Regulatory Agency Abolition Act - Abolishes each Federal regulatory agency three years after enactment of this Act unless prior to such date the President and Congress study the effectiveness of such agencies and Congress, thereafter, adopts a resolution disapproving such abolition. Provides that each regulatory agency established after the date of enactment of this Act shall be abolished three years from the date on which it was first approved unless the President and Congress take the steps outlined above. Directs the President to submit to Congress a plan for the orderly transfer of duties essential to the public health, safety or welfare from an abolished agency to the President or to a successor agency. Provides that all orders, rules, certificates, judicial proceedings and licenses made effective by agencies abolished by this Act shall continue in effect until repealed or superceded by the President.

Reclamation Authorization Act

Reclamation Authorization Act - Title I: Polecate Bench, Wyoming - Reauthorizes as a part of the Pick-Sloan Missouri Basin program the Polecat Bench area of the Shoshone River. Directs the Secretary of the Interior to implement such inclusion into the program. Reuires that the development under this Act of the Polecat Bench area shall be in accordance with the Federal Water Project Recreation Act. Provides for limiting of water applications from the area for a period of ten years to exclude use by newly irrigated lands. Title II: Dickinson Dam, North Dakota - Authorizes the Secretary of the Interior to modify the Dickinson Dam spillway on the Heart River in the State of North Dakota. Authorizes the construction of a new spillway. Authorizes an amendatory repayment contract with the city of Dickinson, North Dakota for repayment of specified authorized work costs. Authorizes the appropriation of $4,000,000 for works construction under this title. Title III: McKay Dam and Reservoir, Oregon - Directs the Secretary of the Interior to reallocate costs of the Umatilla project in the State of Oregon for the purposes of irrigation, flood control and recreation at McKay Dam and Reservoir in such State. Authorizes the appropriation of $1,300,000 for the modification of McKay Dam for purposes of this title. Title IV: Pollock-Herreid Unit, South Dakota - Authorizes the Secretary of the Interior to construct and operate the Pollock-Herreid unit, in the State of South Dakotta, of the Pick-Sloan Missouri program. Sets forth the principal works of such project. Authorizes the appropriation of $26,000,000 for the works authorized under this title.

National Food Stamp Reform Act

National Food Stamp Reform Act - Defines "household" under the Food Stamp Act as meaning a group of individuals who are sharing common living quarters, but who are not residents of an institution or boarding house, and who have access to cooking facilities and for whom food is customarily purchased in common. Provides that the Secretary of Agriculture may not approve any plan which permits any household to simultaneously participate in both the food stamp program and the distribution of federally donated foods. Requires the Secretary to establish uniform national standards of eligibility for participation by households in the food stamp program. States that the income standards of eligibility shall be the income poverty guidelines prescribed by the Office of Management and Budget adjusted pursuant to the Economic Opportunity Act. Directs the Secretary to prescribe additional standards of eligibility which shall include, but not be limited to, the amounts of liquid and nonliquid assets. Provides that household income for purposes of the food stamp program shall be the gross income of the household less: (1) a standard deduction of $100 a month applicable to all households; (2) an additional deduction of $25 a month for any household in which there at least one member who is age sixty-five or older. Limits eligibility to participate in the food stamp program to citizens and aliens lawfully admitted for permanent residency. States that no individual shall be considered eligible for the food stamp program as a member of a household if he is: (1) over 18; (2) is enrolled at an institution of higher education; and (3) is a dependent child for income tax purposes of a taxpayer who is not a member of an eligible household. Prohibits households which transfer liquid or nonliquid assets for the purpose of qualifying for the food stamp program from becoming eligible for at least a ninety-day period. Requires the Secretary to issue photo identification cards to households certified eligible to participate in the program. States that households shall be charged thirty percent of their income for the coupon allotment issued to them. Provides that if a State agency does not comply with the provisions of the Food Stamp Act, the Secretary may refer the matter to the Attorney General with a request for an injunction, or he may direct that there be no further inssuance of coupons in the political subdivisions where such failure has occurred until such time as satisfactory corrective action has been taken. Directs the Secretary to pay to each State agency out of funds appropriated by Congress an amount equal to 75 percent of all direct costs of State food stamp program investigations, prosecutions, and State activities related to recovering losses sustained in the food stamp program. Provides for a civil money penalty of up to $10,000 for each violation of the Food Stamp Act.

Title I: Oil Pricing Act - Extends the authority of the President to promulgate regulations providing for the mandatory allocation of crude oil, residual fuel oil and refined petroleum products until January 31, 1979. Requires such regulations to provide for a primary ceiling price for controlled old crude oil not to exceed the ceiling price for controlled old crude oil pursuant to the regulation in effect on August 31, 1975, and for a secondary ceiling price for all crude oil other than controlled old crude oil. States that if the President finds at any time after November 1, 1975, that there is no shortage of a particular oil or product, and that exempting such product from regulation will not have an adverse effect on the supply of any other oil or refined petroleum products, he may exempt such item from regulations pertaining to either allocation of amounts or specifications of price. Title II: Oil Deregulation Tax Act - Imposes an excise tax under the Internal Revenue Code on the deregulation profits from taxable domestic crude oil removed from the premises during each taxable period, in an amount equal to 90 percent of the deregulation profit from each taxable barrel of crude oil removed. Allows a tax credit for persons subject to such tax in an amount equal to the lower of 50 percent of the amount of tax imposed for such taxable period or such person's plowback investment for such taxable period. Requires the purchaser of domestic crude oil to furnish to the person liable for such tax a monthly statement showing specified information, including: (1) the amount of domestic crude oil purchased from such person during such month, and (2) the amount of taxable domestic crude oil purchased from such person during such month. Establishes criminal penalties for willful failure to furnish required information regarding the deregulation profits tax on domestic crude oil.

Provides that upon taking effect, a constitution drafted and approved under this Act shall supersede such provisions of the Organic Act of the Virgin Islands as may be inconsistent with such constitution.

National Commission on Regulatory Reform Act - Establishes the National Commission on Regulatory Reform. Directs the Commission to make a full and complete study of such regulatory activities of the independent regulatory agencies of the Federal Government as the Commission determines to be primarily economic in nature and to have a significant effect on the segments of the economy involving transportation, communication, the development and distribution of energy resources, or financial institutions. States that such study shall be undertaken to determine: (1) whether such regulatory activities have limited competition within such segments of the economy, and if they have, what the economic consequences have been, (2) whether such regulatory activities have, in other way, contributed to current economic difficulties, in particular inflation; and (3) whether changes need to be made with regard to such independent Federal establishments and their regulatory activites. Requires that such study shall include, with regard to each independent Federal establishment whose regulatory activities are included in such study: (1) an analysis of the purposes for which it was created, its structure and jurisdiction, the statutory framework governing its operation and activities, and the procedures and policies it has adopted; (2) an assessment of its effectiveness in carrying out its purposes; (3) an analysis of the costs and benefits of its various programs and policies, with particular reference to any adverse economic impact; and (4) an examination of the relationship between its regulatory activities and those of State and local regulatory agencies. Sets forth the membership, powers, and authority of the Commission. Directs the Commission to submit to the President and Congress within one year a report containing: (1) a statement of the status of the study being conducted pursuant to this Act; (2) a detailed statement of any findings made or conclusions reached by the Commission; and (3) any recommendations for legislation or administrative action, or both, deemed appropriate by the Commission.

Provides for appointment of delegates to the convention. Allows the delegation to maintain a staff. Authorizes the appropriation of $200,000 to carry out the purposes of this joint resolution.

Provides that, subject to the approval by the United States, the Mariana Islands District Legislature, and the people of the Northern Mariana Islands, this covenant shall establish the Commonwealth of the Northern Mariana Islands. States that the Commonwealth shall be in political union with, and under the sovereignty of the United States of America. States that the people of the Northern Mariana Islands will formulate and approve a Constitution, subject to United States approval. Requires that the Constitution provide for a republican form of government with separate executive, legislative and judicial branches, and that it contain a bill of rights. Provides that all persons, citizens of the Northern Mariana Islands, shall become citizens of the United States entitled to all privileges and immunities of citizens in the several States of the United States. Establishes within the Commonwealth the District Court for the Northern Mariana Islands. Defines the jurisdiction of the court. Specifies those laws and provisions of the United States Constitution which shall apply to the Commonwealth. Directs the President to appoint a seven-member Commission on Federal laws to make recommendations to the United States Congress as to which laws should be made applicable to the Commonwealth. Provides that with limited exceptions the Northern Mariana Islands will be deemed to be a part of the United States under the Immigration and Nationality Act. Makes the income tax laws in force in the United States applicable to the Northern Mariana Islands as a local territorial income tax. Provides that references in the Internal Revenue Code to Guam will be deemed also to refer to the Northern Mariana Islands. States that the Commonwealth shall not be included within the customs territory of the United States. Directs that the Trust Territory Social Security Retirement Fund attributable to the Northern Mariana Islands will be transferred to the Treasury of the United States, to be held in trust as a separate fund and to be known as the "Northern Mariana Islands Social Security Retirement Fund." Provides that the fund will be administered by the United States in accordance with the social security laws of the Trust Territory of the Pacific Islands. Exempts all bonds and other obligations issued by the Government of the Northern Mariana Islands from taxation by the United States. Establishes a program of direct grant assistance by the Government of the United States to the Commonwealth in its efforts to achieve a higher standard of living. States that such assistance shall continue for seven fiscal years. Provides $8,250,000 for budgetary support, $4,000,000 for capital improvement projects and $1,750,000 for an economic development loan fund. Makes available to the Commonwealth the full range of Federal programs and services available to the territories of the United States. Directs that the proceeds of all customs duties and Federal income taxes derived from the Northern Mariana Islands shall be paid into the Treasury of the Commonwealth, to be expended to the benefit of the people thereof. Transfers all right, title and interest of the Government of the Trust Territory of the Pacific Islands in and to real property in the Northern Mariana Islands to the Government of the Northern Mariana Islands. Specifies property within the Commonwealth which shall be made available to the Government of the United States by lease for defense purposes. States that such lease shall be for a term of 50 years with an option to renew for an additional 50 years. Provides that the United States shall pay a total of $19,520,600 in full settlement of such lease. Provides that the Commonwealth may regulate the alienation of permanent and long-term interests in real property so as to restrict the acquisition of such interests to persons of Northern Mariana Islands descent. Provides that such regulation is allowed for a period of 25 years after the termination of the Trusteeship Agreement. Recognizes the importance and scarcity of land in the Northern Mariana Islands. States that the United States shall acquire additional land in the Commonwealth only to the extent necessary to accomplish a public purpose. Authorizes the creation of the position of President Representative to the United States. Establishes requirements for such post. Provides for consultations between the Governments of the United States and the Commonwealth. Directs that such consultations shall be held at the request of either Government but not less frequently than every 10 years. Establishes procedures for acceptance of this covenant. Authorizes the appropriation of such amounts as may be necessary to make full payments of awards under title II of the Micronesia Claims Act of 1971. Allows the President to extend all Federal programs providing grant, loan, and loan guarantees to Puerto Rico, the Virgin Islands, Guam, American Samoa, the Mariana Islands District and the other Districts of the Trust Territory of the Pacific Islands. Requires that notice of such extension be given to Congress.

Jobs Creation Act - Title I: Individual Income Taxes - Allows a tax credit in the amount of 10 percent (up to $1,000) the amount of qualified individual deposits and investments made by an individual during the taxable year. Defines qualified investments as amounts used to purchase stock in or debt instruments of a domestic corporation. Provides that the first $1000 of capital gain shall be excluded from gross income during the taxable year. Provides, for purposes of the estate tax, that the lesser of: (1) $200,000 and (2) the value of the decedent's interest in a family farming operation continually owned by him for 5 years prior to his death and which passes to a related individual shall be excluded from the value of the taxable estate. Title II: Corporation Taxes - Reduces the normal tax rates imposed on corporations. Increases the investment credit to 15 percent (12 percent in the case of property constructed or acquired before an unspecified date in March, 1975). Increases the corporate surtax exemption from $25,000 to $100,000. Increases the class life variance for purposes of the depreciation deduction allowed for property used in a trade or business or held for the production of income. Title III: Employee Stock Ownership Plan Financing - Creates special deductions for dividends paid during the taxable year by employers on securities held by an employee stock ownership plan (as defined by this title). Provides for the distribution of dividends to employees and repurchase of qualifying employer securities from persons receiving distributions. Provides for the exclusion from gross income of that part of a distribution held or reinvested within 60 days in income-producing assets of equivalent value for the purpose of realizing current income from such assets.

Requires in making such determination, considerations of whether different term lengths for radio and television stations and for different categories of licensees are in the public interest. Limits other class licenses to a five-year maximum, prescribing the renewal procedures for such licenses and the criteria to be considered in renewal, including responsiveness and lack of serious deficiencies. Sets guidelines for expeditious action on applications for renewal of broadcasting station licenses by limiting material required to be filed. Requires the Commission to examine the renewal process and report within six months on methods of reducing and consolidating filings and supporting documents.

Provides that a petroleum refiner or distributor shall not cancel, fail to renew, or otherwise terminate a franchise unless the retailer or distributor whose franchise is terminated failed to comply substantially with any essential and reasonable requirement of such franchise or failed to act in good faith in carrying out the terms of such franchise. States that if a refiner or distributor engages in conduct prohibited under this Act, a retailer or distributor may maintain a suit against such refiner or distributor.

Indian Health Care Improvement Act

Indian Health Care Improvement Act - States that the Congress declares that it is the policy of this Nation, in fulfillment of its special responsibilities and legal obligation to the American Indian people, to meet the national goal of providing the highest possible health status to Indians and to provide existing Indian health services with all resources necessary to effect that policy. Defines the terms used in this Act. Title I: Indian Health Manpower - Authorizes the Secretary of Health, Education, and Welfare acting through the Indian Health Service, to make grants to public or nonprofit private health or educational entities or Indian tribes or tribal organizations to assist such entities in meeting the costs of: (1) identifying Indians with a potential for education or training in the health professions and encouraging and assisting them; (2) publicizing existing sources of financial aid available to Indians enrolled in any medical or health-related school referred to in this Act or who are undertaking training necessary to qualify them to enroll in any such school; or (3) establishing other programs which the Secretary determines will enhance and facilitate the enrollment of Indians, and the subsequent pursuit and completion by them of courses of study, in any school referred to in this Act. Authorizes to be appropraited specified sums for each of the seven fiscal years commencing with that of 1977 for payment of such grants. Directs the Secretary, acting through the Service, to make scholarship grants for up to two years to Indians who: (1) have successfully completed their high school education or high school equivalency; and (2) have demonstrated the capability to successfully complete courses of study in schools of medicine, osteopathy, dentistry, veterinary medicine, optometry, podiatry, pharmacy, public health, nursing, or allied health professions. Authorizes appropriations for scholarship grants of $2,000,000 for fiscal year 1977; $2,500,000 for fiscal year 1978; and similar sums through fiscal year 1983. Directs the Secretary, acting through the Service, to make scholarship grants to individuals who are enrolled in schools of medicine, osteopathy, denistry, veterinary medicine, optometry, podiatry, pharmacy, public health, nursing, or allied health professions, and who agree to provide their professional services to Indians after the completion of their professional training. Authorizes appropriations for such grants of specified sums for the fiscal years 1977 through 1983, and of such sums as are necessary for the succeeding fiscal years, to continue to make scholarship grants under this Act to individuals who have received such grants prior to the end of the fifth fiscal year and who are eligible for such grants during each such succeeding fiscal year. Directs the Secretary, acting through the Service, to make grants to individuals, nonprofit entities, appropriate public or private agencies, educational institutions, or Indian tribes and tribal organizations to enable the recipients of such grants to establish and carry out programs to train individuals so as to enable them to provide their services to Indians. Authorizes to be appropriated specified sums to carry out such provisions for the fiscal years 1977 through 1983. States that the Secretary may provide allowances to health professionals employed in the Service to enable them for a period of time each year prescribed by regulation of the Secretary to take leave of their duty stations for professional consultation and refresher training courses. Title II: Health Services - Authorizes the Secretary to expend specific amounts of funds over a five-fiscal year period for the following health services: (1) patient care; (2) field health, excluding dental care; (3) dental care; (4) mental health; (5) provision of health care personnel in primary and secondary Bureau of Indian Affairs schools; and (6) maintenance and repair. Title III: Health Facilities - Authorizes the Secretary to expend $528,637,000 over a seven-fiscal year period in order to eliminate inadequate, outdated, and otherwise unsatisfactory service in hospitals, health centers, health stations, staff housing, and other service facilities. Authorizes the Secretary to expend $378,000,000 within a five-fiscal year period following the enactment of this Act, to supply unmet needs for safe water and sanitary waste disposal facilities in existing and new Indian homes and communities. Title IV: Access to Health Services - Provides that the Secretary may enter into agreements with the appropriate State agency for the purpose of reimbursing such agency for health care and services provided in Service facilities to Indians who are beneficiaries of the Medicaid provisions of the Social Security Act. Title V: Health Services for the Urban Indians - Directs the Secretary, acting through the Service, to enter into contracts with urban Indian organizations to assist such organizations to establish and administer, in the urban centers in which such organizations are situated, programs which meet the requirements set forth in this Act of making health services more accessible to the urban Indian population. Electric Vehicle Research, Development and Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to demonstrate the commercial feasibility of electric vehicles for urban individual and business use, and to encourage research and development in new technologies for electric vehicles with wider applications, in order to promote long-range conservation of liquid fuel and reduce environmental pollution. Directs the Administrator of the Energy Research and Development Administration to initiate and provide for the conduct of research and development in areas related to electric vehicles. Directs the Administrator to enter into such contracts as may be necessary and appropriate for: (1) the production, within one year after the date of the enactment of this Act, of significant numbers of urban passenger and commercial vehicles which have electric propulsion systems on conventional chassis; and (2) for the production, within three years after such date, of significant numbers of urban passenger and commercial vehicles which are specifically designed for electric propulsion as the primary power source. Directs the United States Postal Service, the General Services Administration, the Secretary of Defense, and the heads of other Federal agencies to arrange for the introduction of electric vehicles into their fleets as soon as possible. Authorizes $40,000,000 to be appropriated to the Administrator for each of the fiscal years 1976, 1977, and 1978.

Directs the committee to report to the House the results of its investigation no later than one year after adoption of this resolution. Provides that the committee's authority shall expire 30 days after the filing of such report. Directs that the expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers signed by the Chairman.

Fiscal Integrity Act - Revises the Congressional Budget and Impoundment Control Act to define the term "Federal revenue and budget outlay limit" to be the amount derived through a specified series of mathematical formulas. Prohibits the concurrent resolution on the budget from including any provision which exceeds the Federal revenue and budget outlay limit. Requires that each House include in its report to its House a comparison of estimated budget authority as set forth by the President and by the concurrent resolution. Prohibits amendment of the concurrent resolution during consideration by the Senate or the House of Representatives which exceeds the Federal revenue and budget outlay limit. Requires that the impact of new budget authority and budget outlays, and a projection for the next five fiscal years of the impact of new tax expenditures on the Federal revenue and outlay limit be included in a statement accompanying a bill or resolution reported by a committee of either House. Requires the Director of the Congressional Budget Office to include in his five-year projection report, the concomitant predicted Federal revenue and budget outlay limits for each fiscal year. Prohibits a concurrent resolution from being reported at any time which increases total revenues or the budget outlay limit unless such limit has been suspended pursuant to this Act. Prohibits Congress from making any appropriation for any fiscal year in excess of the Federal revenue and budget outlay limit. Provides for the reduction of the public debt by any revenue which exceeds such limit during any fiscal year. Permits the suspension of the revenue and budget outlay limit by the declaration of a fiscal emergency through the passage of a concurrent resolution approved by two-thirds of the members present in each House. Requires that all bills of a public or private character introduced in either House of Congress have printed at the bottom of the first page a fiscal note which States the amounts likely to be the costs and savings achieved in the implementation of a bill.

States that no national petroleum reserve that includes all or part of an existing naval petroleum reserve shall be established without prior consultation with the Secretary of Defense. Authorizes the development of the oil and gas in the national petroleum reserves in the contiguous 48 States established pursuant to this Act. Requires competitive bidding procedures with prior public notice for any contract, lease, or operating agreement for development and production of oil and gas from a national petroleum reserve. States that the terms and conditions for such development, which shall be prescribed by the Secretary of the Interior, shall be subject to disapproval by Congress. Provides that any oil or gas produced from such petroleum reserves shall, with exceptions, be subject to all the limitations and licensing requirements of the Export Administration Act. Authorizes and directs the Secretary of the Interior to explore for oil and gas on Naval Petroleum Reserve Numbered 4 and to report annually to Congress on his plan for exploration of such reserve.

National Welfare Reform Act - Stipulates that no family shall be eligible for the aid to families with dependent children program (AFDC) under the Social Security Act if its total income, without regard to exclusions, exceeds 150 percent of the family's needs. Provides that the Secretary of Health, Education, and Welfare shall provide the full cost of AFDC services to needy families who are not U.S. citizens and are lawfully present in the United States. States that unemployed individuals shall be ineligible for AFDC services for specified periods of time if such individual is determined to have, without good cause, refused an offering of bona fide employment or refused to participate under a work incentive program. Provides procedures for the determination of good cause. States that no sanctions will be applied for a ten day period after failure without good cause has been established, if the individual participates in counseling services. Sets forth procedures governing adjustment of AFDC grant overpayments. Prohibits AFDC grant payments where the caretaker relative is unemployed due to participation in a strike or because he has voluntarily terminated his employment. Defines "income" for purposes of this Act. Authorizes the Secretary to pay directly to any State up to 75 percent of the costs of investigating and prosecuting complaints of fraud under AFDC program. Requires that recipients of aid be issued a detailed identification card specifying the programs for which the recipient is eligible. Provides that any person who resides in the same household of an eligible family, but is not himself eligible for aid, shall be required to make a contribution to the State in an amount equal to the amount of the standard payment for single person household under the State's plan.
