Fruit Labeling Accuracy Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to prohibit the Food and Drug Administration from requiring the percent daily value of added sugars to appear on the label of dried fruit or vegetables that are naturally low in sugar or juice beverages made from fruit or vegetables that are naturally low in sugar.

Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Federal Aviation Administration Veteran Transition Improvement Act of 2016 This bill applies federal civil service requirements to leave used by disabled armed forces veterans in the personnel management system of the Federal Aviation Administration (FAA). To verify that leave credited to such an employee is used for treating a service-connected disability, the employee shall certify to FAA Human Resource Management that the employee used that leave for purposes of being furnished treatment for that disability by a health care provider.

Improving Transparency and Accuracy in Medicare Part D Spending Act This bill amends title XVIII (Medicare) of the Social Security Act to prohibit Medicare Prescription Drug Plan sponsors from retroactively reducing payment on clean claims submitted by pharmacies. (A "clean claim" is a Medicare claim that is free of defects such as incomplete documentation.)

Atlantic Seismic Airgun Protection Act This bill amends the Outer Continental Shelf Lands Act to prohibit conducting geological or geophysical activities in support of oil or gas exploration and development on the Atlantic Outer Continental Shelf. The geological and geophysical activities are described in a final programmatic environmental impact statement by the Bureau of Ocean Energy Management entitled "Atlantic OCS Proposed Geological and Geophysical Activities, Mid-Atlantic and South Atlantic Planning Areas."

Recovering America's Wildlife Act of 2016 This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2016, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The purpose of the subaccount is to fund state wildlife conservation and restoration programs for managing fish and wildlife species of the greatest conservation need as determined by a state fish and wildlife agency.

VA Accountability First and Appeals Modernization Act of 2016 This bill authorizes the Department of Veterans Affairs (VA) to remove or demote a VA employee based on performance or misconduct and provides that specified federal employee performance appraisal provisions shall not apply to such removals or demotions. The VA may remove such individual from the civil service or demote the individual through a reduction in grade or annual pay rate. A demoted individual shall not be placed on administrative leave or any other category of paid leave during the appeals period and can receive pay only if he or she reports for duty. An expedited appeals process is established under which: (1) an employee shall have the right to an appeal before the Merit Systems Protection Board (MSPB) within seven days of removal or demotion, (2) the MSPB shall issue a decision within 60 days of the appeal or the removal or demotion becomes final, (3) an MSPB decision and any final removal or demotion may be appealed to the U.S. Court of Appeals, and (4) the MSPB may not stay any removal or demotion. The VA may not remove or demote an employee: (1) without the approval of the Special Counsel if the individual seeks corrective action from the Office of Special Counsel based on an alleged prohibited personnel practice, and (2) until a final decision in the case of a whistle blower complaint. The VA shall reduce the federal annuity of an individual removed from the VA Senior Executive Service (SES) who is convicted of a felony that influenced his or her performance while employed in such position. The VA may reduce the federal annuity of an individual who was convicted of such a felony and was subject to removal or transfer from the SES but who left the VA before final action was taken. The VA may recoup an award, a bonus, or relocation expenses paid to a VA employee under specified circumstances. The VA may suspend, reprimand or admonish an SES employee for misconduct or performance that does not merit removal. The VA must notify an individual five days before taking such proposed action. Appeals may be made to the Senior Executive Disciplinary Appeals Board (as provided for by this bill) and may not be appealed to the MSPB. The bill establishes an additional whistle blower complaint process, which shall include suspension and removal actions against supervisory employees who commit prohibited personnel actions against a whistle blower. The bill amends the disability benefits appeals process. The bill amends the Veterans Access, Choice, and Accountability Act of 2014 to prohibit payment of an award or bonus to any VA SES employee during each of FY2017-FY2021.

Protecting Internet Freedom Act This bill prohibits the Assistant Secretary of Commerce for Communications and Information from allowing the National Telecommunications and Information Administration's responsibility for Internet domain name system functions, including the authoritative root zone file and the performance of the Internet Assigned Numbers Authority functions, to cease unless a federal statute enacted after enactment of this bill expressly grants the Assistant Secretary such authority. The Assistant Secretary must certify to Congress that the U.S. government has: (1) secured sole ownership of the .gov and .mil top-level domains, and (2) entered into a contract with the Internet Corporation for Assigned Names and Numbers that provides the U.S. government with exclusive control and use of those domains in perpetuity.

This bill prohibits U.S. agency funds from being used until the earlier of the enactment date of an Act authorizing FY2017 appropriations for military activities of the Department of Defense (DOD) or January 1, 2017, for the transfer or release to or within the United States, its territories, or possessions or to any foreign country or entity of an individual detained at Naval Station, Guantanamo Bay, Cuba. "Individual detained at Guantanamo" means an individual located at Guantanamo as of October 1, 2009, who: (1) is not a U.S. national or a member of the Armed Forces, and (2) is in the custody or under the control of DOD or otherwise detained at Guantanamo.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Women and Lung Cancer Research and Preventive Services Act of 2016 This bill requires the Department of Health and Human Services to conduct an interagency study regarding research on lung cancer in women, access to lung cancer preventive services, and public awareness and education campaigns on lung cancer. The study must include a comprehensive report on research and knowledge gaps related to lung cancer in women in the federal government and recommendations for: (1) a research program that would encourage innovative approaches to eliminate knowledge gaps, (2) the development of a national lung cancer screening strategy with sufficient resources to expand access to screening, and (3) the development of a national public education and awareness campaign on lung cancer in women and the importance of early detection of lung cancer.

National Mitigation Investment Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to increase the maximum total of contributions for a major disaster by an amount equal to 4% of the estimated aggregate amount of grants to be made under such Act if, at the time of a declaration of a major disaster, the affected state has in effect and is actively enforcing an approved state building code. To be eligible for such increased federal contributions, a state must submit its building code to the President for approval. The President shall approve such a code upon determining that it: (1) is consistent with the most recent version of a nationally recognized model building code; (2) has been adopted by the state within six years of the most recent version of such nationally recognized code; and (3) uses the nationally recognized code as a minimum standard. The Federal Emergency Management Agency (FEMA) shall set appropriate standards for the periodic update, resubmittal, and approval of previously approved state building codes. Recipients may use hazard mitigation assistance received under such Act to conduct activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by a flood. States and local governments may use technical and financial assistance received under such Act to implement predisaster hazard mitigation measures to establish and operate a building department and carry out enforcement activities to implement an approved state building code. In determining whether to provide such assistance, the President shall take into account the extent to which a state or local government is carrying out activities to implement an approved state building code. The National Advisory Council shall commence a comprehensive study to evaluate disaster costs and losses and develop recommendations for reducing them. FEMA shall conduct a pilot program to award grants to state, local, and tribal governments to aid and encourage the adoption and active enforcement of nationally recognized model building codes, state building codes, and related mitigation measures.

Technologies for Energy Security Act This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Clarify Workers Misclassification in the Construction Industry Act This bill requires the Department of the Treasury to initiate an enforcement initiative to increase tax compliance in the construction industry. The initiative must include: consultations with industry experts and leaders on its scope and priorities, targeted tax audits of major construction contractors that may not be in compliance with federal tax laws, civil and criminal tax enforcement actions under existing authorities, and educational efforts aimed at increasing voluntary tax compliance in the construction industry. Treasury must promulgate rules and issue guidance to reclassify individuals who are not currently being treated as employees consistent with the proper classification of employees under common law standards within the construction industry. In implementing this bill, Treasury must: (1) reassign personnel and resources from other activities to carry out this bill, and (2) report to Congress on the implementation and recommendations for further congressional action. The Government Accountability Office must study the various forms of tax fraud (including employee misclassification) in the construction industry, efforts to combat fraud, and recommendations for further action.

United States Financial System Protection Act of 2016 This bill applies to transfers of funds to or from Iran, or for the direct or indirect benefit of an Iranian person or the government of Iran, for a specified period only, the existing authorization for U.S. depository institutions and registered brokers or dealers in securities to process such a funds transfer if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that has been authorized by a specific or general license and does not involve debiting or crediting an Iranian account. The period of application shall be from on or after January 1, 2016, until the President certifies to the appropriate congressional committees that the government of Iran has ceased: supporting acts of international terrorism; and developing nuclear, biological, and chemical weapons and ballistic missiles and ballistic missile launch technology (and has dismantled existing ones). The requirements of this bill shall also apply to foreign financial institutions and registered brokers or dealers in securities if the funds to be transferred are denominated in U.S. dollars. The President may not, except for certain humanitarian purposes, issue any license under the International Emergency Economic Powers Act or take other action that permits a domestic or foreign depository institution or registered broker or dealer in securities to conduct an offshore U.S. dollar clearing system, or supply U.S. dollars for any such system conducted or overseen by a foreign government or financial institution, for transactions (including funds transfers) involving or for the benefit of the government of Iran or an Iranian person. The President may not rescind a preliminary draft rule or final rule authorizing designation of Iran as a jurisdiction of primary money laundering concern without first certifying to Congress that the government of Iran is no longer engaged in support for terrorism, pursuit of weapons of mass destruction, and any illicit and deceptive financial activities.

Cranial Prosthetic Medicaid Coverage Enhancement Act This bill amends title XIX (Medicaid) of the Social Security Act to alter coverage requirements under a state plan for medical assistance. Specifically, a state plan that provides medical assistance for an individual's inpatient hospital services shall also provide biennial medical assistance to the individual for one cranial prosthesis, as specified by the bill. (A cranial prosthesis is a custom-made wig designed for a patient who has suffered hair loss as a result of a medical condition or treatment.)

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Blue Lives Matter Act of 2016 This bill amends the federal criminal code by expanding hate crimes to include an offense for knowingly causing, or attempting to cause, bodily injuries to individuals because they are police officers or perceived to be police officers. The bill subjects an individual convicted of such an offense to a prison term of up to 10 years, a fine, or both. If death results, or the offense includes kidnapping, aggravated sexual abuse, or an attempt to commit such crimes, or an attempt to kill, the offender is subject to a prison term for life, a fine, or both.

This bill amends title XVIII (Medicare) of the Social Security Act to allow a nurse practitioner to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Mandating America's Responsibility To Limit Abuse, Negligence and Depravity Act or the MARTLAND Act This bill states that it is U.S. policy that human rights violations, including child abuse, shall not be conducted or condoned on any U.S. military installation, whether located in the United States or overseas, by either U.S. citizens or nationals or foreign nationals. The Department of Defense (DOD) shall submit to Congress a comprehensive plan detailing the procedures by which DOD will implement this policy. "Military installation" shall include U.S. combat outposts and forward operating locations.

Credit for Caring Act of 2016 This bill amends the Internal Revenue Code to allow an eligible caregiver a new tax credit for 30% of the cost of long-term care expenses that exceed $2,000, up to $3,000 in a taxable year. The bill defines "eligible caregiver" as an individual who pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs and who has earned income for the taxable year in excess of $7,500.

Encourages Members of Congress to support their local senior nutrition programs by participating in March for Meals events and by delivering meals to homebound seniors and serving them in a group setting throughout the year.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

United States Fish and Wildlife Service Resource Protection Act This bill authorizes the U.S. Fish and Wildlife Service (USFWS) to seek compensation from individuals or entities for costs or damages for destroying, causing the loss of, or injuring any living, nonliving, historical, cultural, or archaeological resource on land managed by the USFWS, or for causing the USFWS to carry out actions to prevent, minimize, or abate such destruction, loss, or injury. Amounts recovered as a result of such destruction, loss, or injury must be made available to USFWS to: (1) reimburse response costs and damage assessments; (2) restore, replace, or acquire the equivalent of a resource that was destroyed, lost, or injured; or (3) monitor and study those resources.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Aviation Innovation, Reform, and Reauthorization Act of 2016 This bill reauthorizes the Federal Aviation Administration (FAA) through FY2019 and specified FAA programs for FY2016-FY2022. The bill revises requirements for the pilot program for passenger facility charges at nonhub airports and airport improvement program. The bill establishes: the ATC Corporation as a federally-chartered, not-for-profit corporation; and an Advisory Board of the Corporation. The Department of Transportation (DOT) shall transfer to the Corporation: by a certain deadline FAA employees, property, and facilities; and on October 1, 2019, operational control of FAA air traffic services. DOT shall establish a Safety Oversight and Certification Advisory Committee. The FAA shall issue a notice of a proposed rule reorganizing the certification of, and streamlining the approval of safety advancements for, small airplanes. The FAA shall establish: the FAA Task Force on Flight Standards Reform, and a Regional Consistency Communications Board. The FAA shall establish a safety workforce training strategy. DOT shall take appropriate actions to promote U.S. aerospace standards, products, and services abroad. The FAA shall appoint a Designated Agency Safety and Health Officer. DOT shall develop a comprehensive plan to accelerate the integration of civil unmanned aircraft systems (drones) into the national airspace system. The bill establishes in the FAA an Unmanned Aircraft Systems (UAS) Integration Office. DOT shall establish a UAS detection systems pilot program. The bill prescribes certain requirements with respect to improving passenger air service. The bill also reauthorizes for FY2016-FY2022 the essential air service program and the small community air service development program. The FAA shall submit to Congress a strategic cybersecurity plan. DOT shall establish a remote air traffic control tower pilot program for rural or small communities.

Incorporation Transparency and Law Enforcement Assistance Act This bill directs the Department of the Treasury to: (1) issue regulations requiring corporations and limited liability companies formed in a state that does not have a formation system providing for the disclosure, updating, and verification of beneficial ownership information to file with Treasury information about their beneficial ownership as required by this bill; and (2) provide such information pursuant to a civil or criminal subpoena or summons from a federal or state agency or a congressional committee or a written request by a federal agency on behalf of another country or by the Financial Crimes Enforcement Network. It sets forth requirements for state formation systems regarding beneficial ownership information, including: (1) the identification of beneficial owners by name, residential or business address, and identifying number from a passport or driver's license; and (2) the updating of lists of beneficial owners not later than 60 days after any change in information. It requires retention of such information for five years after a corporation or limited liability company terminates. The bill authorizes a state that maintains a formal licensing system for formation agents to permit an applicant to form a corporation or limited liability company, or a corporation or company formed under the laws of the state, to provide such information to such an agent residing in that state instead of to that state directly, under certain conditions. It prescribes penalties for: (1) providing false or fraudulent beneficial ownership information; (2) willfully failing to provide complete or updated information; (3) disclosing the existence of a subpoena, summons, or other request for beneficial ownership information, with exceptions; and (4) a formation agent failing to obtain or maintain credible, legible, and updated beneficial ownership information. Treasury must publish a proposed and final rule to require persons engaged in the business of forming corporations to establish anti-money laundering programs. The Government Accountability Office must study and report to Congress on: (1) state requirements for the disclosure of beneficial ownership information; (2) whether the lack of such information has impeded investigations into entities suspected of terrorism, money laundering, and other criminal activities; (3) whether the failure to require beneficial ownership information for partnerships and trusts formed or registered in the United States has elicited international criticism and what steps the United States has taken or is planning to take in response; and (4) the effectiveness of incorporation practices implemented under this bill in aiding law enforcement.

Secure our Skies Act of 2016 This bill requires each air carrier providing passenger air transportation to provide flight attendants, pilots, and dispatchers who are employees or contractors of the carrier with training to combat human trafficking in the course of carrying out their duties. Such training shall cover: (1) common indicators of human trafficking, and (2) best practices for reporting suspected trafficking to law enforcement officers. To assist in such training, the Department of Homeland Security and the Department of Transportation shall provide information, including the Blue Campaign training module, for use by air carriers. The Federal Aviation Administration shall report recommendations for improving the identification and reporting of human trafficking by air carrier personnel while protecting the civil liberties of passengers. The bill grants immunity to an air carrier for reporting any suspicious transaction relevant to a possible violation of law or regulation relating to human trafficking.

Servicemember Retirement Improvement Act This bill amends the Internal Revenue Code to allow members of the Ready Reserve of a reserve component of the Armed Forces to make the maximum allowable contribution ($18,000 in 2016) to their Thrift Savings Plans without limiting the amount such members may contribute to a retirement plan based upon other employment. The bill also doubles the maximum allowable contribution amount to the Thrift Savings Plans of federal employees in the Ready Reserve.
