End Diaper Need Act of 2021 This bill establishes and expands programs to increase access to diapers and related supplies primarily for low-income families. The Department of Health and Human Services must award demonstration grants to entities with experience in community distribution of basic necessities or other community services to meet diapering needs of eligible families with infants and toddlers. Additionally, the bill permits states to use Medicaid funds to provide medically necessary diapers and supplies to certain low-income families. These families must have a child who is over age three and diagnosed with a serious condition such as bowel or bladder incontinence. It also allows individuals to buy medically necessary diapers and supplies with funds from health savings accounts and other tax-advantaged accounts for health care expenses.

This resolution calls upon Vice President Michael R. Pence (1) to immediately use his powers under section 4 of the Twenty-fifth Amendment to convene and mobilize the principal officers of the executive departments to declare that the President is unable to successfully discharge the duties and powers of his office, and (2) to transmit to the President pro tempore of the Senate and the Speaker of the House notice that he will be immediately assuming the powers and duties of the office as Acting President.

Executive Branch Conflict of Interest Act This bill expands and establishes new prohibitions related to conflicts of interest involving certain federal government employees. Specifically, the bill prohibits a federal government employee from accepting a bonus from a former private sector employer for entering government service. The bill prohibits certain senior officials from using their position to participate in matters wherein a former employer or client has a financial interest, and it establishes penalties for an official who violates this prohibition. The bill also increases lobbying restrictions to two years for certain senior officials. In addition, the bill expands prohibitions that prevent certain former officials who were responsible for specified government contracts from receiving compensation from a participating contractor, contractor's affiliate, or subcontractor. The bill also prohibits a procurement officer in the federal government from working for a company that received a contract overseen by the procurement officer during the officer's last two years in government service.

Korean American Vietnam Allies Long Overdue for Relief Act or the Korean American VALOR Act This bill entitles certain veterans who served in the armed forces of the Republic of Korea to hospital and domiciliary care and medical services through the Department of Veterans Affairs (VA). Specifically, the bill entitles those veterans who served in the armed forces of the Republic of Korea in Vietnam between January 9, 1962, and May 7, 1975, or during a time period determined by the VA, and became U.S. citizens after such service.

Public Housing Emergency Response Act This bill authorizes additional assistance from the Public Housing Capital Fund to public housing agencies based upon capital need as determined by the agencies' most recent Physical Needs Assessment.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Emmett Till Antilynching Act This bill specifies that an offense involving lynching is a hate crime act. A violator is subject to criminal penalties—a prison term, a fine, or both.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. The commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African Americans and society.

For the People Act of 2021 This bill addresses voter access, election integrity and security, campaign finance, and ethics for the three branches of government. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. The bill requires states to establish independent redistricting commissions to carry out congressional redistricting. Additionally, the bill sets forth provisions related to election security, including sharing intelligence information with state election officials, supporting states in securing their election systems, developing a national strategy to protect U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. Further, the bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices. The bill addresses ethics in all three branches of government, including by requiring a code of conduct for Supreme Court Justices, prohibiting Members of the House from serving on the board of a for-profit entity, and establishing additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill requires the President, the Vice President, and certain candidates for those offices to disclose 10 years of tax returns.

Preventing Future Pandemics Act of 2021 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the National Academies of Sciences, Engineering, and Medicine must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Federal Death Penalty Abolition Act of 2021 This bill prohibits the imposition of a death penalty sentence for a violation of federal law. It eliminates statutory authority for the death penalty as a sentencing option for federal offenses. It also requires a person who was sentenced to death before enactment of this bill to be resentenced.

Obstetric Fistula Prevention, Treatment, Hope, and Dignity Restoration Act of 2020 This bill authorizes the President to (1) provide assistance, including through international organizations, national governments, and international and local nongovernmental organizations, to address the social, structural, health, and human rights issues that lead to obstetric fistula; and (2) support treatment of obstetric fistula. Such assistance shall promote the global Campaign to End Fistula and the International Obstetric Fistula Working Group.

This resolution recognizes the fifth anniversary of the adoption of the Paris Agreement, an international agreement to keep global temperature from rising 2 degrees Celsius (3.6 degrees Fahrenheit) above preindustrial levels. It also recommends that the United States rejoins the global warming agreement.

Pandemic Accommodation to Support Students Act or the PASS Act This bill directs the Department of Education (ED) to extend certain temporary relief related to federal student loans. Specifically, the bill extends to September 30, 2021, the suspension of payments and interest due on Federal Direct Loans and Federal Family Education Loans that are held by ED. Further, ED must carry out a program, beginning on August 1, 2021, to provide at least six notices to borrowers that normal payment obligations will resume.

Air America Act of 2020 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Keeping All Students Safe Act This bill prohibits the use of seclusion and limits the use of physical restraint in schools and Head Start programs that receive federal funding. It also establishes enforcement provisions, including a private right of action for a student who has been subjected to unlawful seclusion or restraint, and creates a grant program for state educational agencies to implement the procedures required by the bill.

Native American Language Resource Center Act This bill authorizes the Department of Education to make a grant to or enter into a contract with an eligible entity (e.g., an institution of higher education) to establish, operate, and staff a Native American language resource and training center. The center must serve as a resource to, among other things, improve the capacity to teach and learn Native American languages.

This bill commemorates the 20th anniversary of the passage of United Nations Security Council Resolution 1325, which urges member states to increase women's representation in institutions and mechanisms to prevent, mitigate, and resolve conflict. Saving the Civil Service Act This bill nullifies the executive order titled Creating Schedule F in the Excepted Service , which was issued on October 21, 2020. The order places executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, in the excepted service instead of the competitive service.

This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations. In addition, the resolution urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh, enourages open communication between officials of Artsakh and the U.S. government, and calls for the full participation of Artsakh in intergovernmental negotiations regarding its future. (Artsakh is officially recognized as a part of Azerbaijan.)

PPE for Safe Schools Act This bill provides funding for grants to state educational agencies and, through them, subgrants to local educational agencies to purchase sanitation supplies and personal protective equipment, provide staff training, and hire additional support staff to clean and sanitize school facilities and buses.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Japanese American Confinement Education Act This bill establishes a museum program on the historical importance of Japanese American confinement during World War II and permanently reauthorizes the Japanese American Confinement Sites preservation program. The bill directs the Department of the Interior to establish a program of grants to a Japanese American museum to educate individuals in the United States on the historical importance of such confinement and the commitment of the United States to equal justice.

Energy Resilient Communities Act This bill requires the Department of Energy to establish a program that awards grants to make critical energy infrastructure more resilient to climate change hazards, such as grants for developing clean energy microgrids that support critical community infrastructure or customers of electric utilities with special energy needs due to medical conditions.

Mental Health Justice Act of 2020 This bill creates a grant program for states and local governments to train and dispatch mental health professionals to respond, instead of law enforcement officers, to emergencies that involve people with behavioral health needs. The Substance Abuse and Mental Health Services Administration (SAMHSA) must manage the program in consultation with the Department of Justice (DOJ). SAMHSA may cancel grants that increase incarceration or institutionalization. Grantees must use funds for purposes including de-escalation and anti-racism training. The Department of Health and Human Services and the DOJ must evaluate this program.

Commission on Presidential Capacity to Discharge the Powers and Duties of the Office Act This bill establishes in the legislative branch a Commission on Presidential Capacity to Discharge the Powers and Duties of the Office to determine whether the President is mentally or physically unable to discharge the powers and duties of office. The commission (1) within 72 hours after Congress adopts a concurrent resolution directing it to do so, shall conduct a medical examination to determine if the President is temporarily or permanently impaired by physical illness or disability, mental illness, mental deficiency, alcohol or drug use, or any other condition or contingency rendering the President unable to execute the powers and duties of the office of President; and (2) within 72 hours after completing the examination, shall report its findings and conclusions to the Speaker of the House of Representatives and the President pro tempore of the Senate. Any refusal by the President to undergo such examination shall be taken into consideration by the commission in reaching a conclusion.

Children's Protection Act of 2020 This bill requires federal agencies to analyze the impact of any proposed and final rule that may negatively affect the health outcomes of a substantial number of children, including the impact of the rule on access to health insurance, health care, and behavioral health care services.

Services and Trauma-informed Research of Outcomes in Neighborhoods Grants for Support for Children Act of 2020 or the STRONG Support for Children Act of 2020 This bill establishes two grant programs for governmental health departments to prevent and mitigate childhood trauma and adverse childhood experiences. For the first program, the Department of Health and Human Services (HHS) must award grants to health departments to use data analysis methods to identify interventions to prevent and mitigate childhood trauma. Grant activities include, among others, using data analysis to identify geographic areas with a high prevalence of adverse childhood experiences and to implement strategies to improve outcomes for infants, children, and adolescents. For the second program, HHS must award grants to local or tribal governments to establish or expand early childhood trauma-informed care coordination services, including by instituting risk and needs assessments to respond to adverse childhood experiences. For both grants, the bill prohibits the use of funds for certain purposes, such as using the data analysis methods to inform individual case decisions, including child removals, or increasing the presence of law enforcement. In addition, HHS must evaluate and report on these programs and make findings and recommendations publicly available on its website.

Defeat Pandemic Propaganda Act of 2020 This bill prohibits the Department of Health and Human Services from obligating or expending federal funds before November 3, 2020, on public service announcements intended to positively influence public perception or misrepresent facts regarding the COVID-19 (i.e., coronavirus disease 2019) pandemic or encourage activities that carry an undue risk of contracting the disease.

Teaching Asian Pacific American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Asian Pacific American history in their teaching of American history. It also requires Asian Pacific American history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Asian Pacific American history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Asian Pacific American history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's Asian Pacific American Center. The bill also requires the inclusion of Asian Pacific American history in tests administered by the NAEP, which measures student academic achievement in various subjects.

This resolution honors Yitzhak Rabin for his service to the Israeli people and extends the sympathy and condolences of the House of Representatives to his family and the people of Israel on the 25th anniversary of his death. Further, it expresses support for (1) the close ties and special relationship between the United States and Israel; (2) community leaders and government officials who work to encourage coexistence and cooperation between Israelis and Palestinians; and (3) a negotiated, two-state solution to the Israeli-Palestinian conflict.

This resolution condemns Azerbaijan's military operations in Nagorno-Karabakh, a disputed region also known as Artsakh, and denounces Turkey's participation in the conflict. The resolution reaffirms U.S. support of efforts to secure an agreement from Azerbaijan to cease military operations against Nagorno-Karabakh and Armenia.

Safeguarding Elections by Countering Unchallenged Russian Efforts Act or SECURE Act This bill prohibits U.S. entities and individuals from dealing in Russian sovereign debt and requires reports on Russian government attempts to interfere with U.S. elections. The prohibition shall apply to any financial instrument that represents Russian sovereign debt that has a maturity or duration period of at least 14 days, including (1) bonds issued by the Russian Central Bank, the Russian National Wealth Fund, or the Russian Federal Treasury; and (2) foreign exchange swap agreements with such entities. The President may suspend this prohibition if the President reports to Congress a determination that there is no significant evidence to determine that Russia's government (or its agents) knowingly engaged in interference of any federal election since the most recent prior regularly scheduled federal election. The President may also waive the application of the prohibition for national security purposes. If the President seeks a waiver on or before February 1, 2021, the waiver shall apply only if Congress passes a joint resolution supporting the waiver. The bill also requires the Office of the Director of National Intelligence to report to Congress and the President no later than 90 days after a regularly scheduled federal election on whether there is significant evidence to determine whether Russia's government or its agents knowingly engaged in interference of that election.

Federal Agency Climate Planning, Resilience, and Enhanced Preparedness Act of 2020 or the Federal Agency Climate PREP Act This bill addresses climate change preparedness by establishing a council and a task force and requiring each executive agency (excluding the Government Accountability Office) to submit a climate change adaptation plan containing specified elements to the Office of Management and Budget.

Culture, Arts, Libraries, and Museums Emergency Relief Act of 2020 or the CALMER Act of 2020 This bill appropriates additional amounts for (1) the National Endowment For the Arts, (2) the National Endowment for the Humanities, and (3) the Institute of Museum and Library Services. Specifically, the funds shall be used to expand digital network access, to purchase tablets and other internet-enabled devices, to provide technical support services, to assist museums with operational expenses, to develop and share distance learning content, and for pandemic recovery planning and implementation. The bill (1) eliminates the $300 limitation on the tax deduction for the charitable contributions of nonitemizing taxpayers and extends such deduction through 2021, (2) extends the modification of the limitation on the tax deduction for charitable contributions through 2021, (3) exempts tax-exempt charitable organizations from payment of employment taxes in 2020, (4) extends eligibility for the Main Street Lending Program to tax-exempt organizations, and (5) extends eligibility for the Paycheck Protection Program to all tax-exempt charitable organizations.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Public Housing Solar Equity Act of 2020 This bill requires public housing agencies (PHAs) to take certain actions when selling or leasing assets in connection with a solar energy project. Specifically, a PHA must ensure that such a sale or lease financially benefits the residents of the public housing project as well as the budget of the PHA. Further, if a buyer or lessee intends to derive a product or service from the asset, the PHA must require that the product or service be offered and provided to residents of the public housing project before being offered and provided to nonresidents. Additionally, a PHA must include certain information regarding assets it intends to sell or lease in the upcoming year in its annual plan.
