Aviation Workforce Development Act This bill expands the qualified tuition program (commonly referred to as 529 plans) to allow distributions to pay education-related expenses required for participation in certain aviation maintenance and commercial pilot courses.

Codifying Useful Regulatory Definitions Act or the CURD Act This bill establishes a statutory definition for natural cheese . Under the bill, natural cheese is defined as cheese (ripened or unripened soft, semi-soft, or hard) that is produced from animal milk or certain dairy ingredients and is produced in accordance with established cheese-making standards. The definition excludes pasteurized process cheeses, cheese foods, and cheese spreads. A food is deemed misbranded and may not be sold if it does not meet this definition and its label includes the term natural cheese as a factual descriptor of a category of cheese.

Block the Use of Transatlantic Technology in Iranian Made Drones Act This bill requires plans to prevent Iran from acquiring certain technologies related to unmanned aircraft systems (UAS). The bill requires the Department of Commerce to develop a strategy to supplement the existing U.S. sanctions regime against Iran by preventing the export to Iran of certain technologies (including microcontrollers, voltage regulators, and microprocessors) that can be used in the development and employment of UAS. The Department of State must develop a strategy to engage with European and Asian allies and partners to prevent the export of these technologies to Iran by such allies and partners. The Department of Defense must develop a range of options that may be employed by the U.S. Armed Forces to counter or deny the ability of Iran to acquire these technologies, computer-aided design software, and computer numerical control machines.

Expanding Veterans' Options for Long Term Care Act This bill requires the Department of Veterans Affairs (VA) to implement a three-year pilot program to assess the effectiveness of providing assisted living services to eligible veterans, including by assessing the satisfaction of veterans participating in the pilot program. Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA. The Inspector General of the VA must report to Congress on the pilot program, and the VA must submit a follow-up plan to address any deficiencies that are identified in the report.

Facilitating Investments Required for Emergency Services to All Towns in Our Nation Act or the FIRE STATION Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a grant program to modify, upgrade, and construct fire and emergency medical services (EMS) department facilities. Grant recipients may use funds to build, rebuild, or renovate fire and EMS department facilities; upgrade existing facilities to install exhaust emission control systems, install backup power systems, upgrade or replace environmental control systems (such as HVAC systems), remove or remediate mold, and construct or modify living quarters for use by male and female personnel; and upgrade fire and EMS stations or build new stations. Grant recipients must meet one of the two most recently published editions of relevant codes and standards, especially codes and standards that (1) require up-to-date hazard resistant and safety provisions, and (2) are relevant for protecting firefighter health and safety. The bill sets forth provisions regarding (1) grant fund allocations between career and volunteer fire and EMS departments, (2) overtime, and (3) prevailing rate of wage and a requirement for using materials produced domestically for public contracts.

End Tuberculosis Now Act of 2023 This bill authorizes actions, including the provision of international assistance, to combat tuberculosis. The President may provide international assistance to prevent, treat, control, and eliminate tuberculosis. The President must also establish goals for U.S. efforts to detect, cure, and prevent all forms of tuberculosis globally by updating the National Action Plan for Combating Multidrug-Resistant Tuberculosis. The Government Accountability Office must periodically report to Congress on the impact of efforts to combat tuberculosis that are supported by U.S. bilateral assistance.

Goldie's Act This bill expands enforcement provisions under the Animal Welfare Act (AWA). Specifically, the bill directs the Department of Agriculture (USDA) to document and record detailed descriptions of violations of the act observed during inspections and investigations. USDA must provide a copy of all records documenting violations to state, local, and municipal animal control or law enforcement officials within 24 hours of such inspections or investigations. Inspections must be held at least once a year of each research facility, the premises of each animal dealer, and each exhibitor of animals. If violations are found during inspections, then USDA must conduct any necessary follow-up inspections until all the violations are corrected. Inspectors must confiscate or destroy in a humane manner animals found to be suffering physical or psychological harm as a result of failure to comply with the AWA. Violators are subject to civil penalties as outlined in the bill.

International Port Security Enforcement Act This bill prohibits the Coast Guard from cooperating with a state sponsor of terrorism or foreign terrorist organization when assessing anti-terrorism security measures at a foreign port. It also requires the Coast Guard to apply sanctions to a port controlled by a state sponsor of terrorism. The bill specifies that the Coast Guard cannot (1) adopt a port security assessment conducted by a state sponsor of terrorism, or (2) enter into an agreement with a state sponsor of terrorism or foreign terrorist organization to assess a port's security measures or share information related to such an assessment. If a port is under the jurisdiction of a state sponsor of terrorism, the Coast Guard must deem the port to not have effective anti-terrorism measures and apply certain sanctions, such as requiring vessels arriving from the port to meet certain conditions for entry into the United States.

LA28 Olympic and Paralympic Games Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the 2028 Olympic and Paralympic Games in Los Angeles, California. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to the United States Olympic and Paralympic Properties for the objects and purposes related to the hosting of the 2028 Olympic and Paralympic Games and to aid in the execution of its legacy programs, including the promotion of youth sports in the United States. Treasury is encouraged to develop and execute a marketing and educational program to promote and sell the coins.

United States-Israel Future of Warfare Act of 2023 This bill requires the Department of Defense to establish the United States-Israel Future of Warfare Research and Development Fund to conduct collaborative defense projects between the United States and Israel in areas of emerging technologies (e.g., artificial intelligence). The purpose of the fund is to enable the Armed Forces of the United States and Israel to meet emerging defense challenges.

Carnivals are Real Entertainment Act This bill makes certain workers with a traveling carnival or circus eligible for P visas (nonimmigrant visas for athletes, artists, and entertainers). Such visas shall be available for workers who perform functions that are integral and essential to the carnival or circus, such as transporting and assembling relevant structures and equipment. Such visas shall only be available for a position if (1) there are not sufficient U.S. workers available, and (2) employing a non-U.S. national ( alien under federal law) will not affect the wages and working conditions of similarly employed U.S. workers.

This bill requires the military departments to ensure that certain military service in a female cultural support team is included in an individual's military service record and in the computation of retired pay. Specifically, the bill addresses service of a member of the Armed Forces who served in a female cultural support team (with the personal development skill identifier of R2J or 5DK) from January 1, 2010, through August 31, 2021. The bill provides that individuals who performed such service (or their survivors) who have previously had a claim for service-connection denied may resubmit a claim for the same condition to be considered by the Department of Veterans Affairs (VA). For purposes of claims for service-connected disability or death, the VA must treat such service as engagement in combat with the enemy in the course of active duty. The VA must determine the effective date of the award by treating the date of the initial claim as the date on which the individual filed the awarded claim. The VA must also improve training and guidance for employees who may process claims for service-connected disability and death for individuals who served in a female cultural support team. Finally, the VA must conduct outreach to inform individuals who performed such service (or survivors of such individuals) that they may submit supplemental claims for service-connected disability or death incurred or aggravated in the course of service.

Equitable Community Access to Pharmacist Services Act This bill expands Medicare coverage to permanently include services provided by a pharmacist, including incidental services and supplies, related to testing, vaccines, and treatment for COVID-19, influenza, and certain other illnesses. Specifically, the bill provides for continued coverage of pharmacist services relating to evaluation and management of patients for testing and treatment for COVID-19, influenza, respiratory syncytial virus (RSV), or streptococcal pharyngitis (strep throat), as well as vaccines for pneumococcal disease, COVID-19, influenza, or hepatitis B. It also generally provides for coverage of pharmacist services during a public health emergency.

This concurrent resolution condemns Russia's unjust and arbitrary detention of Russian democratic opposition leader Vladimir Kara-Murza and calls for his immediate release and the release of all other Russian opposition leaders. It also (1) calls on Russian citizens to condemn Russia's invasion of Ukraine, (2) calls for the release of all political prisoners in Russia and in Belarus, as well as for the release of Ukrainian citizens held by Russia, and (4) calls on the President and leaders of the free world to work tirelessly for the release of political prisoners in Russia.

Stopping Illicit Fentanyl Trafficking Act of 2023 or the SIFT Act of 2023 This bill permanently adds five fentanyl analogues and the entire category of fentanyl-related substances to schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Fentanyl-related substances are currently regulated under schedule I through a temporary order issued by the Drug Enforcement Administration. The temporary order expires on December 31, 2024. The bill also creates a process to remove from schedule I certain fentanyl-related substances that do not have a high potential for abuse.

Dairy Pricing Opportunity Act of 2023 This bill directs the Department of Agriculture (USDA) to hold national hearings to review Federal Milk Marketing Orders. (USDA uses these orders to establish a minimum price for various classes of milk.) The hearings must include the review of proposals from producers and the dairy industry on the price of Class I skim milk. The bill also requires manufacturers to report cost and yield information for all dairy products processed in the same facility or facilities to USDA's Dairy Product Mandatory Reporting Program. Further, every two years, USDA must publish a report containing the information obtained under these new requirements.

Supporting Our First Responders Act This bill establishes a competitive grant program to support medical transport and emergency medical services (EMS). The Department of Health and Human Services (HHS) must award the grants to EMS organizations (including for-profit organizations) or state, tribal, territorial, or local governments. Grant-funded activities include (1) providing salaries and stipends for EMS workers; (2) purchasing vehicles, personal protective equipment, and other resources; and (3) establishing community paramedicine or mobile integrated health care initiatives. HHS must also report to Congress about health insurance reimbursement for medical transport and EMS and the feasibility of establishing a federal EMS office.

Economic Impact of Tolling Act This bill prohibits the Department of Transportation from implementing a congestion pricing program for any toll road, bridge, or tunnel until an economic impact analysis is completed and made available to the public.

Quantum in Practice Act This bill includes quantum modeling and simulation within the definition of quantum information science for purposes of various federal research and development initiatives, programs, and activities. Quantum information science refers to the use of the laws of quantum physics to store, transmit, manipulate, compute, or measure information, and quantum modeling and simulation refers to the use of quantum computing hardware to determine the properties of quantum systems (e.g., the properties of materials such as high-temperature superconductors and modeling nuclear and particle physics).

Military Food Security Act of 2023 This bill modifies how gross household income is calculated for purposes of determining a servicemember's eligibility for a basic needs allowance (i.e., a supplemental monthly payment for basic needs) from the military department concerned. Under the bill, gross household income is calculated by subtracting the basic housing allowance paid to any servicemember from their household income.

Securing Maritime Data from Communist China Act This bill imposes restrictions on the use of LOGINK, China's state-sponsored and state-supported logistics platform. Specifically, the bill prohibits the Department of Defense from entering into or renewing contracts with entities that use (1) LOGINK, (2) any logistics platform associated with the Chinese government, or (3) any logistics platform that shares data with LOGINK or logistics platforms associated with the Chinese government. The bill requires the President to enter into negotiations with allies and partners (such as Japan, Australia, and NATO members) to prohibit entities in their jurisdictions from using any of these platforms. Additionally, the bill requires the President to prohibit entities that own or operate a port (or any other critical infrastructure designated by the President) in the United States from using or sharing data with LOGINK or logistics platforms associated with the Chinese government.

Honoring Our Fallen Heroes Act of 2023 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers who suffer from exposure-related cancer while on duty and their survivors. The PSOB program provides death, disability, and education benefits to public safety officers who are killed or injured in the line of duty and their survivors. The bill specifies that exposure-related cancer shall be presumed to constitute a personal injury in the line of duty if the public safety officer was exposed to or in contact with heat, radiation, or a carcinogen that is linked to an exposure-related cancer; the officer began serving as an officer not later than 5 years before the date of the diagnosis of an exposure-related cancer and the diagnosis occurred not later than 15 years after the last date of active service; and the exposure-related cancer directly and proximately resulted in the death or permanent and total disability of the officer. The Department of Justice's Bureau of Justice Assistance (BJA) must periodically review the definition of exposure-related cance r. It directs the BJA to add additional cancers to the definition under certain circumstances (e.g., a petition process).

Promoting Precision Agriculture Act of 2023 This bill requires the Department of Agriculture (USDA) to develop voluntary standards for precision agriculture (i.e., managing, tracking, or reducing crop or livestock production inputs, including seed, feed, fertilizer, chemicals, water, and time at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality). USDA, in consultation with the National Institute of Standards and Technology (NIST) and the Federal Communications Commission (FCC), must develop voluntary, consensus-based, private sector-led interconnectivity standards and best practices for precision agriculture to promote economies of scale and ease the burden of adoption. USDA must (1) coordinate with relevant public and trusted private sector stakeholders and relevant industry organizations, and (2) consult with sector-specific agencies and state and local governments. Further, in developing the standards, USDA must, in consultation with NIST and the FCC, consider the connectivity needs of precision agriculture equipment, cybersecurity challenges facing precision agriculture, and the impact of artificial intelligence on this area. The Government Accountability Office must periodically assess and report on the standards.

Healthy Drinking Water Affordability Act or the Healthy H2O Act This bill directs the Department of Agriculture (USDA) to establish a program under which USDA awards grants for improving the quality of drinking water in certain rural areas. Grants may be given to individuals or entities, such as home owners, renters, and licensed child-care facilities, that have demonstrated the presence of one or more health contaminants in their drinking water. Grants may also be given to nonprofit organizations to help individuals and entities test their water, analyze the results of the tests, and reduce the contamination.

Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Specifically, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year. Further, mechanics and others working on U.S. registered aircraft at foreign repair stations are required to meet certain minimum certification or licensing standards. The bill also prohibits certain agreements, contracts, and application approvals related to maintenance in a country that the Federal Aviation Administration's (FAA's) International Aviation Safety Assessment program has classified as Category 2 (i.e., the country does not provide safety oversight in accordance with certain international standards). Air carriers must submit annual reports to the FAA with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States. The bill also prohibits FAA officials from traveling internationally if a previously mandated final rule on drug and alcohol testing of employees at repair stations has not been published, with specified exceptions. In addition, the bill requires the FAA to initiate rulemaking to require certain employees of foreign repair stations to undergo security threat assessments. Finally, the bill directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations.

Agent Orange Service Medal Act This bill requires the Department of Defense (DOD) to design and produce the Agent Orange Veterans Service Medal to honor veterans who receive compensation for service-connected conditions related to exposure to herbicide agents (e.g., Agent Orange) in Vietnam or other areas. DOD must prepare and distribute an application for veterans or their next of kin to apply to receive the medal.

Haiti Criminal Collusion Transparency Act of 2023 This bill requires the Department of State to provide an annual report to Congress on ties between criminal gangs and political and economic elites in Haiti. The bill also requires the President to impose visa- and property-blocking sanctions on certain individuals identified in the report if appropriate under specified U.S. laws. Among other things, the report must (1) identify prominent criminal gangs in Haiti, (2) list Haitian political and economic elites that have links to criminal gangs, (3) assess how collusion between Haitian political and economic elites and criminal gangs threatens the Haitian people and U.S. national interests, and (4) assess what actions the governments of the United States and Haiti could take to address those threats. The President may waive sanctions in certain circumstances.

Connecting Students with Mental Health Services Act This bill requires the Department of Education (in coordination with the Department of Health and Human Services) to carry out a grant program for eligible entities to support the mental and behavioral health of elementary and secondary school students. An eligible entity is a partnership between (1) a local educational agency or a consortium of such agencies, and (2) a community health care provider or an educational service agency.

This resolution supports the preservation of the stepped-up basis tax rule that allows recipients of inherited assets such as land, equipment, or buildings to adjust the cost basis of the assets to reflect their fair market value. The resolution opposes any efforts to impose new taxes on family farms or small businesses and recognizes the importance of generational transfers of farm and family-owned businesses.

Sarah Debbink Langenkamp Active Transportation Safety Act This bill amends the Highway Safety Improvement Program (HSIP) to include additional bicyclist and pedestrian safety measures and increases the federal cost share for certain safety projects. Specifically, the bill allows HSIP to fund projects (1) for the connection of two or more segments of existing bicyclist or pedestrian infrastructure, or (2) that are based on a state's plan to improve the safety of vulnerable road users (e.g., bicyclists or pedestrians) in areas identified as high-risk. In addition, the bill allows an increased federal cost share of up to 100% for these projects. The bill also allows an increased federal cost share of up to 100% for certain transportation projects that include a Federal Highway Administration Proven Safety Countermeasure for bicyclists or pedestrians. These measures include bicycle lanes, walkways, and crosswalk visibility enhancements.

Railway Safety Act of 2023 This bill addresses safety requirements for rail carriers and trains transporting hazardous materials. Specifically, the Department of Transportation (DOT) must issue safety regulations for trains carrying hazardous materials to require that rail carriers or shippers (1) provide state emergency response commissioners with advanced notice and information about the hazardous materials; (2) reduce blocked rail crossings; and (3) comply with certain requirements regarding train length and weight specifications, track standards, speed restrictions, and response plans. DOT must also establish requirements for wayside defect detectors. These are used by railway systems alongside the tracks to detect defects and failures (e.g., wheel bearing failures). Current federal regulations do not require their use, but federal guidance does address their placement and use. Under the bill, DOT must issue regulations establishing requirements for the installation, repair, testing, maintenance, and operation of wayside defect detectors for each rail carrier operating a train carrying hazardous materials. The bill also increases the maximum fines DOT may impose on rail carriers for violating safety regulations, requires DOT to update rail car inspection regulations and audit the federal inspection program, requires a minimum two-person crew for certain freight trains, phases out certain railroad tank cars by May 1, 2025 (four years sooner than required under current law), expands training for local first responders, imposes a new fee on certain rail carriers, and authorizes grants to improve railway safety.

Black Sea Security Act of 2023 This bill authorizes the National Security Council to direct an interagency strategy to (1) increase coordination with NATO and the European Union, (2) deepen economic ties, and (3) strengthen the security and democratic resilience of partners in the Black Sea region in accordance with U.S. values and interests.

Bipartisan Ban on Congressional Stock Ownership Act of 2023 This bill prohibits Members of Congress and their spouses from owning or trading stocks, bonds, commodities, futures, or any other form of security. Each current Member must divest within 180 days after the bill is enacted and each new Member must divest within 180 days after becoming a Member. However, Members and their spouses have 5 years to divest from specified complex investment vehicles. The bill does not apply to certain investments, such as investments in widely held investment funds that are diversified and do not present a conflict of interest and investments held in government employee retirement plans. A Member or spouse who violates the bill may be subject to a fine of up to $50,000 for each violation. The bill permits a Member or spouse who is required to divest property under the bill to avoid recognizing gain for income tax purposes from the sale of that property to the extent that the Member or spouse purchases permitted bonds or diversified investment funds within 60 days of the divestiture.

Protecting Access to Ground Ambulance Medical Services Act of 2023 This bill extends the specialized rate increase for Medicare payment of ground ambulance services in rural areas for an additional three years (until January 1, 2028).

VA Zero Suicide Demonstration Project Act of 2023 This bill requires the Department of Veterans Affairs (VA) to establish the Zero Suicide Initiative pilot program for the purpose of improving safety and suicide care for veterans. The program must be implemented at five VA medical centers, including one that serves veterans in rural and remote areas.

Gas Stove Protection and Freedom Act This bill prohibits the Consumer Product Safety Commission from using federal funds to (1) regulate gas stoves as a banned hazardous product, or (2) issue or enforce a product safety standard that prohibits the use or sale of gas stoves or substantially increases their price.

Save Our Gas Stoves Act This bill places limits on energy conservation standards for kitchen ranges or ovens under the Energy Policy and Conservation Act. The Department of the Energy (DOE) may not prescribe or amend energy conservation standards for kitchen ranges or ovens if they would result in the unavailability of a product on account of the type of fuel the range or oven uses. In addition, DOE may not finalize, implement, or enforce the proposed rule titled Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products issued on February 1, 2023, or any substantially similar rule. The proposed rule prescribes energy conservation standards for consumer conventional cooking tops, including electric cooking tops, gas cooking tops, electrical ovens, and gas ovens.

Biochar Research Network Act of 2023 This bill directs the Agricultural Research Service (ARS) to establish a biochar research network of not more than 20 research sites or facilities to test the impact of biochar across various soil types, application methods, and climates to learn more about its potential to benefit agriculture, forestry, and the environment. Eligible entities for the research network include (1) state agriculture and forestry experiment stations, and (2) research facilities of the ARS, the Forest Service, and the Departments of Energy, Commerce, and the Interior. Biochar is created by heating biomass (e.g., wood, grass, and manure) in a low-oxygen environment and can be applied to soil to sequester carbon and improve soil health.

Puppy Protection Act of 2023 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

This resolution commemorates the 190 th anniversary of diplomatic relations between the United States and Thailand. It also looks forward to enhancing the ties of friendship between the peoples of Thailand and the United States.

Drug Price Transparency in Medicaid Act of 2023 This bill requires pass-through pricing models, and prohibits spread-pricing, for payment arrangements with pharmacy benefit managers under Medicaid. The bill also extends funding for retail pharmacy surveys and requires additional information with respect to price concessions and survey participation to be made publicly available.

Establishing Accreditation Grants for Law Enforcement Act of 2023 or the EAGLE Act of 2023 This bill requires the Department of Justice to provide grants to eligible local law enforcement agencies for activities related to obtaining qualified accreditation or recertification. Such accreditation or recertification shall be provided by a professional law enforcement organization involved in developing standards for law enforcement at the national, state, regional, or tribal level, such as the Commission on Accreditation for Law Enforcement Agencies.

USPS Subpoena Authority Act This bill expands the administrative subpoena authority of the U.S. Postal Service. Specifically, the bill authorizes subpoenas to investigate additional violations of law that involve the mail, including violations related to controlled substances.

Plum Island National Monument Act This bill establishes Plum Island, New York, as a national monument for the purpose of ecological conservation, historical preservation, and the discovery and celebration of our shared cultural heritage. The Department of the Interior must prepare a general management plan for the monument.

Accredited Investor Definition Review Act This bill revises who may be considered an accredited investor for purposes of participating in private offerings of securities. Certain unregistered securities may only be offered to accredited investors. Specifically, the bill allows the Securities and Exchange Commission (SEC) discretion in determining what certifications, designations, or credentials investors must possess for purposes of investor protection, provided that the credentials are at least as broad as the existing regulations. Additionally, the SEC must review these credentials every five years.

William and James Wonacott Act of 2023 This bill establishes specific criminal penalties for the sale or distribution of illicit fentanyl or a fentanyl-related substance to another person without that person's knowledge. Specifically, the bill prohibits the sale or distribution of any substance that has two milligrams or more of illicit fentanyl or a fentanyl-related substance to another person without that person's knowledge. Violators are subject to a minimum of 20 years of imprisonment (25 years if the violation results in death) and a maximum of life imprisonment.
