Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2005 - Prohibits the Secretary of Health and Human Services, during the period between July 1, 2005, and the date two years after the enactment of this Act, from: (1) requiring a compliance rate, pursuant to the criterion (commonly known as the "75 percent rule") used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility, that is greater than the 50 percent compliance threshold that became effective on July 1, 2004; (2) changing the designation of any inpatient rehabilitation facility in compliance with the 50 percent threshold; or (3) conducting medical necessity review of inpatient rehabilitation facilities using any guidelines other than the national criteria established in the Medicare Benefits Policy Manual. Directs the Secretary to establish procedures for: (1) making any necessary retroactive adjustment to restore the status of a facility as an inpatient rehabilitation facility as a result of this Act; (2) making any necessary payments to inpatient rehabilitation facilities based on such adjustment for discharges occurring on or after July 1, 2005, and before enactment of this Act; and (3) developing and implementing an appeals process that provides for expedited review of any adjustment to the status of a facility as an inpatient rehabilitation facility made during such period Directs the Secretary to establish the National Advisory Council on Medical Rehabilitation to provide advice and recommendations to: (1) Congress and the Secretary concerning the coverage of rehabilitation services under title XVIII (Medicare) of the Social Security Act; and (2) appropriate federal agencies on how best to utilize available research funds and authorities focused on medical rehabilitation research.

Darfur Peace and Accountability Act of 2005 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority upon congressional notification, to block the assets and deny visas and entry to any individual (and family member) responsible for acts of genocide, war crimes, or crimes against humanity in Sudan. Authorizes the President to provide assistance to reinforce the deployment and operations of an expanded African Union Mission in Sudan (AMIS). Directs the President to instruct the U.S. Permanent Representative to the North Atlantic Treaty Organization (NATO) to advocate NATO reinforcement of AMIS, upon request of the African Union. Amends the Sudan Peace Act to include entry denial at U.S. ports to certain cargo ships or oil tankers among the measures available to the President if the government of Sudan fails to take specified peace measures in Darfur. Prohibits, with waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591(embargo on military assistance to Sudan). Directs the President to instruct the U.S. Permanent Representative to the United Nations to urge the adoption of a Security Council resolution supporting AMIS' expansion.

Private Property Rights Protection Act of 2005 - Prohibits a state or political subdivision from using economic development as a reason for exercising its power of eminent domain if federal funds would contribute in any way to: (1) the project for which eminent domain is exercised; or (2) the exercise and enforcement of eminent domain over the project. Renders a state or political subdivision that violations this prohibition ineligible for any such federal funds and directs the federal agency involved to withhold those funds. Prohibits the federal government from using economic development as a reason for exercising eminent domain. Defines "economic development" to mean any activity other than making private property available in substantial part for use by the general public or by an entity that makes the property available for use by the general public, or as a public facility, or to remove harmful effects.

Children's Safety Act of 2005 - Sex Offender Registration and Notification Act - Requires: (1) each state, territory, and federally recognized Indian tribe to maintain a sex offender registry; and (2) each sex offender to register in the jurisdictions where the offender resides, is an employee, and is a student. Requires the Attorney General to: (1) maintain a National Sex Offender Registry at the Federal Bureau of Investigation (FBI); (2) establish a Sex Offender Management Assistance program; and (3) authorize sex offender apprehension grants. DNA Fingerprinting Act of 2005 - Amends: (1) the DNA Identification Act of 1994 to expand the scope of DNA (deoxyribonucleic acid) samples to be included in the Combined DNA Index System; and (2) the DNA Analysis Backlog Elimination Act of 2000 to authorize the Attorney General to collect DNA samples from individuals who are arrested or detained under U.S. authority. Prevention and Deterrence of Crimes Against Children Act of 2005 - Increases penalties for violent crimes against persons under age 18, including death or life imprisonment if the crime results in the death of a person under that age. Protection Against Sexual Exploitation of Children Act of 2005 - Increases penalties for sexual offenses against children. Foster Child Protection and Child Sexual Predator Sentencing Act of 2005 - Requires background checks and checks of national crime information databases and state child abuse registries before approval of foster or adoptive placements. Establishes: (1) procedures for the civil commitment of sexually dangerous persons; and (2) mandatory minimum penalties for child sex trafficking.

Mandatory IDEA Full Funding Compromise Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize part B programs of education of all children with disabilities. Authorizes appropriations in specified amounts for part B for FY2006-FY2012 and thereafter, according to a certain formula. (Provides phased-in increases of such authorized funding designed to reach a promised 40% federal share by FY2011.) Makes appropriations in specified amounts (which are less than the amounts this Act authorizes to be appropriated) for part B for FY2006-FY2012 and thereafter.

Coastal and Estuarine Land Conservation Program Act - Amends the Coastal Zone Management Act of 1972 to direct the Secretary of Commerce to establish a Coastal and Estuarine Land Conservation Program to ascertain and protect the environmental integrity of important coastal and estuarine areas. Directs the Secretary to make program grants to coastal states with approved coastal zone management plans to assist such states to acquire coastal and estuarine property. Limits grant funding from federal sources to 75 percent, unless the Secretary waives such limitation. Authorizes the Secretary to provide $5 million for a regional watershed protection demonstration project that: (1) leverages land acquisition funding from other federal conservation or acquisition programs; (2) involves partnerships with federal, state, and non-governmental entities; (3) creates conservation corridors; (4) protects habitats under imminent threat of development or conversion; (5) enhances protected areas under the National Estuarine Research Reserve program; and (6) provides a model for future regional watershed protection projects. Reserves 15 percent of program funds for acquisitions benefitting the National Estuarine Research Reserve. Allows the Secretary to enter into contracts or other arrangements with other federal agencies (including interagency financing of Coastal America activities) as well as any other qualified person for the purposes of carrying out technical assistance and research to support coastal zone management.

Veteran-Owned Small Business Promotion Act of 2005 - Requires the Department of Veterans Affairs to award not less than nine percent of the total value of all prime contract and subcontract awards for each fiscal year to small businesses owned and controlled by veterans. Requires at least one-third of those awards to go to small businesses owned and controlled by veterans with service-connected disabilities. Requires a business, in order to be so eligible, to be listed in a database of veteran-owned small businesses maintained by the Secretary of Veterans Affairs. Provides enforcement penalties for misrepresentation as a veteran-owned small business. Treats a veteran's surviving spouse as a veteran for purposes of eligibility of a business after the death of the veteran-owner. Provides the highest priority in the award of such contracts and subcontracts to small businesses owned and controlled by veterans with service-connected disabilities. Directs the Secretary, in procuring goods and services pursuant to a contracting preference, to give priority to a small business owned and controlled by a veteran if such small business also meets the requirements of the contracting preference.

Southern New Jersey Veterans Comprehensive Health Care Act - Directs the Secretary of Veterans Affairs to determine, and notify Congress, whether the needs of veterans in southern New Jersey (the counties of Ocean, Burlington, Camden, Gloucester, Salem, Cumberland, Atlantic, and Cape May) for full-service medical care shall be met through a project for: (1) a public-private venture to provide inpatient and outpatient services and long-term care to veterans at an existing facility in southern New Jersey; or (2) construction of a new full-service, 100-bed Department of Veterans Affairs medical center in southern New Jersey. Directs the Secretary: (1) if the public-private venture option is chosen, to enter into an appropriate agreement for the provision of such care and services; or (2) if the new construction option is chosen, to carry out an appropriate major medical facility construction project for such purpose.

Volunteer Firefighters' Protection Act of 2005 - Amends the Internal Revenue Code to exclude from the gross income of an employer certain health care subsidy payments paid by a local government to an employer on behalf of a volunteer firefighter.

Teacher Tax Relief Act of 2005 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Federal Prison Industries Competition in Contracting Act of 2005 - Amends the federal criminal code to replace provisions regarding the purchase of prison-made products by federal departments with provisions establishing a government-wide procurement policy relating to purchases from Federal Prison Industries (FPI), which shall generally require the use of competitive procedures. Authorizes a contract award to be made to FPI using other than competitive procedures: (1) if a product or service is only available from FPI; and (2) by the Federal Bureau of Prisons (the Bureau). Requires that an analysis of the probable impact of a proposed expansion of sales within the federal market by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Prohibits the total dollar value of FPI sales to the government in FY 2007 through 2011 from exceeding specified percentages of FPI sales for the base period. Amends the Federal Property and Administrative Services Act of 1949 to require an executive agency: (1) before purchasing a product listed in the latest edition of the FPI catalog, to determine whether the FPI product is comparable to products available from the private sector; and (2) if such product is not comparable, to use competitive procedures or make an individual purchase under a multiple award. Authorizes FPI to enter into a contract with a federal contractor to produce products as a subcontractor or supplier in the performance of a federal procurement contract. Includes services within the scope of a prohibition against transporting (in interstate commerce or from a foreign country) goods produced by prisoners. Establishes within the Bureau of Prisons: (1) the Enhanced In-Prison Educational and Vocational Assessment and Training Program; and (2) the Cognitive Abilities Assessment Demonstration Program. Directs: (1) the Chief Operating Officer of FPI to develop proposals to have FPI donate products and services to eligible entities that provide goods or services to low-income individuals who would likely otherwise have difficulty purchasing such products or services; (2) the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release; and (3) the Comptroller General to undertake to have an independent study conducted on the effects of eliminating FPI's mandatory source authority.

Prostate Cancer Research and Prevention Act - Amends the Public Health Service Act to authorize appropriations for FY2006-FY2010 for: (1) the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and local health departments to carry out preventive health measures related to prostate cancer; and (2) the Director of the National Cancer Institute to expand, intensify, and coordinate prostate cancer research activities.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or PREEMIE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand and coordinate NIH research on preterm labor and delivery, infant mortality, and low birthweight infants. Establishes the Maternal-Fetal Medicine Units Network and the Neonatal Research Units Network within NIH. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) expand and coordinate CDC activities on preterm labor and delivery and infant mortality; (2) conduct a study on the relationship between prematurity, birth defects, and developmental disabilities; and (3) review the Pregnancy Risk Assessment Monitoring Survey. Requires the National Institute of Child Health and Human Development's national longitudinal study of environmental influences on children's health and development to consider the impact of assisted reproduction technologies. Requires the Director of NIH to contract with the Institute of Medicine to study the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration (HRSA) to assess certain core performance and outcome measures utilized under the Social Security Act for purposes of expanding such measures to include known risk factors of low birthweight and prematurity. Requires the Secretary of Health and Human Services to: (1) conduct a demonstration project to improve the provision of information on prematurity to health professionals and the public; (2) conduct projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit, during the transition of the infant to the home, and in the event of a newborn death; and (3) establish an Interagency Coordinating Council on Prematurity and Low Birthweight.

Community Beaches Protection Act - Rewrites provisions regarding the federal shore protection program to: (1) provide for the protection and restoration of beaches and other coastal infrastructure, as well as shore protection; and (2) include the purpose of promoting healthful recreation. Includes among areas to be given preference areas: (1) where regional sediment management plans have been adopted; and (2) that promote human health and safety and the quality of life. Directs the Secretary of the Army to pay the federal share of the cost of carrying out beach nourishment projects and research that encourages the protection, restoration, and enhancement of shores, sandy beaches, and other coastal infrastructure. Sets forth revised provisions regarding the federal share of the cost, which shall be equal for beach erosion control projects for purposes of recreation or for storm damage protection or environmental restoration. Directs the Secretary, at the request of a nonfederal interest and with congressional approval, to extend the period of federal participation in certain beach nourishment projects. Amends the Water Resources Development Act of 1986 to prohibit the Secretary from: (1) soliciting contributions, in excess of the nonfederal share assigned to specified project purposes, from nonfederal interests for costs of constructing authorized projects; or (2) conditioning federal participation on the receipt of such contributions. Makes permanent the national shoreline erosion control development and demonstration program. Requires the program to include provisions for technology transfers to educational institutions. Authorizes the Secretary to enter into cost-sharing agreements with nonfederal interests, and to modify existing shoreline protection projects, under specified circumstances.

Permits issuance of such coins only during 2009. Subjects the coin sales to a surcharge of $10 per coin.

Veterans Health Care Full Funding Act - Requires each fiscal year budget submitted to Congress by the President to include requests for amounts for veterans health care programs. Requires amounts appropriated for such programs to be available for two consecutive fiscal years. Establishes the Veterans Health Care Funding Review Board within the Department of Veterans Affairs. Directs the Board, beginning with FY2008, to determine the level of funding needed for such programs for that fiscal year and the next and to publish such determination in the Federal Register. Outlines veterans' health care needs factors to be considered by the Board in arriving at such determination. Repeals requirements for certain congressional notifications in connection with a funding request for a Department major medical facility project or lease. Provides a 30-day standard for access to medical care for veterans seeking primary or specialized care, as measured from: (1) the time the veteran contacts the Department seeking an appointment until the date a visit is completed (primary care); and (2) the date on which the veteran is referred to a specialist until the date a visit is completed (specialty care). Directs the Secretary of Veterans Affairs to develop a standard of waiting time during a visit and to periodically review the performance of Department facilities compared to that standard.

Pet Animal Welfare Statute of 2005 - Amends the Animal Welfare Act to revise the definition of dealer (in animals) to include: (1) sellers of dogs imported from outside the United States; and (2) persons who sell more than 25 dogs or cats or who whelp for sale more than six litters of dogs or cats annually. Defines "retail pet store" for purposes of the Act as a public retail establishment that sells animals commonly kept as pets in U.S. households (e.g., dogs, cats, guinea pigs, rabbits, and hamsters). Excludes from such definition: (1) a person breeding animals to sell to the public as pets; (2) a person selling hunting, security, or breeding dogs; or (3) a person selling wild animals. Requires dealers and retail pet stores to provide the Secretary of Agriculture with source records relating to the purchase or acquisition of dogs and cats. Authorizes the Secretary to extend the period for the temporary suspension of a dealer license for a violation of the Act from 21 to 60 days, if the Secretary believes that such violation will continue past the initial 21-day period and will jeopardize the health of any animal. Authorizes the Secretary to apply directly to a U.S. district court for a temporary restraining order or injunction to address violations of the Act.

Amends the Federal Water Pollution Control Act to extend through FY2010 the authorization of appropriations for grants to states and local governments for coastal recreation water quality monitoring and notification programs. Amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to extend through FY2010 the authorization of appropriations for such Act.

Long-Term Care and Retirement Security Act of 2005 - Amends the Internal Revenue Code to: (1) allow a tax deduction from gross income for long-term care insurance premiums; (2) include long-term care insurance in employee benefit cafeteria plans and flexible spending arrangements; (3) allow a tax credit for certain long-term care costs; (4) set forth certain consumer protections for long-term care insurance contracts; and (5) allow tax free exchanges of long-term care insurance contracts.

Amends the Communications Act of 1934 to make federal provisions which prohibit the obligation or expenditure of funds either in excess of appropriated amounts or in violation of sequestration orders under the Balanced Budget and Emergency Deficit Control Act of 1986 inapplicable to: (1) any amount collected or received as federal universal service contributions; or (2) the expenditure or obligation of amounts attributable to such contributions.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Yellowstone Buffalo Preservation Act - Prohibits any federal or state government agent from: (1) killing, hazing, or capturing any buffalo on federal land or land held under federal conservation easements; or (2) using any form of bait to lure buffalo from any federal land onto private land until specified duties are accomplished by the Secretary of the Interior and certain other federal agencies. Provides exceptions for: (1) legally-authorized, state-managed buffalo hunts; (2) hazing if a person is physically endangered or property is damaged; (3) National Park Service employees moving buffalo to address physical public safety threats; and (4) certain non-lethal federal research. Establishes criminal penalties and fines for violations of this Act. Sets forth duties of the the Secretary relating to grazing and other matters affecting the Yellowstone buffalo herd that must be accomplished within three years after the enactment of this Act.

Pledge Protection Act of 2005 - Amends the Federal judicial code to deny jurisdiction to any Federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.

Praises the efforts of President George W. Bush and Prime Minister Ariel Sharon to create the conditions for Middle East peace. Commends the bipartisan commitment of all administrations and Congresses since 1948 to stand by Israel and work for its security and well-being.

Breast Cancer and Environmental Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) establish ongoing collaborations with community organizations; (3) be formed from a consortium of cooperating institutions; (4) be supported under this Act for a period of not more than five years with additional periods allowed after review and recommendation; and (5) use innovative approaches to study unexplored areas of the environment and breast cancer. Requires the Secretary of Health and Human Services to establish a Breast Cancer and Environmental Research Panel to make recommendations for and to review grants awarded under this Act.

Children's Vision Improvement and Learning Readiness Act of 2005 - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states for providing: (1) comprehensive eye examinations for children, with priority given to children under nine years old; (2) subsequent vision treatment or services to correct vision problems; and (3) educational materials to parents, teachers, and health care practitioners on recognizing signs of visual impairment in children. Directs the Secretary to: (1) develop criteria to collect data related to vision assessment and the utilization of follow-up services; and (2) coordinate the grant program with appropriate federal and state child services programs. Requires states to annually submit to the Secretary a program evaluation.

Urges the Centers for Medicare & Medicaid Services to extend through at least 2006 the Medicare demonstration project that assesses the quality of care for patients undergoing chemotherapy by collecting data on the impact of chemotherapy on cancer patients' quality of life. Calls for the continuation of payments to physicians for participation in the demonstration project to ensure that Medicare patients with cancer have access to chemotherapy treatment.

Recognizes the bravery, sacrifice, and patriotism of the soldiers, airmen, sailors, and Marines who participated in Operation Eagle Claw (the April 24, 1980, rescue attempt of the American hostages in Iran). Commends all of the Special Operation Forces currently in service.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Telephone Excise Tax Repeal Act of 2005 - Amends the Internal Revenue Code to repeal the excise tax on communication services (i.e., local telephone service, toll telephone service, and teletypewriter exchange service).

Breast Cancer Patient Protect Action of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Stop Senior Hunger Act of 2005 - Amends the Older Americans Act of 1965 to extend through FY 2010 the authorization of appropriations for nutrition services for older individuals through congregate programs at local senior centers and through home-delivery programs.

Amends the Federal Water Pollution Control Act to reauthorize appropriations for coastal recreation water quality monitoring and notification grants through FY 2011. Amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to reauthorize appropriations to carry out that Act through FY 2011.

Rail Infrastructure Development and Expansion Act for the 21st Century - Amends Federal rail transportation law to authorize the Secretary of Transportation to designate high-speed rail infrastructure bonds if: (1) the bonds are issued by a State, or one or more of the States that have entered into an interstate compact under the Amtrak Reform and Accountability Act of 1997, or by such compact; (2) they are for financing projects that make a substantial contribution to providing the infrastructure required to complete a railroad passenger transportation corridor for high-speed intercity rail passenger service, or for projects for the Alaska Railroad; (3) for a railroad passenger transportation corridor design that includes the use of freight railroad rights-of-way, a written agreement exists between the applicant and the freight railroad regarding such use and other conditions are met; (4) the corridor design eliminates all existing railroad grade crossings that would impede high-speed rail operations; (5) the applicant agrees to comply with certain labor standards with respect to such project; and (6) the applicant agrees not to pay the principal or interest on the bonds using funds derived directly or indirectly from the Highway Trust Fund, except as permitted by existing law. Excludes the interest on such bonds from an individual's gross income. Requires any entity providing high-speed intercity passenger railroad transportation to negotiate over hiring and working conditions with the collective bargaining agent or agents of the employees of any existing rail passenger service it might be replacing. Amends the Internal Revenue Code to allow certain tax credits to holders of qualified high-speed rail infrastructure bonds. Makes corridor development activities (including the acquisition of locomotives, rolling stock, track, and signal equipment) eligible for Federal assistance. Amends specified Federal law to change from discretionary to mandatory the Secretary's authority to provide direct loans and loan guarantees for rail rehabilitation and improvement projects to State and local governments, interstate compacts, government sponsored authorities and corporations, railroads, and joint ventures that include at least one railroad.

Amtrak Reauthorization Act of 2005 - Amends Federal transportation law to authorize appropriations for Amtrak for FY 2006 through 2008 for: (1) capital expenditures; (2) certain mandatory payments; and (3) Amtrak's contractual obligations for commuter and State-supported passenger rail service. Includes among mandatory Amtrak payments to the Treasury: (1) an amount equal to the tax Amtrak must pay as an employer under the Railroad Retirement Tax Act that is more than the amount needed for anticipated benefits for retirees and their beneficiaries; (2) amounts necessary to pay the contribution for employee unemployment benefits under the Railroad Unemployment Insurance Act that are more than its obligations calculated on an experience-related basis; and (3) amounts necessary to pay railroad unemployment repayment taxes. Requires Amtrak to transmit to the Secretary of Transportation annually a comprehensive business plan, including targets for ridership and for each intercity train route (including Autotrain), revenues, and capital and operating expenses, and supplemental reports describing the work completed to date, any changes to the business plan, and the reasons for such changes. Prohibits the use of amounts appropriated under this Act to subsidize operating losses of commuter rail passenger or rail freight transportation.

Amends title XIX (Medicaid) of the Social Security Act to require State Medicaid plans to require staff working with developmentally disabled persons or persons with traumatic brain injury to call emergency services in the event of a life-threatening situation.

Community Pharmacy Fairness Act of 2005 - Provides that antitrust laws shall apply to negotiations between groups of independent pharmacies and health plans and health insurance issuers in the same manner as such laws apply to collective bargaining by labor organizations under the National Labor Relations Act.

Taxpayer Protection Act of 2005 - Amends the Internal Revenue Code to repeal provisions enacted by the American Jobs Creation Act of 2004 authorizing the Secretary of the Treasury to enter into contracts with private collection agencies for the collection of taxes.

Prohibits the Secretary of the Interior from issuing a lease, permit, or license for the exploration or extraction of oil or gas from specified submerged Outer Continental Shelf lands located within 125 miles of the coast of New Jersey, including areas with respect to which a moratorium on oil and gas leasing activities existed before the enactment of this Act.
