Directs each Federal agency required to develop a rural area business development plan to assist small businesses in rural areas by providing direct assistance, procurement assistance, and management and technical assistance to such small businesses and by providing incentives for greater subcontracting by Federal prime contractors and grant recipients with such small businesses.

Sets forth a computation formula for measuring the percentage of ethanol in motor fuel sold by a wholesale distributor. Requires wholesale distributors of motor fuel to report to the Secretary of Energy regarding ethanol sales and credits. Imposes a civil penalty on wholesale distributors for violation of the ethanol-blended fuel requirements. Directs the Secretary of Energy to establish a program to promote ethanol use in motor fuel.

Rural Development Reorganization Act of 1987

Rural Development Reorganization Act of 1987 - Title I: Reorganization of the Department of Agriculture - Renames the Department of Agriculture the Department of Agriculture and Rural Development. Directs the Secretary of Agriculture and Rural Development to establish and maintain a revitalized nationwide rural development program as set forth in the Rural Development Act of 1972, the Rural Development Policy Act of 1980, and this Act. Establishes in such Department a Rural Development Administration headed by an Administrator appointed by the Secretary, with the advice and consent of the Senate. Directs the Secretary to transfer to the Rural Development Administration those agencies, offices, or entities in the Department performing rural development functions. Amends the Agriculture and Food Act of 1981 to expand the number of designated assistance areas from 225 to 450. Establishes within the Rural Development Administration an Office of Advocacy for Rural Development, whose Chief Counsel shall be appointed by the President, with the advice and consent of the Senate. Specifies the functions and duties of such Office. Directs the Comptroller General to investigate and report to the President and the Congress about services, functions, and missions of other Federal departments and agencies which could be transferred to the Secretary of Agriculture and Rural Development. Directs the Secretary to report, by geographical areas of the United States, to the Congress: (1) within six months after enactment of this Act on the extent to which rural development offices and activities of the Federal Government were located or relocated to rural areas during FY 1981 through 1986; and (2) within six months after the end of each fiscal year beginning with FY 1987 on the extent to which Federal offices and activities were located or relocated to rural areas. Title II: State Cooperative Agreements and Plans - Authorizes the Administrator, Rural Development Administration, to enter into cooperative agreements with States: (1) to delegate to any State the authority to cooperate in carrying out the provisions of this Act; and (2) to assist States in the development and administration of Federal programs that provide educational opportunities, job training, health services, and other specified benefits to rural residents. Conditions any agreement or financial assistance under this Act upon a State's submission for approval of a comprehensive plan for a State rural development program. Permits the Secretary and other Federal agency heads to enter into agreements with State and local governments to provide educational training, job training, health services, and other benefits to rural residents. Directs the Administrator in cooperation with the Secretary to use the Cooperative State Extension Service to inform rural residents about such programs. Establishes in the National Agricultural Library the National Rural Assistance Information Clearinghouse, which shall distribute information and data about Federal, State, and local programs. Title III: Rural Technology Grants - Amends the Consolidated Farm and Rural Development Act to direct the Secretary to make grants to nonprofit institutions to establish rural technology development centers to seek to improve rural economic conditions. Permits the Secretary to provide employment-related technical assistance to economically distressed rural areas. Title IV: Special Grants - Amends the Rural Development Act to direct the Secretary to make grants to programs assisting displaced farmers. Specifies the kinds of services to be provided. Authorizes appropriations. Title V: Miscellaneous Amendments - Makes conforming amendments to the Community Economic Development Act of 1981 and other Federal law. Title VI: Administrative Provisions - Sets forth administrative provisions. Title VII: Block Grants - Subtitle A: Rural Development Assistance Grant - Amends the Consolidated Farm and Rural Development Act to direct the Rural Development Administration to make grants to States: (1) to provide rural economic development technical assistance, rural community leadership development, and community and areawide rural economic development planning; or (2) for measures designed to facilitate development of private business enterprises. Authorizes appropriations. Subtitle B: Rural Infrastructure Block Grant Act - Directs the Secretary, for each fiscal year, to allocate to each State funds for rural infrastructure development according to a congressionally approved formula. Lists factors to be considered in devising such formula. Requires submission of a proposed formula to the agriculture committees of both Houses of Congress. Makes such proposed formula effective after 90 calendar days unless a joint resolution is enacted either disapproving the formula or substituting another formula. Authorizes appropriations. Title VIII: Special Assistant to the President for Rural Policy - Directs the President, within 90 days after enactment of this Act, to appoint a Special Assistant to the President for Rural Policy who shall: (1) systematically review Federal programs affecting rural areas; and (2) assist in the preparation of a comprehensive rural development strategy designed to maximize the effectiveness and increase the responsiveness of Federal programs to rural areas. Requires the Secretary, within one year after enactment of this Act, to transmit the rural development strategy to the congressional agriculture committees and to report annually to such committees on any changes to such strategy. Requires the Special Assistant to use the Office of the President to maximize coordination of Federal programs affecting rural areas. Title IX: Effective Date - Sets forth the effective date of this Act.

Project ACCESS - Establishes a two-year demonstration program that will provide a wide array of services to secondary school students in rural sections of the country to encourage entry into and successful completion of postsecondary education programs, career planning, and return to the rural community. Authorizes the Secretary of Education, in accordance with specified provisions of the Higher Education Amendments of 1986, to support development of Project ACCESS Program capability in any or all of the nine Educational Research Laboratories. Sets forth application requirements and services to be incorporated as part of the programming under Project Access. Authorizes appropriations for FY 1988 and 1989 to supplement the contracts now held by the nine regional educational laboratories administered by the Office of Educational Research and Improvement (OERI) for purposes of this program. Subjects this program to ratable reductions. Requires regional educational laboratories wishing to develop and operate a demonstration Project ACCESS Program to request a modification of their existing OERI contracts. Sets forth required contents of such proposed contract modifications. Requires OERI to prepare and submit a report to the Congress on the impact of this demonstration program, including recommendations of the regional laboratories, by November 30, 1988.

Requires executive agencies to cooperate with the Administrator's responsibilities for rural area programs.

Human Fetal Tissue Transportation Act of 1987 - Prohibits interstate importation, exportation, or transportation of human fetal tissue, except as permitted under this Act. Requires any person who transports such tissue to notify the Secretary of Health and Human Services (Secretary) semiannually of each such transportation, with specified information. Requires the Secretary to establish regulations restricting or prohibiting interstate importation, exportation, or transportation of human fetal tissue and the operation of human fetal tissue storage facilities as necessary to protect the public health or promote the general welfare. Prohibits operation of a human fetal storage facility, except with a license issued under this Act. Requires the Secretary to issue or renew such license for any organization which meets the requirements of this Act. Authorizes the Secretary to limit, suspend, or revoke any license for material misrepresentations, failure to provide certain information, or failure to comply with regulations. Authorizes the Secretary to conduct investigations or inspections necessary to carry out this Act. Requires the Secretary to furnish the Attorney General information indicating noncompliance with this Act. Establishes penalties of fines or imprisonment for violations of this Act. Declares that this Act shall not affect any provision of State law, except to the extent such law is inconsistent with this Act, and then only to the extent of the inconsistency. Defines "human fetal tissue" to be matter yielded by an aborted human pregnancy and any biochemical product derived from such matter.

United States Olympic Checkoff Act - Amends the Internal Revenue Code to allow taxpayers to designate on their income tax returns a contribution of one dollar of their income tax refunds and any voluntary cash contributions for use by the U.S. Olympic Committee. Establishes in the Treasury a U.S. Olympic Trust Fund. Appropriates to such trust fund amounts equal to the amounts designated on tax returns. Directs the Secretary of the Treasury to pay such amounts to the U.S. Olympic Committee at least quarterly. Allows specified administrative expenses of the Department of the Treasury to be paid from such trust fund.

Moscow Embassy Security Resolution - Declares that: (1) the Government of the U.S.S.R. has violated the diplomatic privileges and immunities of the Embassy of the United States by surreptitiously entering that Embassy to conduct espionage; (2) the penetration of the Embassy constitutes a gross violation of international law; (3) such penetration has inflicted grave damage upon the national security of the United States; (4) the security of the United States requires that American personnel in Moscow can communicate in confidence; (5) such personnel cannot communicate in confidence within the present Embassy in Moscow, nor within the proposed new Embassy in Moscow; (6) the agreements between the United States and the U.S.S.R. concerning new embassies in Moscow and Washington allow either party to withdraw from the agreements to the extent the national security interests of the party require; and (7) to protect national security, the United States must withdraw from the embassy agreements. Declares that the United States withdraws from the embassy agreements. Requires the Secretary of State to notify the Government of the U.S.S.R. that the Mount Alto site in Washington, D.C., will cease to be available to that Government for any purpose.

Railroad Safety Reauthorization and Improvement Act of 1987 - Amends the Federal Railroad Safety Act of 1970 to authorize appropriations for FY 1988 and 1989. Directs the Secretary of Transportation to issue regulations requiring that all: (1) railroad employees responsible for safety-sensitive functions be subject to random-based testing for the use of alcohol or a controlled substance; and (2) locomotives operating on specified passenger trackage or feeder lines be equipped with certain automatic speed control devices. Directs the Federal Railroad Administration to establish certain grade crossing demonstration projects, and to report to the Congress on the results of such projects. Amends the Federal Railroad Safety Act of 1970 to make it unlawful for any person (including railroad personnel) to fail to comply with any rules prescribed by the Secretary. Increases the maximum civil penalty for such violations from $2,500 to $10,000 (and $25,000 for specified violations). Authorizes the Secretary to prohibit an individual from performing safety-sensitive functions if such individual's violation of a rule, regulation, order, or standard is shown to make that individual unfit for such functions.

Medicare and Medicaid Patient and Program Protection Act of 1987 - Amends part A (General Provisions) of title XI of the Social Security Act to direct the Secretary of Health and Human Services to exclude from participation in programs under title XVIII (Medicare) of the Social Security Act and to require the prohibition from participation in any State health care program of any individual or entity: (1) convicted of a criminal offense related to the delivery of an item or service under title XVIII or under titles XIX (Medicaid), V (Maternal and Child Health Block Grant), or XX (Block Grants to States for Social Services) of such Act; or (2) convicted of a criminal offense related to neglect or abuse of patients in connection with the delivery of a health care item or service. Authorizes the Secretary to exclude from Medicare participation and to require the prohibition from participation in any State health care program of any individual or entity: (1) convicted of fraud with respect to any Federal, State, or locally financed health care program; (2) convicted of interfering with the investigation of health care fraud or patient abuse; (3) convicted of a felony for manufacturing, distributing, or dispensing a controlled substance; (4) whose health care license has been suspended or revoked; (5) suspended or excluded from participation in a Federal health care program; (6) claiming excessive charges or providing unnecessary services; (7) committing certain acts prohibited under title XI; (8) owned or controlled by an individual convicted of health care-related crimes, fined for health care abuses, or excluded from Medicare or a State health care program; (9) failing to supply certain information; and (10) defaulting on health education loans or scholarship obligations made or secured by the Secretary. Authorizes the Secretary to exclude any hospital failing to comply with corrective action required under title XVIII. Sets forth provisions relating to notice requirements, judicial review, and period of exclusion. Directs the Secretary to promptly notify each appropriate State agency administering or supervising the administration of a State health care program of each exclusion and the period of exclusion. Permits an excluded individual or entity to apply, following a period of exclusion, to the Secretary for reinstatement. Sets forth provisions providing for civil and criminal penalties for acts involving Medicare or State health care programs abuse, including penalties for physician misrepresentations. Requires a State, as a condition of Medicaid plan approval, to provide for the following: (1) a system of reporting any type of adverse action concluded against any health care practitioner or entity by the State or a local licensing authority; and (2) such access to documents as may be necessary by the Secretary. Requires the Secretary to provide suitable safeguards for the confidentiality of such information. Requires any health care provider providing health care services for which payment may be made under the Act to assure that services or items furnished: (1) will be provided economically and only when, and to the extent, medically necessary; (2) will be quality services which meet professionally recognized standards of health care; and (3) will be supported by evidence of medical necessity and quality in such form and fashion and at such time as may reasonably be required by a reviewing peer review organization in the exercise of its duties and responsibilities. Permits a State to exclude from Medicaid participation any individual or entity excluded under Medicare pursuant to the patient and program protection provisions. Requires a State, in order to receive Federal payments with respect to a health maintenance organization (HMO), to exclude any HMO that: (1) could be excluded because of the conviction of the owners or managers of certain crimes; or (2) contracts with any individual or entity convicted of such crimes. Prohibits Federal payments with respect to any amount expended for items or services furnished by or at the direction of any individual or entity excluded from Medicaid participation because of the patient and program protection provisions. Prohibits a State from making payments under title V with respect to any amount expended for items or services furnished by or at the direction of any individual or entity excluded from participation pursuant to the patient and program protection provisions of title XI. Prohibits Federal payments with respect to any amount expended for items or services furnished by or at the direction of any individual or entity excluded from Medicare because of the patient and program protection provisions of title XI. Prohibits using a grant under title XX for payment for any item or service furnished by or at the direction of a person excluded from title XX participation because of the patient and program protection provisions of title XI. Revises disclosure requirements under part A of title XI. Revises Medicare provisions concerning agreements with providers. Modifies the Medicaid moratorium provisions of the Deficit Reduction Act of 1984 to consider a State's Medicaid plan to include any plan change and any policy or guideline delineated in the State Medicaid operation or program manuals submitted to the Secretary either before or after the enactment of that Act and whether or not approved or disapproved by the Secretary. Requires the Secretary to restore, for the duration of the moratorium, the policy in effect at the beginning of the moratorium regarding the period when homeownership by an institutionalized individual is permitted and the time permitted for the sale of a home. Amends the Medicare program to provide payment to beneficiaries for services rendered by an individual or entity which has been excluded from Medicare participation if such beneficiary did not know or have reason to know of the exclusion. Revises the definition under title XI of a "person with an ownership or control interest" in a provider of services under title V, XVIII, or XIX to limit reporting on ownership interests to those interests at or exceeding five percent of the entity's assets. Authorizes the Secretary to impose an intermediate sanction on a renal disease facility whose noncompliance with regulations the Secretary prescribes does not immediately jeopardize patient health and safety by denying it Medicare payments for services it provides after receiving notice of the sanction and before correcting its deficiencies. Provides that individuals who knowingly and willfully (currently, the intent must be knowing or willful) make a false statement or misrepresent a material fact in the sale of Medicare supplemental health insurance shall be guilty of a felony. Directs the Secretary to promulgate final regulations within two years of enactment of this Act specifying payment practices which shall not be considered as violations of the Social Security Act's anti-kickback provisions. Sets forth effective date provisions.

Agricultural Loan Assistance Act of 1987 - Amends the Federal Deposit Insurance Act to require Federal banking agencies to permit an agricultural bank to: (1) amortize over ten years any loss on a qualified agricultural loan that the bank would otherwise be required to show on an annual financial statement for 1987 through 1991; and (2) reappraise the value of any real estate or other real or personal property that the bank acquired coincident to making a qualified agricultural loan and that it owned on January 1, 1987, and any additional property that it acquired before January 1, 1992, and to amortize over ten years any loss resulting from such reappraisal that it would otherwise be required to show on its annual financial statements. Allows such amortization only if there is no evidence that fraud or criminal abuse by the bank led to such losses.

Interstate Sales Tax Collection Act of 1987 - Allows any State or political subdivision to require retailers engaged in business in that State to collect a State and local sales or use tax on the sale or use of tangible personal property shipped or delivered into that State or political subdivision. Amends the Internal Revenue Code to require interstate retailers to file information returns with the Internal Revenue Service for the purpose of assisting States in the collection of such sales or use taxes. Authorizes disclosure of such information to State tax officials. Imposes penalties for failure to file such information returns.

Medicare Catastrophic Illness Coverage Act - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to remove durational limitations on the coverage of inpatient hospital services. Provides coverage of post-hospital extended care services for up to 100 days each year. (Currently such services are provided for up to 100 days during a "spell of illness".) Requires a beneficiary to pay a deductible for each of the first two inpatient hospital admissions in a year. (Currently an inpatient hospital deductible is required for each "spell of illness.") Eliminates the coinsurance requirement for inpatient hospital services and outpatient hospital extended care services. Amends part B (Supplementary Medical Insurance) of the Medicare program to cover the amount by which a part B enrollee's out-of-pocket expenses exceed $2,000 in 1988, adjusting such ceiling thereafter to reflect changes in total Medicare per capita expenses. Excludes from the computation of a beneficiary's out-of-pocket expenses amounts above the full part B payment to physicians and others who do not accept assignment. Includes in the computation of the part B premium an amount equal to the Secretary of Health and Human Services' estimate of a part B enrollee's share of the benefits and administrative costs which result from this Act's catastrophic care coverage and beneficiary expense ceiling. Provides for the transfer to the Federal Hospital Insurance Trust Fund of part B premium revenues which are attributable to the catastrophic care coverage this Act establishes under part A of the Medicare program.

Federal Financial Management Improvement Act

Federal Financial Management Improvement Act - Establishes: (1) the Office of the Chief Financial Officer of the United States in the Executive Office of the President; (2) an Assistant Secretary for Financial Management in each executive department; and (3) a Controller in each executive agency. Requires officers to be appointed to such positions by the President, by and with the advice and consent of the Senate. Requires the Chief Financial Officer (CFO) to: (1) provide central direction and monitoring of the executive agencies in the management of their financial activities; (2) ensure that the President and the Congress are fully informed of the Government's financial management condition; and (3) maintain the central accounting and reporting records of the Government. Requires each Assistant Secretary and Controller to: (1) maintain a strategic financial management plan for the department or agency; and (2) participate in the appointment, development, and evaluation of financial managers of such department or agency. Requires the budget of each department and agency to contain a line item for its Assistant Secretary or Controller based on its strategic financial management plan. Establishes in the executive branch the Federal Finance Council, which shall consist of the CFO and the Assistant Secretaries, as an advisory body on financial management objectives, information requirements, plans, operations, and activities. Directs the President to transfer to the Office of the CFO: (1) such functions of the executive agencies as the President determines are properly related to the functions of the Office; and (2) such personnel, property, and records of such agencies as are related to the transferred functions.

Amends the Housing Act of 1964 to make authority permanent for urban rehabilitation loan authority. Amends the Housing Act of 1949 to make authority permanent for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; and (2) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1986 to make national flood insurance authority, including emergency implementation provisions, permanent.
