Amends the Nuclear Waste Policy Act of 1982 to direct the Secretary of Energy to establish a priority listing among utilities for the transportation of high-level radioactive waste and spent nuclear fuel from them to a specified permanent repository. Mandates that the highest priority be assigned to utilities that derive the highest percentage of energy produced or sold from renewable energy resources, including solar, wind, ocean, or geothermal energy, biomass, landfill gas, a generation offset (reduced electricity usage metered at a site where a customer consumes energy from a renewable energy technology), or incremental hydropower. Instructs the Secretary to: (1) establish the listing not later than one year before the projected date of the first transportation of high-level radioactive waste and spent nuclear fuel to the permanent repository; and (2) coordinate the transportation of high-level radioactive waste and spent nuclear fuel from sources other than utilities for which priorities are established under this Act with transportation from such utilities, with the goal of minimizing the number of shipments by combining them whenever possible.

Rural Issues Advisory Board Act of 2002 - Establishes within the Federal Communications Commission (FCC) a Rural Issues Advisory Board to advise the FCC on the impact of its decisions on markets and customers in rural America. Authorizes the Board to: (1) make a rural impact analysis of any FCC rule, order, or other decision; and (2) develop advisory opinions, comments, and reports to advance Federal Government commitment to universal service and to improve access to advanced services and information services in rural America. Requires the Board to serve as a clearinghouse for complaints, criticisms, and suggestions concerning FCC and other Federal policies and activities affecting the receipt of telecommunications services in rural America. Requires any rural impact analysis to be submitted to the FCC for review. Requires the initial analysis to describe the impact of a proposed rule on rural telephone companies and wireless carriers. Requires the FCC, when promulgating a final rule, to prepare a final rural impact analysis. Provides for Board review of FCC rural impact analyses. Entitles any rural telephone company or wireless carrier adversely affected by final FCC rules to judicial review. Requires the FCC to: (1) issue biennial reviews to Congress evaluating progress on measuring costs and other effects of FCC regulations on rural telephone companies and wireless carriers, as well as the capability of carriers to provide quality telecommunications services at affordable rates in rural America; and (2) report on the status of telecommunications in rural America, including universal and advanced services.

Stealth Lobbyist Disclosure Act of 2002 - Amends the Internal Revenue Code to treat certain associations or coalitions as political organizations and thus require disclosure of their lobbying activities. Sets forth disclosure requirements, including notice requirements. Exempts certain tax-exempt organizations from such provisions.

Stealth Lobbyist Disclosure Act of 2002 - Amends the Lobbying Disclosure Act of 1995 to redefine the term "client" with respect to coalitions and associations on whose behalf a lobbyist must file a registration. Provides that, in the case of a coalition or association that employs or retains other persons to conduct lobbying activities, each of the individual members of the coalition or association, and not the coalition or association itself as under current law, is the client for whom a registration must be filed. Makes an exception for certain tax-exempt associations and for certain members of a coalition or association if the amount reasonably expected to be contributed by such member toward specific legislation-influencing activities of the coalition or association is less than $1,000 per any semiannual period.

National AMBER Alert Network Act of 2002 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, or watershed protection areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for: (1) Federal enforcement; and (1) a private right of action.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index. Repeals, as of October 1, 2003, requirements for the prior congressional approval of funding for Department major medical facilities projects or leases.

Darlene's Law - Amends the Public Health Services Act to direct the Secretary of Health and Human Services to establish and maintain the National Organ Donor Registry. Provides for an opt-in organ donation checkoff on income tax forms. Sets forth notice and disclosure requirements. Requires the Secretary of the Treasury to transfer the name and taxpayer identification number of individuals opting for organ donation to the Registry, exempting such disclosure from otherwise applicable prohibitions on the non-tax use of tax form information. Authorizes the Secretary to award grants to qualified organ procurement organizations to establish programs coordinating organ donation activities with hospitals to increase the rate of organ donation for such hospitals. Directs the Secretary to establish an interagency task force on organ donation and research. Requires the Secretary to: (1) award peer-reviewed grants for studies and demonstration projects to increase organ donation and recovery rates, including removing financial disincentives; (2) establish an organ donation public awareness program; (3) support model curricula in relevant issues; (4) develop scientific evidence to support increased donation and improve recovery, transportation, and preservation of organs and tissues; and (5) support research to develop a uniform vocabulary, apply information technology, and enhance the skills and technologies used in organ procurement.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

United States Toxic Mold Safety and Protection Act of 2002 or the Melina Bill - Directs: (1) the Centers for Disease Control, the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH) to jointly study the health effects of indoor mold growth and toxic mold; (2) EPA to promulgate standards for preventing, detecting, and remediating indoor mold growth; and (3) EPA, NIH, and the Department of Housing and Urban Development (HUD) to sponsor related public education programs. Directs: (1) rental property lessors to conduct annual indoor mold inspections; and (2) the Secretary of HUD and the Administrator of EPA to promulgate mold hazard disclosure regulations with respect to housing offered for sale or lease. Directs the Secretary to: (1) establish, with respect to indoor mold in public housing, inspection requirements for existing housing and construction standards for new housing; and (2) establish model construction standards and techniques for mold prevention in new buildings. Establishes an indoor/toxic mold inspection requirement with respect to federally made or insured mortgages. Amends the National Cooperative Research and Production Act of 1993 to provide for industry standards development with respect to building products that are designed to retard mold development. Directs the Administrator of EPA to make grants to States and local governments for mold growth remediation efforts in buildings owned or leased by such governments, including schools and multifamily dwellings. Amends the Internal Revenue Code to allow an annual tax credit for 60 percent of non-reimbursed mold inspection and remediation expenses ($50,000 annual maximum) paid or incurred by a taxpayer. Requires the Director of the Federal Emergency Management Agency to: (1) establish and carry out a toxic mold insurance program, with priority for one-to-four-family residential properties; and (2) establish in the Treasury a National Toxic Mold Hazard Insurance Fund. Authorizes the Director to assist qualifying insurers to form a federally-assisted toxic mold hazard insurance pool. Provides for Federal operation of such program under specified circumstances. Authorizes State waiver of income, resource, and other Medicaid requirements for an individual whose health has been adversely affected by toxic mold exposure, and who lacks adequate medical insurance coverage.

No Tax Breaks for Corporations Renouncing America Act of 2002 - Amends the Internal Revenue Code to deny a foreign entity any reduced rate of withholding tax on any deductible foreign payment under any income tax treaty between the United States and the entity's country unless the entity is predominantly owned by residents of such country.
