Social Security for Future Generations Act of 2017 This bill amends the Internal Revenue Code and the Social Security Act (SSAct) to apply employment and self-employment taxes to remuneration up to the contribution and benefit base ($127,200 in 2017) and to remuneration in excess of $250,000 beginning in calender years after 2017. Title II (Old Age, Survivor and Disability Insurance [OASDI]) of the SSAct is amended to: (1) include 2% of an individual's excess average indexed monthly earnings (over $250,000 per annum) in the formula for determining primary insurance amounts; (2) revise computation of cost-of-living adjustments to use the Consumer Price Index for Elderly Consumers (CPI-E); (3) provide extended benefit eligibility for children of disabled, retired, or deceased workers who are full-time students; (4) increase the special minimum primary insurance amount for lifetime low-wage workers; and (5) provide an alternate benefit amount for widow's and widower's insurance benefits. The bill preserves eligibility for supplemental security income payments, Medicaid, and the Children's Health Insurance Program (CHIP) by limiting the amount of OASDI payments considered in eligibility determinations.

America Votes Act of 2017 This bill amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition of voting in a federal election to meet the requirement by presenting a sworn written statement attesting to the individual's identification and that he or she is registered to vote in the election. An individual desiring to vote by mail may submit such a statement with the ballot. States with an identification requirement shall: (1) prepare a pre-printed version of the statement which includes a blank space for an individual to provide a name and signature, (2) make copies of the pre-printed version available at polling places, (3) include a copy of the pre-printed version with each ballot transmitted to an individual who desires to vote by mail, and (4) include the use of a sworn written statement in voting information posted at polling places. A state is prohibited from requiring an individual who presents or submits such a sworn written statement to cast a provisional ballot in the election. This bill does not apply to first-time voters registering by mail.

Automatic Voter Registration Act This bill amends the National Voter Registration Act of 1993 to require state motor vehicle authorities, upon receiving certain identifying information with respect to an individual requesting motor vehicle authority services, to transmit the information to the state election official. The state election official shall then notify the individual that unless the individual declines to be registered to vote in federal elections in the state, the individual shall be automatically registered unless the individual does not meet voter registration eligibility requirements or is already registered to vote. A state may not use any identifying information regarding an individual's citizenship status for any purpose other than determining whether the individual is eligible to vote in federal elections.

Aviation Funding Stability Act This bill requires that, beginning October 1, 2017, receipts and disbursements of the Airport and Airway Trust Fund shall not be subject to: (1) any sequestration order; (2) apportionment; (3) appropriation; and (4) any legal requirement, directive, or other provision of law of or related to the Office of Management and Budget (OMB). The bill authorizes funding for the Federal Aviation Administration Operations account. The Federal Aviation Administration (FAA) shall be exempt from any order or other requirement of the OMB. The Federal Aviation Management Advisory Council shall assess the performance of the air traffic control system and the FAA's policy and strategic decisions regarding the system's operation and modernization, and make recommendations. In any fiscal year between 2018 and 2030, there is authorized to be appropriated from the trust fund such sums as necessary to bring any air traffic control facility of the FAA into acceptable condition. The FAA shall: (1) develop and implement a revised system governing all of its acquisitions, including incorporating private-sector best practices for major capital investments in information technology and telecommunications; (2) make changes to its personnel management system to improve the productivity, cost effectiveness, and technical proficiency of that part of its workforce not represented by a labor organization; (3) jointly develop a staffing standard with the exclusive bargaining representative of air traffic controllers; and (4) develop internal policies and procedures to organize personnel assignments in a manner that facilitates open communication and collaboration.

Veteran Small Business Tax Credit Act of 201 7 This bill amends the Internal Revenue Code to allow a new business-related tax credit for the start-up expenses of a veteran-owned small business. The allowable amount of such credit is 15% of start-up expenditures that do not exceed $80,000. The credit is allowed to any individual (or the surviving spouse of such individual) who: (1) has served on active duty in the Armed Forces, and (2) has not been discharged or released from the Armed Forces under dishonorable conditions.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

SBIR Commercialization Assistance Act of 2017 This bill amends the Small Business Act to require a federal agency required to have a Small Business Innovation Research (SBIR) program (covered agency) to implement a commercialization assistance pilot program (CAPP), under which an eligible entity may received a subsequent Phase II SBIR award through FY2022, unless the Small Business Administration determines that the agency already has a program sufficiently similar to a CAPP. An eligible entity is a small business concern that has received a Phase II award under an SBIR program and an additional Phase II SBIR award from the covered agency to which such small business concern is applying for the subsequent award. The Government Accountability Office must evaluate and report to Congress on CAPP, including a summary of activities and results and recommendations for CAPP improvement.

Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill amends the Public Health Service Act and Internal Revenue Code to require health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant individuals. The special enrollment period offered by an insurer or exchange must begin when the pregnancy is reported to the insurer or exchange. The special enrollment period offered by a group health plan must begin when the pregnancy is reported to the plan or is confirmed by a health care provider. Coverage offered by a group health plan or health insurer that covers dependents must provide coverage for maternity care to all covered individuals. The Office of Personnel Management must ensure that eligible pregnant women are allowed to enroll in federal employee health benefit plans outside of the open enrollment period. This bill amends title XIX (Medicaid) of the Social Security Act to revise the range in which a state must establish a maximum level of family income for pregnant women and infants to be eligible for Medicaid. The upper limit of the range is eliminated and the lower limit is set to the level in place, or specified in an amendment to a state plan, on January 1, 2014.

Student Loan Lower Interest Rate and Lower Monthly Payment Refinancing Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to address refinancing of student loans, including to authorize states and private lenders to refinance federal student loans at lower market-based variable interest rates.

Agricultural Worker Program Act of 2017 This bill authorizes the Department of Homeland Security (DHS) to confer blue card status upon an alien who: (1) has performed specified periods of U.S. agricultural employment or is a qualifying alien's spouse or child, (2) has been physically present in the United States for a qualifying period, (3) applied for such status during the application period, (4) is not ineligible under specified grounds for such status, (5) has passed security and law enforcement clearances, and (6) has paid the required fees and penalties. Blue card status is limited to eight years. A blue card alien (individual) may: (1) work in the United States, and (2) travel from and return to the United States, including commuting to the United States from a foreign residence. DHS shall adjust an individual's blue card status to lawful permanent resident status if the individual: (1) performs a specified period of qualifying agricultural employment, (2) applies before the expiration of his or her blue card status, and (3) pays a required fine and satisfies any federal tax liability. The bill also provides for status adjustment of such an individual's qualifying spouse and child. The bill enumerates: (1) grounds for revocation of blue card status or denial of permanent resident status, (2) protections for aliens apprehended before or during the application period or in removal proceedings, and (3) employer protections. Such an individual: (1) is ineligible for any federal means-tested benefit, and (2) may correct certain social security records. DHS shall report to Congress, after six months and annually for the next eight years, on the blue card program.

Protecting Domestic Violence and Stalking Victims Act This bill amends the federal criminal code to modify the prohibition on firearm sale or transfer to or purchase or possession by an individual who is subject to a court order that restrains the individual from harassing, stalking, or threatening an intimate partner or child of an intimate partner. Specifically, the bill revises the elements of a qualifying court order. It also broadens the definition of "intimate partner" to include a dating partner or former dating partner. Additionally, the bill expands the categories of prohibited persons (i.e., persons barred from receiving or possessing a firearm) to include persons who have been convicted of: (1) a misdemeanor crime of stalking, or (2) a crime involving conduct that would have been stalking if committed within the special maritime and territorial jurisdiction of the United States.

SNAP Work Opportunities Act of 2017 This bill amends the Food and Nutrition Act of 2008 to exempt Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) beneficiaries from work requirements if they are not offered a position in a state job training or workfare program.

United States-Israel Agriculture Strategic Partnership Act This bill authorizes the Department of Agriculture to establish a program for cooperative research and development in agriculture with the government of Israel. The purpose of the program is to establish a framework to enhance the collaboration between the United States and Israel in research and development activities relating to agriculture, including between public and private entities. The bill also authorizes the Department of State to establish a binational task force to provide guidance and oversight with respect to the cooperative research and development program.

Establishes the House Select Committee on Gun Violence Prevention to investigate and report on: the causes of mass shootings, methods to improve the federal firearms purchaser background check system, connections between access to firearms and dangerously mentally ill individuals, strengthening federal penalties for trafficking and straw purchasing of firearms, closing loopholes that allow some domestic abusers continued access to firearms, linkages between firearms and suicide, gun violence's effect on public health, the correlation between state gun violence prevention laws and the incidence of gun violence, the importance of having reliable and accurate information on gun violence and its toll on our nation, the implementation of effective gun violence prevention laws in accordance with the Second Amendment to the Constitution, and rates of gun violence in large metropolitan areas.

Raise the Wage Act This bill amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage for regular employees over a 7-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to: (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Child and Dependent Care Tax Credit Enhancement Act of 201 7 This bill amends the Internal Revenue Code, with respect to the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent, to: (1) increase to $120,000, the adjusted gross income threshold level above which such credit is incrementally reduced; (2) increase the dollar limit on the allowable amount of such credit; (3) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2018; and (4) make such credit refundable.

Gun Violence Restraining Order Act of 2017 This bill amends the federal criminal code to prohibit the sale, transfer to, receipt of, or possession of a firearm by a person who is subject to a gun violence prevention order. A gun violence prevention order is a court order that prohibits an individual from owning, purchasing, possessing, or receiving a firearm. The bill authorizes the Department of Justice's Office of Community Oriented Policing Services to make grants to states that have in effect legislation that: (1) authorizes a family member, or a law enforcement officer, to apply for a gun violence prevention order against an individual who may pose a significant risk to themselves or others; (2) authorizes a law enforcement officer to temporarily seize firearms from that individual, subject to a warrant; and (3) requires law enforcement agencies to comply with certain requirements.

Building Up Infrastructure and Limiting Disasters through Resilience Act of 2017 or the BUILD Resilience Act of 2017 This bill requires the Department of Housing and Urban Development (HUD) to carry out a Community Resilience Grant Program to provide assistance to communities for increasing resilience to chronic stresses and acute shocks, including by improving long-term resilience of infrastructure and housing. A state, local government, or regional entity is eligible for such a grant if it is located in an area that has been declared a major disaster area within the previous five years. HUD's Office of Policy Development and Research must select and award annual grants to a single nonprofit organization having a national reputation for expertise in resilience research and capacity building to develop, establish, and operate a National Research Center for Resilience. The center shall provide grants to institutions of higher education or other nonprofit organizations to establish a Regional Center for Resilience in each of HUD's 10 regions to serve as regional research partners with recipients of resilience grants.

Reef Assassin Act This bill directs the Department of Commerce to issue regulations under which a participating state may allow individuals to exchange 100 lionfish for one tag that authorizes recreational or commercial fishing for covered species. (Covered species are red snapper, gag grouper, triggerfish, and amberjack.)

Entrepreneurial Education Act This bill amends the Small Business Act to establish within the Small Business Administration (SBA) the Entrepreneurial Education Initiative, under which the SBA shall provide training to executives of businesses poised for growth in historically challenged communities that have the organizational framework, resource network, and motivation required to build sustainable businesses and promote economic development within urban communities.

Direct Connect to Success Act This bill amends the Higher Education Act of 1965 to require each state that receives assistance under the Act to carry out a program under which graduates of 2-year community colleges with at least 2.0 grade point averages are: (1) automatically enrolled into 4-year public institutions of higher education (IHE) in the state if they meet the admission requirements, and (2) given credits at the 4-year IHE for courses from the community college. The participating 4-year IHEs in the state must meet periodically with first-year students at the community colleges to assist in developing and maintaining 4-year academic plans for the students.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury.

Protecting Our Students by Terminating Graduate Rates that Add to Debt Act or the POST GRAD Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make graduate and professional students eligible to receive subsidized Stafford Loans under the Federal Direct Loan Program beginning on July 1, 2017. (Graduate and professional students have been ineligible to receive subsidized Stafford Loans since July 1, 2012.)

Freedom from Discrimination in Credit Act of 2017 This bill amends the Equal Credit Opportunity Act (ECOA) to expand the categories of prohibited discrimination when extending credit to include discrimination on account of sexual orientation or gender identity. (Currently, such discrimination in credit is prohibited only on the basis of race, color, religion, national origin, sex or marital status, or age.) The bill defines: (1) "gender identity" as the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual with or without regard to the individual's designated sex at birth; and (2) "sexual orientation" as homosexuality, heterosexuality, or bisexuality. The bill specifies that for purposes of the ECOA's protections against sex discrimination, the term "sex" includes: (1) a sex stereotype; (2) pregnancy, childbirth, or a related medical condition; and (3) sexual orientation or gender identity. The bill also extends ECOA's protections against discrimination to include: (1) an association with another person who is a member of a class protected against discrimination; and (2) a perception or belief, even if inaccurate, that the individual is a member of such a protected class. Under a current provision of the ECOA, a request for the signature of both parties to a marriage for the purpose of creating a valid lien, passing clear title, waiving inchoate rights to property, or assigning earnings does not constitute discrimination. The bill prohibits this provision from being construed to permit a creditor to take sexual orientation or gender identity into account in connection with the evaluation of creditworthiness of an applicant.

Bank on Students Emergency Loan Refinancing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish a program that allows eligible students with loans under the Federal Direct Loan program (a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford Loan, a Federal Direct PLUS Loan, or a Federal Direct Consolidation Loan) to refinance their loans down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill allows student borrowers to refinance their private loans into the Federal Direct Loan program. This bill amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax).

Organic Agriculture Research Act of 2017 This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to increase and make permanent mandatory funding for the organic agriculture research and extension initiative and extend discretionary funding for such initiative through FY2023.

Pell Grant Preservation and Expansion Act This bill amends the title IV (Student Assistance) of the Higher Education Act of 1965 to revise the Federal Pell Grant Program. Specifically, it: converts the Pell Grant program into a mandatory spending program; increases the maximum Pell Grant award for academic year 2019-2020 and adjusts it in subsequent award years to account for inflation; allows federal financial aid for higher education to be given to dreamer students (students who entered the country when they were under the age of 16 and who meet certain educational criteria) and students convicted for the possession or sale of illegal drug; requires the Department of Education (ED) to carry out a program that awards Federal Pell Grants to students in job training programs; requires ED to award Iraq and Afghanistan Service Grants under the Pell Grant program to assist veterans' dependents with the costs of attending institutions of higher education; increases, in academic year 2018-2019, the income protection allowance levels for students who are dependent, independent without non-spouse dependents (e.g., children), and independent with non-spouse dependents to reduce such students' income available (and increase need for financial assistance) to cover postsecondary educational expenses; increases the income threshold for an automatic zero expected family contribution from $23,000 to $34,000; and increases from 12 to 15 the total number of semesters a student may receive a Federal Pell Grant.

Pay Equity for All Act of 201 7 This bill amends the Fair Labor Standards Act of 1938 to make it an unlawful practice for an employer to: screen prospective employees based on their previous wages or salary histories; seek the previous wages or salary history of any prospective employee from any current or former employer of such employee; or discharge or retaliate against any current or prospective employee because the employee opposed any act or practice made unlawful by this bill, made a complaint about any such act or practice, or testified or participated in an investigation. The bill prescribes civil penalties for violations.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Concussion Awareness and Education Act of 2017 This bill amends the Public Health Service Act to require the Centers for Disease Control and Prevention (CDC) to: (1) establish and oversee a national system to accurately determine the incidence of sports-related concussions among youth, and (2) begin implementation of such system within one year of this bill's enactment. The data collected shall include: the incidence of sports related concussions in individuals 5 through 21 years of age; demographic information of the injured individuals; pre-existing conditions of the injured individuals; the concussion history of the injured individuals; the use of protective equipment and impact monitoring devices; the qualifications of personnel diagnosing the concussions; and the cause, nature, and extent of the concussive injury. The National Institutes of Health must conduct or support: research designed to inform the creation of guidelines for the management of short- and long-term sequelae of concussion in youth; research on the effects of concussions and repetitive head impacts on quality of life and the activities of daily living; research to identify predictors, and modifiers of outcomes, of concussions in youth; and research on age- and sex-related biomechanical determinants of injury risk for concussion in youth. The CDC shall develop and disseminate to the public information regarding concussions. The bill establishes a Concussion Research Commission, which shall study the programs and activities conducted pursuant to this bill and formulate systemic recommendations to increase knowledge about, and change the culture surrounding, concussions.

Minority Diabetes Initiative Act This bill amends the Public Health Service Act to allow the Department of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. HHS must ensure that these grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

Consumer Financial Choice and Capital Markets Protection Act of 2017 This bill amends the Investment Company Act of 1940 to allow a money market fund, under specified conditions, to elect to operate using a different method of valuation than is otherwise required. A money market fund that elects to do so shall not be subject to specified requirements related to the imposition of liquidity fees. Certain federal assistance may not be provided directly to any money market fund. This limitation on federal assistance must be disclosed in a money market's advertising and sales literature.

National Suicide Hotline Improvement Act of 2017 This bill requires the Federal Communications Commission (FCC) to coordinate with the Substance Abuse and Mental Health Services Administration and to consult with the Department of Veterans Affairs to examine: (1) the feasibility of designating a three-digit dialing code for a national suicide prevention and mental health crisis hotline system; and (2) the effectiveness of the current National Suicide Prevention Lifeline (1-800-273-TALK), including how well it addresses the needs of veterans. The FCC must submit to Congress a recommended dialing code, a cost-benefit analysis comparing the three-digit code to the current lifeline number, and cost estimates for service providers, states, and localities.

Responsible Environmental Preservation and American Infrastructure Restoration Resolution or the REPAIR Resolution Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to exclude from the definition of "congressional earmark" a provision or report language that provides, authorizes, or recommends an amount of discretionary budget authority for a project of the Corps of Engineers or the Bureau of Reclamation.

Equality Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. The bill defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. The bill prohibits "establishment" from being construed to be limited to a physical facility or place. The Department of Justice (DOJ) may bring a civil action if it receives a complaint from an individual who claims to be: denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) on account of sex, sexual orientation, or gender identity; or denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity, thereby expanding DOJ's existing authority to bring such actions for complaints based on race, color, religion, sex, or national origin. The bill revises public school desegregation standards to provide for the assignment of students without regard to sexual orientation or gender identity. The bill prohibits programs or activities receiving federal financial assistance from denying benefits to, or discriminating against, persons based on sex, sexual orientation, or gender identity. The bill prohibits employers with 15 or more employees from discriminating based on sexual orientation or gender identity, subject to the same exceptions and conditions that currently apply to unlawful employment practices based on race, color, religion, sex, or national origin. Employers must recognize individuals in accordance with their gender identity if sex is a bona fide occupational qualification that is reasonably necessary to the normal operation of that particular business or enterprise. The bill provides government employees with protections against discrimination based on sexual orientation or gender identity. DOJ may intervene in equal protection actions in federal court on account of sexual orientation or gender identity. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill amends Fair Housing Act, the Equal Credit Opportunity Act, and jury selection standards to add sexual orientation and gender identity as classes protected against discrimination under such laws.

This bill amends the Internal Revenue Code to exclude certain purchases of employee-owned stock from being considered as outstanding voting stock for the purpose of the tax on excess business holdings of a private foundation in a business enterprise. The bill applies to any voting stock that is: (1) not readily tradable on an established securities market; (2) purchased by the business enterprise on or after January 1, 2005, from a stock bonus or profit sharing plan in which employees of the business enterprise participate, in connection with a distribution from the plan; and (3) held by the business enterprise as treasury stock, cancelled, or retired.

Sam Farr Peace Corps Enhancement Act This bill increases the monthly pay rate for Peace Corps volunteers. The Peace Corps shall provide initial medical care to a former volunteer for a service-related condition for 180 days after termination of service, which period may be extended under specified circumstances. The bill grants the government jurisdiction over, and imposes penalties upon, persons who commit certain crimes outside of the United States against a volunteer. The Peace Corps Act is amended to authorize the designation of a position as a critical management support position if the position requires specialized technical or professional skills and knowledge of Peace Corps operations. The President shall ensure that each overseas post has appropriate medical services, including by detailing to such a post the licensed medical staff of other U.S. agencies. Each volunteer applicant shall be provided with information regarding crime and health risks and volunteer satisfaction with respect to the country in which the applicant has been invited to serve. The Office of Victim Advocacy in the Peace Corps headquarters is made permanent. The bill: (1) expands membership of the Sexual Assault Advisory Council, (2) requires at least one council member to have mental health field expertise, and (3) extends the council through October 1, 2023. The President shall conduct annual volunteer surveys through September 30, 2023 (currently through September 30, 2018). The Inspector General of the Peace Corps may hire an expert, consultant, or organization without regard to certain daily salary requirements. The Peace Corps shall periodically report to Congress on volunteer access to health care benefits.

Marine Oil Spill Prevention Act This bill address issues related to preventing and responding to oil spills. This bill amends the Gulf of Mexico Energy Security Act of 2006 to extend the moratorium on oil and gas leasing in certain areas in the Gulf of Mexico until June 30, 2027. This bill sets forth provisions concerning Coast Guard responsibilities, including designating areas that are at heightened risk of oil spills and implementing measures to ameliorate that risk. This bill amends the Oil Pollution Act of 1990 to establish a Gulf Coast Regional Citizens' Advisory Council to advise on facilities and tank vessels. This bill makes an owner of oil responsible for oil spill cleanup. Currently, owners of oil are only responsible if the oil is being transported in a single-hull vessel. This bill amends the Outer Continental Shelf Lands Act to permit the Coast Guard or the Department of Commerce to request a National Transportation Safety Board investigation of any accident occurring in the Outer Continental Shelf (OCS). Commerce must establish an inspection fee for OCS facilities for the cost of inspections of facilities and other duties. This bill requires a comprehensive review of the capacity of the National Oceanic and Atmospheric Administration (NOAA) to respond to oil spills. NOAA must develop and maintain oil spill trajectory modeling capability. The Coast Guard must evaluate and validate oil pollution containment and removal methods and technologies. NOAA must carry out long-term marine environment monitoring and research program for the Gulf of Mexico. The bill requires the Coast Guard to publish within 12 hours an Incident Action Plan in response to an oil spill.

Free Credit Score Act of 2017 This bill amends the Fair Credit Reporting Act to require nationwide consumer reporting agencies to include the consumer's credit score when furnishing a consumer with a free annual report.

Northern Rockies Ecosystem Protection Act This bill designates specified National Forest System lands, National Park System lands, and public lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and as components or additions to existing components of the National Wilderness Preservation System. The bill also designates specified federal lands as biological connecting corridors and as special corridor management areas. The Wild and Scenic Rivers Act is amended to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. The bill designates specified areas as wildland recovery areas. The Department of Agriculture shall develop a wildland recovery plan for each recovery area. A specified panel of independent scientists shall study roadless lands greater than 1,000 acres that are within the National Forest System in the Wild Rockies bioregion in Idaho, Montana, Oregon, Washington, or Wyoming and that are not designated as components of the National Wilderness Preservation System for their role in maintaining biological diversity in the Northern Rockies and as part of the overall forest reserve system. Any new road construction or reconstruction or timber harvest is prohibited in those lands after the evaluation without an Act of Congress. Oil or gas leasing, mining, or other development which impairs the natural and roadless qualities of the land is also prohibited. The Department of the Interior may apply the Indian Self-Determination and Education Assistance Act in carrying out this bill.

Therapeutic Fraud Prevention Act of 2017 This bill prohibits sexual orientation or gender identity conversion therapy from being provided in exchange for monetary compensation. It bars advertisements for such therapy that claim to: (1) change an individual's sexual orientation or gender identity, (2) eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same gender, or (3) be harmless or without risk. Individuals or entities shall not assist or facilitate a conversion therapy if they receive monetary compensation from any source in connection with providing such therapies. These prohibitions are inapplicable to practices or treatments that do not seek to change sexual orientation or gender identity if they provide: (1) assistance to an individual undergoing a gender transition; or (2) acceptance, support, and understanding of clients or facilitation of clients' coping, social support, and identity exploration and development, including sexual orientation-neutral interventions to prevent or address unlawful conduct or unsafe sexual practices. The Federal Trade Commission and states are provided authority to enforce against violations.

Civil Rights Legacy of Medgar Wiley Evers Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Myrlie Evers-Williams in recognition of the contributions and sacrifice that she and her husband, assassinated civil rights leader Medgar Wiley Evers, made in the fight for racial equality in the United States. Following its award, the medal shall be given to the Mississippi Civil Rights Museum, where it is to be available for display or for temporary loan to be displayed elsewhere.
