Recognizes: (1) the security fence's success in keeping out terrorists; and (2) Israel's efforts to combat international terrorism. Condemns the actions and rhetoric of Iranian leaders and terrorist organizations to terrorize Israel's people. Reaffirms the U.S.-Israel alliance.

Global Conservation Act of 2010 - Directs the President, through the Coordinator for Global Conservation, to establish the International Conservation Strategy to help combat global natural resource and biodiversity degradation in developing countries. Directs the Coordinator to establish the Interagency Working Group on Global Conservation. Directs the President to establish the President's Advisory Committee for Global Conservation. Urges the President to work with the world's major foreign assistance donor countries to: (1) develop an international conservation assistance strategy; (2) identify multilateral coordinating mechanisms; and (3) promote existing multilateral initiatives designed to identify meaningful levels of interim funding for forest conservation in developing countries.

Declares that the House of Representatives strongly believes that the decision to abandon the 23-year bipartisan project establishing Yucca Mountain as the nation's primary permanent nuclear waste storage site: (1) breaks a commitment made to certain states nearly three decades ago; and (2) goes against the will and intent of Congress by extending the length of time states will be forced to store nuclear waste at significant additional cost to the taxpayers. Calls upon the Administration to comply with the bipartisan commitment passed by Congress, and to cease and desist: (1) withdrawing the Yucca Mountain license application from the Nuclear Regulatory Commission (NRC) with or without prejudice; and (2) any action to move forward with terminating activities required to complete the Yucca Mountain license application, including the termination of employees supporting the project and termination of any leases housing employees. Calls upon the Administration to: (1) halt reprogramming of FY2010 funds appropriated by Congress for the Yucca Mountain license application; and (2) preserve all scientific and site-specific files and data related to Yucca Mountain in accordance with NRC document controls and quality assurance procedures.

Reaffirms that Jerusalem is and should continue to be the undivided capital of Israel. Calls upon the President to fully implement the Jerusalem Embassy Act of 1995 and immediately begin to relocate the U.S. Embassy in Israel to Jerusalem. Encourages the President to urge governments of other countries to recognize Israel's right to exist as a Jewish state and to recognize the status of Jerusalem as the undivided capital of Israel.

Prohibits the Committee on Rules from reporting a rule or order that provides for disposition of the Senate amendments to H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) unless it provides for: (1) at least one hour of debate, equally divided and controlled by the majority leader and the minority leader; and (2) a requirement that the Speaker put the question on disposition of the Senate amendments and that the yeas and nays be considered as ordered thereon.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Human Space Flight Capability Assurance and Enhancement Act of 2010 - Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) take all necessary steps to ensure that all Space Shuttle Program activities and operations are able to continue, or to be resumed, including flight operations and support, pending the completion of required reviews, requirements, and reports; and (2) ensure space shuttle launch capability through FY2011 by enabling launch, at a minimum, of all payloads manifested as of February 28, 2010. Instructs the Administrator to ask the National Academies of Science (NAS) to appoint a Flight Certification Review Committee to: (1) review space shuttle certification activities undertaken or initiated after February 2003; and (2) assess their adequacy in assuring vehicle durability, flight-worthiness, and sustainability for continued operations of up to five years beyond the flight manifest planned as February 2010. Requires NASA to operate the Space Shuttle Program at a flight rate of not more than 2 missions in any consecutive 12-month period during FY2010-FY2012. Prohibits termination of such Program as of a scheduled date certain. Specifies the conditions for termination of space shuttle missions operations. Requires a determination by the President regarding termination of missions in support of International Space Station (ISS) operations and Congress to be notified of any such determination. Sets forth requirements for the decommissioning of the remaining space shuttles and the preservation of shuttle vehicle and systems design and engineering data. States that is shall be the policy of the United States, in consultation with its ISS International Partners, to support full and complete utilization of the Space Station through at least the year 2020. Requires a review of all essential vehicles, components, and permanent scientific equipment on board or planned for installation aboard the ISS, including international partner elements, and the Comptroller General to monitor such review. Establishes responsibility for the ISS United States National Laboratory in the Space Operations Mission Directorate, ISS Program Office. Delegates to a Deputy Associate Administrator for ISS the conduct of ISS operations by NASA and non-NASA organizations. Establishes a management entity for the National Laboratory to implement research and development projects using the ISS U.S. segment. Guarantees National Laboratory-managed experiments access to 50% of the U.S.'s research facilities allocation through FY2014, increased by an additional 10% annually through FY2020. Establishes a National Space Transportation System. Requires a technology development plan. Provides for specified crew and cargo studies, reviews, and activities.

Great Lakes Ecosystem Protection Act of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to expand the duties of the Great Lakes Program Office by requiring the Office to: (1) provide support for Great Lakes governance and management; and (2) coordinate with the Great Lakes Interagency Task Force. Establishes: (1) the Great Lakes Leadership Council to establish policy, goals, and priorities with respect to Great Lakes protection and restoration, determine a process for participating in international forums, and provide annual input regarding federal budget priorities and levels for Great Lakes protection and restoration; (2) the Great Lakes Management Committee within the Council to report to and provide direction for the Council, monitor and assist implementation activities relating to Great Lakes management, and engage in problem solving regarding Great Lakes management; and (3) the Great Lakes Interagency Task Force. Requires the Administrator of the Environmental Protection Agency (EPA) to report annually to Congress on budgets and restoration activities relating to EPA's organizational elements involved in Great Lakes activities and EPA's reasons for approving or disapproving the Council's recommendations. Authorizes appropriations for: (1) remediation of sediment contamination in areas of concern in the Great Lakes; and (2) the Great Lakes Program. Requires EPA, in coordination with federal partners, to implement a Great Lakes Restoration Initiative which will: (1) identify and support programs to target the most significant environmental problems in the Great Lakes ecosystem; (2) be based on the work of the Task Force and the Council's stakeholders and nongovernmental partners; and (3) represent the government's commitment to significantly advance Great Lakes protection and restoration. Prohibits funding made available to implement the Initiative from being used for water infrastructure activity that is implemented using funds made available under the clean water or drinking water state revolving fund program. Requires federal agencies to: (1) maintain the base level of funding for their Great Lakes activities; and (2) identify new activities to support the environmental goals of the Initiative.

Janey Ensminger Act - Makes any veteran who was stationed at Camp Lejeune, North Carolina, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any illness, notwithstanding insufficient medical evidence to conclude that the illness is attributable to such contamination.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management (OPM) to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense [DOD] managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Colonel Charles Young Home Study Act - Directs the Secretary of the Interior to conduct a special resource study of the Colonel Charles Young Home, a National Historic Landmark in Xenia, Ohio, to determine the suitability and feasibility of designating the Home as a unit of the National Park System. (Colonel Charles Young was a distinguished African-American officer in the U.S. Army, a pioneer of techniques in military intelligence, as well as a commander of troops in combat in the Spanish-American War and the Mexican expedition against Pancho Villa.)

Small Business Environmental Stewardship Assistance Act of 2010 - Amends the Small Business Act to reauthorize for FY2011-FY2015 the national small business tree planting program (a program under which the Small Business Administration (SBA) makes grants to states for contracting with small businesses to plant trees on land owned or controlled by a state or local government).

Expresses support for: (1) designation of a National Autism Awareness Month; and (2) devoting new resources to researching the root causes of autism, identifying the best methods of early intervention and treatment, expanding programs for individuals with autism, and promoting understanding of their special needs. Commends parents and relatives for providing for the special needs of children with autism. Stresses the need to begin early intervention services. Recognizes: (1) the shortage of appropriately trained teachers to teach, assist, and respond to special needs students; and (2) the importance of worker training programs tailored to the needs of developmentally disabled persons.

Amends the Servicemembers Civil Relief Act to provide for the protection of child custody arrangements for parents who are members deployed in support of a contingency operation. States that if a motion for change of custody of a child of such a member is filed while the member is so deployed, no court may enter an order modifying or amending a previous child custody judgment, except if the court finds that it is in the best interest of the child. Prohibits any court from considering a member's absence due to deployment, or possible deployment, in support of a contingency operation in determining the best interest of the child.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory cattle in interstate and foreign commerce be immediately and humanely euthanized when such cattle become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory cattle by a covered entity, including a requirement that nonambulatory cattle be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory cattle (while not limiting the Secretary's ability to test nonambulatory cattle for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory cattle while such cattle is conscious, and ensure that such cattle remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory cattle, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned."

Amends the National Institute of Standards and Technology Act to reduce the matching funds requirement for participants in the Hollings Manufacturing Extension Partnership Program (providing services to small and mid-sized manufacturers) from not less than 50% of the costs incurred for the first three years and an increasing share for each of the last three years to no more than 50% of the costs incurred by a participating Regional Center for the Transfer of Manufacturing Technology. Directs the Secretary of Commerce to establish criteria to determine a Center's cost share.

Amends title XVIII (Medicare) of the Social Security Act to authorize continued use of 2009 Medicare practice expense relative value units for certain cardiology services. Directs the Secretary of Health and Human Services (HHS) to contract with an independent entity to study and report to Congress on the practice expense methodology used to determine relative value units under this Act to determine whether the cost finding, indirect cost allocation, scaling, and budget neutrality methodologies used: (1) are consistent with generally accepted accounting principles; (2) distribute the burden of any necessary budget neutrality adjustments proportionally among all physicians' services; and (3) result in allowances that accurately reflect the relative direct and indirect resources involved in the provision of various physicians' services.

Post-9/11 GI Educational Fairness Act of 2009 -Amends the veterans' post-9/11 educational assistance program to remove the requirement that a program of education must be offered by an institution of higher learning in ordered to be approved. States that the purpose of this Act is to allow activities such as apprenticeship or other on-job training, entrepreneurship training, correspondence training, and flight training. Authorizes the Secretary of Veterans Affairs (VA) to approve for such program the pursuit of flight training if: (1) such training is generally accepted as necessary for the attainment of a vocational objective in aviation; (2) the individual possesses a valid private pilot certificate and meets medical requirements necessary for a commercial pilot certificate; and (3) the flight school course meets Federal Aviation Administration (FAA) standards.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the eastern district of California and one additional district judge for the district of Nebraska. Prohibits filling of the first vacancy in the office of district judge in each of the offices of district judge authorized by this Act occurring 10 years or more after the confirmation of the judge named to fill the temporary district judgeship created by this Act. Amends the Judicial Improvements Act of 1990 to extend the temporary judgeships in the district of Hawaii, the district of Kansas, and the northern district of Ohio. Prohibits filling of the first vacancy in the office of district judge in the district of Kansas occurring 26 years or more, in the district of Ohio occurring 25 years or more, or in the district of Hawaii occurring 20 years or more after the confirmation of the judge named to fill the temporary judgeship created by such Act.

Save Our Dairy Farmers Act of 2009 - Establishes the temporary minimum price for Class II and Class III milk under federal milk marketing orders as: (1) $17.23 per hundredweight for Class II milk; and (2) $16.81 per hundredweight for Class III milk. Directs the Secretary of Agriculture to report to Congress regarding dairy price stabilization options.

Preserve Benefits and Jobs Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to: (1) allow a sponsor of a single-employer defined benefit pension plan to elect in 2009 or 2010 extended amortization periods (9 or 15 years) for investment losses incurred in prior years; (2) allow an increase in the valuation range of plan assets; (3) use the funded status of a plan in 2008 to determine benefit restrictions in 2009 and 2010 and prohibit the use of credit balances by pension plans that are under 80% funded in the prior year; (4) exclude plan-related administrative expenses (including investment expenses) from normal cost targets; (5) delay until 2012 the application of certain benefit restrictions to collectively bargained plans; and (6) require a 120% funding target for plans adopting ad hoc amendments that allow lump sum benefits payments and increased plan liabilities. Revises rules relating to information reporting and reportable events. Calculates the amount of any pension plan guarantee by the Pension Benefit Guaranty Corporation (PBGC) using the date of plan termination rather than the date of a plan bankruptcy filing. Amends ERISA provisions relating to multiemployer pension plans to: (1) allow such plans to elect alternative amortization plans and valuation methods in 2009 and 2010 for investment losses; (2) extend by five years the funding improvement period for plans in endangered or critical status; (3) permit multiemployer plans to merge or form alliances with other plans; and (4) increase PBGC guarantees for insolvent plans to increase participant benefits.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Ensuring the Future Physician Workforce Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the formula for calculating payments for physicians' services. Resets to 2009 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2011. Amends SSA title XVIII to extend the current transitional bonus payments through 2011 at 3%. Directs the Secretary of Health and Human Services to establish a reporting system for quality measures relating to physicians' services that focus on disease-specific high cost conditions. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of health information technology (HIT) and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities.

Volunteer Responder Incentive Protection Reauthorization Act of 2009 - Amends Internal Revenue Code provisions allowing a tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local government by: (1) increasing the amount of benefits excludible; and (2) extending such tax exclusion through 2013.
