Preserve Historic America Act of 2006 - Amends the Internal Revenue Code to modify the tax credit for rehabilitation of older and historic buildings by: (1) increasing from 20 to 25% the tax credit rate for certified historic structure rehabilitation expenditures; (2) permitting a building at least 50 years old to qualify for the rehabilitation tax credit (currently, a building must have been placed in service before 1936); (3) permitting qualified rehabilitated buildings to be used for lodging purposes; (4) limiting to 50% the basis reduction for buildings qualifying for the low-income housing and rehabilitation tax credits; (5) allowing an increased rehabilitation tax credit for certain buildings in difficult development areas or which qualify as small rehabilitation projects; (6) exempting tax credits for rehabilitation of certified historic structures from the calculation of the passive activity credit; and (7) permitting the assignment of rehabilitation tax credits. Allows a new tax credit for 20% of the cost of rehabilitating a qualified historic home. Defines "qualified historic home" as a certified historic structure which has been substantially rehabilitated and which is owned by the taxpayer and is or will be used as the taxpayer's principal residence.

Limits the District to one Member under any reapportionment of Members. Modifies the formula regarding the number of presidential electors to subject it to the Twenty-Third amendment to the Constitution in the case of the District. Makes conforming amendments to federal law regarding the Armed Forces (appointments to service academies). Increases membership of the House from 435 to 437 Members. Provides for a reapportionment of Members resulting from such increase. Makes conforming amendments to the District of Columbia Elections Code of 1955. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for electing a Senator and Representative for the District.

Reform of National Security Reviews of Foreign Direct Investments Act - Amends the Defense Production Act of 1950 to direct the President, upon receiving written notification by any party involved of a possible merger, acquisition, or takeover which could result in foreign control of any person engaged in interstate commerce in the United States (covered transaction), or upon a motion of a member of the Committee on Foreign Investment in the United States (CFIUS), to review the covered transaction to determine whether it threatens to impair U.S. national security and whether such threat can be mitigated. Requires CFIUS, if it determines that the covered transaction is a foreign government-controlled transaction, to conduct its own investigation. Requires the President, in his investigation, to take necessary action to protect national security with respect to the covered transaction. Makes any review final and complete only after its findings and report are approved and signed by both the Secretaries of the Treasury and Homeland Security. Requires the Director of National Intelligence to carry out an analysis of the threat to national security of any covered transaction. Makes CFIUS a statutory committee under the Defense Production Act of 1950, with a revised membership. Requires the consideration, as additional factors in determining whether it should be investigated, of whether a covered transaction: (1) has a security-related impact on critical infrastructure; and (2) is a foreign government-controlled transaction. Authorizes CFIUS to: (1) negotiate, impose, and enforce any agreement or condition with any party to a covered transaction in order to mitigate any threat to national security; (2) track withdrawn notifications; and (3) monitor the enforcement of any agreements. Requires reports to Congress by the President and CFIUS concerning investigations of covered transactions.

Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor of a prescription drug plan to display on the prescription drug card the name, brand, or trademark (co-branding) of any pharmacy. Requires each PDP sponsor to charge not less than the minimum dispensing fee, $14, adjusted annually for inflation, for generic covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Revises requirements for a covered medication therapy management service, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

American Dream Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States prior to his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma. Sets forth the conditions for conditional permanent resident status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Applies such definition (and prohibition) to all food sold outside such programs anywhere on school campuses at any time of the day, with the possible limited exemption of food sold at school fundraisers. Requires the Secretary, when revising such definition, to consider the recommendations of authoritative scientific organizations and evidence concerning the relationship between diet and health.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Emergency Agricultural Disaster Assistance Act of 2006

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Magnuson-Stevens Fishery Conservation and Management Amendments Act of 2006 - Amends the Magnuson-Stevens Fishery Conservation and Management Act (the Act) to authorize appropriations for the national fishery management program through FY2012. Revises provisions under the Act with respect to: (1) regional fishery management councils; (2) fishery management plan requirements; and (3) environmental review of fishery management plans. Establishes: (1) limited access privilege programs to harvest fish; (2) Western Pacific regional marine education and training programs; (3) a regional economic transition program for fishermen affected by a catastrophic fishery disaster; (4) a shrimp fisheries hurricane assistance program for the Gulf of Mexico; (5) a bycatch reduction engineering program to minimize bycatch mortality; (6) a community-based fishery and coastal habitat restoration program; and (7) a national fishery permitting and registration program Increases both civil and criminal penalties for certain prohibited acts under U.S. fishery law. Sets forth a criminal penalty for a person who uses a weapon in the commission of such acts. National Fishing Fleet Vision, Implementation, and Management Act - Establishes: (1) a National Task Force on Sustainable Fishery Capacity to develop guidance for the development of Sustainable Fishery Vision, Implementation, and Management Plans; (2) a regionally based registry program for recreational fishermen; (3) a cooperative research and management program; (4) a Fisheries Conservation and Management Fund; and (5) a deep sea coral research and technology program. Reauthorizes certain fisheries Acts through FY2010. Requires the Secretary to identify a nation's vessels that have engaged in illegal, unreported, or unregulated fishing (including relevant international fishery management organizations that have failed to implement effective measures to end such activities), or that have engaged in fishing practices beyond the exclusive economic zone that result in bycatch of a protected living marine resource, and to encourage them to take appropriate corrective actions or to enter into bilateral treaties to end such offending activities.

Universal Service Reform Act of 2006 - Amends the Communications Act of 1934 concerning procedures for the review of universal service requirements to require the Federal-State Joint Board on universal service to complete recommendations for changes to such requirements within 18 months after the date of enactment of this Act. Includes high-speed broadband services within universal service. Directs the Federal Communications Commission (FCC) to assess contributions to universal service support mechanisms from communications service providers, allowing a limit on the contributions of providers whose customers typically make a low volume of monthly calls. Provides: (1) support contribution limits; and (2) support to non-rural carriers providing service in rural, insular, and high-cost areas. Outlines network traffic identification accountability standards, rulemaking, and enforcement requirements. Requires the FCC, within 180 days after the enactment of this Act, to prescribe regulations that require a provider, upon a bona fide request, to provide communications services necessary for the provision of health care services in a state to any health care provider that serves persons who live in rural areas of that state. Outlines eligibility requirements for communications service providers to receive universal service support, including (with a possible three-year waiver) that the provider meets basic requirements for the deployment and provision of high-speed broadband service. Makes current limitations on universal service support and individual support caps imposed upon carriers inapplicable after the date of enactment of this Act. Requires all residential and business lines served by an eligible telecommunications carrier to be eligible for federal universal service support.

Accountability and Transparency in Ethics Act - Establishes as an independent ethics commission within the legislative branch the Investigations Commission to: (1) investigate and report to the House Committee on Standards of Official Conduct (Committee) on any alleged violation of law, rule, regulation, or other applicable standard of conduct by a Member, officer, or employee of the House of Representatives; (2) report to appropriate federal or state authorities, with the approval of the House, any substantial evidence of a violation of any applicable law; and (3) adopt rules affording protections to respondents comparable to those that were provided by rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House in effect immediately before the amendments to such rule made by this Act. Establishes mandatory annual ethics training for Members and House employees. Amends rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) to require the Committee's advance authorization of a privately-funded trip by any Member, officer, or employee of the House. Amends the Lobbying Disclosure Act of 1995 (LDA) to transfer certain functions of the Clerk of the House to the Committee with respect to filing of lobbyist registrations. Authorizes the Committee to charge a registration fee. Requires registered lobbyists to file quarterly instead of semiannual disclosure reports with the Committee in an electronic form. Requires the Committee to maintain certain lobbying disclosure information in an electronic database, available to the public free of charge over the Internet. Subjects registered lobbyists, lobbyists employed by an organization registered under the LDA, or the client of such lobbyist or organization to penalties for offering gifts to a Representative in Congress, or any officer or employee of the House, knowing that such gift violates the rules of the House. Amends the federal criminal code to prohibit former Members, officers, or employees of either chamber of Congress, and any employee of any other legislative office of Congress from making lobbying contacts (within one year after such individuals leave office) with any former Member, officer, or employee of either chamber of Congress, and any former employee of any other legislative office of Congress.
