: (1) a 30-day posting deadline for the mailing of credit card account statements; (2) prominent type face disclosure of the date by which a late fee will be charged to the account; and (3) recordkeeping by the credit card issuer of the pertinent dates for the mailing of bills and receipt of bill payments.

Armed Services Absentee Ballot Act of 2001 - Prohibits a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter. Directs the Secretary of Defense to prepare and submit to Congress a plan for establishing a uniform electronic voting system for the use of absent uniformed services voters in elections for Federal office.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Telemarketing Victims Protection Act - Amends the Telemarketing and Consumer Fraud and Abuse Prevention Act to require the Federal Trade Commission to include in rules respecting abusive telemarketing acts or practices requirements that telemarketers: (1) notify consumers who are called that they have the right to be placed on either the Direct Marketing Association's or the appropriate State's do-not-call list; (2) notify the Association or State if a consumer elects to be placed on such a list; (3) obtain and reconcile such lists on a regular basis; (4) not make any calls during the hours of 5 to 7 p.m.; and (5) not block the identity of the telephone from which they are making a telemarketing call. Directs the Commission to study and report on violations of such Act, especially repeated violations by a single telemarketer, and of provisions for penalizing violators.

Social Security Preservation Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (social security trust funds) to ensure that the annual surplus of the Social Security Trust Funds is invested in: (1) marketable interest-bearing obligations of the United States or obligations guaranteed by the United States; or (2) certificates of deposit in insured depository institutions. Outlines provisions for determining the annual surplus of the Trust Funds. Prohibits disinvestment of Social Security Trust Fund amounts from public debt obligations, any refraining from making such investments, or any delay in making normal deposits in such Trust Funds for public debt limit-related purposes. Authorizes, with certain conditions, the sale of Social Security Trust Fund public debt obligations for the payment of cash benefits and administrative expenses.

Federal Firefighters Retirement Age Fairness Act - Amends Federal civil service law relating to the Civil Service Retirement System and the Federal Employees' Retirement System to provide that the mandatory separation age for Federal firefighters (currently, 55) be made the same as the age that applies with respect to Federal law enforcement officers (currently, 57).

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

College Student Credit Card Protection Act - Amends the Truth in Lending Act to limit by a specified formula the total credit extended under a credit card account to a full time, traditional-aged college student (unless the student's parent or guardian assumes joint liability). Prohibits increasing the credit limit on an account for which a parent or guardian has assumed joint liability without the parent's or guardian's approval of such increase. Prohibits a creditor from opening a credit card account for any such college student who: (1) has no annual gross income; and (2) already has a credit card account under an open end consumer credit plan.

Mental Health and Substance Abuse Parity Amendments of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Internal Revenue Code, and the Public Health Service Act to prohibit group and individual health plans from imposing treatment limitations or financial requirements on the coverage of mental health benefits, or substance abuse and chemical dependency benefits, if similar limitations or requirements are not imposed on medical and surgical benefits. Amends the Health Insurance Portability and Accountability Act of 1986 to provide for coordination in implementation of such amendments.

Younger Americans Act - Sets forth a national youth policy to assure that all youth have access to the full array of core resources, including: (1) ongoing relationships with caring adults; (2) safe places with structured activities in which to grow and learn; (3) services that promote healthy lifestyles, including those designed to improve physical and mental health; (4) opportunities to acquire marketable skills and competencies; and (5) opportunities for community service and civic participation. Establishes in the Executive Office of the President: (1) the Office of National Youth Policy ; (2) a Director of the Office; and (3) the Council on National Youth Policy within the Office. Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Arctic Coastal Plain Domestic Energy Security Act of 2001- Declares that it is the policy of the United States to permit exploration, development, production, and transportation of oil and gas resources in a designated area of the Coastal Plain Study Area of the Arctic National Wildlife Refuge. Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge, and any leasing or development leading to such production. States that Congress determines that the Coastal Plain oil and gas leasing program and activities authorized by this Act are compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. States that this Act is the sole authority for Coastal Plain leasing. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas" and close them to leasing if the Secretary determines that they require special management and regulatory protection; and (2) permit leasing in those Special Areas by setting lease terms that restrict surface use and occupancy but permit the use of horizontal drilling technology from lease sites located outside the Special Areas. Declares that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Directs the Secretary to grant rights-of-way and easements across the Coastal Plain for oil and gas transportation.

Identity Theft Protection Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act and the Internal Revenue Code to establish new rules restricting the use of Social Security account numbers (SSNs) to applicable Social Security Administration and tax related purposes. Amends the Privacy Act of 1974 to prohibit any Federal, State, or local government agency from requiring or requesting an individual to disclose his SSN. Prohibits any two Federal agencies or instrumentalities from implementing the same identifying number with respect to any individual, except as authorized under this Act. Prohibits a Federal agency from: (1) establishing or mandating a uniform standard for individual identification that is required to be used by any other Federal or State agency or by a private person except for conducting the authorized activities of the Federal agency establishing or mandating the standard; or (2) conditioning receipt of any Federal grant or contract on the adoption, by a State or State agency or by a political subdivision of a State, of a uniform standard for individual identification. Prohibits a Federal agency from establishing or mandating a uniform standard for individual identification that is required to be used within the agency, or by any other Federal or State agency or by a private person for regulating a transaction to which the Federal Government is not a party, or for administrative simplification.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Provides that in any case in which an alien executes an Immigration and Naturalization Service notice of rights and request for disposition form admitting to illegal U.S. residence, giving up the right to a pre-departure hearing, and requesting a return without hearing, no departure shall be implemented: (1) unless the form was certified after legal consultation in the alien's native language or with an interpreter's assistance; or (2) until 72 hours after form certification.

Notch Baby Health Care Relief Act - Amends the Internal Revenue Code to allow a credit for premiums paid by a "notch baby" under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act. Amends such part B to eliminate the part B premium penalty for a "notch baby."

Notch Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979 and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000. Directs the Director of the Office of Management and Budget, when estimating any additional spending under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) resulting from this Act, to decrease the adjusted discretionary spending limits for budget authority and outlays for FY 2002 set forth in such Act by the increase in direct spending estimated to result from enactment of this Act for that fiscal year.

Social Security On-line Privacy Protection Act - Prohibits an interactive computer service from disclosing to a third party an individual's social security number or related personally identifiable information without the individual's prior informed written consent. Requires such service to permit an individual to revoke any consent at any time.

Social Security Strengthening and Protection Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (social security trust funds) to establish guidelines mandating the eventual investment by the Managing Trustee of such portion of each social security trust fund not required to meet current withdrawals only in certain marketable interest-bearing obligations of the United States. Prohibits disinvestment of such trust fund amounts from public debt obligations, any refraining from making such investments, or any delay in making normal deposits in such trust funds for public debt limit-related purposes. Authorizes the sale of social security trust fund public debt obligations for payment of cash benefits and administrative expenses, with conditions, including advance notification to each House of the Congress and the Comptroller General before such sale.

Uniform Poll Closing Act of 2000 (sic) - Amends Federal presidential elections and vacancies law to: (1) establish 9 p.m., Eastern Standard Time, as the single poll closing time for presidential general elections; (2) allow the States of Alaska and Hawaii to open polling places for such an election during the day preceding election day; and (3) provide for extended daylight saving time in the Pacific time zone in presidential election years.

Binational Great Lakes-Seaway Enhancement Act of 2001 - Authorizes the President to enter into an executive agreement with Canada to establish as binational corporations the Saint Lawrence Seaway Corporation and the Great Lakes Development Bank. Sets forth the functions of the Corporation, including: (1) operating and improving the assets of the United States and Canada on the Saint Lawrence Seaway; (2) facilitating safe navigation on the Seaway; and (3) promoting domestic and international trade involving the Great Lakes States and Great Lakes Provinces. Repeals the Saint Lawrence Seaway Act (effectively eliminating the Saint Lawrence Seaway Development Corporation). Sets forth the functions of the Great Lakes Development Bank, including: (1) providing loans and other assistance to the Seaway and public and private entities involved in maritime commerce in the Great Lakes and Seaway regions; and (2) facilitating maritime commerce-related investment there.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Calls upon the President: (1) to immediately review the entry into the customs territory of the United States of all steel products of Australia, China, South Africa, Ukraine, Indonesia, India, Japan, Russia, South Korea, or Brazil; (2) if he finds that the Governments of such countries are not abiding by the spirit and letter of international trade agreements regarding steel imports into the United States, to immediately impose a one-year ban on the imports of all steel products from such countries; (3) to establish a task force within the executive branch to closely monitor steel imports into the United States; and (4) to report to Congress on any other actions to ensure that all U.S. trading partners abide by such agreements.

Expresses the sense of Congress that: (1) the Government of Yemen should give U.S. investigators complete access to investigate and question all suspects in the October 12, 2000, terrorist attack on the U.S.S. COLE, including access to any Yemeni Government officials suspected of having played a role in that attack; and (2) the President and senior Administration officials leading the U.S. investigation of that attack should guarantee that Federal Bureau of Investigation investigators have access to the information and people they need to bring to justice everyone involved in the attack.

Justice for American Victims of Terrorism Act of 2000 - Directs the Attorney General to establish within the Department of Justice an office to: (1) monitor acts of international terrorism alleged to have been committed by Palestinians or individuals acting on behalf of Palestinian organizations; (2) collect and offer rewards for information against individuals alleged to have committed such acts; (3) negotiate with the Palestinian Authority or related entities to obtain financial compensation for U.S. nationals or their families injured or killed by such terrorist acts; (4) establish and implement alternative methods to apprehend, indict, prosecute, and convict individuals who commit such acts; (5) contact victims' families and provide updates on the progress to apprehend, indict, prosecute, and convict the individuals who commit such acts; and (6) provide for the permanent stationing of an appropriate number of U.S. officials in Israel, in territory administered by Israel and by the Palestinian Authority, and elsewhere.

Social Security Administration Preparedness Act of 2000 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act (SSA) to: (1) increase the earmarks out of the OASDI trust funds for FY 2001 and 2002 for continuing disability reviews; (2) add requirements concerning program performance reports of the Commissioner of Social Security pursuant to applicable Federal money and finance law provisions; and (3) direct the Commissioner to establish and to maintain an advance, proven technology system sufficient to meet the increasing future demands of the programs administered by the Social Security Administration. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 and the Congressional Budget Act of 1974 to prescribe additional limits for adjustments to discretionary spending limits for FY 2201 and 2002 Social Security administrative expenses. Amends SSA title VII (Administration) to make Social Security administrative expenses off-budget.

Veterans Commemoration Act of 2000 - Directs the Secretary of the Treasury to mint and issue a maximum of 500,000 $1 coins to commemorate the service of veterans of the United States armed forces. Mandates that the proceeds from sale surcharges be paid promptly to the Disabled American Veterans to fund the transportation of veterans to and from hospitals administered by the Secretary of Veterans Affairs.
