Butcher Block Act This bill authorizes the Department of Agriculture (USDA) to make (or guarantee) loans and award grants for establishing, expanding, and otherwise supporting livestock and poultry processing and related activities. In awarding grants and making or guaranteeing loans, USDA shall prioritize applicants that have experience in livestock and poultry processing and can quickly scale-up to increase overall processing capacity in the region involved.

Save Americans from the Fentanyl Emergency Act or the SAFE Act This bill permanently places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. The temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances into schedule I of the Controlled Substances Act expires on December 31, 2024. It limits the application of mandatory minimum penalties for certain offenses involving fentanyl-related substances, establishes a process to deschedule or remove certain fentanyl-related substances that have a low potential for abuse, and allows a federal court to vacate or reduce the sentence for convictions of offenses involving a fentanyl-related substance that is descheduled or moved to a schedule other than schedule I or II. The bill establishes a new, alternative registration process for schedule I research. It also makes other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration. Finally, the bill requires the Government Accountability Office to analyze the implementation and impact of permanently placing fentanyl-related substances into schedule I of the Controlled Substances Act.

This bill prohibits China, Iran, North Korea, or Russia from purchasing property within 10 miles of a sensitive site, such as a U.S. military installation. The prohibition also applies to leases or receiving concessions to property within 10 miles of a sensitive site. For the purposes of this bill, a sensitive site is public or private real estate in the United States that (1) functions as an air or maritime port, (2) is a U.S. military installation, (3) is a U.S. government facility that is sensitive for national security reasons, or (4) could expose U.S. national security activities or intelligence at a military installation or government facility to one of the prohibited countries. The prohibition shall apply to purchases, leases, and concessions made on or after this bill's enactment.

Credit Union Board Modernization Act This bill revises the required frequency of meetings held by a credit union's board of directors. Specifically, new credit unions and credit unions with a low soundness rating must meet monthly. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.

21st Century Dollar Act This bill requires the Department of the Treasury to establish a strategy to facilitate the position of the dollar as the primary global reserve currency. Treasury must submit a report that includes (1) steps taken to implement this strategy, legislative recommendations, and efforts by major foreign central banks to create an official digital currency; and (2) an evaluation of the role of the renminbi (the official currency of China) in international payments and foreign exchange reserves.

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2023 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.

Chinese Currency Accountability Act of 2023 This bill requires the United States to oppose, absent specified conditions, any increase in the weight of Chinese currency (i.e., the renminbi) in the basket of currencies (currently, a set of five currencies, each with different weightings) used to determine the value of Special Drawing Rights. Special Drawing Rights are a currency support tool available to members of the International Monetary Fund (IMF). Specifically, the Department of the Treasury must instruct certain U.S. officials at the IMF to oppose any such increase unless Treasury has certified that (1) China is in compliance with all general obligations of members of the IMF, (2) China has not been found to have manipulated its currency in the preceding 12 months, and (3) China is implementing policies and practices necessary to ensure that the renminbi is freely usable.

Financial Exploitation Prevention Act of 2023 This bill addresses the redemption of securities involving the potential financial exploitation of an adult by allowing an open-end investment company to elect to comply with certain procedures. (Open-end investment management companies offer securities in pooled investment vehicles such as mutual funds.) Specifically, the bill allows for the delay of the redemption of a security issued by an open-end investment management company if the company reasonably believes the redemption involves the financial exploitation of an individual age 65 or older or an individual age 18 or older who is unable to protect his or her own interests. The company may initially delay the redemption for up to 15 days and, upon making a determination of exploitation, may delay the redemption an additional 10 days. In the event of delay, the company must hold the amounts related to the redemption in a demand deposit account. Additionally, the Securities and Exchange Commission must make legislative and regulatory recommendations to address the financial exploitation of these adults.

This concurrent resolution calls on the President to abandon the One China policy in favor of one that recognizes Taiwan as an independent country that is not a part of China. The resolution also urges the President to bolster diplomatic and economic relations between the United States and Taiwan through specified means.

Holding Accountable Russian Mercenaries Act or the HARM Act This bill requires the Department of State to designate the Wagner Group as a foreign terrorist organization. Such designation also applies to any affiliated and successor entities undertaking malign activities against the United States and its allies or partners. (Among other things, such a designation allows the Department of the Treasury to require financial institutions to block transactions involving the organization.) The President may waive the application of sanctions against these entities if the President determines it to be in the national interest.

Promoting Employment and Lifelong Learning Act or the PELL Act This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grants Program. Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible short-term programs. Eligible programs are those that provide 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and meet other eligibility criteria. An accrediting agency or association recognized by ED must determine a program's eligibility based on several criteria, including that the program provides education aligned with the requirements of in-demand industry sectors and occupations and meets specified completion and job placement rates. ED must annually collect and publish information on the College Scorecard regarding each eligible program, including job outcomes. The College Scorecard is a comparison tool for information on school sizes, settings, graduation rates, average costs, and salary ranges per field of study.

Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.

Stop the Nosy Obsession with Online Payments Act of 2023 or the SNOOP Act of 2023 This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

Fighting Post-Traumatic Stress Disorder Act of 2023 This bill requires the Office of Community Oriented Policing Services within the Department of Justice to report on one or more proposed programs to make treatment or preventative care available to public safety officers and public safety telecommunicators for job-related post-traumatic stress disorder or acute stress disorder. The report must also include draft legislative language related to each proposed program, as well as the estimated cost for administering each proposed program.

Protecting Families from Fertility Fraud Act of 2023 This bill establishes a new federal criminal offense for knowingly misrepresenting the nature or source of DNA used in assisted reproductive technology or assisted insemination. The term assisted reproductive technology includes any treatment or procedure that involves the handling of human oocytes or embryos, such as in vitro fertilization, gamete intrafallopian transfer, and zygote intrafallopian transfer. The term assisted insemination includes any procedure that involves the handling of sperm including intrauterine insemination. A violation is subject to a fine, a prison term of up to 10 years, or both. Additionally, the bill makes the violation a predicate offense (i.e., an underlying offense) for prosecutions under the federal racketeering statute.

Providing Appropriate Recognition and Treatment Needed to Enhance Relations with ASEAN Act or the PARTNER with ASEAN Act This bill establishes that the Association of Southeast Asian Nations (ASEAN) shall be covered by the International Organizations Immunities Act, which provides immunities and privileges to certain international organizations, such as immunity from certain lawsuits and exemption from property taxes. (ASEAN is Southeast Asia's primary multilateral organization. It has 10 member nations, including Brunei, Indonesia, Singapore, and Vietnam.)

Anti-Congestion Tax Act This bill prohibits the Department of Transportation (DOT) from awarding capital investment grants to the Metropolitan Transportation Authority for projects in New York until DOT certifies that drivers using certain vehicular crossings (e.g., Holland Tunnel, Lincoln Tunnel, or George Washington Bridge) to enter into Manhattan receive exemptions from congestion fees. Drivers entering Manhattan using any of the crossings receive a federal tax credit at the end of the year equal to the amount paid in congestion fees.

This resolution urges all participants in the Good Friday agreement and subsequent agreements to honor their obligations. The resolution also supports efforts to (1) prevent a hard border within the island of Ireland and (2) promote peace and prosperity for all communities. (The island of Ireland is divided between Northern Ireland, which is part of the United Kingdom, and the Republic of Ireland, a European Union member state.)

Back the Blue Act of 2023 This bill establishes new criminal offenses for killing, assaulting, and fleeing to avoid prosecution for killing a judge, law enforcement officer, or public safety officer. Additionally, the bill expands the list of statutory aggravating factors in death penalty determinations to also include the killing or attempted killing of a law enforcement officer, judge, prosecutor, or firefighter or other first responder; broadens the authority of federal law enforcement officers to carry firearms; and limits federal court review of challenges to state court convictions for killing a public safety officer or judge. Finally, it directs the Department of Justice to make grants to law enforcement agencies and nongovernmental organizations to promote trust and improve relations between law enforcement agencies and the communities they serve.

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President must periodically report to Congress a list of each foreign person (individual or entity) that knowingly provides significant support or services to or is involved in a significant transaction with a senior member or supporter of the targeted groups. The President must impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President must periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of the Treasury must instruct U.S. leadership of international financial institutions to oppose providing assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President must report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

Illicit Arms Trafficking Security Enforcement Act This bill directs the Department of Homeland Security to establish a new unit—a Border Enforcement Security Task Force unit—to investigate transnational criminal organization arms smuggling across the international border between the United States and Mexico. The purposes of the new unit include, among other things, reducing arms smuggling from the United States to Mexico.

SALT Marriage Penalty Elimination Act This bill increases from $10,000 to $20,000 the amount that a married couple filing a joint tax return may deduct as state and local taxes (thus eliminating the tax effect known as the marriage penalty with respect to the deduction).

Standardizing Thresholds Of Penalties for Fentanyl Act or the STOP Fentanyl Act This bill reduces the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, imports, exports, or possesses with intent to distribute fentanyl. The bill also creates enhanced criminal penalties for certain violations involving fentanyl that was imported along the U.S.-Mexico border. Specifically, the bill reduces from 400 to 5 grams the fentanyl quantity and from 100 to 0.05 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for high-level first-time or repeat offenders. It also reduces from 40 to 0.5 grams the fentanyl quantity and from 10 to 0.005 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for low-level first-time or repeat offenders. Additionally, the bill creates enhanced mandatory minimum prison terms for importing or exporting fentanyl that was imported along the U.S.-Mexico border.

Transparent Representation Upholding Service and Trust in Congress Act or the TRUST in Congress Act This bill requires a Member of Congress, as well as any spouse or dependent child of a Member, to place specified investments into a qualified blind trust (i.e., an arrangement in which certain financial holdings are placed in someone else's control to avoid a possible conflict of interest) until 180 days after the end of their tenure as a Member of Congress.

Protect Local Farms Act This bill preempts state laws that provide for a maximum workweek of less than 60 hours for agricultural employees. Under federal law, agricultural employees are generally exempt from maximum hours (i.e., overtime) requirements.

Authorization for the Use of Military Force to Combat, Attack, Resist, Target, Eliminate, and Limit Influence Resolution or the AUMF CARTEL Influence Resolution This joint resolution authorizes the President to use the Armed Forces against foreign nations, foreign organizations, or foreign persons affiliated with foreign organizations that the President determines are involved in trafficking fentanyl or fentanyl-related substances into the United States. The joint resolution also authorizes the use of force against those determined to have used force or violence in specified ways, such as engaging in violence or intimidation to control territory to be used for illicit means. The joint resolution deems nine named cartels as having met the criteria for the President to use force against them. Force authorized by this joint resolution may only be used against organizations and persons located outside of the United States. The authority expires five years after the date of this joint resolution's enactment.

Improving the Federal Response to Organized Retail Crime Act of 2023 This bill requires various federal agencies to develop a strategy to improve coordination with state and local law enforcement entities to address organized retail crime. Specifically, the bill requires the Department of Justice, the Department of Homeland Security, the U.S. Postal Service, and other relevant agencies to improve federal information sharing about organized retail crime networks; assist state and local law enforcement in compiling materials and evidence necessary to prosecute organized retail crime; and increase cooperation and information sharing between federal agencies, the retail industry, and retail crime task forces. The bill also requires the Government Accountability Office to report on coordination between the private sector and law enforcement to deter and investigate organized retail crime.

Regulations from the Executive in Need of Scrutiny Act of 20 23 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that has resulted in or is likely to result in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. The bill generally preserves the current congressional review process for a nonmajor rule.

Stop Enabling Repeat Violence and Endangering Our Communities Act or the SERVE Our Communities Act This bill authorizes the Bureau of Justice Assistance to make grants to states and local governments for mentoring, transitional services, and training to help offenders successfully reintegrate back into the community after incarceration. To be eligible for a grant, a state or local government must take steps to prevent repeat offenses by violent offenders and allow a state court or magistrate to consider the danger an individual poses to the community when determining bail or pretrial release conditions.

Medicare Hearing Aid Coverage Act of 2023 This bill allows for Medicare coverage of hearing aids and related examinations. The Government Accountability Office must study programs that provide assistance for hearing aids and related examinations for individuals with hearing loss.

Puerto Rico Nutrition Assistance Fairness Act This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Qualified Immunity Act of 2023 This bill provides statutory authority for qualified immunity for law enforcement officers in civil cases involving constitutional violations. Current law provides a statutory civil cause of action against state and local government actors (e.g., law enforcement officers) for violations of constitutional rights, also known as Section 1983 lawsuits. The Supreme Court has also found an implied cause of action against federal law enforcement officers in certain situations (e.g., Fourth Amendment violations), also known as Bivens lawsuits. However, under the judicial doctrine of qualified immunity, government officials performing discretionary duties are generally shielded from civil liability, unless their actions violate clearly established rights of which a reasonable person would have known. The bill provides statutory authority for these principles with respect to law enforcement officers. Specifically, under the bill, law enforcement officers are entitled to qualified immunity if (1) at the time of the alleged violation, the constitutional right at issue was not clearly established or the state of the law was not sufficiently clear for every reasonable officer to know that the conduct was unconstitutional; or (2) a court has held that the specific conduct at issue is constitutional. The bill applies to federal, state, and local law enforcement officers. It also specifies that law enforcement agencies and local governments may not be held liable if their officers are entitled to qualified immunity.

Stop Trying to Obsessively Vilify Energy Act or the STOVE Act This bill prohibits federal agencies from promulgating rules or guidances that restrict or ban the use and purchase of gas-powered stoves, cooktops, ranges, or ovens in the United States.

Social Security Fairness Act of 2023 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2023.

Stamp Out Invasive Species Act This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp. Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.) The stamp must be made available to the public for two years.

SNAP Theft Protection Act of 2023 This bill directs the Department of Agriculture (USDA) to establish criteria for state agencies to identify Supplemental Nutrition Assistance Program (SNAP) benefits stolen by identity theft or typical skimming practices and provide for the reissuance of stolen SNAP benefits to households that meet such criteria. USDA must periodically review and modify its regulations to take into account evolving technology and the threat landscape to better protect against theft.

This concurrent resolution commends the bravery, courage, and resolve of the women and men of Iran who are (1) participating in the current protests to defend their fundamental human rights, and (2) risking their safety to speak out against the human rights abuses committed by the Iranian regime. The resolution condemns (1) the brutal beating and death of Mahsa Amini; and (2) the violent suppression by the Iranian regime of women and men participating in the current demonstrations, including children, and calls for transparent accountability for all killings of protesters by Iranian security forces. Finally, the resolution encourages continued efforts by the Biden Administration to respond to the protests, including the recent sanctioning of the Iranian morality police.

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

Pet Safety and Protection Act of 2023 This bill revises requirements concerning the sources of dogs and cats used by research facilities. Specifically, the bill revises the list of permissible sources of dogs and cats used by research facilities to include dogs and cats obtained (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Department of Agriculture. The requirements pertaining to sources apply to dogs and cats obtained through sales, donations, or offers. Monetary penalties are established for violations.
