Family Movie Act Clarification Act of 2018 This bill revises copyright law to permit an individual to make certain changes to a motion picture in a personal capacity. Specifically, the bill allows an individual to make limited portions of a motion picture imperceptible during the individual's private viewing. Additionally, a service that enables these changes to a motion picture is permitted. The bill applies only if no fixed copy of the altered version is created. No motion picture copyright owner may take action to prevent an individual or a service from modifying a motion picture in accordance with this bill. This bill makes conforming amendments to trademark law.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act or the Pregnant Women in Custody Act This bill amends the federal criminal code to limit the use of restraints and restrictive housing for prisoners who are pregnant or in postpartum recovery. Additionally, it requires the Bureau of Justice Statistics to include, in the National Prison Statistics Program and Annual Survey of Jails, statistics on the health needs of incarcerated pregnant women. A Bureau of Prisons facility must provide appropriate services and programs to address the health and safety needs of women inmates related to pregnancy and childbirth. The Government Accountability Office must study the services and protections for pregnant incarcerated women in state and local correctional settings.

All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

This bill amends the Trade Expansion Act of 1962 to require congressional approval for a presidential adjustment of an import due to a national security threat. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary, and must submit to Congress the reasons for any action taken or not taken. The bill retroactively applies to any proposed action made two years before enactment of this bill. In general, any rate of duty modification occurring in the time period two years before enactment of this bill and the date before enactment of this bill must revert to the previous rate.
