Veterans Mental Health Training for First Responders and Community Leaders Act of 2008 - Directs the Secretary of Veterans Affairs to conduct a three-year pilot program to provide education and training to emergency response providers and community leaders about post-traumatic stress disorder (PTSD), depression, traumatic brain injury, and other mental health conditions related to deployment in support of Operations Iraqi Freedom and Enduring Freedom.

Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to: (1) waive certain limitations on the tax deduction for personal casualty losses attributable to a federally declared disaster occurring after December 31, 2007, and before January 1, 2012; (2) allow expensing of business-related costs for abatement or control of hazardous substances, removal of debris, and repairs related to a federally declared disaster; (3) allow a five year net operating loss carryback period for losses attributable to a federally declared disaster; (4) waive the first-time homebuyer requirement and other requirements for mortgage revenue bond financing of residences in a disaster area; (5) increase the standard mileage rate for the tax deduction for the use of a passenger automobile for charitable purposes; (6) provide additional allocations under the low-income housing tax credit for property affected by a federally declared disaster; (7) expand tax-exempt private activity bond financing to included qualified disaster bonds; and (8) suspend limitations on the charitable tax deduction for disaster relief contributions.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

Officer Andrew Widman Criminal Alien Enforcement Act of 2008 - Amends the Immigration and Nationality Act to permit extension of the 90-day detention period for an alien under order of removal if the alien fails to: (1) make all reasonable efforts to comply with the removal order; or (2) cooperate with Department of Homeland Security (DHS) efforts to establish the alien's identity and carry out the removal order, including failing to make timely application for travel or departure documents, or acting to prevent such removal. States that the removal period shall: (1) not begin until the alien is in DHS custody; and (2) if the alien is transferred to another federal or state agency, be tolled until return to DHS custody. Authorizes the Secretary of Homeland Security to detain an alien subject to an administrative final order of removal who has been granted a stay of removal during the pendency of such stay. Authorizes the Secretary to parole an alien ordered removed and provide that such alien not be detained unless: (1) the alien violates parole conditions; or (2) removal becomes reasonably foreseeable. Requires that a detention review process be established for aliens under order of removal who have effected an entry and are cooperating with removal. Sets forth evidence provisions. Authorizes the Secretary to detain an alien for 90 days beyond the original removal (and extension) period. Authorizes the Secretary to detain an alien beyond such 90-day period until removal if the Secretary certifies in writing that: (1) it is likely that the alien will be removed in the foreseeable future; or (2) the alien has a highly contagious disease that poses a public safety threat, release of the alien would have serious adverse foreign policy consequences or would threaten U.S. national security, or the alien's release would threaten the community or an individual because of the alien's criminal history. Authorizes the Secretary to: (1) renew detention by certification every six months (provides that the alien shall be released from detention if certification is not renewed); (2) condition an alien's release; and (3) re-detain persons on supervised release. Directs the Secretary to detain an alien who has effected an entry and is not cooperating with removal or if the Secretary has certified the detention. Restricts judicial review of detention to habeas corpus petitions in U.S. district court after exhaustion of all administrative remedies.

Amends the Food, Conservation, and Energy Act of 2008 to exempt from the prohibition on receiving direct payments, counter-cyclical payments, or average crop revenue election payments when the sum of a farm's base acres is 10 acres or less: (1) a farm owned by a socially disadvantaged or limited resource farmer or rancher; or (2) a producer whose aggregate total base acres of all farms are greater than 10 acres, including farms owned by a producer or operated by a producer with the owner's concurrence, including farms operated under a crop-share lease arrangement. Permits a producer to reconstitute any farms to exceed the 10 base acre minimum through consolidation of the farms' base acreage.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.

Strengthen American Manufacturers Act of 2008 - Amends the Internal Revenue Code to: (1) make permanent the tax credit for increasing research activities; (2) increase to 20% the rate of the alternative simplified tax credit for research expenses; (3) make permanent the increased expensing allowance for depreciable business property; and (4) reduce to 30% the maximum income tax rate for corporations. Memorializes the loss of more than 4,000 lives due to the Okeechobee Hurricane of 1928. Recognizes: (1) the importance of hurricane preparedness measures, enhanced evacuation, emergency plans, and disaster response training in economically disadvantaged communities to prevent a disproportionate impact of natural disasters and disparities in disaster response; and (2) the role of relevant federal agencies, research institutes, universities, and disaster response organizations in such activities to better prepare for, respond to, and mitigate the impacts of storms and hurricanes. Expresses support for initiatives to enhance our understanding of mitigation impacts on physical structures. Urges the federal, state, and local governments to: (1) commemorate the 80th anniversary of Okeechobee Hurricane; (2) recognize mass graves of the victims; (3) act to quickly repair and rehabilitate dikes, water management systems, and other infrastructure in hurricane-prone regions designated by the Army Corps of Engineers with Class I "urgent and compelling" vulnerability and to encourage hurricane and disaster preparedness, education, response, and mitigation; and (4) support programs that promote disaster preparedness, education, response, and mitigation in economically disadvantaged and migrant communities. Providing Real Outreach for Veterans Act of 2008 or PRO-VETS Act of 2008 - Directs the Secretary of Veterans Affairs (Secretary) to enter into an agreement with the Secretary of Defense for the transfer of data to the Secretary for providing members of the Armed Forces and veterans with individualized information concerning veterans' benefits that each member and veteran may be eligible for. Requires the Secretary, after receiving such data, to: (1) compile a list of all benefits for which each member or veteran may be eligible; (2) notify the member or veteran (or their legal representative) of such benefits; and (3) provide a second notification if the member or veteran does not apply for a listed benefit within 60 days, as well as annual notifications thereafter. Requires additional notifications based on changed circumstances. Allows each member or veteran the option to decline further notifications. Directs the Secretary to use transferred data to reduce the amount of information that a member or veteran must provide when applying for benefits. Requires the Secretary of Defense to provide a member or veteran the opportunity to decline authorization for the transfer of information under this Act.

Mental Health for Heroes' Families Act of 2008 - Removes the requirement that, in order for family members of a veteran being treated in a Department of Veterans Affairs (VA) hospital for a non-service-connected disability to be eligible for counseling, training, and mental health services in connection with the veteran's treatment: (1) such services must have been initiated during the veteran's hospitalization; and (2) the continued provision of such services on an outpatient basis is essential to permit the veteran's discharge from the hospital.

Energy Markets Emergency Act of 2008 - Directs the Commodity Futures Trading Commission (CFTC) to utilize all its authority, including its emergency powers, to: (1) curb immediately the role of excessive speculation in any contract market within its jurisdiction and control on or through which energy futures or swaps are traded; and (2) eliminate excessive speculation, price distortion, sudden or unreasonable fluctuations or unwarranted changes in prices, or other unlawful activity that is causing major market disturbances that prevent the market from accurately reflecting the forces of supply and demand for energy commodities.
