New York City Financial Assistance Act - Title I: Emergency Assistance - Authorizes the Secretary of the Treasury to guarantee, under stated conditions, obligations of the City of New York or of its financing agent. Limits the total amount of guarantees that may be outstanding at any time to $2,000,000,000. Title II: Amendments to the Internal Revenue Code of 1954 - Makes interest income received on any obligation guaranteed under Title I of this Act after the date of the enactment of this title taxable under the Internal Revenue Code of 1954.

Independent Local Newspaper Act - Amends the Internal Revenue Code to promote the survival of independent newspapers by providing for the establishment of tax exempt trusts for paying estate taxes on such papers, and by postponing the payment of estate taxes on such papers.

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

Voluntary Job Preservation and Community Stabilization Act - Directs the Secretary of Commerce to conduct a continuing investigation to identify those industrial, business, agricultural, and service organizations (1) which are in danger of ceasing operation or of outmigration and (2) whose closing or relocation would result in substantial unemployment and economic dislocation in the community. Provides, through the Secretary, loans for technical assistance and status and operating costs to an employee or employee/community corporation which meets certain requirements in order that it may assume ownership and operation of an organization so identified. Conditions loans, among other factors, upon certification that the corporation will allow new employees to participate and will adopt a method for acquisition of stock of persons no longer associated with the organization for the purpose of making it available to all employees on a nondiscriminatory basis. Authorizes loans of up to $15,000 to an employee who wishes to purchase stock in a purchasing corporation and who is unable to secure financing elsewhere.

Amends the Housing Act of 1959 to extend through fiscal year 1981, the borrowing authority of the Secretary of Housing and Urban Development for purposes of making loans for housing and related facilities for elderly and handicapped families. Changes eligibility requirements for assistance under such Act. Amends the United States Housing Act of 1937 to remove the ten percent ceiling on the amount of contracts for annual contributions which may be entered into with respect to units in congregate housing. Makes provisions for the financing of congregate services.

Second Careers Act - Title I: Findings and Purposes - Expresses the findings of Congress and states the purposes of this Act, including to establish a second careers program to in part redress the pattern of discrimination against workers over 40 and afford them a suitable employment program. Title II: Second Careers Programs - Directs the Secretary of Labor to administer this Act. Requires any program carried out under this Act to include the following: (1) analysis of the local labor force by comparative age factors; (2) activities to familiarize employers in the area with the availability of the workers in the program, and to obtain commitments from on-job-training and work experience sponsors and other employers in the area, to hire second career participants; (3) the formulation of a second career strategy plan by the Secretary of Labor which will include the steps planners intend to take to solve the problems of workers over 40 in the area; (4) the assessment of the skills and experience of a participant in order to formulate realistic career objectives which will enable a participant to compete successfully in the job market; (5) second career counseling; (6) the establishment of second career objectives for program participants; (7) format training agreements between the participant and program manager; (8) the payment by the Secretary of reasonable training costs including training stipends, tuition payments, and payments to on-the-job training sponsors; (9) part-time or flexible-time working hours; and (10) review of work attendance and progress. Requires that program participants be over 40, underemployed, unemployed, or disadvantaged. Lists groups which may qualify as program sponsors. Authorizes appropriations for fiscal years 1979 and 1980 to carry out this Act. Title III: Institute on Age and Employment - Establishes an Institute on Age and Employment in the Department of Labor to help to utilize middle-age and older workers most effectively in the economy.

Congregate Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 months period prior to the submission of an application for renewed funding.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to reduce tax rates below the level established by the Social Security Amendments of 1977 on employment income for both employers and employees and on self-employment income. Increases Federal contributions to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund established under Title XVIII (Medicare) of the Social Security Act by 50 percent. Increases the ceiling on the amount of income that is subject to social security taxation to $100,000 in 1979.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Social Security Refinancing Act - Amends Title II (Old-Age, Survivors, and Disability Insurance) and XVIII (Medicare) of the Social Security Act, and the Internal Revenue Code to finance the payment of disability insurance benefits and hospital insurance benefits through general tax revenues, rather than through employment and self-employment tax revenues. Reduces employment and self-employment tax rates below the rates established by the Social Security Financing Amendments of 1977.

Amends the Communications Act of 1934 to invalidate agreements preventing the broadcast of a professional sports game, by means of television, at the same time and in the same area in which the game is to be played if all tickets to such game have been sold 72 hours before gametime. Repeals this amendment effective February 1, 1981.

Rehabilitation Cost Assistance Act - Authorizes the Secretary of Health, Education, and Welfare to provide grants to States: (1) to make a study of the costs involved in removing architectural, communications, and attitudinal barriers against handicapped persons in federally assisted programs; and (2) to pay the costs involved in assisting in such removal.

National Credit Union Central Liquidity Facility Act - Establishes the National Credit Union Central Liquidity Facility to provide funds to meet the liquidity needs of credit unions. Vests management of the Facility in the National Credit Union Administration. Declares the initial capitalization of the Facility shall be by stock subscription consisting of shares having par value of $50 each. Entitles any member of the Facility to apply on a form prescribed by regulations for advances. Authorizes the Administration to deny or grant any application upon such terms as it may prescribe by regulations. Authorizes the Secretary of the Treasury to lend the Facility up to $500,000,000 to enable it to meet the obligations arising under this Act. Directs the Administration to prepare and submit to the President and to the Congress annually a full report on the activities of the Facility for the previous year. Directs the Comptroller General to audit the Central Liquidity Facility.

Tribally Controlled Community College Assistance Act - Title I: Tribally Controlled Community Colleges - Provides for educational grants by the Secretary of the Interior to tribally controlled Indian community colleges. Provides that schools eligible for such grants shall be: (1) formally controlled, sanctioned or chartered by an Indian tribe or tribes; (2) governed by a board of directors, a majority of whom are Indians; (3) directed by stated goals, philosophy, or plan of action aimed at meeting the needs of Indians; and (4) attended by students, a majority of whom must be Indians if the school has been in operation more than one year. Authorizes technical assistance to the schools. Authorizes the Secretary of the Interior to contract with the Assistant Secretary of Education of the Department of Health, Education and Welfare for feasibility studies of individual schools. Requires such studies to be conducted by the Secretary of the Interior upon tribal request. Provides for the administration, and funding of these grants, with certain rule-making authority being vested in the Secretary. Authorizes appropriations of stated amounts for three years. Directs the Secretary to make annual reports and recommendations to Congress on the program. Stipulates that assistance under this Act shall not, in itself, prevent any recipient college from receiving other educational assistance. Directs the Secretary to prepare a report, on existing and planned tribally controlled community college facilities, Bureau of Indian Affairs facilities which could reasonably be converted to such use. Excludes the Navajo Tribe from the provisions of this title, as well as any colleges which limit enrollment to specific tribes. Title II: Construction Grants - Directs the Secretary to submit to Congress by November, 1979, a survey and study on the academic facilities required by tribally controlled community colleges. Authorizes the Secretary to make planning and construction grants to the colleges upon proper applications and showings. Excludes the Navajo Tribe, as well as any colleges which limit enrollment to specific tribes, from the provisions of this title. Title III: Navajo Community College - Navajo Community College Assistance Act - Amends the Navajo Community College Act to authorize construction appropriations of $60,000,000 for the College over the three years following this enactment. Appropriates additional operating and maintenance appropriations for the College. Directs the Secretary of the Interior to establish procedures to control such appropriations and to segregate them from appropriations for Navajo programs historically expended by the Bureau of Indian Affairs.

Title I: Establishment of Park - Establishes, in the city of Lowell, Massachusetts, the Lowell National Cultural Park, consisting of a preservation zone and an intensive use zone, to preserve sites and structures through implementation of the plan of the Lowell Historic Canal District Commission. Title II: Role of the Secretary - Requires the Secretary of the Interior to submit a park management plan to Congress. Provides for consultation with the Lowell city manager and the Lowell National Cultural Park Commission, established by this Act, in setting preservation, restoration, and use standards. Sets requirements for acquisition of property within the preservation zone. Directs the Secretary to provide technical assistance in preservation, restoration, and other use of park properties. Permits withholding of park management plan funds by the Secretary if the city of Lowell fails to meet specified criteria. Title III: Role of the Commission - Establishes within the Department of the Interior the Lowell National Cultural Park Commission to administer the preservation zone. Requires the Commission to submit management plans and an index of Federal Register and other potentially significant historic cultural or architectural properties. Directs the Commission to make loans, grants, and technical assistance for the preservation, restoration, or development of the park. Provides for the acquisition and disposition of property by the Commission. Enumerates the powers of the Commission, including the holding of hearings, and provides for the staff of the Commission.

Veterans' and Survivors' Pension Improvement Act - Title I: Amendments to Pension Program for Non-service-connected Disability or Death - Revises the list of specified catagories of payments excluded from the determination of annual income for benefit payment purposes. Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

Legislative Oversight Act - Title I: Requirements for Authorization Bills - Requires all legislation considered by either House of Congress which authorizes new budget authority or increased tax expenditures to include a statement of objectives of the program to be authorized or established and a requirement that the agencies administering the program report annually to Congress to assist it in determining whether such program should be amended. Requires such agency reports to list the costs and accomplishments of each program. Title II: Requirements for Reports Accompanying Authorization Bills - Requires committee reports accompanying such legislation to identify expected economic and social costs and benefits of new programs authorized or established by such legislation, potentially duplicative programs, and previous efforts to accomplish the objectives of the program being considered. Requires reports to contain, if the legislation continues an existing program, authorization, or tax expenditure, an assessment of the degree to which such program or tax expenditure has met previously stated objectives. Requires the Comptroller General to publish and periodically update a descriptive catalog of interrelated Federal activities which compares program costs and accomplishments and describes program interrelationships, including the extent to which programs are duplicative. Title III: Presidential Budget Recommendations - Requires the President's budget to describe the relationship between the President's recommended program budgets and the program accomplishments reported by Federal agencies under this Act. Title IV: Authorization Time Limit; Certain Obligations not Impaired - Prohibits congressional consideration of any legislation which authorizes new budget authority or provides new or increased tax expenditures, or new spending authority for a period exceeding five years. Exempts from this prohibition national debt service and payments to individuals from Federal trust funds to which such individuals have contributed. Title V: Miscellaneous Provisions; Effective Date - Recognizes the authority of either House to amend this Act. Sets the effective date of this Act.

Amends the Immigration and Nationality Act to exclude from admission into, and provides for the deportation from, the United States of any alien who engaged or assisted in, or incited or directed others to engage in, the persecution of others on the basis of religion, race, or national origin under the direction of the Nazi government of Germany between March 23, 1933, and May 8, 1945.

Amends the Woodrow Wilson Memorial Act of 1968 to establish a Hubert H. Humphrey Fellowship in Social and Political Thought at the Woodrow Wilson International Center for Scholars at the Smithsonian Institution. Establishes the Hubert H. Humphrey Fellowship Trust Fund in the Treasury.

Excludes from the Federal law limiting and restricting the corporate powers of national banking associations to deal in and underwrite investment securities specified dealing in and underwriting of all other nongeneral obligations issued or guaranteed by or on behalf of a State or any political subdivision thereof or agency of a State or any political subdivision thereof (except special assessment obligations and industrial revenue bonds) which are at the time eligible for purchase by a national bank for its own account, subject to specified limitations. Requires the Secretary of Treasury to submit an annual report to the Congress showing the extent to which the business of underwriting and dealing in State and local obligations is being carried on by commercial banks as compared with other banking institutions with a view to determining the effect of the amendment made by the first section of this Act on the institutional distribution of such business.

Expresses the insistence of the House of Representatives that the Government of the Republic of Korea cooperate with a certain investigation of the House of Representatives Committee on Standards of Official Conduct. Declares that failure of the Government to cooperate with such investigation will have a negative impact on relations between the United States and the Republic of Korea, including assistance for the latter country.

Declares that the President should take steps to discourage activities by the United States which benefit the Government of Uganda; including closing the Ugandan embassy in the District of Columbia; restricting the movement of officials of the Ugandan mission to the United Nations; supporting legislation to prohibit imports to or exports from Uganda; prohibiting the entry of individuals on scholarships from Uganda; prohibiting the training of Ugandans in areas having military application; revoking the landing rights of Ugandan aircraft in the United States; and prohibiting maintenance in the United States of equipment having police or military application.

Directs the Secretary of Defense to place a plaque and a permanent display of medals, ribbons, and tributes of the Vietnam era on the crypt at the National Cemetery at Arlington, Virginia, reserved for an unknown American serviceman who lost his life in Southeast Asia. Directs the Secretary to perform the duties required by this Act even though the remains of such serviceman have not yet been placed in the crypt.

Amends the Flood Control Act of 1970 to require the Secretary of the Army, in determining the need for a flood control project, to consider the economic and social impact of not providing such protection. Sets forth factors for evaluating such impact. Requires the Secretary of the Army, acting through the Chief of Engineers, upon a finding that the costs of any flood control project exceed its benefits, to furnish the non-Federal interests affected by such decision with an opportunity to contribute to the project the amount by which the costs exceed the benefits.

Small Business Government Contracting Reform Act - Simplifies Government contracting procedures with respect to small businesses. Establishes Government contract arbitration panels within the Small Business Administration to facilitate the resolution of disputes between any small business concern and any Federal agency having procurement authority. Directs Federal agencies to take the apparent low responsive bidder's small business concern subcontracting plan into account in determining the responsibility of such bidder for the award of such contract. Assigns an employee of the Small Business Administration to each Federal agency to monitor compliance with specified small business programs. Establishes the Small Business Procurement Advisory Committee.

Federal Emergency Assistance and Preparedness Act - Establishes the Federal Emergency Assistance and Preparedness Administration headed by a Director who shall be a permanent member of the National Security Council. Requires the Director to establish within the Administration the Offices of Disaster Assistance, Emergency Preparedness, and Program Evaluation, and an Emergency Information Center. Requires the Administration to implement and coordinate all Federal disaster assistance and emergency preparedness programs; develop policies with respect to industrial mobilization and economic readiness for emergencies relating to the national defense, undertake research and development to improve programs under its cognizance six; and to gather data on natural, economic, and other phenomena for predicting and planning for industrial and economic mobilization and emergencies and disasters. Directs the Director to make such collected data available to the public and to provide such data to States and localities on a regular basis. Requires the heads of Federal agencies with jurisdiction over any program relating to emergency preparedness or disaster assistance to report annually to the Director on the status of such program. Requires the Director to coordinate such programs with States and localities participating in or applying for such assistance. Transfers to the Administration the functions and authorities of specified agencies respecting programs within the Administration's jurisdiction. Requires the Administration to report annually to Congress. Extends until September 30, 1980, the termination dates of specified provisions of the Federal Civil Defense Act, including those which empower the President to declare a civil defense emergency.

Independent Local Newspaper Act - Amends the Internal Revenue to promote the survival of independent newspapers by providing for the establishment of tax exempt trusts for paying estate taxes on such papers, and by postponing the payment of estate taxes on such papers.
