Amends the Internal Revenue Code to provide that the tax exemption of certain charitable organizations and the allowance of an income tax deduction for contributions to such organizations shall not be construed as the provision of Federal assistance.

Amends rule X of the Rules the House of Representatives to establish a standing Committee on Internal Security to investigate and report on Communist and other subversive activities affecting the internal security of the United States, including activities intended to overthrow or alter the form of government in the United States by unlawful means or which incite or employ violence or any unlawful means to obstruct the lawful authority of the government.

Methanol Fuel Act of 1979 - Amends the Internal Revenue Code to allow individuals to elect an income tax deduction with respect to the amortization of any qualified methanol producing facility based on a period of 60 months. Defines the term "qualified methanol producing facility" to mean any tangible property: (1) which is used in producing methanol from coal, wood, waste, or natural gas; and (2) which is of a character subject to the allowance for depreciation. Specifies the amount of such deduction. Provides that such deduction shall be in lieu of a depreciation deduction. Exempts gasoline and special fuels containing at least ten percent methanol from excise taxes otherwise imposed on gasoline and special fuels.

Prohibits the Secretary of the Treasury from implementing a proposed revenue procedure entitled, "Proposed Revenue Procedure on Private Tax-Exempt Schools," or any other guidelines for determining whether private schools have forfeited their tax-exempt status through the adoption of racially discriminatory policies, during the period beginning with the enactment of this Act and ending on December 31, 1980.

Amends the Internal Revenue Code to prohibit the Internal Revenue Service from terminating the tax-exempt status of an educational institution for reasons of racial discrimination unless such organization has been adjudicated as racially discriminatory by a State or Federal court.

Amends the Internal Revenue Code to repeal the carryover basis provisions enacted by the Tax Reform Act of 1976 which provide that beneficiaries receiving property from a decedent's estate will retain the decedent's basis in the property. Restores prior law which "stepped up" or "stepped down" the property's basis to its market value at the time of death without imposing tax consequences on the appreciation or depreciation the property underwent while held by the decedent.

Constitutional Amendment - Provides that total appropriations shall not exceed estimated revenues. Authorizes the suspension of such prohibition in time of war or national emergency. Prohibits any increase in the national debt as it exists on the date this article is ratified. Sets forth a schedule for repayment of the national debt.

Amends the Agricultural Act of 1949 to raise the price support levels for milk, wheat, corn, soybeans, and cotton to 90 percent of their respective parity prices. Reduces the price levels at which producers participating in the wheat and feed grains storage program: (1) may redeem and market commodities securing price support loans (from between 140 to 160 percent of their respective parity prices to 100 percent); and (2) must repay such loans (from 175 to 110 percent of their respective parity prices).

Authorizes the President to present, on behalf of the Congress, gold medals to Ben Abruzzo, Maxie Anderson, and Larry Newman for their distinguished feat as aviation pioneers (first Atlantic balloon crossing). Authorizes the Secretary of the Treasury to strike and sell bronze replicas of such medals.

Expresses the sense of Congress that the Environmental Protection Agency, the Nuclear Regulatory Commission, and the Federal courts should expedite all remaining administrative and judicial proceedings with respect to the Seabrook Nuclear Station project (New Hampshire), and that all licensing and permitting procedures for the construction and operation of nuclear generating stations should be reviewed and modified to improve the efficiency of such procedures.

Uranium Mill Tailings Control Act - Title I: Residual Radioactive Material at Certain Existing Sites - Authorizes the Secretary of Energy to enter into cooperative agreements with designated States under which the Federal Government would pay up to 90 percent of the costs of: (1) assessing the radiation levels of residual radiactive materials from specified former uranium ore processing sites within such States; and (2) limiting the exposure of individuals to such radioactive materials. Exempts certain processing sites from the coverage of this Act. Requires the agreements made by the Secretary and such States include terms providing, among other things, that the Secretary select the appropriate remedial action for limiting radiation exposure after consulting with the State, the Environmental Protection Agency (EPA), and the Nuclear Regulatory Commission, that the States acquire ownership of (1) the land upon which the radioactive materials are located; (2) the residual radioactive materials; and (3) the site selected for disposal of these materials, and that the State transfer ownership and custody of the residual radioactive materials and the disposal site to the United States when the Commission determines that the requisite remedial work has been completed. Grants the prior owner of a processing site acquired by a State the right of first refusal whenever that State seeks to sell that processing site. Requires that States reimburse the Federal Government for costs involved in performing such remedial work from any gain realized by the States in selling land on which processing sites were located. Authorizes mineral recovery contracts between States and any person seeking to recover minerals from such residual radioactive materials upon payment to the State and the United States of specified sums. Directs the Secretary to enter into similar agreements with the Secretary of the Interior and Indian tribes for the assessment of radiation levels and performance of remedial action on lands owned by Indian or held in trust for them. Authorizes payment of 100 percent of the costs of such agreements. Directs the Secretary to conduct a research program on reducing the hazards of exposure to residual radioactive materials. Authorizes the Secretary to establish rules and regulations necessary to carry out the purposes of this Act. Directs EPA to issue standards and criteria for the protection of the general public with respect to radiological and nonradiological hazards associated with the possession and transfer of residual radioactive materials. Permits judicial review of such rules upon petition in the United States Court of Appeals. Authorizes the Nuclear Regulatory Commission to issue rules, regulations or orders requiring specified exempt parties to conduct monitoring and remedial work and to comply with other measures designed to protect the general public from expsoure to residual radioactive materials. Provides for civil penalties for violation of such rules or orders of the Commission. Title II: Uranium Mill Tailings Licensing and Regulation - Amends the Atomic Energy Act of 1954 to require that specified licenses issued under such Act for activities resulting in the production of by- product material have terms assuring that prior to termination of such licenses, (1) the licensee shall comply with the Commission's requirements relating to termination, and (2) ownership of by-product materials and their disposal sites shall be transferred without cost to the United States. Authorizes the Commission to establish standards and instructions insuring that a licensee will provide funds necessary for the completion of Commission requirements relating to reclamation and long-term care of sites, structures and equipment used in conjunction with by-product material. Requires States having authority to regulate by-product materials under an agreement with the Commission to adopt and enforce: (1) standards for the protection of public health and safety from hazards associated with such material; (2) provisions allowing for public notice and public participation in licensing and rulemaking actions; and (3) requirements for the preparation of a written environmental analysis, to be made available to the public prior to approval of any construction activity relating to by-product material. Authorizes the Commission to retain authority under such Federal-State agreements with respect to determining a licensee's compliance with applicable standards and requirements prior to termination of licenses for by-product materials. Provides for civil penalties for violation of rules or orders of the Commission. Authorizes the Administrator of EPA to issue generally applicable standards and criteria for the protection of the environment from radiological and nonradiological environmental hazards associated with by-product material and its disposal. Permits judicial review of such rules upon petition in the United States Court of Appeals. Authorizes appropriations to carry out the provisions of this Act. Makes technical and conforming amendments to the Atomic Energy Act of 1954. Requires the Commission to consolidate licenses and licensing procedures under this Act with licenses and licensing procedures under other authorities contained in the Atomic Energy Act of 1954.

Military Health Care System Reform Act - Directs the Secretary of Defense to appoint regional civilian military health care administrators to coordinate budgeting, planning, and the allocation of health care resources. Provides for the enrollment of active duty personnel, former members of the military, and military dependents in the military health care system for the provision of medical and dental care. States that enrolled persons shall not be denied or limited in the care provided by reason of the capability of the medical or dental staffs of major military helath care facilities. Provides for the supply of identification cards to enrolled persons. Requires major military health care facilities to establish programs to provide services to enrolled persons. Establishes budgeting requirements for such programs. Directs the Secretary of Defense to take steps to maximize training and use of physician assistance, nurse practitioners, and similar practioners at military health care facilities. Authorizes private physicians to provide medical and dental care at such facilities. Prescribes procedures for processing contract claims for services by private physicians. Entitles military medical personnel to a special performance incentive payment if fiscal year facility expenses are below budgeted expenditures. Prescribes performance standards to be used in determining the amount of such special pay. Requires the Secretary to provide for recovery of payments from health care insurers, employers, or other entities contractually or legally obligated to make payment for the provision of such care to enrolled individuals.

Farm Water Act - Replaces the existing acreage limitation of 160 acres of reclaimed land per individual with a limitation of 320 acres. Permits larger acreages where the land is less productive or other factors make it less valuable for agriculture. Lists specified lands to which the acreage limitations shall not apply including land within a water district which has paid construction charges of the reclamation project relating to the delivery of water to such landholding. Prevents the delivery of water to irrigable land in excess of 320 acres held in private ownership by a single landowner if such landowner refuses to execute a valid contract for the sale of such excess land. Permits delivery of project water to excess land after the effective date of this Act only if the title to such land is made subject to a condition that the land shall not be sold at a price greater than the landowner's costs increased only by the rate increase of the consumer price index for the period between the dates of purchase and sale. Abolishes the requirement that a qualified recipient must reside on or near a landholding in order for such landholding to be eligible to receive water.

Authorizes the Secretary of the Interior to eliminate the hazards of open canals and drains within the Bureau of Reclamation's Middle Rio Grande project, New Mexico, by converting such canals and drains to closed conduits or by installing safety fencing around canals and drains which cannot be closed.

Authorizes the Secretary of the Interior to provide funds to the 17 contiguous Western States and the State of Hawaii to cover up to 80 percent of the cost of eliminating the hazards of open canals and drains by converting such canals and drains to closed conduits or by installing safety fencing around canals and drains which cannot be closed. States that the costs of such projects not covered by Federal moneys shall be provided for by the water users and State, county, or city governments.

Urban Growth Act - Amends the Internal Revenue Code to reduce corporate income tax rates. Increases the corporate surtax exemption to $100,000. Makes the regular investment tax credit permanent. Allows an additional ten percent investment tax credit for new property placed in depressed areas. Increases the limitations on the investment credit to allow it to offset 100 percent of the taxpayer's current liability. Increases the credit allowable for employment of new employees by an amount equal to one percent of the unemployment insurance wages paid to qualified employees during periods of unemployment exceeding seven percent nationally. Allows accelerated amortization of depreciable equipment (with a 60 month period) and facilities (with a period equal to one-half each facility's useful life) which are placed in high unemployment areas. Repeals the income tax exclusion of dividends received by individuals. Allows qualified domestic corporations an unlimited deduction for dividends paid. Provides flat limitations on corporate deductions for dividends from foreign corporations where the taxpayer is not claiming a net operating loss. Allows the current deduction of federally-required, nonproductive expenditures as business expenses. Provides for annual cost-of-living adjustments to depreciation allowances, property bases, and the interest paid on United States savings bonds and certificates, as well as the redemption value of all United States obligations of a year or more, including savings bonds and certificates.

Anti-Dumping Enforcement Act - Amends the Antidumping Act, 1921, to require the Secretary of the Treasury to notify the International Trade Commission upon the publication of a finding that the price of imported products is less than the foreign market or construction value. Eliminates the requirement that the Secretary postpone publication of such a finding pending a determination by the Commission on whether "dumping" is occurring. Decreases the time periods during which the Secretary must complete the investigation of "dumping" allegations. Imposes liquidation deadlines upon imported merchandise upon which a special "dumping" duty has been imposed. Requires the establishment of a task force for each investigation of "dumping" allegations to serve as an intermediary between the Secretary and the industrial and labor groups interested in the investigation.

Truth-in-Regulation Act - Requires the Environmental Protection Agency and all Federal regulatory agencies to prepare with respect to each rule promulgated by such agencies: (1) a statement comparing the private costs of such rule with the benefit such rule would have on the environment; and (2) an environmental impact statement. Establishes standing task forces in each community affected by proposed agency rules to assess the economic and employment impact of each such rule. Requires Congressional approval of any such rule which will cause an increase in unemployment.

Gives Department of Energy (DOE) couriers and security inspectors the same civil service retirement benefits as law enforcement officers and firefighters. Defines "couriers" as any DOE employee who provides security during shipment of nuclear weapons, research and development nuclear weapons devices, nuclear explosives, nuclear weapons components and strategic quantities of special nuclear materials. Defines "security inspector" as any DOE employee who protects nuclear weapons, research and development weapons devices, nuclear explosives, nuclear weapons components and strategic quantities of special nuclear materials.

Amends the Trade Act of 1974, with respect to the authority of the President to negotiate trade agreements, to direct the President to reserve any article for which an agreement limiting agricultural imports has been entered into, from negotiations to reduce or eliminate customs duties or import restrictions.

Constitutional Amendment - Prohibits Congress from causing Federal taxation to exceed 15 percent of the gross national product. Prohibits the making of appropriations in excess of the total estimated revenues of the United States in any fiscal year except in time of war or national emergency.

Directs the Secretary to restore such sites if the States fail to do so and to conduct a pilot study in the city of Salt Lake City, Utah of possible health hazards to persons living or working near such sites. Directs the Nuclear Regulatory Commission to establish regulations and standards to assure that the public safety and health and the environment are not impaired by the remedial action undertaken pursuant to this Act.

Solar Power Satellite Research, Development, and Demonstration Program Act - Directs the Secretary of Energy and the Administrator of the National Aeronautics and Space Administration to initiate a Solar Power Satellite Research, Development, and Demonstration Program to study technical problems regarding the viability of the solar power satellite concept. Requires the Secretary, after consultation with the Administrator, to submit to the Congress, by January 3, 1979, a comprehensive plan to implement the Program.

Amends the Internal Revenue Code to allow an individual to deduct from gross income the cost, not in excess of $50,000, of acquiring stock in a qualified energy invention corporation which had gross income preceding the year of stock issuance of not more than $100,000, and which owns a patent relating to the invention of an energy saving device or process.

Permits a taxpayer to continue to treat, at his option, a payment of compensation under a nonqualified compensation reduction plan as payable to him in a later tax year, despite a proposed Treasury Department rule which would require such payment to be treated as payable to the taxpayer in the year it would have been payable but for the taxpayer's exercise of his option.

Radioactive Waste Management Regulatory Reform Act - Amends the Energy Reorganization Act of 1974 to expand the licensing and related regulatory authority of the Nuclear Regulatory Commission concerning long and short-term storage and disposal of nuclear material. Amends the Atomic Energy Act of 1954 to permit State-issued licenses for the long-term disposal of nuclear material to remain in effect for three years from the enactment of this Act.

Emergency Food and Agriculture Act - Title I: Wheat - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of wheat a price support floor of not less than $3.00 per bushel and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 60 percent of parity per bushel for a 20 percent set-aside up to 89 percent of parity per bushel for a 50 percent set-aside. Title II: Feed Grains - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of corn a price support floor of not less than $2.25 per bushel and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 60 percent of parity per bushel for a ten percent set-aside up to full parity for a 50 percent set- aside. Title III: Upland Cotton - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of upland cotton a loan level floor of not less than 52 cents per pound and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 64 percent of parity per pound for a 20 percent set-aside up to full parity for a 50 percent set-aside. Title IV: Grain Release Prices - Amends the Agricultural Act of 1949: (1) to prohibit the Secretary of Agriculture from providing for the redemption of stored wheat and feed grains loans unless the market price for such commodities is not less than parity; (2) to prohibit the Secretary from calling such loans until the market for wheat and feed grains is at least 105 percent of parity; and (3) to prohibit the Commodity Credit Corporation from selling its stocks of wheat and feed grains for less than the parity price of such commodities.

States that any funds appropriated in satisfaction of any judgment of the Indian Claims Commission or the Court of Claims in favor of any Indian Tribe, except the Apache Tribe of the Mescalero Reservation, shall be used or distributed only after the payment of attorney fees and litigation expenses. Declares that any funds appropriated in satisfaction of any judgment of such Commission or Court in favor of the Apache Tribe of the Mescalero Reservation, New Mexico, be consolidated and credited to the account of such Tribe. Excludes from Federal or State income taxes, and from the determination of an individual's income or resources in determining an individual's eligibility for assistance under the Social Security Act, any per capita distribution of such funds received by a member of the Apache Tribe of the Mescalero Reservation.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.
