Health Minds for a Better Future Act This bill establishes the Middle School Mental Health Task Force at the Department of Education and the Department of Health and Human Services. The task force must study and report on the resources that are available to secondary school educators and parents for helping students who are experiencing mental health issues.

Midwives for Maximizing Optimal Maternity Services Act of 2023 or the Midwives for MOMS Act of 2023 This bill establishes grants within the Health Resources and Services Administration (HRSA) for establishing or expanding midwifery programs at institutions of higher education and nursing schools. In awarding grants, HRSA must give special consideration to institutions that focus on increasing the number of midwife professionals from underrepresented groups and promote practicing in areas with limited access to professional health care.

Barriers to Suicide Act of 2023 This bill requires the Department of Transportation (DOT) to establish a program to facilitate the installation of evidence-based suicide deterrents on bridges, including suicide prevention nets and barriers. DOT may award competitive grants to states and local governments to carry out the program. The bill also specifies that the installation of safety barriers and nets on bridges of the National Highway System are eligible highway safety improvement projects under the National Highway Performance Program of the Federal Highway Administration. The Government Accountability Office must conduct a study to identify the types of structures, other than bridges, that attract a high number of individuals attempting suicide-by-jumping and the types of nets or barriers that are effective at reducing such suicides.

Stop Anti-Semitism on College Campuses Act This bill prohibits an institution of higher education (IHE) that participates in federal student aid programs from authorizing, facilitating, providing funding for, or otherwise supporting any event that promotes anti-Semitism on the IHE's campus.

Safe American Food Exports Act of 2023 or the SAFE Act of 2023 This bill allows the Department of Agriculture (USDA) to preemptively negotiate regional export ban agreements for known animal disease threats that apply only to areas affected by animal disease outbreaks to enable the continuation of exports from areas not affected by an outbreak. The Animal and Plant Health Inspection Service, the Food Safety and Inspection Service (FSIS), and the Foreign Agricultural Service, in consultation with the Office of the U.S. Trade Representative, are authorized to negotiate the regionalization, zoning, compartmentalization, and other trade agreements regarding outbreaks of known animal disease threats of trade significance with countries with export markets for livestock animals or animal products from the United States. In addition, USDA must promulgate a regulation requiring that, within three days of removing any language from the FSIS Import and Export Library, FSIS notify each state department of agriculture, each lead state agency for animal disease, and any state and national producer organizations representing impacted livestock producers. (The FSIS library provides country and product specific information for (1) meat and poultry exports, and (2) products eligible for import to the United States.)

This resolution honors the humanitarian work of Dr. Aristides de Sousa Mendes do Amaral e Abranches, Consul of Portugal in Bordeaux, France, following the Nazi invasion of France. The resolution states that he acted with great courage and at personal risk to issue visas that spared many thousands of people from the Nazi occupation of France and the Holocaust.

Western Water Accelerated Revenue Repayment Act This bill permanently authorizes a provision under the Water Infrastructure Improvements for the Nation Act that (1) allows certain water users (e.g., agriculture and municipal water users) in western states to prepay what they owe under contracts with the Bureau of Reclamation for the storage and supply of water resources; and (2) requires a specified portion of the receipts generated from such prepayments be directed to the Reclamation Water Storage Account for the construction of water storage.

Helping Oversee and Ward off Infrastructure Emergencies Act or the HOWIE Act This bill requires the Federal Railroad Administration to issue regulations to require a railroad to report a train accident that results in damage if the railroad has a reasonable suspicion that an action carried out by the railroad caused the damage. An accident includes any incident that causes a fire, including a brush fire, alongside a railroad track. Specifically, a railroad must report (1) a train accident resulting in damage (based on a preliminary gross estimate) of $150,000 or more to railroad and nonrailroad property; or (2) a train accident resulting in damage of $25,000 or more to a passenger train, including railroad and nonrailroad property.

Helping Emergency Responders Overcome Act or the HERO Act This bill establishes and authorizes a series of programs relating to the behavioral health of law enforcement officers, first responders, 9-1-1 operators, and other public safety officers and health care providers. Specifically, the Department of Health and Human Services (HHS) must develop best practices for identifying, preventing, and treating post-traumatic stress and co-occurring disorders in public safety officers. HHS must work with the Fire Administration (a division of the Federal Emergency Management Agency) and other federal agencies to incorporate the best practices into education and training programs for public safety officers. In addition, the Fire Administration must develop resources to educate mental health professionals about the workplace stressors and evidence-based therapies to treat mental health issues common to firefighters and emergency medical services (EMS) providers. The bill also permits HHS to establish (1) a system at the Centers for Disease Control and Prevention for reporting suicides of public safety officers, and (2) grant programs to support behavioral health and wellness programs for fire departments, EMS agencies, and health care providers.

Mental Health Services for Students Act of 2023 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Migrant Relocation Transparency Act This bill requires the federal government to, before resettling, transporting, or relocating any non-U.S. nationals ( aliens under federal law) not in detention, consult with the affected state and local governments. Specifically, the department taking the action, either the Department of Health and Human Services (HHS) or the Department of Homeland Security (DHS), must consult with the affected state and local governments at least three days before the action. HHS and DHS must also submit to Congress monthly state-specific reports about such actions.

TRICARE Fairness for National Guard and Reserve Retirees Act This bill aligns eligibility for TRICARE health coverage with the age at which personnel of the Retired Reserve (former National Guard and Reserve members) begin receiving retired pay. Specifically, personnel of the Retired Reserve who are not yet age 60 but are receiving their retirement pay may purchase TRICARE health coverage for retired military personnel, rather than the presently allowed TRICARE Retired Reserve. Under current law, Reserve Component personnel may retire below age 60, but not below 50, based on active duty performance.

Schools Not Shelters Act This bill prohibits schools that receive certain federal financial assistance from using their facilities to shelter certain non-U.S. nationals ( aliens under federal law) unless the individual pays for such shelter. Specifically, this prohibition shall apply to sheltering individuals who are (1) unlawfully present, or (2) subject to removal proceedings or a removal order and are not being detained by the Department of Homeland Security. Under this bill, if an elementary school, secondary school, or institution of higher education receives financial assistance from a program administered by the Department of Education, that school or institution may not use its facilities to provide shelter to such individuals unless the individual is housed in a dormitory and pays the amount normally assessed to residents of that dormitory.

This resolution condemns all manifestations of expressions of racism and anti-Asian, Native Hawaiian, and Pacific Islander or ethnic intolerance. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes and threats against Asian Americans, Native Hawaiians, and Pacific Islanders in the United States; work to improve the reporting of such hate crimes; and hold the perpetrators of those crimes, incidents, or threats accountable and bring the perpetrators to justice.

Daniel J. Harvey Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide Act This bill requires the Department of Defense and Department of Veterans Affairs to jointly carry out a five-year pilot program to assess the feasibility and advisability of providing certain services and a module comprised of specified elements as part of the pre-separation transition process for members of the Armed Forces for the purpose of reducing the incidence of suicide among veterans.

National POW/MIA Memorial and Museum Act This bill designates the memorial and museum that is being constructed on an approximately 26-acre area on the POW-MIA Memorial Parkway in Jacksonville, Florida, as the National POW/MIA Memorial and Museum. The director of the memorial and museum shall submit a report to Congress that includes a budget for the memorial and museum.

Healthy Air Travel Act This bill directs the Federal Aviation Administration to establish an interagency task force to develop and implement a strategy to identify and advance research on communicable diseases in air travel. The task force must consult with representatives from the aviation industry, health experts, and labor stakeholders in developing the strategy. Under the bill, the term communicable disease refers to certain diseases that have the potential to cause a future epidemic or pandemic of infectious disease that would constitute a public health emergency of international concern as declared, after the date of the bill's enactment, by the Secretary of Health and Human Services.

Stop Our Scourge Act of 2023 or the SOS Act of 2023 This bill directs the Department of Homeland Security to designate illicit fentanyl as a weapon of mass destruction and requires the Office of National Drug Control Policy to conduct an assessment regarding that substance. Specifically, the office must assess foreign manufacturing of illicit fentanyl, the tools and capabilities across federal agencies to address trafficking of that substance, the capabilities of the Mexican military to conduct counterdrug missions with respect to that substance, the capacities and willingness of China to take specified actions with respect to that substance, and illicit fentanyl being trafficked into the United States from Mexico.

Small Business Growth Act This bill increases from $1 million to $2 million to the limitation on expensing of depreciable business assets. It also increases the asset threshold amount used to reduce the expensing limitation.

Veterans National Traumatic Brain Injury Treatment Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to furnish, under the Veterans Community Care Program, hyperbaric oxygen therapy to veterans with traumatic brain injuries or post-traumatic stress disorder.

Promoting Resources to Expand Vaccination, Education and New Treatments for HPV Cancers Act of 2023 or the PREVENT HPV Cancers Act of 2023 This bill requires the Centers for Disease Control and Prevention to carry out a campaign to raise awareness about human papilloma virus (HPV) vaccination with a particular focus on combatting misinformation and increasing vaccination rates, especially among males. The bill also reauthorizes through FY2028 the Breast and Cervical Cancer Early Detection Program and otherwise extends activities to reduce breast and cervical cancer mortality.

After Hours Child Care Act This bill establishes a pilot program for the Administration for Children & Families to award grants to increase the capacity of child care providers to deliver services to families in which a parent is working nontraditional work hours (e.g., before 9:00 a.m., after 5:00 p.m., or on a Saturday or Sunday).

Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act of 2023 or as the DIGNIDAD (Dignity) Act of 2023 This bill addresses immigration-related issues, such as increasing hiring for U.S. Customs and Border Protection (CBP) personnel and providing removal deferral for eligible non-U.S. nationals ( aliens under federal law). For example, the bill requires the hiring of additional CBP personnel and authorizes recruitment, relocation, and retention bonuses for CBP personnel; provides funding for border infrastructure and equipment; makes it a crime to transmit the location of law enforcement with the intent to violate immigration laws or certain other federal laws; requires employers to verify the immigration status of individuals using an electronic employment eligibility confirmation system modeled after the E-Verify system; requires unaccompanied alien children to be processed and reunited with U.S.-based sponsors in accordance with the Flores settlement, which established policies pertaining to the treatment of minors without lawful immigration status; requires the Department of State to implement a strategy to address the key factors contributing to individuals from Central America traveling to the United States; provides a path to permanent resident status to eligible individuals without lawful immigration status who entered the United States as minors (commonly referred to as Dreamers); establishes the Dignity Program, which defers the removal of eligible individuals without lawful immigration status who meet various requirements, including paying into a fund to provide training to U.S. workers; and establishes the Redemption Program, which provides a path to permanent resident status to individuals who complete the Dignity Program and meet various requirements, including making additional payments into the U.S. worker fund.

Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act This bill provides for criminal penalties for certain conduct that interferes with U.S. border control measures. Specifically, a person who knowingly transmits the location or activities of law enforcement with the intent to further a crime related to immigration, customs, or controlled substances may be imprisoned for a maximum of 10 years. A person who knowingly damages or destroys a device deployed to control the border or port of entry may be imprisoned for a maximum of 10 years. Additionally, the bill provides for enhanced punishment for carrying or using a firearm in connection with certain criminal immigration violations such as assisting a non-U.S. national ( alien under federal law) who is inadmissible due to a felony conviction.

Wildfire Grid Resiliency Act This bill requires the Office of Cybersecurity, Energy Security, and Emergency Response of the Department of Energy (DOE) to carry out a Resilience Accelerator Demonstration Program. Under the program, the office must make awards to DOE's National Laboratories for projects that demonstrate innovative technologies to improve the electric grid's resilience to wildfires, such as technologies for monitoring vegetation management or enhancing the safety of first responders who respond to electric grid emergencies.

Caregiver Outreach and Program Enhancement Act or the COPE Act This bill authorizes the Department of Veterans Affairs to award grants to implement, coordinate, improve, or enhance mental health counseling, treatment, or support for family caregivers of veterans participating in the family caregiver program. Additionally, the Government Accountability Office must report on the provision of mental health support to caregivers of veterans.

Middle Class Borrower Protection Act of 2023 This bill rolls back changes made by the Federal Housing Finance Agency (FHFA) to the fees charged by Fannie Mae and Freddie Mac for a conventional single-family mortgage (i.e., loan-level pricing adjustments) and restricts future fee adjustments. These changes, effective May 1, 2023, revised the fee charts that provide percentage adjustments based on a mortgagor's credit score and down payment. The bill reinstates the fee structure that was in place prior to May 1, 2023. The Government Accountability Office (GAO) must report on the changes made by the FHFA. Further adjustments to the fee structure by FHFA are prohibited until 90 days after the publication of the GAO report. After this period, FHFA must follow Administrative Procedure Act requirements when proposing adjustments to the fee structure. The bill also requires that, to the greatest extent feasible, revisions to the fee schedule must be based on risk. Further, FHFA, Fannie Mae, and Freddie Mac are prohibited from imposing any loan-level pricing adjustment fee that is based on the ratio of the debt of the mortgagor to the income of the mortgagor.

Donut Dollies Congressional Gold Medal Act This bill awards a Congressional Gold Medal to members of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program, also known as the Donut Dollies , who served honorably during the Vietnam conflict. The bill also authorizes the Speaker of the House and the President pro tempore of the Senate to make arrangements for presenting the medals.

Human-Services Emergency Logistic Program Act of 2023 or the HELP Act of 2023 This bill requires the Department of Health and Human Services (HHS) to allot funding to states, tribal nations, and territories to improve the 2-1-1 and 9-8-8 telecommunication systems. The 2-1-1 system provides callers with information and referrals with respect to health and human services and other provider agencies, and the 9-8-8 system provides callers with mental health or suicide crisis support and resources through the National Suicide Prevention Lifeline. The funds must be used solely for making the call systems available to all individuals in the service area, enhancing community information and referrals with respect to human services, or both. As a condition of this funding, recipients must appoint a lead entity to manage activities to improve the call systems. Recipients must also establish a Human Services State Oversight Council to provide the lead entity with guidance and oversight related to the call systems. In addition, HHS must establish a Human Services National Board, comprised of federal and non-federal representatives, to manage the allocation of funds and evaluate the call systems.

Service-Disabled Veteran Opportunities in Small Business Act This bill requires the Small Business Administration (SBA) to provide employees at any federal agency that has not met the goal of awarding at least 3% of its prime contracts and subcontracts to small businesses owned by service-disabled veterans with training to increase the number of such contracts awarded. The SBA must report for each fiscal year a list of each agency that did not meet the contracting goal and the number of trainings the SBA provided.

VA Medical Center Security Report Act of 2023 This bill requires the Department of Veterans Affairs (VA) to annually survey certain VA medical center employees (i.e., police chiefs, facility emergency management leaders, medical center directors, or a person carrying out the responsibilities of one of these positions in an acting capacity) to collect information regarding security at each VA medical center. The bill also requires the VA to submit an annual report to Congress on the security at VA medical centers. Among other elements, the report must include the results of the annual survey and a plan for addressing any security weaknesses identified in the results.

Supporting All Producers Act of 2023 or the SAP Act of 2023 This bill directs the Department of Agriculture (USDA) to solicit input from maple industry stakeholders with respect to the research and education priorities of the maple industry for the Acer Access and Development Program (Acer). Specifically, the bill amends Acer to require USDA to consider the information provided through consultation with the maple industry when making program grants. The bill also extends the program's authorization through FY2028. The Acer competitive grant program promotes the domestic maple syrup industry through activities associated with research and education related to maple syrup production, natural resource sustainability in the maple syrup industry, and the marketing of maple syrup and maple sap products. Acer also provides grants to encourage owners and operators of privately held land containing species of trees in the genus Acer to initiate or expand maple sugaring activities, or to voluntarily make the land publicly accessible for maple sugaring activities.

Hot Foods Act of 2023 This bill expands the Supplemental Nutrition Assistance Program (SNAP) to permit the use of SNAP benefits to purchase hot foods or hot food products ready for immediate consumption.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Forest Improvements through Research and Emergency Stewardship for Healthy Ecosystem Development and Sustainability Act or the FIRESHEDS Act This bill directs the Department of Agriculture (USDA), with respect to National Forest System lands, and the Department of the Interior, with respect to public lands, no later than 90 days after receiving a request from a state, to enter into an agreement with such state to jointly designate one or more fireshed management areas within such state, and conduct fireshed management projects in such fireshed management areas. Not later than 90 days after entering into an agreement, the USDA or Interior, as appropriate, and such state shall jointly conduct a stewardship and fireshed assessment. The USDA and Interior shall carry out fireshed management projects in accordance with the timeline and project size limitations included in the stewardship and fireshed assessment. Fireshed management projects shall be categorically excluded from the preparation of an environmental assessment or an environmental impact statement and exempt from the special administrative review process. The bill makes permanent the authority for a state to use revenue from timber sales under a good neighbor agreement for forest, rangeland, and watershed restoration services.

Protecting Veteran Community Care Act This bill requires the Department of Veterans Affairs (VA) to furnish residential mental health or substance-use services to certain veterans through the Veterans Community Care Program (VCCP). Specifically, the VA must furnish such care if a veteran (1) meets VA criteria for priority admission to a VA Mental Health Residential Rehabilitation Treatment Program and the VA is unable to accommodate priority admission, or (2) has contacted the VA to request such mental health services and the VA is not able to furnish such services in a manner that complies with VA access standards for specialty care provided under the VCCP. The VA must ensure that a referral to an alternate Mental Health Residential Rehabilitation Treatment Program does not take precedence over timely access to mental health or substance-use services unless the referral is requested by the veteran. The VA is prohibited from determining a veteran is ineligible for VCCP care solely because VCCP providers are unable to comply with wait times or access standards. If multiple options for care or services are available, the VA must permit a veteran to elect the option the veteran prefers. Additionally, the bill provides minimum standards for residential mental health or substance-use services provided under the VCCP (e.g., treatment programs or facilities must be licensed and accredited for the specified services).

EANS Extension Act This bill extends the availability of funds for the Emergency Assistance to Non-Public Schools (EANS) program. The EANS program provides services or assistance to eligible nonpublic schools to address educational disruptions caused by the COVID-19 emergency. Specifically, the bill extends through September 30, 2023, the availability of funds provided for the EANS program by the Consolidated Appropriations Act, 2021. The bill also extends through September 30, 2024, the availability of funds provided for the EANS program by the American Rescue Plan Act of 2021.

Accounting STEM Pursuit Act of 2023 This bill authorizes states and local educational agencies (LEAs) to use grant funds provided through the Student Support and Academic Enrichment Program for accounting education. In particular, LEAs may use these grant funds to implement programs to teach accounting, including by increasing access to high-quality accounting courses through 12th grade for students who are members of underrepresented groups.

United States Foreign Service Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in recognition of the 100th anniversary of the United States Foreign Service. All surcharges received by Treasury from the sale of such coins must be paid to the Association for Diplomatic Studies and Training to support the collection, curation, and sharing of diplomatic history in the United States via oral history, books, social media, and other means.

Comprehensive Southern Border Strategy Act This bill requires the Department of Homeland Security to report to Congress a comprehensive southern border strategy. The strategy must include (1) an overview of current security risks along the southern border; and (2) an assessment of the barriers, technologies, and tools that are necessary to achieve and maintain situational awareness and operational control of the border.

Improving Newborn Formula Access for a Nutritious Tomorrow Act of 2023 or the INFANT Act of 2023 This bill requires a state to select two infant formula manufacturers as suppliers under the competitive bidding process for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Specifically, the bill redefines competitive bidding to mean a procurement process under which a state agency selects two manufacturers for a product; a state may designate one of the manufacturers as the primary manufacturer and one as the secondary manufacturer. Currently, a state may only select a single infant formula manufacturer as a supplier.

This resolution commemorates the 100th anniversary of the birth of Pramukh Swami Maharaj, the spiritual leader of the BAPS Swaminarayan Sanstha. BAPS Swaminarayan Sanstha is a spiritual, volunteer-driven faith dedicated to improving society through individual growth by fostering the Hindu ideals of faith, unity, and selfless service.

Walter Patterson and Werner Foerster Justice and Extradition Act This bill directs the President to report annually to Congress on fugitives and other individuals with respect to whom the United States is seeking extradition from other countries. The report shall contain information on the number of such individuals, U.S. diplomatic efforts to secure their return, and the factors that have prevented the resolution of outstanding cases.

This resolution calls for the immediate extradition or rendering of convicted criminals William Morales, Joanne Chesimard, and others receiving safe harbor in Cuba to the United States. The resolution also urges the Secretary of State, Attorney General, and international community to continue to press for the immediate return of all fugitives from justice to the United States.
