Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons; prohibits self-pardons by the President; suspends the statute of limitations for any federal offense committed by a sitting President or Vice President; prohibits the acceptance of foreign or domestic emoluments, authorizes civil actions by Congress concerning foreign emoluments, and requires the President to make certain disclosures; and sets forth provisions regarding enforcement authority of the Office of Government Ethics and Office of Special Counsel jurisdiction. To address checks and balances, accountability, and transparency, the bill, among other things authorizes specified actions to enforce congressional subpoenas, requires appropriations to be made available for obligation in a timely manner, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of communications between it and the White House regarding certain investigations, requires cause for removal of inspectors general, increases whistleblower protections, reauthorizes the Merit Systems Protection Board, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

Louise Slaughter Weekend Voting Act This bill changes the timing for regularly scheduled elections for the House of Representatives, Senate, and electors of the President and Vice President to the first Saturday and Sunday after the first Friday in November. Further, the bill requires each state to establish the hours of operation for polling places. It also expresses the sense of Congress that the holding of elections over a weekend should be carried out in a manner which does not interfere with religious practices and should result in cost savings to the taxpayer.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

National Women's Hall of Fame Commemorative Coin Act of 2020 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Nonpartisan Postmaster General Act This bill restricts the political activities of the members of the Postal Service Board of Governors, including the Postmaster General and the Deputy Postmaster General. Specifically, the bill (1) prohibits the Postmaster General and the Deputy Postmaster General from taking an active part in political management or political campaigns; (2) prohibits the Board of Governors, the Postmaster General, and the Deputy Postmaster General from holding any political position while in office or soliciting funds for the campaign of a candidate for elected office or for a political party; and (3) restricts nominees for Postmaster General and Deputy Postmaster General to those who have not engaged in political activities in the four years prior to their appointments.

Protect the Youth Vote Act of 2020 This bill outlines specific practices that violate the Twenty-Sixth Amendment to the Constitution and establishes procedures to enforce the amendment. The Twenty-Sixth Amendment established 18 as the legal voting age and prohibits denying or abridging the right to vote based on age.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

Maternal Health Pandemic Response Act of 2020 This bill addresses maternal health during the COVID-19 (i.e., coronavirus disease 2019) emergency by supporting data collection, development of COVID-19 therapeutics and workplace protections, and other activities. Specifically, the Department of Health and Human Services must issue guidance for states and local health departments on collecting data on pregnancy and postpartum status in conjunction with COVID-19 tests. In addition, the bill provides funds for the Centers for Disease Control and Prevention (CDC) to expand particular maternal health surveillance programs. The CDC and the Centers for Medicare & Medicaid Services must also publish pregnancy and postpartum data related to COVID-19, and the CDC and the Indian Health Service must consult with tribes about collecting this data for tribal populations. Additionally, the National Institutes of Health (NIH) and the Food and Drug Administration must collect information about the effects of COVID-19 therapeutics on pregnant and postpartum individuals. The NIH must also ensure that at least one vaccine will be suitable for that population and must support related research. In addition, the Department of Labor must implement an emergency temporary standard to protect employees from workplace exposures to the virus that causes COVID-19 that specifically addresses pregnant and postpartum individuals. Certain regulatory requirements shall not apply in developing this standard. The CDC must also carry out an education campaign about pregnancy and COVID-19 and must establish a task force that addresses maternity care during the COVID-19 emergency. Furthermore, the Government Accountability Office must report on maternal health and public health emergency preparedness.

Federal Reserve Sunshine Act of 2020 This bill revises certain requirements for meetings of the Board of Governors of the Federal Reserve System. Currently, open meetings requirements (such as those regarding public access, voting records, and notice) as they apply to the board are suspended during the COVID-19 (i.e., coronavirus disease 2019) emergency period if the board determines that unusual and exigent circumstances exist. The bill reinstates these open meetings requirements, with the exception of the advance notice requirement. The board must publish within 24 hours any determination that the board may hold meetings without such advance notice.

Fair and Accurate Census Act This bill extends the deadline for the U.S. Census Bureau to complete the 2020 decennial census of population and related tabulations. The bill requires the bureau to report specified information, such as (1) the total number of field staff, sorted by category; (2) the anticipated schedule of census operations; and (3) total spending on media, advertisements, and partnership specialists. An institution of higher education may provide to the bureau information requested for purposes of enumeration for the 2020 decennial census of population. The bureau may not compile, produce, or publish any data product or tabulation as part of, in combination with, or in connection with the 2020 decennial census of population or any such census data that includes topics specific to the 2020 census that were not part of a report submitted on March 28, 2017, and the 2018 End-to-End Census Test conducted in Providence County, Rhode Island. For the 2020 decennial census, the bureau shall conclude the nonresponse follow-up operation and the self-response operation no earlier than October 31, 2020.

Postal Vehicle Modernization Act This bill establishes requirements for U.S. Postal Service (USPS) vehicle purchases and charging stations. The bill's provisions only apply if specified funding is appropriated. Specifically, the bill requires the USPS to ensure that at least 75% of the total number of next generation delivery vehicles purchased using such funds are electric or zero-emission vehicles. The bill provides for a phase-out of medium- and heavy-duty vehicles that are not electric or zero-emission vehicles. The USPS must provide by January 1, 2026, at each postal facility accessible to the public, at least one electric vehicle charging station for use by the public or USPS officers and employees.

Federal Reserve Racial and Economic Equity Act This bill requires the Federal Reserve Board to carry out its duties in a manner that supports the elimination of racial and ethnic disparities in employment, income, wealth, and access to affordable credit. The board must report on disparities in labor force trends as well as on plans and activities of the board to minimize and eliminate these disparities.

Removing Barriers to Basic Needs Act of 2020 This bill modifies eligibility requirements under the Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to temporarily waive requirements related to the denial of assistance and benefits for certain drug-related convictions. Any state law, policy, or regulation that imposes conditions on eligibility for SNAP and TANF based on an individual's conviction of an offense related to a controlled substance shall have no force or effect until December 31, 2022.

Merit Systems Protection Board Empowerment Act of 2020 This bill reauthorizes the Merit Systems Protection Board through FY2025 and modifies certain requirements relating to the administration of cases involving whistleblowers. Specifically, it requires cases involving alleged retaliation against whistleblowers to be heard by the board, an administrative law judge, or a designated board employee who has received training regarding the protections afforded whistleblowers under law.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Protecting Access to Loan Forgiveness for Public Servants During the COVID-19 Pandemic Act This bill allows public service employees who are impacted by the COVID-19 (i.e., coronavirus disease 2019) public health emergency to continue to participate, without disruption, in the Public Service Loan Forgiveness (PSLF) program. Specifically, an individual who was employed in a public service job and who experiences lapse in employment (e.g., a furlough, a layoff, or the individual's resignation due to illness or caregiving responsibilities) because of the COVID-19 public health emergency may continue to participate in the PSLF program without disruption. The bill treats such an individual as employed in a public service job during the emergency and deems a monthly payment made by the individual as a qualifying monthly payment toward loan cancellation under the PSLF program. However, unless the individual would have completed requirements for loan cancellation during the public health emergency, the individual must resume employment in a public service job within six months after the end of the emergency. In addition, the bill directs the Department of Education to develop and make available guidance related to the assistance provided by the bill.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

Jobs and Neighborhood Investment Act This bill establishes investment programs and generally revises provisions related to community development financial institutions and minority depository institutions. The Department of the Treasury must establish a Neighborhood Capital Investment Program to facilitate direct capital investments in low- and moderate-income community financial institutions. To qualify for the program, these institutions must, among other things, (1) demonstrate specified lending history regarding low-and moderate-income borrowers and other targeted populations, and (2) provide details regarding plans to expand or maintain lending to certain minority communities and historically disadvantaged borrowers. The bill also establishes the Neighborhood Loan Program through the Federal Reserve Board's emergency powers to create a credit facility for small business loans, specifically targeting low- and moderate-income community financial institutions serving low- and moderate-income and minority communities. The bill requires certain amounts available through existing COVID-19 (i.e., coronavirus disease 2019) economic aid programs to be set aside for the Community Development Financial Institutions Fund. Regarding minority depository institutions, the bill establishes the Minority Bank Deposit Program to expand the use of minority depository institutions to hold the deposits of federal departments and agencies, allows new minority depository institutions to take three years to meet initial capital requirements, and establishes a program allowing minority depository institutions to apply to receive deposits from certain Treasury accounts.

Uplifting Our Local Communities Act This bill allows the Federal Reserve Board in unusual and exigent circumstances to authorize Federal Reserve banks to buy and sell municipal bonds and other specified financial instruments issued by a state, the District of Columbia, a U.S. territory or possession, or a federally recognized Indian Tribe. The Federal Reserve Board must revise the terms of operation of the Municipal Liquidity Facility through which the board purchases state and municipal debt. Specifically, the board must extend the operation of the facility to December 31, 2021, extend the maturity of eligible debt from three years to ten, ensure that purchases are made at an interest rate equal to the federal funds rate, allow for the purchase of the debt of U.S. territories and possessions, and reduce the minimum eligible population size for a municipality to 50,000. The bill also establishes a long-term municipal borrowing facility to provide capital for the duration of the economic disruption caused by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Additionally, the bill removes the prohibition on loan forgiveness for states and municipalities receiving specified COVID-19 aid.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Passport Backlog Elimination Act This bill requires the Department of State to submit and implement a plan containing specified actionable strategies to eliminate the backlog of passport applications that is due to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Local Journalism Sustainability Act This bill allows individual and business taxpayers certain tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

Drug-Free Communities Pandemic Relief Act This bill authorizes the Drug-Free Communities Support Program, subject to certain limitations, to waive matching funds requirements applicable to certain grants for reducing substance use among youth. Before waiving these requirements, the program must determine that a grantee is unable to raise funds because of the COVID-19 (i.e. coronavirus disease 2019) emergency. Currently, the Office of National Drug Control Policy administers this program, and community coalitions that receive the grants must match a specified percentage of the federal award amount with nonfederal funds, including in-kind contributions.

Made in America: Preparation for a Pandemic Act of 2020 This bill establishes a pandemic preparation tax credit and a requirement to maintain in the Strategic National Stockpile a specified amount of personal protective equipment (PPE). The pandemic preparation tax credit is an amount equal to 20% of the qualified expenses paid or incurred by the taxpayer for purposes of producing PPE that qualifies for addition to the Strategic National Stockpile. The Office of Management and Budget (OMB) shall ensure that the stockpile includes an amount of PPE sufficient to meet the health security needs of the United States for one year during a pandemic or other emergency. The bill requires that at least 25% of the PPE in the stockpile be produced domestically, with exceptions. If the OMB determines that the requirement is not satisfied, it shall (1) notify specified congressional committees on a quarterly basis, and (2) post each notification on a General Services Administration website.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Earned Income and Child Tax Credits Outreach Act of 2020 This bill directs the Department of the Treasury, in January of 2021 and January of 2022, to carry out a public outreach program to inform individual taxpayers of their potential eligibility for the earned income and child tax credits. The Inspector General for Tax Administration of Treasury must study the outreach program and make recommendations for improving it.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Hong Kong Autonomy Act This bill imposes sanctions on foreign individuals and entities that materially contribute to China's failure to preserve Hong Kong's autonomy. Hong Kong is part of China but has a largely separate legal and economic system with protections for civil rights such as freedom of speech. This arrangement is enshrined in (1) the Joint Declaration, a 1984 treaty pertaining to the United Kingdom's transfer of Hong Kong's sovereignty to China; and (2) the Basic Law, Hong Kong's constitutional document. The Department of State shall report annually to Congress information about (1) foreign individuals and entities that materially contributed to China's failure to comply with the Joint Declaration or the Basic Law; and (2) foreign financial institutions that knowingly conducted a significant transaction with such identified individuals and entities. An individual, entity, or financial institution may be excluded from this report for various reasons, such as to protect an intelligence source. The President shall impose property-blocking sanctions on an individual or entity named in a report, and visa-blocking sanctions on a named individual. The President shall impose various sanctions on a financial institution named in a report, such as prohibiting the institution from receiving loans from a U.S. financial institution. The President may waive or terminate the imposition of sanctions under this bill. Congress may override such a waiver or termination by passing a joint resolution of disapproval.

Assisted Living Facility Coronavirus Reporting Act This bill temporarily imposes reporting requirements related to COVID-19 (i.e., coronavirus disease 2019) cases in assisted living facilities on states as a condition of receiving certain federal COVID-19 relief funding. Specifically, states must report each week on suspected and confirmed cases of COVID-19 in assisted living facilities to the Centers for Disease Control and Prevention (CDC), with the data disaggregated by race and other demographic characteristics. In addition, the Department of Health and Human Services must publish the information provided by states. States must also require assisted living facilities to notify federal, state, and local health agencies and facility residents, their representatives, and their families within one calendar day of any confirmed cases of COVID-19 or the onset of new respiratory symptoms at a particular facility. In addition, subject to some limitations, the bill applies federal COVID-19 reporting requirements for nursing facilities and skilled nursing facilities to assisted living facilities and requires the Government Accountability Office to evaluate the use of required reporting by nursing homes to prevent and control the spread of COVID-19 in such facilities.

Protecting Renters from Eviction and Fees Act of 2020 This bill expands the moratorium on evictions to include all tenants, as opposed to tenants of federally assisted properties, and extends the moratorium until March 27, 2021 (the current moratorium expires on July 25, 2020).

This resolution expresses the sense of the House of Representatives that the harm, trauma, and deaths of black women must be recognized alongside those of black men; the position of black women is unique in this country and therefore deserves specific, focused intervention to bring about equality of access, opportunity, and justice; any legislation passed in the House to remedy racial inequities, especially those in the criminal justice system, must include reforms to address concerns for black women; and the creation of a commission to study the status of black women and girls would aid in reducing social and systemic barriers and identifying reforms that would encourage more fair and equal treatment.

Chai Suthammanont Remembrance Act This bill requires federal agencies to develop and disclose reopening plans that incorporate certain information before sending employees back to work during a public health emergency, such as the emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires an agency to post a reopening plan on its website at least 30 days before reopening a facility. Among other information, the plan must detail (1) the personal protective equipment (PPE) that the agency will provide to its employees; (2) protections for employees whose work requires them to be in nonfederal buildings, such as auditors; and (3) potential measures to reverse the reopening that still ensure the continuity of operations. Each agency's Office of the Inspector General must report on whether the agency has complied with this bill's requirements and whether the agency has provided adequate PPE for its employees.

National Cyber Director Act This bill establishes the Office of the National Cyber Director, the duties of which shall include (1) serving as the principal advisor to the President on cybersecurity strategy and policy, (2) developing and supervising implementation of the U.S. National Cyber Strategy, and (3) directing the response of the federal government to cyberattacks and cyber campaigns of significant consequence.

Federal Workforce Health and Safety During the Pandemic Act This bill provides additional benefits and flexibilities for federal employees during the COVID-19 (i.e., coronavirus disease 2019) pandemic. Among other things, the bill allows federal employees to be reimbursed for the cost of child care or for the care of a relative who has COVID-19, if the employee is unable to provide such care due to work constraints; requires federal agencies to allow eligible employees to telework through December 31, 2020; allows federal employees who are unable to travel to, or perform work at, an approved worksite due to the pandemic to receive weather and safety leave; and establishes, and provides specified funds for, a pay differential for federal employees whose duties require a certain level of possible exposure to COVID-19.
