Help Efficient, Accessible, Low Cost, Timely Health Care (HEALTH) Act of 2002 - Makes changes to the health care liability system, including compensation for injured patients and other issues arising out of health care law suits. Requires a suit to be brought within three years of the date of injury or one year after the claimant discovers or should have discovered the injury, whichever occurs first. Sets forth requirements and permissible recovery amounts for compensating patient injury, including: (1) the full amount of economic loss without limitation; (2) noneconomic damages as specified; and (3) a fair share rule. Requires the court to supervise payment-of-damage arrangements, limiting contingency fees. Permits the introduction of evidence of collateral source benefits. Limits the availability of punitive damages, requiring clear and convincing evidence of malicious intent to injure or a deliberate failure to avoid substantially certain, unnecessary injury. Prohibits their award for products that comply with Food and Drug Administration (FDA) standards, absent material and knowing misrepresentation by those submitting required approval or clearance information to the FDA. Authorizes periodic payment of future damages to claimants. Excludes suits for vaccine-related death or injury from the requirements of this Act if otherwise covered under the National Vaccine Injury Compensation Program. Preempts State law unless such law imposes greater protections for health care providers and organizations from liability, loss, or damages. .

Syria Accountability Act of 2002 - Prohibits the President from exporting any item on the United States Munitions List or Commerce Control List of dual-use items in the Export Administration Regulations, providing any U.S. assistance to U.S. businesses with respect to investment or other activities, or conducting Overseas Private Investment Corporation and Trade Development Agency programs in or with respect to Syria. Directs the President to impose two or more specified sanctions against Syria. Requires maintenance of such prohibition and sanctions until the President certifies that Syria meets specified requirements, including that it: (1) does not support international terrorist groups; (2) has withdrawn all of its military personnel from Lebanon; (3) has ceased the development and deployment of ballistic missiles and biological and chemical weapons; (4) is no longer in violation of United Nations (UN) Security Council Resolution 661 and subsequent relevant resolutions; (5) has made substantial progress in negotiations aimed at a peace agreement with Israel and a peace agreement between Israel and Lebanon; and (6) is respecting the sovereignty and political independence of Lebanon as required under UN Security Council Resolution 520. Authorizes the President to provide development assistance to Syria and Lebanon if these six requirements are met.

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

United States Life-Saving Service Heritage Act - Directs the Secretary of the Interior, through the National Maritime Initiative of the National Park Service, to establish a program to inventory, evaluate, document, and assist efforts to preserve surviving U.S. Life-Saving Service stations. Requires the Secretary to: (1) serve as a clearinghouse of information for persons interested in restoring and preserving historic lifesaving stations; (2) make information regarding the Service and related organizations that provided humanitarian assistance to shipwrecked mariners available to the public; and (3) make grants to coordinate and assist such preservation.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Staffing for Adequate Fire and Emergency Response Firefighters Act of 2002 - Amends the Federal Fire Prevention and Control Act of 1974 to require the establishment of a new office within the United States Fire Administration to administer the Staffing for Adequate Fire and Emergency Response (SAFER) Firefighter grant program under this Act. Authorizes the U.S. Fire Administrator to make grants to States, local governments, Indian tribal governments, other public entities, and multijurisdictional or regional consortia thereof to increase career firefighter presence and enhance their ability to save lives, property, and effectively respond to all types of emergencies. Limits such grants to three years and their use for programs to hire new, additional career firefighters. Requires grantees to commit to retaining such career firefighters for at least one year beyond the termination of their grants.

Housing Affordability for America Act of 2002 - Amends specified housing-related Acts with respect to: (1) home investment partnerships; (2) Federal Housing Administration (FHA) mortgage insurance for single and multifamily housing, and health care facilities; (3) supportive housing for elderly and disabled families; (4) section 8 rental housing assistance; (5) public housing; (6) Hope VI revitalization assistance; (7) homeless housing programs; (8) Native American housing; (9) housing impact analysis; (10) community development block grants; (11) housing counseling programs; (13) housing opportunities for persons with AIDS; and (14) Government National Mortgage Association (GNMA) guarantee fees.

Maritime Transportation Antiterrorism Act of 2002 - Directs the Secretary of Transportation to: (1) assess port vulnerability; and (2) prepare a National Maritime Transportation Antiterrorism Plan for deterring catastrophic emergencies. Requires the Plan to: (1) coordinate Federal, State, and local efforts; (2) identify security resources; and (3) include a system of surveillance and notice to ensure earliest possible identification of emergencies. Requires Federal Maritime Antiterrorism Coordinators to develop, update, and integrate Area Maritime Transportation Antiterrorism Plans, as needed. Requires owners or operators of vessels or facilities to prepare an antiterrorism plan for deterring a catastrophic emergency. Requires the Secretary or Under Secretary of Transportation for Security to establish certain antiterrorism measures, including: (1) response plans for vessels; (2) transportation security cards; (3) maritime antiterrorism teams to protect vessels, ports, facilities, and cargo in U.S. waters; (4) a cargo identification and screening system; (5) requirements for the advance electronic transmission of passenger and crew manifests from arriving commercial vessels; (6) the assessment of antiterrorism measures maintained at specified foreign ports; (7) requirements for all commercial vessels entering the territorial sea of the United States to provide specified information as a condition of entry; (8) authorization of the use of qualified armed Coast Guard personnel as sea marshals on facilities or vessels; and (9) requirements for specified vessels operating in U.S. navigable waters to be equipped with a position indicating transponder. Extends the jurisdiction of the United States to include all waters of the territorial sea of the United States as described in Presidential Proclamation 5928. Extends the coverage of the Deepwater Port Act to natural gas.

Water Quality Financing Act of 2002 - Amends the Federal Water Pollution Control Act (FWPCA) to authorize the Administrator of the Environmental Protection Agency to make grants to nonprofit organizations to provide technical and information assistance for rural and small treatment works. Requires establishment of procedures for the competitive award of grants. Extends funding for State- and interstate-managed pollution control programs. Revises State water pollution control revolving fund provisions concerning: (1) agreements for treatment works capitalization grants; (2) project eligibility; (3) loan payments, subsidization, and administrative expenses; (4) technical and planning assistance for small treatment works; (5) funding allotments; (6) priorities and intended use plans; and (7) Federal oversight review procedures. Increases the limit on amounts authorized for grants for development of management plans and construction of publicly owned treatment works to serve Indians. Waives application of the Federal Reports Elimination and Sunset Act to various water pollution-related reporting requirements, thereby leaving them in place. Amends the Internal Revenue Code to exempt from the private activity bond volume cap bonds issued as part of an issue whose proceeds are to be used to provide water or sewage facilities. Revises arbitrage bond rules to exclude from consideration as proceeds of an issue any amounts derived from a Federal grant or related State contribution made in connection with a FWPCA or Safe Drinking Water Act State revolving loan fund.

National Beach Recreation Act - Amends specified Federal law to direct the Secretary of the Army, in making recommendations to Congress for shore protection projects, to develop and implement procedures which treat recreational, hurricane and storm damage reduction, and environmental restoration benefits equally. Amends the Water Resources Development Act of 1986 to repeal provisions for deferred payment of a non-Federal share exceeding 30 percent of the cost of a flood control project.

Preservation of Antibiotics for Human Treatment Act of 2002 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to refuse to approve an application for an antimicrobial new animal drug when the applicant fails to demonstrate to a reasonable certainty that human health will not be harmed because of the development of antimicrobial resistance attributable to the nontherapeutic use of such drug. Rescinds within a specified period existing approvals and exemptions concerning the nontherapeutic use of certain antimicrobial drugs until the applicant meets the same standard of lack of harm to human health as required for new animal drugs, including the use of penicillins, tetracyclines, macrolides, lincomycin, bacitracin, virginiamycin, aminoglycosides, and sulfonamides in an animal and fluroroquinolones in poultry.

Clean Water Infrastructure and Security Improvement Act of 2002 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Allows a recipient of assistance from a State revolving fund to use the design-build project delivery (single contract) method. Reauthorizes appropriations for FY 2003 through 2007 for the revolving fund program.

Community Beaches Protection Act - Amends the Water Resources Development Act of 1986 to prohibit the Secretary of the Interior from soliciting or accepting contributions from non-Federal interests for costs of constructing projects or measures for shore protection in excess of the non-Federal share assigned to flood control, nonstructural flood control measures, and certain other project purposes. Provides that such prohibition shall not limit the Secretary's authority to require non-Federal interests to pay the full cost of work performed outside the authorized scope of a project.

Medicare Drug and Service Coverage Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Outpatient Prescription Drug Benefit Program), a voluntary prescription drug benefit program to provide eligible enrollees covered outpatient prescription drugs, covered medication preparation services, and covered medication therapy management services. Requires such an enrollee to be entitled to hospital insurance benefits under Medicare part A (Hospital Insurance) and enrolled in Medicare part B (Supplementary Medical Insurance). Establishes within the Supplementary Medical Insurance Trust Fund the Prescription Drug Benefit Insurance Account for the payment of benefits under the program. Makes program enrollees responsible for a $250 annual deductible and a co-payment for services for which payment may be made under the program. Establishes a Medicare Prescription Drug Benefit Advisory Commission. Directs the Secretary of Health and Human Services, with the Commission's advice, to: (1) determine and promulgate a coinsurance amount that qualified beneficiaries pay with benefits covered under this program for the next calendar year; and (2) determine and promulgate a monthly premium.

Medicare+Choice Improvement and Stabilization Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to make each annual Medicare+Choice capitation rate for a Medicare+Choice payment area for a contract year equal to the largest of the amounts specified under current law or, for 2003, 100 percent of the fee-for-service costs for the Medicare+Choice payment area for services covered under Medicare parts A (Hospital Insurance) or B (Supplementary Medical Insurance) for individuals entitled to benefits under part A and enrolled under part B who are not enrolled in a Medicare+Choice plan under this part for the year. Revises the calculation of the national standardized annual Medicare+Choice capitation rate used in determining the input-price-adjusted annual national Medicare+Choice capitation rate for a Medicare+Choice payment area for calculation of annual Medicare+Choice capitation rates for 2003. Eliminates budget neutrality in such calculation for a year other than 2003. Modifies requirements for establishment of standards (other than solvency standards) for provider-sponsored organizations for Medicare+Choice organizations and plans in relation to State laws to avoid duplicative State regulation. Directs the Secretary of Health and Human Services to conduct a demonstration program under which payment rules for Medicare+Choice organizations are modified in order to promote: (1) the offering of Medicare+Choice plans by preferred provider organizations, of Medicare+Choice plans that provide point-of-sale coverage for other than participating providers, and of MSA plans: and (2) the use of disease management programs by Medicare+Choice plans. Amends SSA title XVII part C to: (1) suspend the limitation for program reentry for Medicare+Choice organizations for 2003 and 2004; and (2) set forth rules governing specialized Medicare+Choice plans for special needs beneficiaries. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to provide for extension of municipal health service demonstration projects.

Coast Guard Authorization Act for Fiscal Year 2002 - Authorizes appropriations for the Coast Guard for FY 2002. Authorizes end-of-year strength for the Coast Guard. Maritime Policy Improvement Act of 2001 - Provides for: (1) certificates of documentation and other provisions concerning named vessels; (2) grants to the American Merchant Marine Veterans Memorial Committee, Inc.; (3) governing agricultural cargo discharges; (4) revising the method for recording and discharging certain maritime liens. Coast Guard Personnel and Maritime Safety Act of 2001 - Sets forth provisions concerning, among other things: (1) Coast Guard personnel management; (2) marine safety; (3) advisory groups; (4) law enforcement; (5) user fees; and (6) entry into U.S. waters. Omnibus Maritime Improvements Act of 2001 - Sets forth provisions concerning, among other things: (1) Coast Guard housing authorities; (2) cable laying vessels: (3) vessel escort and towing; (4) search and rescue; (5) communications; (6) lower Columbia River marine, fire, oil, and toxic spill response communications, training, equipment, and program administration activities; (7) promotion and retirement; (8) lighthouses; (9) drug interdiction jurisdiction; (10) authorization for the Oil Spill Recovery Institute; (11) liability of Coast Guard Vessel Traffic Service pilots for damages related to their official assistance; and (12) recreational vessel and associated equipment recalls.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop national public service announcements and make grants to support State and local broadcasts promoting the nursing profession. Expands eligibility for the nursing loan repayment program to include service in private hospitals, State or local departments of public health, skilled nursing facilities, home health agencies, hospice programs, and ambulatory surgical centers, subject to certain restrictions. Authorizes the Secretary to provide nursing scholarships in exchange for nursing services in designated health facilities. Treats such scholarships as equivalent to those made under the National Health Service Corps Scholarship Program for repayment purposes, except as specified. Grants preference to applicants with the greatest financial need and/or a willingness to serve in geographic areas with nursing shortages and need. Requires the Comptroller General to study and report to Congress on: (1) any differences in nurse hiring practices between profit and nonprofit private entities because of the inclusion of for-profit privates in the loan repayment program; and (2) whether a nursing school faculty shortage exists.

Captive Exotic Animal Protection Act of 2001 - Amends the Federal criminal code to prohibit and set penalties for knowingly transferring, transporting, or possessing a confined exotic animal for purposes of allowing the killing or injuring of that animal for entertainment or the collection of a trophy.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Fairness to All Vietnam Veterans Act - Directs the Secretary of Defense to study and report to Congress: (1) to identify veterans who died after October 31, 1955, as a result of military operations in southeast Asia whose names are not eligible for inscription on the Vietnam Veterans Memorial; and (2) on the feasibility and equitability of revising the eligibility requirements to be more inclusive of such veterans or of creating an alternative means for recognizing them.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Homeland Emergency Response Operations Act or HERO Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from granting any extension beyond December 31, 2006, for the reassignment of the frequencies assigned for public safety services. Directs the FCC to complete assignment of the electromagnetic spectrum between 764 and 776 megahertz and between 794 and 806 megahertz for public safety services and to permit operations by public safety services on those frequencies no later than January 1, 2007.

Amends the Air Transportation Safety and System Stabilization Act to state that amounts received from charitable sources shall not be used as a collateral source for purposes of reducing the amount of compensation provided under the September 11th Victim Compensation Fund of 2001 to an individual (or relatives of a deceased individual) who was physically injured or killed as a result of the terrorist-related aircraft crashes of September 11, 2001.

Prohibits any contract for which the time of performance exceeds three days from being awarded for work at a Department of Defense facility or installation unless the contractor implements procedures under which a background investigation, psychological assessment, and behavioral observation is conducted, and fingerprint cards are provided, for any individual performing such work.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Delays until at least January 1, 2003, any changes in Medicaid (title XIX of the Social Security Act) regulations that modify the Medicaid upper payment limit for certain services of non-State government-owned or operated hospitals.

General Aviation Industry Reparations Act of 2001 - Directs the President to take certain actions to compensate general aviation entities for losses incurred by them as a result of the terrorist attacks on the United States on September 11, 2001, including to: (1) issue Federal credit instruments (including subsidy amounts for such instruments) to such entities; and (2) compensate them for direct losses incurred as a result of any Federal ground stop order issued by the Government and any incremental losses incurred as a direct result of such attacks. Authorizes the Air Transportation Stabilization Board to enter into agreements with one or more obligors to issue such instruments. Sets forth certain instrument and compensation requirements. Authorizes the Secretary of Transportation to provide insurance or reinsurance, or reimbursement of insurance costs increases, to a general aviation entity against loss or damage arising from the operation of nonmilitary aircraft while in the United States. Defines "general aviation entity" to mean any person (other than an air carrier) that operates nonmilitary aircraft or provides aviation services directly related to nonmilitary aircraft or nonmilitary airport operations or relies on direct or indirect access to U.S. airspace to conduct its primary business as determined by the Secretary. Includes fixed based operators, flight schools, manufacturers of general aviation products, and persons engaged in nonscheduled commercial aviation enterprises.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the refinancing of prior business debt of businesses eligible for such loans. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result of such attacks. Reduces guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize and encourage small business investment companies to provide equity capital and make loans to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Paget's Cancer Awareness Act - Directs the Secretary of Health and Human Services to disseminate information to health professionals and the public on the symptoms and treatment for Paget's disease of the breast. Requires the Secretary to study aspects of the disease concerning the range of symptoms, time lapse between the onset of symptoms and diagnosis and treatment, and demographic distribution.

Secure Transportation for America Act of 2001 - Amends Federal transportation law to establish in the Department of Transportation (DOT) the Transportation Security Administration, to be headed by an Under Secretary of Transportation for Security responsible for security in all modes of transportation, including: (1) civil aviation security; and (2) security responsibilities over nonaviation modes of transportation that are exercised by Administrations of DOT (other than the Federal Aviation Administration (FAA)). Requires the Under Secretary to assume responsibility for the screening of passengers and property on passenger aircraft in air transportation that originates in the United States or intrastate air transportation. Sets forth provisions requiring: (1) airport operators to establish air transportation security programs that also provide for a military presence at each airport, including at locations where passengers are screened; (2) the application of certain employment standards and training requirements to airport security personnel, including screeners of passengers and property; (3) the deployment of Federal air marshals on selected passenger flights; (4) specified enhanced aviation-related security measures, including allowing pilots to carry firearms in the cockpit of an aircraft; and (5) submission of passenger manifests from air carriers and foreign air carriers in foreign transportation. Establishes the Transportation Security Oversight Board to review and approve regulations issued by the Under Secretary with respect to transportation security matters. Authorizes airport operators to conduct threat assessments with regard to passenger vehicles parked within 300 feet of an airport terminal.
