Fire Department Repayment Act of 202 3 This bill requires standard operating procedures for reciprocal fire suppression cost share agreements. The Departments of Agriculture, the Interior, Homeland Security, and Defense shall establish standard operating procedures relating to fire suppression cost share agreements established under the Reciprocal Fire Protection Act; and with respect to each agreement in operation on one year after enactment of this bill, review each agreement and modify it as necessary to comply with the standard operating procedures. The standard operating procedures shall include a requirement that each fire suppression cost share agreement be aligned with each of the cooperative fire protection agreements applicable to the entity subject to such fire suppression cost share agreement. The standard operating procedures shall also include a requirement that the departments, to the maximum extent practicable, complete reviews, including second-level reviews of a fire suppression cost share agreement, as soon as practicable after a wildfire related to the area covered by such cost share agreement is contained; and a requirement that in completing such reviews, the department concerned consults with state and local fire suppression organizations.

Telemental Health Care Access Act of 2023 This bill eliminates certain restrictions relating to Medicare coverage of mental health services that are provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary), as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals (effective January 1, 2025). The bill eliminates these in-person requirements.

Foster Youth Mentoring Act of 20 2 3 This bill directs the Department of Health and Human Services to award grants for programs that provide mentoring for children in foster care and children with experience in foster care. Mentoring under such programs must match youth with appropriately screened and trained adult or peer volunteers and involve regular meetings designed to last for at least one year.

Protecting Rural Telehealth Access Act This bill expands coverage of telehealth services under Medicare. Specifically, the bill permanently (1) removes geographic restrictions on originating sites (i.e., the location of the beneficiary), (2) allows the home of the beneficiary to serve as the originating site for all services, (3) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), and (4) expands coverage to include audio-only services for evaluation and management and behavioral health services.

Safeguarding American Value-added Exports Act or the SAVE Act This bill directs the Department of Agriculture (USDA) to secure foreign markets for goods using common names. In general, the bill defines common name as a name that USDA determines (1) is ordinarily or customarily used for an agricultural commodity or food product, (2) is typically placed on the packaging and product label of the agricultural commodity or food product, and (3) the use of which is consistent with standards of the Codex Alimentarius Commission. Specifically, USDA must coordinate efforts with the Office of the U.S. Trade Representative (USTR) to secure the right of U.S. agricultural producers, processors, and exporters to use common names for agricultural commodities or food products in foreign markets. Through the negotiation of bilateral, plurilateral, or multilateral agreements, memoranda of understanding, or exchanges of letters, USDA and the USTR must assure the current and future use of each common name identified by USDA in connection with U.S. agricultural commodities or food products.

American Battlefield Protection Program Enhancement Act This bill expands the National Park Service's American Battlefield Protection Program. The bill expands the battlefield acquisition grant program to allow grants to be (1) awarded to Indian tribes and nonprofit organizations, and (2) awarded to acquire certain Revolutionary War or War of 1812 battlefields. The bill expands eligibility for the battlefield restoration grant program to include battlefield land that is owned by a state, tribe, local government, or nonprofit organization. Not later than 2 years after this bill's enactment and every 10 years thereafter, the American Battlefield Protection Program must report to Congress on preservation activities and the condition of battlefields.

Give Kids a Chance Act of 2023 This bill authorizes certain targeted clinical trials involving combinations of drugs to treat pediatric cancer. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations so as to authorize investigations of new drugs that are used in combination with active ingredients that have already been approved and that (1) have been determined to be the standard of care for treating a pediatric cancer, or (2) have been approved to treat an adult cancer and are directed at molecular targets for pediatric cancer. The Food and Drug Administration must issue guidance and report on the bill's implementation. The Government Accountability Office must report on the effectiveness of the bill's changes with respect to the development of pediatric cancer drugs.

Forest Conservation Easement Program Act of 2023 This bill replaces the Healthy Forests Reserve Program (HFRP) with a new forest conservation easement program. Both the HFRP and the new program provide for the Department of Agriculture (USDA) to purchase easements on private land for forest conservation purposes. Under the new program, USDA must provide cost-share assistance to states, local governments, Indian tribes, or certain organizations for their purchase of forest conservation easements. The bill also sets aside program funding to purchase easements from certain classes of landowner, including beginning forest landowners, socially disadvantaged forest landowners, and veteran forest landowners.

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

Sand Acquisition, Nourishment, and Development Act or the SAND Act This bill allows the U.S. Army Corps of Engineers to acquire fill material for beach erosion and nourishment purposes from non-domestic sources even if such materials are available from domestic sources.

Promoting Advancement Through Transit Help to College Act or the PATH to College Act This bill authorizes Department of Transportation (DOT) grants for improving transit connections for students at institutions of higher education. Specifically, grants must be used for projects such as (1) adding transit stops that serve campuses and connect to surrounding areas or other cities, (2) increasing the frequency of service or adjusting the transit time to allow students to get to and from their classes, or (3) providing for service operating costs. DOT may award the grants to partnerships of public transit providers and one or more community colleges, historically Black colleges and universities, tribal colleges and universities, or other minority-serving institutions.

United States Cadet Nurse Corps Service Recognition Act of 2023 This bill recognizes service as a member of the U.S. Cadet Nurse Corps between July 1, 1943, and December 31, 1948, as active duty service. The active duty designation entitles qualifying individuals to certain benefits afforded to veterans, such as burial benefits (not including interment or inurnment at Arlington National Cemetery) and honorary veteran status. Under the bill, the Department of Defense (DOD) must issue individuals who served in the corps during the specified period a discharge from their service under honorable conditions if such a discharge is warranted based on the duration and nature of the service. Such individuals are not entitled to Department of Veterans Affairs benefits aside from those related to burials and memorials. The bill also authorizes DOD to produce a service medal or other commendation, memorial plaque, or grave marker to honor the individuals.

America's CHILDREN Act of 2023 or the Protecting Children of Long-Term Visa Holders Act of 2023 This bill provides lawful permanent resident status to certain college graduates who entered the United States as children and addresses other immigration-related issues. Specifically, this bill allows a non-U.S. national ( alien under federal law) to apply for lawful permanent resident status if the individual (1) was lawfully present in the United States as a dependent child of an individual admitted for employment, (2) was in the United States with such status for at least eight years, (3) has graduated from an institution of higher education in the United States, and (4) is not deportable or otherwise inadmissible. In addition, the individual must have been lawfully present in the United States for at least 10 years at the time of the application. The bill also modifies various provisions related to calculating an individual's age for immigration purposes and the priority date of certain immigration-related applications. For example, to determine whether an individual is a dependent child for certain immigration petitions, the individual's age at the time a petition is filed shall be the age used for that determination. (Currently, this determination for some petitions is based on the individual's age at the time a visa becomes available, so it is possible for an individual to be a dependent child when filing a petition but become too old to qualify by the time the visa is available.)

Upholding a Secure Postal System Act or the USPS Act This bill requires the Government Accountability Office to investigate nationwide patterns and instances of theft of mail and U.S. Postal Service (USPS) property and report to Congress. Any such report must include a description of any measures that the USPS has in place to address, and recommendations on how the USPS and Congress can combat, such theft.

Charitable Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2023 or 2024 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.

U.S.-Israel Cooperation Expansion Act This bill provides that it is U.S. policy to (1) support bilateral training between U.S. and Israeli law enforcement for sharing best practices related to anti-terrorism, community policing, and managing mass casualties; and (2) continue to counter threats to U.S. and Israeli security and embassy protection posed by illicit cross-border tunneling and unmanned aerial systems.

Protecting America's Agricultural Land from Foreign Harm Act of 2023 This bill prohibits persons associated with the governments of Iran, North Korea, China, or Russia from purchasing or leasing agricultural land in the United States. Specifically, the President must prohibit any person (individual or entity) owned by, controlled by, or subject to the jurisdiction or direction of these foreign governments from purchasing or leasing (1) public agricultural land that is owned by the United States and administered by a federal department or agency, or (2) private agricultural land that is located in the United States. A person that violates or attempts to violate this prohibition is subject to civil and criminal penalties. This prohibition does not require a person that owns or leases agricultural land as of the date of this bill's enactment to sell that land. Further, the President must prohibit a person associated with these foreign governments and who leases, or who has full or partial ownership of, agricultural land in the United States from participating in Department of Agriculture (USDA) programs. Exceptions are included to allow for participation in USDA programs related to food safety, the health and labor safety of individuals, or certain reporting and disclosure requirements. The restrictions established by the bill do not apply to U.S. citizens or lawful permanent residents. The bill also amends the agriculture foreign investment disclosure reporting requirements to include reporting on security interests and leases. Finally, USDA must submit a report every two years on foreign ownership of agriculture land in the United States.

VA Canine Reporting Act of 2023 This bill requires the Department of Veterans Affairs to report on the average time it took to provide a veteran with a service or guide dog in the prior year. The report must also include legislative recommendations to reduce such wait time.

Healthcare Extension and Accessibility for Developmentally disabled and Underserved Population Act of 2023 or the HEADs UP Act of 2023 This bill authorizes the Department of Health and Human Services (HHS) to award grants to support health centers that provide services for individuals with developmental disabilities, including dental care. Grant recipients must provide specialized treatment to individuals with developmental disabilities as necessary. The bill also provides statutory authority for HHS to designate individuals with developmental disabilities as health-professional shortage population groups for the purposes of the National Health Service Corps (NHSC). The NHSC provides scholarships and student loan repayment awards to eligible providers who agree to work with designated populations or in areas that face shortages of primary care, dental care, and mental health care providers.

National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.

Sanctioning Tyrannical and Oppressive People within the Chinese Communist Party Act or the STOP CCP Act This bill imposes visa- and property-blocking sanctions on any person who is a member of the Central Committee of the Chinese Communist Party, as well as any adult family member of such a person. The President may waive the sanctions for renewable periods of 30 days by certifying to Congress that China's government and the Chinese Communist Party have ceased (1) any acts of genocide against the Uyghur Muslim population; (2) all threats, military exercises, and aggression toward Taiwan; (3) undermining the autonomy of Hong Kong; and (4) any efforts to steal the intellectual property of U.S. persons. The certification must also be publicly available on a federal government website.

Recruit and Retain Act This bill expands the Community Oriented Policing Services (COPS) grant program to support recruitment efforts by law enforcement agencies. Specifically, the bill expands the COPS program by allowing funds to be used for reducing application-related fees (e.g., fees for background checks, psychological evaluations, and testing); and directing the Department of Justice (DOJ) to award competitive grants to partnerships between law enforcement agencies and educational institutions (e.g., elementary and secondary schools and institutions of higher education) for recruiting activities, such as for career and job fairs. The bill requires DOJ to establish guidance for understaffed law enforcement agencies applying for COPS grants. The Government Accountability Office must study and report on the effects of recruitment and attrition rates on federal, state, tribal, and local law enforcement agencies.

Protect Lifesaving Anesthesia Care for Veterans Act of 2023 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Historic Preservation Fund Reauthorization Act This bill extends through FY2033 and increases funding for the National Park Service's Historic Preservation Fund. The funding is provided from revenues from Outer Continental Shelf oil and gas leases, and awards from the fund are made to states and other entities, including tribes and nonprofits.

Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on demographic groups with elevated rates of maternal mortality and morbidity, maternal health disparities, and other adverse outcomes. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services and education and training for health care providers about maternal mental health conditions and substance use disorders in pregnancy. Eligible grantees include (1) state, tribal, and local governments; (2) health care providers; and (3) organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.

Improving Mental Health and Wellness in Schools Act This bill incorporates mental health promotion and education into guidelines for school wellness policies that are used by local educational agencies participating in school meal programs. Specifically, the Department of Agriculture (USDA) must issue further regulations for local educational agencies to (1) incorporate goals for mental health promotion and education, and (2) include reducing eating disorders as part of the nutrition guidelines for foods available on school campuses. The bill also requires that local educational agencies establish multidisciplinary teams of school personnel to lead the development, periodic review, and updating of local school wellness policies. Further, the bill requires the involvement of registered dietitians and school-based mental health services providers (in addition to those already required to be involved) in the periodic review and updating of the local policy. USDA must also provide technical assistance to promote mental health, encourage mental health assessments, and establish resilient school environments.

Fentanyl Eradication and Narcotics Deterrence Off Fentanyl Act or the FEND Off Fentanyl Act This bill requires or authorizes various actions, including sanctions, targeting foreign persons (individuals and entities) engaged in trafficking of fentanyl and other illicit opioids. This bill requires that the sanctions specified in Executive Order 14059 (relating to sanctions on foreign persons involved in the global illicit drug trade), as well as any amendments to or directives issued pursuant to that executive order before the date of the enactment of this bill, shall remain in effect. The bill also requires the President to impose property-blocking sanctions on any foreign person knowingly involved in (1) significant trafficking of fentanyl, fentanyl precursors, or other related opioids by a transnational criminal organization; or (2) significant activities of a transnational criminal organization relating to the trafficking of fentanyl, fentanyl precursors, or other related opioids. The Department of the Treasury is authorized to take certain actions relating to classes of transactions that (1) involve a non-U.S. jurisdiction, and (2) are of primary money laundering concern in connection with illicit opioid trafficking. For such transaction classes, Treasury may require domestic financial institutions to (1) take certain special measures, (2) prohibit certain transmittals of funds, or (3) impose conditions on transmittals of funds. Treasury's Financial Crimes Enforcement Network must issue guidance to U.S. financial institutions for filing reports of suspicious transactions related to suspected fentanyl trafficking by transnational criminal organizations.

Stop Fentanyl Money Laundering Act of 2023 This bill expands efforts to prevent money laundering related to international fentanyl and narcotics distribution. The bill allows the Department of the Treasury to impose restrictions on an entity or activity determined to be of primary money-laundering concern in connection with illicit fentanyl and narcotics trafficking. Specifically, if Treasury determines that a foreign financial institution, class of transaction, or type of account is of such concern, Treasury may require domestic financial institutions and agencies to take special measures, such as reporting certain financial transactions involving that entity or activity. The Financial Crimes Enforcement Network (FinCEN) must issue advisories to financial institutions about how to identify Chinese money laundering that facilitates the trafficking of fentanyl and other synthetic opioids. FinCEN must also issue guidance to financial institutions for filing suspicious transaction reports related to suspected narcotics trafficking by transnational criminal organizations. The Government Accountability Office must report on the implications of the Department of State designating Mexican drug cartels as foreign terrorist organizations.

Sanction Russian Nuclear Safety Violators Act of 2023 This bill requires the President to impose sanctions on foreign persons who endanger the integrity, safety, or undermine Ukrainian operational control of the Zaporzhzhia nuclear power plant in southeastern Ukraine. The sanctions include (1) asset blocking; (2) visas, admission, or parole into the United States; and (3) revocation of current visas. The bill limits such sanctions as they apply to international obligations, to humanitarian assistance, or to those seeking to reestablish Ukrainian operational control of the Zaporzhzhia nuclear power plant.

Assad Regime Anti-Normalization Act of 2023 This bill prohibits federal officials or employees from taking any action to recognize a Syrian government led by Bashar al-Assad. The bill also expands existing sanctions related to the Syrian conflict to cover additional activities and persons (individuals and entities). Current law requires the President to impose visa- and property-blocking sanctions on foreign persons engaged in certain activities related to the conflict in Syria. For example, such sanctions must be imposed on those that knowingly (1) are responsible for serious human rights abuses against the Syrian people, or (2) provide aircraft or spare aircraft parts for military purposes on behalf of the Syrian government to a foreign person operating in certain areas of Syria. This bill expands the types of activities that would subject a foreign person to sanctions, including knowingly (1) providing any type of aircraft or spare aircraft parts to the Syrian government, (2) diverting humanitarian assistance intended for the Syrian people, or (3) confiscating property in Syria or owned by a Syrian citizen for personal gain or political purposes. The bill also extends these sanctions to entities owned or controlled by a sanctioned person and to a sanctioned person's adult family members. Additionally, the bill removes an exception to the sanctions related to the importation of goods. The Department of State must provide Congress with a strategy to counter foreign government efforts to normalize relations with the Bashar al-Assad regime.

Peace and Tolerance in Palestinian Education Act This bill requires the Department of State to report on the curriculum (including textbooks, leaflets, pamphlets, magazines, and other instructional materials) used in schools in areas controlled by the Palestinian Authority or located in Gaza and controlled by any other entity. Among other topics, the report must address (1) whether the materials used encourage violence or intolerance toward other nations or ethnic groups, (2) the steps the Palestinian Authority is taking to reform such materials, and (3) whether U.S. foreign assistance is used to fund the dissemination of the offending materials. The State Department must make such reports publicly available.

Stop Chinese Fentanyl Act of 2023 This bill makes changes to various laws pertaining to sanctions, including by revising the definition of what constitutes a foreign opioid trafficker. Specifically, for the purposes of the Fentanyl Sanctions Act, the bill changes the definition of foreign opioid trafficker to specify that the term includes certain Chinese entities and government officials that fail to take steps to prevent opioid trafficking, potentially subjecting them to sanctions. The bill imposes additional requirements before the President can publish regulations under the International Emergency Economic Powers Act, which authorizes the President to regulate a variety of economic transactions following a declaration of national emergency. For example, the President must consider the costs and benefits of available statutory and regulatory alternatives prior to publishing such regulations. The bill also provides 10-year statutes of limitation for violations of two federal laws that authorize sanctions (the International Emergency Economic Powers Act and the Trading with the Enemy Act).

Project Precursor Act This bill requires and authorizes actions to address fentanyl trafficking. The President must impose visa- and property-blocking sanctions on foreign persons (i.e., individuals and entities) knowingly involved in (1) the trafficking of fentanyl, fentanyl precursors, or related opioids by a transnational criminal organization; or (2) the activities of a transnational criminal organization relating to such trafficking. (Transnational criminal organizations are defined to include certain organizations, such as the Sinaloa Cartel.) The bill also authorizes the Department of State to carry out a program to build the capacity of Mexican law enforcement agencies to prevent the trafficking of fentanyl and its precursor chemicals into the United States; requires the State Department to prioritize Mexico in all efforts to combat the international trafficking of fentanyl and other synthetic drugs by providing technical assistance and equipment and carrying out exchange programs; requires the State Department to conduct a public relations campaign to delegitimize Mexican transnational criminal organizations involved in fentanyl trafficking and disrupt their ability to recruit new members; requires the State Department to use the voice, vote, and influence of the United States to include fentanyl substances on the lists of toxic chemicals identified in the Chemical Weapons Convention (CWC). (Chemicals on the lists are subject to the CWC's verification processes to ensure that such chemicals are not used for prohibited purposes.) Additionally, this bill extends the Fentanyl Sanctions Act to seven years after the date of enactment of this bill (the act is currently set to terminate on December 20, 2026).

Mental Health in Schools Excellence Program Act of 2023 This bill establishes a program to expand the mental health services workforce in schools. Specifically, the bill requires the Department of Education to contract with graduate institutions to pay a share of the cost of attendance for graduate students pursuing careers in the school-based mental health profession (e.g., school counseling).

Affordable Housing Credit Improvement Act of 2023 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing tax credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2023 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit consideration of local approval and local government contribution requirements for housing projects; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, tax-exempt bond financing, and foreclosures.

Superior National Forest Restoration Act This bill rescinds Public Land Order No. 7917 for Withdrawal of Federal Lands; Cook, Lake, and Saint Louis Counties, MN , which bars mining operations on specified Forest Service lands in Minnesota. The bill directs the Forest Service to complete necessary environmental and regulatory review for all mine plans of operations within the Superior National Forest within 18 months of submission; and reissue each cancelled mineral lease, preference right lease, and prospecting permit relating to lands within that forest. A lease or permit reissued under this provision is not subject to judicial review.

Gateway Community and Recreation Enhancement Act This bill directs the Department of the Interior and the Forest Service to carry out activities to enhance recreational opportunities for gateway communities and provides for the establishment of a digital National Parks and Federal Recreational Lands Pass. Gateway community means a community that serves as an entry point or is adjacent to a recreation destination at which there is consistently high seasonal or year-round visitation. Specifically, Interior and the Forest Service must collaborate with relevant stakeholders to identify needs and economic impacts in gateway communities, including housing shortages, demands on existing municipal infrastructure, accommodation and management of sustainable visitation, and the expansion and diversification of visitor experiences by bolstering visitation at certain nearby underutilized locations or lesser-known recreation sites. The Rural Business-Cooperative Service shall provide to businesses in gateway communities assistance to establish, operate, or expand infrastructure to accommodate and manage sustainable visitation. Before taking action that will reduce access to a national park (excluding actions due to incident specific events that present a health and safety risk), the office of the superintendent of the affected park must conduct public meetings, consult local stakeholders, and provide an opportunity for public comments. Interior and the Forest Service must (1) establish a single visitation data reporting system to report accurate annual visitation data, and (2) carry out a Real-time Data Pilot Program.

Invasive Species Prevention and Forest Restoration Act This bill sets forth provisions to control invasive species and support native trees. Specifically, the bill directs the Department of Agriculture (USDA) to award grants to federal agencies, nonprofit organizations, and certain institutions for research to promote the restoration of tree species affected by non-native plant pests and noxious weeds. USDA may also award grants to implement the research or other solutions to restore forest tree species native to the United States that have suffered severe levels of mortality caused by nonnative plant pests or noxious weeds. Grants may be awarded to cooperating forestry schools, land-grant colleges or universities, state agricultural experimental stations, or nonprofit organizations. The bill also expands the authority of USDA to transfer funds to respond to an emergency in which a plant pest or noxious weed directly or indirectly threatens any segment of U.S. agricultural production. Further, USDA must enter into an agreement with the National Academy of Sciences or another nongovernmental entity to analyze available resources that federal agencies have to research, and find solutions to, nonnative plant pests and pathogens.

PFAS Registry Act of 2023 This bill directs the Department of Veterans Affairs (VA) to establish a registry for current or past members of the Armed Forces who may have been exposed to per- and polyfluoroalkyl substances, commonly known as PFAS, due to the environmental release of aqueous film-forming foam at a military installation or other Department of Defense (DOD) location. Additionally, the VA must consult with DOD and the Environmental Protection Agency to make recommendations for additional chemicals that should be included in the registry.

Supporting Veteran Families in Need Act This bill permanently extends authorization for the Supportive Services for Veteran Families program of the Department of Veterans Affairs, which provides supportive services to very low-income veterans (and their families) occupying or transitioning to permanent housing.

Supporting Apprenticeship Colleges Act of 2023 This bill directs the Department of Education to award grants to institutions of higher education that sponsor construction and manufacturing-oriented registered apprenticeship programs for (1) expanding or supporting outreach to high schools, local businesses, local workforce development boards, and apprenticeship intermediaries; and (2) providing advising and support services to students who are enrolled in these apprenticeship programs.
