Television Decoder Circuitry Act of 1990

Television Decoder Circuitry Act of 1990 - Amends the Communications Act of 1934 to require that any television with at least a 13-inch screen which is manufactured, or imported for use, in the United States be equipped with built-in decoder circuitry designed to display closed-captioned TV transmissions. Prohibits shipping in interstate commerce, manufacturing, assembling, or importing any such television except pursuant to rules by the Federal Communications Commission (FCC). Requires such rules to provide performance and display standards for such built-in decoder circuitry. Requires the FCC, within five years, to evaluate compatibility issues and advancement in TV technology and take any action it deems necessary to amend such rules as to ensure that such decoder chip circuitry is capable of continuing service to closed-caption consumers regardless of new broadcast technologies.

Breast and Cervical Cancer Mortality Prevention Act of 1990 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the Director of the Centers for Disease Control, to make grants to States, with regard to breast and cervical cancer, for screening, referrals and follow-up services, public information and education programs, education and training for health professionals, quality monitoring of screening, and evaluations of such activities. Sets forth preferences in making the grants and requires equitable geographical distribution. Requires matching non-Federal funds in a specified ratio. Requires that States agree to: (1) provide all of certain services by a specified date; (2) switch to any improved screening procedures which become available; and (3) assure the quality of any screening procedures used. Directs the Secretary to establish guidelines for assuring the quality of mammography and cytological screening conducted under these provisions. Requires that low-income women be given priority in the provision of services. Requires that a charge for services, if any: (1) be made according to a public schedule; (2) be adjusted for income of the woman involved; and (3) not be imposed on women with incomes below the poverty line. Requires services to be provided throughout a State, including to members of any Indian tribe or tribal organization. Authorizes the Secretary to provide training and technical assistance. Directs the Secretary to provide for annual evaluations of programs carried out under this Act. Authorizes appropriations. Limits the number of grants made to seven in FY 1991.

(Currently the exception applies only to distributions made before January 1, 1990.) Permits ESOP participants whose compensation does not exceed a certain amount to contribute up to 50 percent of it to the plan. Amends the Federal Election Campaign Act of 1971 to permit payroll deductions for ESOP participants to make certain political contributions.

Civil Rights Protections Act of 1990 - Amends specified provisions of Federal law relating to equal protection under the law to declare that: (1) the rights protected by those provisions are protected against nongovernmental discrimination as well as against impairment under color of State law; and (2) those provisions afford the same protection against discrimination in the performance, breach, or termination of a contract, or in the setting of the terms or conditions thereof, as it does in the making or enforcement of the contract. Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a seniority system is adopted, an individual becomes subject to it, or a person is injured by the application of the system or a provision thereof, if it was adopted for an intentionally discriminatory purpose, whether or not that discriminatory purpose is apparent on the face of the provision.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter Tuition Assistance Account, the Hazardous Materials Response Computer Account, the Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Establishes a National Hero Scholarship to fund the higher education of a child, spouse, or dependent parent of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974 and the provision of information concerning surplus Federal property and infectious diseases pursuant to this Act. Establishes the Firefighter Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to provide States with funds from the Hazardous Materials Response Computer Account of the fund for distribution to local fire services that wish to purchase computer equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to fire services, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable. Permits the Administrator, in certain circumstances, to award to a domestic firm a contract that, under the use of competitive procedures, would be awarded to a foreign firm.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.

Directs the Secretary of the Interior to be responsible for maintenance and care of the memorial.

Subtitle B: Uniform Base Acreage and Yield Provisions - Amends the Agricultural Act of 1949 to establish the acreage bases and program yields for the 1991 through 1995 crops of wheat, feed grains, upland cotton, and rice. Subtitle C: Honey - Amends the Agricultural Act of 1949 to extend honey price support authority through 1995. Title XI: Trade - Amends the Agricultural Trade Development and Assistance Act of 1954 to extend authorities through 1995 for: (1) local currency sales; (2) private enterprise promotion; and (3) sales and assistance agreements. Amends the Agricultural Act of 1949 to extend authority for furnishing agricultural commodities to developing and friendly countries through 1995. Amends the Food Security Act of 1985 to extend authorities through 1995 for: (1) the farmer-to-farmer program; (2) the food for progress program; (3) the targeted export assistance program; and (4) the short-term export credit program. Directs the CCC to provide commodity export enhancement assistance through FY 1995. Title XII: Conservation - Amends the Food Security Act of 1985 to extend authority for the conservation reserve program through 1995. Title XIII: Research - Amends Federal law to authorize appropriations through FY 1995 for agricultural research facilities grants and competitive research grants. Amends the Rural Development Act of 1972 to authorize appropriations through FY 1995 for grants to financially stressed farmers, dislocated farmers, and rural families. Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to authorize appropriations through FY 1995 for: (1) grants to support higher education in the food and agricultural sciences; (2) animal health and disease research; (3) animal health and disease national or regional research; (4) agricultural research; (5) extension education; (6) aquaculture; (7) rangeland research; and (8) dairy goat research. Authorizes expenditures for agricultural technology research through 1995. Extends authority through FY 1995 for supplemental and alternative crops research and pilot programs. Amends the Food Security Act of 1985 to authorize appropriations through FY 1995 for: (1) grants to upgrade 1890 land-grant college extension facilities; (2) acquisition, construction, and repair of Federal agricultural research facilities; and (3) market expansion research. Title XIV: Food Stamp and Related Provisions - Amends the Food Stamp Act of 1977 to allocate funds for employment training through 1995. Extends pilot project authority through 1995. Authorizes appropriations through FY 1995 for: (1) the food stamp program; and (2) block grants to Puerto Rico. Amends the Agriculture and Consumer Protection Act to extend authorities for the commodity distribution and supplemental food programs through FY 1995. Amends the Agriculture and Food Act of 1981 to extend authority through 1995 for surplus commodities to nutrition projects program reprocessing agreements. Amends the Temporary Emergency Food Assistance Act of 1983 to reauthorize and extend the termination for such Act through FY 1995. Energy and Environmental Security Act of 1990 - Title I: Extension and Modification of Tax Incentives for Ethanol - Amends the Internal Revenue Code to extend excise tax reductions for specified alcohol fuel mixtures for nine years. Directs the U.S. Comptroller General to study the options for reimbursing the Highway Trust Fund for the reduction in its receipts due to such reductions. Extends a tax credit for alcohol fuels to December 31, 2002. Prohibits carryovers of such credits after 2004. Extends such credits to alcohol used to produce ethyl tertiary butyl ether (ETBE). Amends the Harmonized Tariff Schedule of the United States to extend: (1) the tariff treatment for ethanol to ETBE; and (2) the effective period of the temporary duty on ethanol to December 31, 2002. Title II: Oxygenated Fuels and Aromatic Compounds - Amends the Clean Air Act to prohibit, during October to March of each year, the introduction into commerce in any carbon monoxide nonattainment area of gasoline with an oxygen content of less than 3.1 percent. Provides for the exchange of oxygen credits between sellers of fuels with an oxygen content higher than required and other sellers of fuels to offset the use of fuels with a lower content than required. Prohibits such exchanges between sellers in different nonattainment areas. Requires retailers of oxygenated fuels to label fuel dispensing systems with a notice that the fuel is oxygenated and will reduce carbon monoxide emissions. Directs the Administrator of the Environmental Protection Agency to develop environmental profiles for each of the aromatic compounds in gasoline and to take action to limit the use of such compounds in accordance with the profiles. Title III: Development and Use of Ethanol - Requires the Secretary of Energy to: (1) give funding priority to ethanol development projects that have high potential for immediate benefits; and (2) establish a program to promote the development and use of ethanol in motor fuel.

Medicare Benefit Improvements Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers up to 80 hours of annual in-home respite care furnished to an individual who has incurred expenses equal to a specified Medicare Part B (Supplementary Medical Insurance) cost-sharing limit and, for the preceding three months, has been unable to perform at least two specified daily living activities without the assistance of an uncompensated primary caregiver with whom he or she resides. Covers nursing care and home health aide services as home health services if such services are needed less than seven days each week or are needed for up to 38 consecutive days. Amends part A (Hospital Insurance) of the Medicare program to create an extension period of hospice care for terminally ill beneficiaries which is to follow the two 90-day periods and the subsequent 30-day period of hospice care coverage currently provided in an individual's lifetime. Increases the Medicare part B premium.
