Koby Mandell Act of 2003 - Directs the President to establish within the Department of Justice an office which shall assume responsibility for administration of the Rewards for Justice program and its website to ensure that rewards are offered to capture all terrorists involved in harming American citizens overseas, regardless of the terrorists' country of origin or residence. Directs the office to take specified steps, including: (1) establishing a program which will update American victims of overseas terrorism or their families on the status of efforts to capture the terrorists; (2) undertaking a comprehensive assessment to determine the reasons for the absence of indictments of terrorists residing in some regions; (3) monitoring public actions pertaining to terrorists by governments and regimes overseas, such as naming schools, streets, or other public institutions or sites after terrorists who have harmed American citizens; (4) initiating negotiations to secure financial compensation for American citizens (or their families) who were harmed by terrorist acts overseas by an organization that subsequently became part of a governing regime with which the U.S. Government maintains diplomatic or official contacts; and (5) coordinating with other Government agencies to seek the transfer to the United States of terrorists released from incarceration abroad who are eligible for further prosecution in the United States.

Personal Responsibility in Food Consumption Act - Shields the manufacturer, distributor, or seller of a food or non-alcoholic beverage product intended for human consumption from civil liability, relating to consumption of such products, in Federal or State court, unless the plaintiff proves that the product was not in compliance with applicable statutory and regulatory requirements at the time of sale.

National Naval Force Structure Policy Act - States that it is U.S. policy to rebuild as soon as possible the size of the U.S. Navy fleet to no fewer than 375 vessels in active service, including 15 aircraft carrier battle groups and 15 amphibious ready groups.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Inflammatory Bowel Disease Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand activities addressing inflammatory bowel disease, emphasizing genetic, animal model, and clinical research. Requires the Director of the Centers for Disease Control and Prevention to establish a national program of prevention and epidemiology concerning such disease, addressing its prevalence and public and professional awareness. Directs the Institute of Medicine of the National Academies of Science to study public and private insurance standards for coverage of inflammatory bowel therapies. Directs the General Accounting Office to study problems inflammatory bowel disease patients have applying for disability insurance benefits under the Social Security Act.

Declares that the collective bargaining agreement between the Association of Commuter Rail Employees and the Metro-North Railroad (in New York) shall be extinguished upon the merger of the Metro-North Railroad and the Long Island Rail Road. Deems employees of the entity resulting from such merger to be covered under the appropriate collective bargaining agreement of the Long Island Rail Road in compliance with the Railway Labor Act. Subjects all disputes arising from the application of this Act to the jurisdiction of the National Mediation Board.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA, which is subchapter B of MLSA) to extend authorizations of appropriations and revise programs under such Acts. Prohibits projects which are determined to be obscene from receiving funds under MLSA. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Entitles subchapter C of MLSA as the Museum Services Act. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Keeping Children and Families Safe Act of 2003 - Amends the Child Abuse Prevention and Treatment Act to revise requirements for: (1) national clearinghouse dissemination of information on child abuse programs, including community-based programs; (2) related research and assistance activities; (3) grants for additional demonstration projects, including enhanced linkage between child protective service agencies and public health, mental health, and developmental disabilities agencies; (4) additional discretionary grants; and (5) development and operation grants to the States. Repeals the authority for existing grants to: (1) the Community-based Family Resource programs; (2) the Family Support Center programs; (3) the Emergency Child Abuse Prevention Services grant program; and (4) programs under the Temporary Child Care for Children with Disabilities and Crisis Nurseries act of 1986. Includes parents with disabilities within the eligibility and performance guidelines governing community-based grants for the prevention of child abuse and neglect. Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to direct the Secretary of Health and Human Services to provide for the implementation of programs that increase the number of older foster care children placed in adoptive families, with a special emphasis on child-specific recruitment strategies, including a grants program to eliminate barriers to placing children for adoption across jurisdictional boundaries. Amends the Abandoned Infants Assistance Act of 1988 to prohibit the Secretary from making a grant unless the grantee agrees to give priority to abandoned infants and young children who: (1) are infected with, or have been perinatally exposed to, the human immunodeficiency virus (HIV), or have a life-threatening illness or other special medical need; or (2) have been perinatally exposed to a dangerous drug.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Veterans Comprehensive Hepatitis C Health Care Act - Directs the Secretary of Veterans Affairs, during the first year after the enactment of this Act, to provide a blood test for the Hepatitis C virus to: (1) each veteran who served on active military duty during the Vietnam era, or who is considered to be "at risk," and who is enrolled to receive veterans' medical care and requests such care or is otherwise receiving a physical examination or any other care or treatment from the Secretary; and (2) any other veteran who requests such test. Requires the Secretary, after such period, to provide such test to any veteran who requests it. Requires the Secretary to provide followup tests and appropriate treatment for any veteran who tests positive. Prohibits a copayment from being charged for such treatment. Provides funding for Department Hepatitis C detection and treatment programs, beginning with FY 2004. Directs the Secretary to: (1) develop and implement a standardized Department policy with respect to such virus; and (2) annually take appropriate outreach actions to notify untested veterans. Directs the Secretary to establish at least one and no more than three additional Hepatitis C centers of excellence within the Department health care network. Provides funding.

Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to provide: (1) additional weeks of benefits for those who have exhausted theirs; and (2) a temporary extension of the TEUC program. Provides another allotment of benefits, equal to their original entitlement, to TEUC recipients who exhaust their first tier benefits (13 weeks in every State) or their second tier benefits (additional 13 weeks in high-unemployment States). Extends the TEUC program to weeks of unemployment ending before January 1, 2004.

Clean Ocean Preservation Act of 2003- Establishes an effects level of poly-chlorinated biphenyls (PCBs) for remediation material at the Historic Area Remediation Site (HARS) off the coast of New Jersey. Requires any Environmental Protection Agency rule concerning such sediments to be at least as protective of human health and the environment as the established level.

Reservists Pay Security Act of 2003 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Rescind the Congressional Pay Raise Act - Amends the Legislative Reorganization Act of 1946 to eliminate automatic pay adjustments for Members of Congress. Requires the annual rate of pay for Members of Congress to be the rate payable as of December 31, 2002, until such rate is adjusted under the Federal Salary Act of 1967 or other law.

Disapproves the rule submitted by the Centers for Medicare & Medicaid Services, Department of Health and Human Services, relating to revisions to payment policies under the Medicare physician fee schedule for calendar year 2003, and the inclusion of registered nurses in the personnel provision of the critical access hospital emergency services requirement for frontier areas and remote locations.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Directs the Administrator to provide technical and financial assistance to owners and operators of publicly-owned treatment works for: (1) inventorying critical treatment works assets; (2) evaluating the performance and condition of these assets; and (3) developing a plan for maintaining and replacing treatment works. Reauthorizes appropriations for FY 2004 through 2008 for the revolving fund program.

Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Hometown Heroes Survivors Benefits Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index. Repeals, as of October 1, 2003, requirements for the prior congressional approval of funding for Department major medical facilities projects or leases.

Urges funding be made available from the Highway Trust Fund to encourage States to require law enforcement officers to: (1) impound motor vehicles of individuals charged with operating a motor vehicle while intoxicated; and (2) issue responsibility warnings to individuals who take custody of suspects of driving while intoxicated.

Amends Federal transportation law with respect to urbanized area formula grants for capital projects and the planning and improvement costs of equipment, facilities, and associated capital maintenance items for use in mass transportation. Makes a special rule for FY 2003 authorizing the Secretary of Transportation to make such grants from FY 2003 funds to finance the operating cost of equipment and facilities for use in mass transportation in an urbanized area with a population of at least 200,000 as determined under the 2000 Federal decennial census of population, if: (1) the urbanized area had a population under 200,000 in the 1990 census; (2) a portion of the area was a separate urbanized area with a population under 200,000 in the 1990 census; or (3) the area was not designated as a urbanized area in the 1990 census. Limits such amounts: (1) for the first two described areas to the amount apportioned in FY 2002 to such areas; and (2) for urbanized areas that, for the first time, exceeded 200,000 in population according to the 2000 census, to the amount apportioned for FY 2003.

Highlands Stewardship Act of 2002 - Directs the Secretaries of Agriculture and the Interior to establish the Highlands Stewardship Area in the Highlands region (an area encompassing nearly 2,000,000 acres extending from eastern Pennsylvania through New Jersey and New York to northwestern Connecticut). Directs the Secretary of Agriculture to establish: (1) within the Department of Agriculture the Office of Highlands Stewardship to implement the strategies of the Highlands Regional Study conducted by the Forest Service in 1990 (study) and the New York-New Jersey Highlands Regional Assessment Update conducted by the Service in 2001 (update); and (2) the Highlands Stewardship Area Work Group to assist with such implementation and to advise the Office and the Secretaries on priorities for projects carried out with assistance under this Act, on land conservation partnership projects, on Highlands region research, and on policy and educational initiatives necessary to implement study and update findings. Authorizes the Office to provide financial and technical assistance to an eligible entity to carry out a project to protect, restore, preserve, promote, or interpret Area resources. Directs the Secretary of the Interior to annually designate land conservation partnership projects that are eligible to receive financial assistance under this Act.

Clean Ocean Preservation Act of 2002 - Deems as a final rule of the Environmental Protection Agency and the Corps of Engineers (to be effective as of September 26, 2000) the joint Memorandum of Agreement published in September 2000 establishing the maximum permissible level of polychlorinated biphenyls in sediments to be used as remediation material at the Historic Area Remediation Site off the coast of New Jersey as 113 parts per billion.

Crossroads of the American Revolution National Heritage Area Act of 2002 - Establishes the Crossroads of the American Revolution National Heritage Area in New Jersey. Designates the Crossroads of the American Revolution Association, Inc. as the Area's management entity. Directs the Association to submit, and to assist local governments, regional planing organizations, and nonprofit entities in implementing, an area management plan which includes strategies for conservation, funding, management, and development of the Area. Bars the Association from using Federal funds received under this Act to acquire real property, but permits the Association to use any other source of funding, including other Federal funding, intended for the acquisition of real property. Limits Federal funding to 50 percent of any assistance provided. Authorizes the Secretary of the Interior to provide assistance to: (1) the Area to develop and implement the management plan; and (2) State or local government or nonprofit organizations for treatment of historical objects or structures eligible for listing on the National Register of Historic Places. Authorizes the Superintendent of Morristown National Historical Park to provide operational assistance supporting implementation of the management plan to public and private organizations within the Area, including the Association.

Expresses the sense of the House of Representatives that: (1) the Pledge of Allegiance, including the phrase "One Nation, under God," reflects the historical fact that a belief in God permeated the founding and development of our Nation; (2) the Ninth Circuit Court of Appeals's ruling is inconsistent with the U.S. Supreme Court's First Amendment jurisprudence that the Pledge and similar expressions are not unconstitutional expressions of religious belief; (3) such phrase should remain in the Pledge; and (4) the Ninth Circuit should agree to rehear this ruling en banc in order to reverse this constitutionally infirm and historically incorrect ruling.

Cancer Survivorship Research and Quality of Life Act of 2002 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to: (1) study the health challenges associated with cancer survivorship and carry out projects and interventions; and (2) make grants for the monitoring and evaluation of cancer care and survivorship.

National Forest Roadless Area Conservation Act of 2002 - Identifies roadless areas within the National Forest System set forth in specified documents as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character.

Arafat Accountability Act - Expresses the support of Congress for the President's efforts to achieve comprehensive peace in the State of Israel. Expresses the sense of Congress that: (1) the United States should urge an immediate and unconditional cessation of all terrorist activities and the commencement of a cease-fire between Israel and the Palestinians; (2) the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) should immediately surrender to Israel for detention and prosecution those Palestinian extremists wanted by Israel for the assassination of Israeli Minister of Tourism Rehavam Zeevi; and (3) Yasser Arafat and the PLO must take immediate and concrete action to publicly condemn all acts of terrorism, confiscate and destroy the infrastructures of terrorism, and end (and urge all Arab nations to end) financial support for terrorism. Prohibits the Secretary of State (Secretary) and the Attorney General, respectively, from issuing a visa or admitting to the United States any member of the PLO or official of the PA. Permits the President to waive this prohibition in the national security interest of the United States. Directs the President to reinstate the prohibition on the establishment or maintenance of a Palestinian information office in the United States, except for operation of the Permanent Observer Mission of Palestine (POM) at the United Nations. Requires the Secretary to impose travel restrictions on the senior official of the POM. Requires the President to identify and freeze specific United States assets of the PLO and the PA. Requires the President to report to specified congressional committees on PLO or PA terrorist activities.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Child Obscenity and Pornography Prevention Act of 2002 - Amends the Federal criminal code to prohibit: (1) making a visual depiction that is a computer image or computer-generated image of, or that appears virtually indistinguishable from an image of, a minor engaging in specified sexually explicit conduct; (2) offering, agreeing, attempting, or conspiring to provide, sell, receive, or purchase a visual depiction of a minor engaging in such conduct; (3) producing, distributing, receiving, or possessing with intent to distribute, or possessing a visual depiction that is, or is virtually indistinguishable from, that of a pre-pubescent child engaging in such conduct; (4) showing a minor obscene material or child pornography; (5) providing obscene material, child pornography, or other material assistance to facilitate offenses against minors; or (6) employing or coercing a minor to engage in sexually explicit conduct outside of the United States for the purpose of producing a visual depiction of such conduct. Includes the prohibition on the use of materials to facilitate offenses against minors within the scope of enhanced penalties provisions. Authorizes a provider of electronic communication or remote computing services that reasonably believes it has obtained knowledge of facts and circumstances indicating a violation of provisions regarding child pornography to report to the Cyber Tip Line at the National Center for Missing and Exploited Children, which shall forward that report to designated law enforcement agencies. Directs the Attorney General to establish and supervise the development and operation of a comprehensive computerized database to facilitate the identification of child pornography produced with actual children and to facilitate the identification of perpetrators.
