Amendments en bloc to provide for computation of entitlements under the act by using a "Representative Tax System" The Representative Tax System is defined as "a method of determining the fiscal capacity of a government by estimating the amount of revenue that such government would raise if it applied a national uniform set of tax rates to a specified set of tax bases". The amendment provides that the amount allocated to any locality is not to exceed by more than 10 percent the amount that would have been allocated by the provisions in effect originally.

An amendment in the nature of a substitute printed in Part B of House Report 112-641 to extend for one year certain expired or expiring tax provisions that apply to middle-income taxpayers with income below $250,000 for married couples filing jointly, and below $200,000 for single filers, including, but not limited to, marginal rate reductions, capital gains and dividend rate preferences, alternative minimum tax relief, marriage penalty relief, and expanded tax relief for working families with children and college students.

An amendment to strike Title III of the Senate amendment to H.R. 4583 and amend the bill to provide two years of estate tax relief at 2009 levels. In calendar years 2011 and 2012, the estate tax exemption amount would be $3.5 million ($7 million total for a married couple) and the maximum tax rate on estates would be 45%. Additionally, the amendment would provide estates from decedents in 2010 with the ability to elect to be treated under the 2009 levels or to be treated under current law for tax purposes. This election will allow estates to receive a step up in basis on inherited property rather than the 2010 carryover basis rules. The exemption level and rate are consistent with the estate tax proposal included in the President's FY2010 and FY2011 Budgets. Under the Senate amendment to H.R. 4583, the bill would provide two years of estate tax relief with a $5 million estate tax exemption ($10 million total for a married couple) and a maximum rate of 35%. The amendment saves $23 billion, and affects 6,600 estates in 2011 which would receive an average additional tax cut of more than $1.5 million under the Senate bill.

PFAS Detection Act of 2018

PFAS Detection Act of 2018 This bill requires the U.S. Geological Survey (USGS) to establish a performance standard for the detection of perfluorinated compounds. Using such standard, the USGS must carry out a nationwide sampling to determine the concentration of perfluorinated compounds in estuaries, lakes, streams, springs, wells, wetlands, rivers, aquifers, air, and soil. A perfluorinated compound is a perfluoroalkyl substance or a polyfluoroalkyl substance that is manmade with at least one fully fluorinated carbon atom.

Medicare Negotiation and Competitive Licensing Act of 2018

Medicare Negotiation and Competitive Licensing Act of 2018 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. (Current law prohibits the CMS from doing so.) The CMS must take certain factors into account during negotiations, including the clinical- and cost-effectiveness of the drug, the financial burden on patients, and unmet patient needs. If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under Medicare, notwithstanding existing government-granted exclusivities. Additionally, for one year after a drug is provided under a competitive license, such drug is also subject to specified price limitations; if the drug is not offered at such prices, the drug is subject to additional licensing that furthers its sale under any federal program (e.g., Medicaid).

Requesting the President to transmit to the House of Representatives certain documents in the possession of the President relating to the determination to impose certain tariffs and to the strategy of the United States with respect to China.

Medigap Consumer Protection Act of 2018 This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. ("Guaranteed issue" rights require that a policy be offered to any eligible applicant without regard to health status.)
