Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Federal Accountability in Chemical Testing Act or the FACT Act This bill amends the ICCVAM Authorization Act of 2000 to require the reports of the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM) to include a description of the progress on the development and use of alternative methods for toxicological testing by participating federal agencies. Federal agencies that require or recommend toxicological testing must provide the ICCVAM with the information needed to carry out the Act.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

New Jersey Betting and Equal Treatment Act of 2017 This bill amends the federal judicial code to exempt a lottery, sweepstakes, or other betting, gambling, or waging scheme operating exclusively in New Jersey, to the extent such scheme is approved by that state's legislature by statute, from the prohibition against a governmental entity, or a person acting pursuant to the law or compact of a governmental entity, sponsoring, operating, advertising, or promoting sports gambling.

Sports Gaming Opportunity Act of 2017 This bill amends the federal judicial code to exempt a lottery, sweepstakes, or other betting, gambling, or wagering scheme authorized by a state by a statute enacted on or after January 1, 2017, and in effect not later than January 1, 2021, from the prohibition against a governmental entity, or a person acting pursuant to the law or compact of a governmental entity, sponsoring, operating, advertising, or promoting sports gambling.

Anwar Sadat Centennial Celebration Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Anwar Sadat in recognition of his achievements and heroic actions to attain comprehensive peace in the Middle East.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Stem the Tide of Overdose Prevalence from Opiate Drugs Act of 2017 or as the STOP OD Act of 2017 This bill permits the Centers for Disease Control and Prevention (CDC) to award grants: (1) to expand educational efforts to prevent abuse of opioids, which are drugs with effects similar to opium, such as heroin; (2) to promote treatment of persons who abuse opioids; and (3) to promote understanding of addiction. The Department of Health and Human Services (HHS) may award grants to: (1) support first responders carrying and administering naloxone, which is a prescription drug used to rapidly reverse an opioid overdose; (2) establish processes for referral to treatment for opioid abuse; and (3) reimburse for testing for fentanyl in opioid overdoses and reporting the results to the CDC. This bill amends the Controlled Substances Act to impose a fee on persons convicted of drug offenses. Collected amounts are made available for the HHS grants in this bill. Specified agencies must submit to the Office of E-Government and Information Technology of the Office of Management and Budget an inventory of agency data centers and a strategy to consolidate and optimize the data centers. The bill revises reporting requirements for the Department of Defense (DOD) regarding data centers. DOD and the Director of National Intelligence may waive this bill's data center requirements for any national security system. The bill sets forth requirements for the Office of E-Government and Information Technology, including that the office must publish a goal for cost savings and optimization. The bill's provisions regarding data centers are repealed at the start of FY2021.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Death Tax Repeal Act of 201 7 This bill amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and the lifetime gift tax exemption. The bill provides for an inflation adjustment to such exemption amount.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Taiwan Travel Act This bill states that it should be U.S. policy to: (1) allow officials at all levels of the U.S. government to travel to Taiwan to meet their Taiwanese counterparts; (2) permit high-level Taiwanese officials to enter the United States under respectful conditions and to meet with U.S. officials, including officials from the Department of State and the Department of Defense; and (3) encourage the Taipei Economic and Cultural Representative Office, and any other instrumentality established by Taiwan, to conduct business in the United States.

Private Corrado Piccoli Purple Heart Preservation Act This bill provides that regulations restricting the purchase, production, sale, or exchange of military medals or decorations may not authorize the sale of a Purple Heart awarded to a member of the Armed Forces.

Blue Line Use Exception Act of 2017 or the BLUE Act of 2017 This bill directs the Federal Highway Administration (FHWA) to grant an exception to Manual on Uniform Traffic Control Devices provisions relating to road line marking standards to allow for the use of colored markings in the space between longitudinal parallel lines for ceremonial or celebratory purposes if a state's transportation department approves of such use.

This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. No less than 1.5% of the annual authorized funding amount or $10 million, whichever is greater, shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Bar Removal of Individuals who Dream and Grow our Economy Act or the BRIDGE Act This bill amends the Immigration and Nationality Act to provide that the Department of Homeland Security (DHS): (1) shall grant a three-year provisional protected presence to a qualifying alien, (2) may not remove the alien from the United States unless such protected presence is rescinded, and (3) shall provide such alien with employment authorization. An alien is eligible for such protected presence and employment authorization if the alien: (1) was born after June 15, 1981; (2) entered the United States before attaining 16 years of age; (3) continuously resided in the United States since June 15, 2007; (4) was physically but unlawfully present in the United States on June 15; (5) on the date the alien files an application the alien is present in the United States, is enrolled in school or in an education program assisting students in obtaining a high school diploma, has graduated or obtained a certificate of completion from high school or a general educational development certificate, or is an honorably discharged U.S. Coast Guard or Armed Forces veteran; (6) has not been convicted of a felony, a significant misdemeanor, or three or more misdemeanors not occurring on the same date and not arising out of the same act; and (7) does not otherwise pose a threat to national security or a threat to public safety. The bill: (1) provides for confidentiality of application information, with certain national security and law enforcement exceptions; and (2) sets forth the criteria under which DHS may rescind protected presence. An alien granted protected presence is not considered to be unlawfully present in the United States during such period. An alien must be at least 15 years old, unless in removal proceedings, to apply for protected presence. DHS may provide for an application fee and for fee exemptions. DHS may not: (1) remove an alien who appears prima facie eligible for protected presence while the alien's application is pending, or (2) refer individuals whose cases have been deferred pursuant to the Deferred Action for Childhood Arrivals Program (DACA) or who have been granted protected presence to U.S. Immigration and Customs Enforcement. A DACA alien is deemed to have protected presence through the expiration date of his or her deferred action status.

Military Spouse Job Continuity Act of 201 7 This bill amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. The bill defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Help Extract Animals from Red Tape Act of 2017 or the HEART Act of 2017 This bill amends the federal criminal code to modify the notice period in civil forfeiture proceedings that involve the seizure of an animal involved in animal fighting. It requires the government to send notice of the seizure to interested parties within 30 days (currently, 60 days). The notice period may be extended only if a delay is warranted after considering certain factors, including the cost to the government of providing shelter for the animal, the health of the animal and the effect of a delay on its rehabilitation, and any increased risk that a delay could necessitate the euthanasia of the animal. The bill amends the federal judicial code to authorize the Department of Justice to use amounts from the Department of Justice Assets Forfeiture Fund to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Retired Pay Restoration Act This bill: (1) allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only for a disability rated at 50% or more), and (2) repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Individuals who were retired or separated from military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Multinational Species Conservation Funds Reauthorization Act This bill reauthorizes the African Elephant Conservation Act, the Rhinoceros and Tiger Conservation Act of 1994, the Asian Elephant Conservation Act of 1997, the Great Ape Conservation Fund, and the Marine Turtle Conservation Fund through FY2022. This bill amends the Great Ape Conservation Act of 2000 to authorize Department of the Interior to award a multi-year grant to carry out a project that is an effective, long-term conservation strategy for great apes (chimpanzees, gorillas, bonobos, orangutans, or gibbons) and their habitats. Interior is required to convene a panel of experts to identify the greatest needs and priorities for the conservation of great apes within a year and every five years thereafter. Current law authorizes Interior to convene a panel to consider the greatest conservation needs every two years. The panel is required to consider relevant great ape conservation plans or strategies. This bill amends the Marine Turtle Conservation Act of 2004 to make a wildlife management authority of a U.S. territory eligible for financial assistance for marine turtle conservation.

Safe Freight Act of 2017 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Federal Reserve Transparency Act of 2017 This bill directs the Government Accountability Office (GAO) to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to: (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Miners Protection Act of 2017 This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds to the Multiemployer Health Benefit Plan and the 1974 United Mine Workers of America (UMWA) Pension Plan to provide health and pension benefits to retired coal miners and their families. The bill expands the group whose retiree health benefits are taken into account in determining the amount that the Department of the Treasury must transfer from the Abandoned Mine Reclamation Fund and the General Fund of the Treasury to the Multiemployer Health Benefit Plan. A voluntary employees' beneficiary association (VEBA) established as a result of certain bankruptcy proceedings must transfer to the plan any amounts received as a result of the bankruptcy proceeding, reduced by the amount of the VEBA's administrative costs. Transfers by Treasury are reduced by the amount of the VEBA transfers. Treasury must also transfer additional funds to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill also: (1) prohibits the pension plan from making certain changes to benefits during any year in which a transfer is received, and (2) establishes additional reporting requirements for the plan. The bill repeals requirements for current and former signatories to labor agreements with the UMWA to pay unassigned beneficiaries premiums or backstop premiums if transfers under SMCRA are less than the amount required to be transferred.

Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. The bill prohibits the knowing sale or transport of equines or equine parts for human consumption.

Honoring Our WWII Merchant Mariners Act of 2017 This bill establishes in the Treasury the Merchant Mariner Equity Compensation Fund from which the Department of Veterans Affairs (VA) is to make one payment of $25,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Such individuals must: (1) apply for such benefit within one year after the enactment of this Act, and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. The VA shall include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Expresses the sense of the House of Representatives that the passage of U.N. Security Council Resolution 2334: undermined the long-standing U.S. position to oppose and veto Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel; undermines the prospect of Israelis and Palestinians resuming productive, direct negotiations; and contributes to the politically motivated acts of boycott, divestment from, and sanctions against Israel and represents a concerted effort to extract concessions from Israel outside of direct negotiations between the Israelis and Palestinians, which must be actively rejected. Such resolution characterizes Israeli settlements in the West Bank and East Jerusalem as illegal and demands cessation of settlement activities. Declares that: any future measures taken in international or outside organizations to impose an agreement including the recognition of a Palestinian state will set back the cause of peace, harm the security of Israel, run counter to the enduring bipartisan consensus on strengthening the U.S.-Israel relationship, and weaken support for such organizations; a sustainable peace agreement between Israel and the Palestinians will come only through direct bilateral negotiations between the parties resulting in a Jewish, democratic state living next to a demilitarized Palestinian state in peace and security; the United States should work to facilitate direct negotiations between the parties without preconditions toward a peace agreement; and the U.S. government should oppose and veto future Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel. Declares that the House opposes Security Council Resolution 2334 and will work to strengthen the U.S.-Israel relationship. Calls for such resolution to be repealed or fundamentally altered.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

Disapproves of: (1) United Nations Security Council Resolution 2334, adopted on December 23, 2016; and (2) President Obama and his administration's failure to veto such resolution. (The resolution reaffirms that settlements established by Israel in Palestinian territory occupied since 1967, including East Jerusalem, constitute a flagrant violation under international law and a major obstacle to a two-state solution and comprehensive peace.) Calls for the U.S. government to oppose and veto Security Council resolutions that are one-sided and anti-Israel. Affirms the commitment of the House of Representatives: (1) to Israel, and (2) to work with future Presidents to strengthen the U.S. alliance with Israel.

Applauds the Civil Air Patrol (CAP) for 75 years of continuous service. Recognizes the critical emergency services, training support, and mission capabilities that the CAP offers state and national homeland security agencies, as well as the Armed Forces. Commends the more than 23,500 youth and 32,500 adult volunteers of the CAP.

Declares that Congress, on the occasion of the 75th anniversary of the December 7, 1941, attack on Pearl Harbor, Hawaii: pays tribute to the members of the Armed Forces and civilians who died in the attack; honors the men and women of the Armed Forces who gave their lives in defense of freedom and liberty during World War II; acknowledges the peaceful and mutually beneficial U.S-Japan relationship; appreciates Japan's efforts as one of the most reliable security partners of the United States; and encourages Japan to continue to develop strategic and economic policies, in partnership with the United States, that promote stability throughout Asia and reduce trade barriers between the two nations.

Donald Payne Sr. Colorectal Cancer Detention Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment, subject to specified frequency limits, of certain colorectal cancer screening blood-based tests.

Foreign Service Optimization Act of 2016 This bill amends the Foreign Service Act of 1980 to require Foreign Service employees overseas to serve at a post for between four and six consecutive years. The Department of State may reduce such assignment period in the case of a first tour of duty or a post deemed unhealthful due to extreme conditions or hardship including war, armed conflict, or civil strife. The State Department shall assure that Foreign Service members who have demonstrated a useful knowledge of the principal languages or dialects of the countries in which they are posted shall be are assigned to two consecutive tours of duty. The tour of duty or period of assignment shall be between four and six years for: (1) a member of the Armed Forces serving as a defense attache, or (2) a civilian employee of the Defense Intelligence Agency (DIA) assigned to a Defense Attache Office outside the United States. The Department of Defense (DOD) may reduce a tour of duty or a period of assignment if: (1) it is at an unhealthful post, (2) it is the first tour of duty or first period of assignment, or (3) DOD determines such reduced tour to be appropriate for exigent circumstances. The State Department may assign a member of the armed forces serving as a defense attache or a civilian DIA employee assigned to a Defense Attache Office outside the United States who demonstrates a useful knowledge of the principal language or dialect of the country to two consecutive Defense Attache Office tours of duty.
